Canada plans vaccine record for outside travel (AP) Canada’s immigration minister says fully vaccinated Canadians will soon be able to get a government document that will certify their COVID-19 vaccine history for the purpose of international travel. The document, expected to be ready by the fall, will be digital, with an option for those who cannot or do not want a digital certificate. Immigration Minister Marco Mendicino says it will include data on the type of vaccines received, the dates and the location.
A Spy For An Eye (CNN) Meng Wanzhou, the CFO of Chinese tech giant Huawei and daughter of the company’s billionaire founder, was arrested on December 1, 2018, in Canada over allegations Huawei violated U.S. sanctions against Iran. She has been held under house arrest in Vancouver and still faces extradition to the U.S. At the time, it was feared her case threatened to ramp up tensions between the U.S. and China. Sure enough, almost immediately after Meng’s arrest, two Canadian businessmen, Michael Spavor and Michael Kovrig, were detained in Beijing and charged with espionage. Spavor was a Beijing-based businessman who regularly traveled to North Korea. Kovrig is a former Canadian diplomat who worked for the International Crisis Group. Chinese officials have never disclosed any evidence against Spavor or Kovrig, or information relating to their trials, which were held behind closed doors in March. On Wednesday, over two years after being arrested, a Chinese court said Spavor had been found guilty of spying and illegally providing state secrets to foreign countries; he was sentenced to 11 years in prison. The court also said Spavor would be deported, but didn’t specify whether it would be before or after he served his prison sentence. Kovrig was accused of “stealing sensitive information and intelligence through contacts in China since 2017,” but authorities have yet to announce Kovrig’s verdict or sentencing.

California requires vaccines, tests for teachers and staff (AP) California will become the first state in the nation to require all teachers and school staff to get vaccinated or undergo weekly COVID-19 testing, as schools return from summer break amid growing concerns about the highly contagious delta variant, Gov. The seizure of Kandahar and Herat marks the biggest prizes yet for the Taliban, who have taken 12 of Afghanistan’s 34 provincial capitals as part of a weeklong blitz. 1. Ultra-thin craft to wrap space debris
Scientists are developing an ultra-thin spacecraft that can remove space debris — which potentially threatens satellites or astronauts — by enveloping junk in the Earth’s orbit and dragging it through the atmosphere, causing it to burn up.
The Brane Craft, being developed by U.S.-based Aerospace Corporation, is flexible and measures less than half the thickness of a human hair.
It has to be bullet-proof, because a five-micron diametre particle can penetrate the main structural sheet, which is only 10 microns thick.
The spacecraft’s microprocessor and digital electronics are fabricated in such a way that if one component gets damaged, the others will continue to work.
2. After 9 years, Ballari back on air map
After a gap of nearly nine years, Ballari is back on the air map, with the re-introduction of flight services under the Union government’s regional connectivity scheme (RCS), UDAN (Ude Desh ka Aam Nagrik), that enables the common man to fly at affordable rates from September 21.
As per the RCS, a private flight operator has come forward to introduce daily flight services, to begin with, between Hyderabad and Vidyanagar (JSW airport) at Toranagal.
Boost to tourism
The introduction of flight services is expected to give a boost to the tourism and economic growth of the district.
For, Hampi, the world heritage site, the Tungabhadra dam, the natural beauty of Sandur, which is a valley within a valley, Daroji Bear Sanctuary, the only and the largest such sanctuary in Asia, the neo-lithic Sangankal site, which was the largest village settlement in South India 5,000 years ago, are among other tourist attractions located within 30 km radius from the airport.
Apart from this, Ballari district is also known for economic activities owing to the availability of iron-rich quality ore, several steel plants, including the multi-crore integrated steel plant set up by JSW Steel, cement factories, sponge iron units among other industries established here.
3. IndusInd Bank, MFI Bharat Financial in merger talks
IndusInd Bank, which has been looking to expand its microfinance business, has begun ‘exclusive’ talks for a merger with micro lender Bharat Financial Inclusion (formerly SKS Microfinance).
Bharat Financial has a presence in 18 States covering one lakh villages. IndusInd Bank has 1,210 branches and 2,090 ATMs.
The merger gives the micro lender an opportunity to cut costs.
For IndusInd Bank, this potential merger would be synergistic, boost earnings (RoA’s would cross the 2% mark) and prove to be a long term positive, as it will have access to BhaFin’s granular retail loan book, increasing cross selling opportunities and scale benefits.
IndusInd shares rose 5.6% to ₹1,790.65 on the BSE.
4. Modi, Abe to lay foundation for bullet train project on September 14
Prime Minister Narendra Modi and his counterpart from Japan Shinzo Abe will lay the foundation for the country’s first high-speed train project — Ahmedabad-Mumbai bullet train — on September 14th in Ahmedabad.
The 508-km-long project to be built with estimated investment of ₹1,08,000 crore will be funded up to 81% by Japan with soft loan of ₹88,000 crore at interest rate of 0.1% with repayment period 50 years.
the Mumbai Ahmedabad High Speed Rail will be passing through two States, Maharashtra 155.642 km and Gujarat 350.530 km and one Union Territory of Dadra and Nagar Haveli 2 km.
The double-track project involves 21 km of tunnel with seven km under sea at Thane Creek in Mumbai.
There will be 12 stations catered to, starting from an underground station in Mumbai, while remaining stations at Thane, Virar, Boisar, Vapi, Bilimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad, and Sabarmati will be elevated.
As part of the project, a dedicated High Speed Rail Training Institute is being developed in Vadodara and will become functional by end of 2020.
Around 4,000 staff members will be trained in this institute and they will be responsible for operation and maintenance of the ambitious project, which will usher in the new era of high-speed railways in the country.
The Central government’s flagship Make In India will also get a major boost as the high-speed train project’s implementation begins as most of the components, track systems and even rolling stocks will be manufactured in India with the help of the Japanese government and private-sector companies involved in manufacturing railway components.
This project is likely to generate employment for about 20,000 workers during the construction phase, who will be trained specialist to take up construction of such projects in India.
5. Chittoor cop is first Indian woman to scale Mt. Elbrus
Chittoor district Additional Superintendent of Police G.R. Radhika created a record by scaling Mount Elbrus, the highest mountain in Russia and in Europe, and the tenth most prominent peak in the world.
Radhika is the first Indian woman to scale the 18,550 ft Mt. Elbrus, a dormant volcano in Caucasus region in Southern Russia.
Instead of opting for the regular southern route to the mountain, Ms. Radhika achieved her target by scaling from the highly treacherous northern flanks. She would be returning to India on Wednes
Radhika had earlier scaled Mount Everest, the highest peak in the world, in May 2016, and became the first Indian woman police officer accomplishing the feat. In August 2016, she scaled Mount Kilimanjaro, the highest peak in Africa.
6. Andhra Chief Minister announces ₹100-cr. fund to encourage innovations
Chief Minister N. Chandrababu Naidu would allot ₹100 crore to create a separate fund to support out-of-the box ideas by aspiring entrepreneurs.
The three-day Indian Innovators’ Association (IIA) International Innovation Fair was participated by 30 foreign countries and about 300 innovations by Indian and overseas participants were displayed. The fair was organised by IIA in collaboration with APIS and International Federation of Inverters’ Associations (IFIA).
The Chief Minister and National Research Development Corporation (NRDC) Chairman and Managing Director H. Purushottam signed MoU to encourage startups through AP Innovation Society (APIS).
‘On the growth path’
He said as against a growth rate of 5.7% in the country, AP could achieve a growth rate of 11.72% in the first quarter.
Due to pro-active policies and governance on real-time basis, they were expecting much higher growth rate in future making AP among the top three States by 2022, best State by 2029 and one of the best destinations in the world for investments by 2050.
7. Food Safety and Standards Authority of India (FSSAI) launched ‘FoSCoRIS’
Food Safety and Standards Authority of India (FSSAI) launched ‘FoSCoRIS’, an online platform to bring in transparency in food safety inspection and sampling.   FoSCoRIS platform will help eliminate discrepancy and will make food safety officers accountable for their inspection.
Highlights of the FoSCoRIS Platform • FoSCoRIS system will help in verifying compliance of food safety and hygiene standards by food businesses as per the government norms. • It will bring together all key stakeholders including food businesses, food safety officers, designated officers, state food safety commissioners. • It will help in sharing data related to inspection, sampling and test result by all officials seamlessly.  • It will ease the process of sample collection by making it transparent and traceable and by controlling the quality of compliances. • For using this platform, Food Safety Officers (FSOs) require a hand-held device with internet connectivity.  • For this purpose, FSSAI has asked all the states to provide such devices to FSOs and appoint a nodal officer for this purpose and send the details of the officers for integrating them with FoSCoRIS.  • In the initial phase, FSSAI will bear the cost of rental plans of the hand-held devices for first three months to a maximum of Rs 500 per month per connection to first ten states and UTs.

FSSAI is a nodal agency responsible for protecting and promoting public health in India through regulation and supervision of food safety. It was established under the Food Safety and Standards Act, 2006.
8. India and Afghanistan exchanged four pacts
India and Afghanistan exchanged four pacts in areas of health, transport, space and new development partnership.
Afghan Foreign Minister Salahuddin Rabbani was on a three-day visit to India. He was here to attend the 2nd meeting of the Strategic Partnership Council between India and Afghanistan.
The bilateral documents which were signed and exchanged include 
(a) Motor Vehicles Agreement for the Regulation of Passenger, Personal and Cargo Vehicular Traffic.
(b) Memorandum of Understanding for mutual cooperation in the field of pharmaceutical products regulation. This MoU was signed and exchanged between the National Medicine and Healthcare Products Regulatory Authority of Afghanistan and the Central Drugs Standard Control Organisation (CDSCO), Directorate General of Health Services, Ministry of Health and Family Welfare.

(d) Letters establishing the New Development Partnership and launching 116 High Impact Community Development Projects.
In addition, the two nations agreed to expeditiously conclude the agreements/MoUs related to technical cooperation on police training and development, as well as technical cooperation between railway authorities; mutual legal assistance; and cooperation in the areas of food safety among others.
Next Meeting of the Strategic Partnership Council
It was agreed to have regular meetings of the Joint Working Groups, including monitoring implementation of the decisions taken.
Both sides agreed to hold the 3rd meeting of the Strategic Partnership Council in Kabul on mutually convenient dates in 2018.
The meeting of the Strategic Partnership Council is held under the aegis of bilateral Strategic Partnership Agreement 2011, which was held in New Delhi on 11 September 2017.
9. 12 September: International Day for South-South Cooperation
The International Day for South-South Cooperation was observed on 12 September 2017 by United Nations (UN).
The day celebrates the economic, social and political developments made in recent years by regions and countries in the south.
It also highlights UN’s efforts to work on technical cooperation among developing countries.
South-South cooperation is a broad framework of collaboration among countries of the South in the political, economic, social, cultural, environmental and technical domains.
This year, the Global South-South Development Expo 2017 will be hosted by Turkey and will take place in Antalya from 27 to 30 November 2017. 
The theme of this Expo will be 'South-South Cooperation in the Era of Economic, Social and Environmental Transformation: Road to the 40th Anniversary of the Adoption of the Buenos Aires Plan of Action (BAPA+40)’.
10. Navika Sagar Parikrama flagged-off from Panaji.
Nirmala Sitharaman, Union Defence Minister, flagged-off the Navika Sagar Parikrama from Panaji.
The Navika Sagar Parikrama is a project wherein a team of women officers of the Indian Navy will go around the globe on an Indian-built sail boat Indian Naval Sailing Vessel Tarini (INSV Tarini).
It is the first-ever Indian circumnavigation of the globe by an all-women crew. The crew will attempt to circumnavigate the globe on Indian Navy’s sailing vessel INSV Tarini.
The crew is expected to return to Goa in April 2018, on completion of the voyage.
Key highlights
• The Navika Sagar Parikrama will be covered in five legs, with stop-overs at 4 ports. These ports are Fremantle in Australia, Lyttleton in New Zealand, Port Stanley in Falklands, and Cape Town in South Africa.
• During the voyage, the crew would monitor and report marine pollution on the high seas, as also interact extensively with local PIOs during various port halts to promote Ocean sailing.
• The crew would also collate and update Meteorological/ Ocean/ Wave data on a regular basis for accurate weather forecast by India Meteorological Department (IMD) and subsequent analysis by research and development organisations.
• The expedition is expected to promote Ocean Sailing activities in the Navy while depicting Union Government’s thrust for Nari Shakti.
• The Navika Sagar Parikrama also aims to show case the ‘Make in India’ initiative by sailing onboard the indigenously built INSV Tarini.
About Indian Naval Sailing Vessel Tarini
• INSV Tarini is a 55-foot sailing vessel.
• It has been built indigenously.
• The vessel was inducted in the Indian Navy earlier in the year 2017.
• The ship is being skippered by Lt. Commander Vartika Joshi, and the crew comprises Lt. Commanders Pratibha Jamwal, P Swathi, and Lieutenants S Vijaya Devi, B Aishwarya and Payal Gupta.
11. The Union Government reconstituted six Committees of the Cabinet
The Union Government reconstituted six Committees of the Cabinet after recent ministry reshuffle.
Defence Minister Nirmala Sitharaman and railway minister Piyush Goyal have been included in the Cabinet Committee on Political Affairs (CCPA), reaffirming their elevation in the Union Cabinet.
Sitharaman and Goyal, along with petroleum minister Dharmendra Pradhan, have also been included as permanent members of the Cabinet Committee on Economic Affairs (CCEA).

12. The Bharat Petroleum Corporation (BPCL) to become a Maharatna company.
The Bharat Petroleum Corporation (BPCL) is all set to become a Maharatna company.
The company is currently a Navratna firm.
The decision to grant Maharatna status to BPCL was taken by a panel headed by the Cabinet secretary.
The Maharatna and Navaratna state-owned units operate in strategic fields such as petroleum, power supply, coal, heavy engineering, transportation services and telecommunications.
As per the government rules, a firm is eligible for Maharatna status if it is already a listed Navratna firm, has an average turnover at least Rs 25000 crore, net worth of Rs 15000 crore and an annual net profit after tax of Rs 5000 crore in the last three years. In addition, the fim should have significant global operations.
At present, there are seven Maharatna companies. They are Bharat Heavy Electricals, Coal India, GAIL (India), Indian Oil Corporation, NTPC, Oil and Natural Gas Corporation and Steel Authority of India.
