PASIG CITY, Feb. 25 (PIA) -- The Metropolitan Manila Development Authority (MMDA) commended eight of its traffic enforcers in recognition of their good deeds.
MMDA Chairman Benhur Abalos awarded certificates of commendation to Traffic Enforcers Ernesto Bungay Jr; Junathan Salmingo; Charmaine C-Zeil Balmores in recognition of their honesty when they surrendered a lost wallet and ATM cards thru a television public service program for the purpose of returning it to its lawful owner in Quezon City last January 4. 
“We commend our traffic personnel for their exemplary and admirable character of truthfulness. Their act is worthy of emulation, “said Abalos.
Enforcers Mark Anthony Aguilar and Romero Owen were also recognized for their honesty when they returned a lost wallet to its owner in Makati City last January 24. All are assigned at the Central Traffic Enforcement District 1.
Meanwhile, Mobile Patrol Unit members Roel Bayaua, Marlon Natada and Eddie Rosal received certificates in recognition of their noble act when they extended assistance to a family whose car tire was deflated at EDSA-Munoz area on February 9.
“Their noble act and willingness to extend assistance to anyone in time of need are manifestations of their high sense of dedication to duty as agents of person in authority and portrayal of model public servants,” said Abalos.   
Abalos said their good deeds are worthy of emulation, serving as examples to other government employees.
The MMDA Chairman said the recognition will be part of their records and be included in their recommendation for promotion. (PIA NCR)

MANILA – The Metropolitan Manila Development Authority (MMDA) wants a ban on delinquent drivers of public utility vehicles (PUVs) and called for PUV operators to keep such drivers from driving their vehicles.
In a press conference at the MMDA headquarters in Makati City on Monday, MMDA General Manager Arturo “Jojo” Garcia said that after forwarding a list of drivers with an excessive number of violations to the Land Transportation Office (LTO), their next step would be to get such drivers off the roads.
“We want the riding public to be out of danger and prohibiting habitual traffic offenders is one step to avoid road accidents,” Garcia said.
While the MMDA does not have the authority to apprehend or revoke excessive traffic violators, he said that they have asked the LTO to issue a guideline on the apprehension of such drivers.
“Because we are just an enforcement agency, we have to be guided by the LTO on the apprehension of these motorists,” Garcia said.
While waiting for the guidelines, he called on the PUV operators -- especially those in Metro Manila -- to bar such drivers from going on the road with their vehicles.
“We encourage PUV operators to exercise their authority and bar their errant drivers from holding the steering wheel,” Garcia said.
The MMDA said that on Tuesday, the traffic authority and the Land Transportation and Franchising Regulatory Board Technical (LTFRB) will sit down with bus operators to submit the names of drivers included in the LTO’s list of excessive violators.
LTFRB Division Chief Joel Bolano supported the strict measures against delinquent drivers and said that suspending a large number of PUV drivers would not necessarily translate to a lesser number of PUVs in Metro Manila.
“If there are 3,500 bus units in Metro Manila, there are more than 7,000 PUV drivers. If there are only 2,000 delinquent bus drivers, there will still be 5,000 left," Bolano said.
Garcia clarified that while a large chunk of excessive offenders was PUV drivers, they were not being singled out.
He said that the MMDA will also crackdown against private vehicle drivers and owners with more than three violations of the same traffic offense.
LTO Law Enforcement Deputy Director Roberto Valera said that under the law, the revocation and suspension of driver’s license is possible for delinquent drivers.
Aside from the revocation or suspension of license, Philippine National Police - Highway Patrol Group Traffic Enforcement Unit Chief Col. Emmanuel Tabuena said that drivers involved in road accidents may also face criminal charges for reckless driving, among others.
Last month, the MMDA submitted a list of about 12,000 drivers with multiple apprehensions, with the LTO issuing show-cause orders to about 2,500 -- half of which responded to the LTO. (PNA)

MAKATI CITY, March 2 (PIA) -- Metropolitan Manila Development Authority (MMDA) General Manager Jojo Garcia said in statement sent to the PIA NCR that erring motorists with alarming number of traffic violations should be banned from driving as they pose safety risks for their passengers.
“We want the riding public to be out of danger and prohibiting habitual traffic offenders is one step to avoid road accidents,” Garcia emphasized.
Garcia also said that the MMDA will wait for the guidelines from Land Transportation Office for the apprehension of these PUV drivers. Half of the 2,500 drivers answered the show cause orders issued to them by the LTO.
The MMDA has submitted a total of 12,000 drivers with multiple apprehensions last month. While waiting for the apprehension guidelines from the LTO, Garcia appealed to the operators to not allow those delinquent drivers to ply national roads in Metro Manila.
“Because we are just an enforcement agency, we have to be guided by the LTO on the apprehension of these motorists but we encourage PUV operators to exercise their authority and bar their errant drivers from holding the steering wheel,” Garcia said.
LTO Law Enforcement Deputy Director Roberto Valera said that revocation and suspension of license is in accordance with the law.
Tomorrow, March 3, the MMDA and the Land Transportation Franchising and Regulatory Board will sit down with bus operators to submit the names of drivers who are under the alarm list of LTO.
Philippine National Police – Highway Patrol Group Traffic Enforcement Unit Chief Col. Emmanuel Tabuena, for his part, said that aside from suspension and revocation of license, drivers who are involved in road accidents may also face criminal charges like reckless driving, among others.
Garcia and LTFRB Technical Division Chief Joel Bolano are confident that license revocations and suspensions won’t adversely affect the transport system in the Metropolis. “If there are 3,500 bus units in Metro Manila, there are more than 7,000 PUB drivers.
If there are only 2,000 delinquent bus drivers, there will still be 5,000 left," Bolano said. Garcia also clarified that the government is not singling out PUV drivers as the agency is now going after private vehicles drivers and owners with more than three violations of same traffic offense. MAKATI, Jan 7. (PIA)--The Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC) is on “blue alert” to help ensure the safety and well-being of the devotees participating in the Feast of the Black Nazarene.
Metro Manila Development Authority (MMDA) Chairman Danilo Lim, who is also concurrent head of the Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC), ordered the raising of the blue alert status of disaster and emergency response units of the MMDRRMC effective Monday until January 10, 2020.
 “Under blue alert, all response clusters and members of the MMDRRMC are placed on standby to respond to any disaster and emergency that may arise during the observance of the annual religious activity, particularly during the highlight of the feast, the Traslacion,” said Michael Salalima, concurrent chief of staff of the MMDA Office General Manager and Focal Person for Disaster Risk Reduction and Management.

Meanwhile, Lim inspected the situation at the Quirino Grandstand grounds immediately after the 6 am mass Tuesday morning, where devotees already line up for the “pahalik” or kissing of the Black Nazarene image.
 “We have deployed 1,000 MMDA personnel to assist and help maintain order in the religious activity. Barriers and steel fences were put in place for the queue of devotees,” Lim said.
Emergency and medical assistance shall be rendered by members of the Metropolitan Public Safety Office with the assistance of volunteers who committed to provide first-aid and assistance to those who would be injured.
Traffic enforcers are in charge of managing traffic at Quirino Grandstand, Quiapo Church and conduct clearing operations along the designated route of the procession of the Black Nazarene image.
Members of the Sidewalk Clearing Operations Group and Metro Parkways Clearing Group are tasked to provide crowd control during the “pahalik” or kissing of the Black Nazarene image and removal of road obstructions along the route of the procession.
Traffic mobile patrols, ambulances, road emergency vehicles, surveillance and communication units, and other necessary vehicles are dispatched in key areas in Manila City.

MANILA -- Members of the police force will tighten security around the University of Santo Tomas (UST) here as the annual bar examination starts Sunday, Manila Police District (MPD) acting Director, Brig. Gen. Bernabe Balba, said Saturday.
Balba said the deployment of 600 uniformed police personnel is meant to deter any untoward incident that may happen on these days, as well as to ensure order around the vicinity of the university.
“It’s all systems go for the MPD as it prepares for the conduct of the bar exams, wherein more than 8,000 law graduates are expected to flock to the UST on all Sundays of November,” he said.
The MPD will direct, administer, and supervise security, anti-criminality operations, emergency preparedness, and crisis response procedures for the peaceful and orderly conduct of the activity.
Balba assured the examinees and the public of stepped-up security “to provide a conducive environment for our future lawyers to take the examination without the worry of any disruption.”
He also warned the public of several modus operandi in the area, urging them to be vigilant and alert.
Meanwhile, the MPD, through its Traffic Enforcement Unit, will implement road closure and vehicles rerouting during the exams on November 3, 10 and 17.
Streets around UST -- P. Noval and Dapitan – as well as AH Lacson Avenue and España Boulevard, will be on the stop-and-go situation during drop-off time (5 a.m. - 8 a.m.) and pick-up time (5 p.m. onwards) of bar examinees.
No parking within the vicinity of UST, especially along España Boulevard, AH Lacson Avenue, Dapitan, and P Noval streets, will be allowed.
According to the Supreme Court (SC), 8,245 examinees are set to take the 2019 bar exams, which is chaired by Associate Justice Estela Perlas-Bernabe.
Deputy Clerk of Court and Bar Confidant, lawyer Ma. Cristina Layusa said that in case of heavy rains, 10 SC buses will be made available to transport examinees and duty personnel to UST from several pick-up points on each morning of the examination day.
The buses shall be stationed as early as 4:30 a.m. and will leave exactly at 5 a.m. in the following areas: Quezon City Memorial Circle (two buses); Park and Ride, Lawton, Manila (one bus); Supreme Court Compound, Taft Avenue (two buses); EDSA Magallanes Flyover (beneath the Flyover), Pasay (two buses); Greenbelt and Glorietta, Ayala Center, Makati (two buses); and Marikina Sports Complex (one bus).
Only bar examinees and duty personnel will be allowed to ride the shuttle buses. Boarding shall be on a first-come, first-served basis. To avail of this service, they must present their Notice of Admission, Gate Pass and/or identification cards to the bus driver before being allowed to board.
In case of flooding inside the UST compound before the start of the exams, commuter vans of the SC shall also be available to transport examinees and duty personnel from the UST gates to their respective examination buildings.
Senior citizens, pregnant women, and persons with disabilities (PWDs) shall be prioritized in the use of the commuter vans.
The vans shall also be available at each examination building to shuttle bar examinees and duty personnel back to Osmeña and Arellano Drives near Gate 5 along España Boulevard, where the SC buses are parked.
The SC buses will transport and drop them off in the following areas: northbound passengers will be transported up to Quezon City Memorial Circle; southbound passengers will be dropped off at Park and Ride, Lawton, Supreme Court premises, and at the EDSA Magallanes Flyover (beneath the Flyover) in Pasay; passengers bound for Makati will be dropped off at the Ayala Center (Glorietta and Greenbelt); and passengers bound for Marikina will be dropped off at the Marikina Sports Complex.  (PNA)

QUEZON CITY, Oct. 7 (PIA)--A lady motorcycle-riding traffic enforcer of the Metropolitan Manila Development Authority (MMDA) bagged the Dangal ng Bayan Award-Regional Winner Award in the Civil Service Commission’s 2019 Search for Outstanding Government Workers.
During the MMDA’s flag raising ceremonies held Monday, CSC-NCR Makati Field Office director Nel Sherwin Carnetes conferred the award to Rowena Capistrano, a member of the Traffic Discipline Office and employee of the agency for the past 10 years. 
The Dangal ng Bayan Award is conferred to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior.
The MMDA nominated Capistrano to the search in recognition of her exemplary performance in line of duty that brought honor and prestige to the agency due to her following achievements:
·         Chosen as one of the Oustanding Women in Law Enforcement and National Security (OWLENS) in the Philippines last March 11, 2019;
·         Received fourth place award in MMDA’s Search for Best Employee in November last year after being recorded as the traffic aide with the highest number of apprehensions;
·         Received best apprehending officer award from the Motorcycle Unit in 2017 and 2018
MMDA Chairman Danilo Lim said Capistrano’s professionalism in the performance of her mandated responsibilities is manifested by her punctuality and diligence resulting to a consistent very satisfactory performance rating.
Moreover, the act of showing commitment to public interests is manifested by her dedication, sincerity and commitment to her job by apprehending erring motorists from all walks of life in spite of the risk inherent to the job.
“The authority to apprehend and issue violation ticket is considered as a risk and temptation at the same time, but she never attempted to take advantage of it. She has shown exemplary performance in her field of assignment and possess the quality of a good public servant,” Lim said.
The CSC’s Honor Awards program recognizes government officials and employees who have displayed outstanding work performance. The conferment of honor awards aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.
The search culminates with the recognition and conferment of awards to deserving public servants during the celebration of the anniversary of the Philippine Civil Service in September. (PIA-NCR/MMDA)

MANILA -- Both national and local governments on Monday provided free public transportation across Metro Manila to address the transport strike conducted by multiple public transport groups.
On Sunday, Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra III said although they were not expecting the majority of public utility vehicle (PUV) drivers and operators to participate in the transport holiday, having a contingency plan in place was necessary to prioritize the mobility and convenience of Filipino commuters.
He added that the LTFRB and other government units were prepared not only to ferry stranded passengers, but also to apprehend violent protesters.
“Ang paghahanda po natin ay hindi lang naka-focus doon sa augmentation, kundi pati na sa enforcement at apprehension sakaling mangharang ng mga kapwa nila tsuper ‘yung mga nagwewelga (Our preparation is not focused only in the augmentation, but also in the enforcement and apprehension in case protesters obstruct their fellow drivers),” Delgra said.
The LTFRB, Inter-Agency Council for Traffic (i-ACT), Metropolitan Manila Development Authority (MMDA), Philippine National Police Highway Patrol Group (PNP-HPG) and several local government units (LGU) provided buses, modern jeepneys, and other public utility vehicles (PUV) in several public transport routes:

In Pasay City, the “Emergency assistance para sa Mananakay (for commuters) Initiative,” or EMI, provided free rides aboard its buses through the initiative of Mayor Imelda “Emi” Calixto-Rubiano and Cong. Tony Calixto.
The city government of Muntinlupa also provided shuttle services in the form of buses, trucks, jeeps, and other PUVs.
During the weekend, Presidential Spokesperson Salvador Panelo said the modernization of public transport in the country was “long overdue” and that the Duterte administration “will not be intimidated or cowed by threats of protests and strikes."
Last week, transport groups Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (Piston), Alliance of Concerned Transport Organizations (ACTO), and others scheduled a transport strike on Monday to protest the planned phaseout of jeepneys and other non-compliant medium-sized PUVs by July 2020 as part of the PUV Modernization Program of the Duterte administration. MANILA — The Metropolitan Manila Development Authority (MMDA) on Thursday clarified that the “police power” they have requested only meant "legislative powers" to craft effective traffic policies and strengthen the authority of traffic enforcers in sanctioning erring motorists.
Arturo “Jojo” Garcia, MMDA general manager, made the clarification after Edsa Special Traffic and Transport Zone head Edison “Bong” Nebrija reportedly asked for police powers "out of frustration."
However, Garcia said such power would be an effective deterrent against repeat traffic policy offenders.
“Na-frustrate lang talaga si Bong. Kasi nga meron talaga tayong mga driver ng bus na ang huli ay 70, 80 plus. Sana nga kung tatlong huli, i-confiscate natin 'yan para at least madala -- hindi makakapag-hanap buhay 'yan (Bong just got frustrated because we really have bus drivers who have been sanctioned 70 or 80 plus times. Maybe after three apprehensions, we could confiscate their license so they would realize their mistakes — they won’t be able to make a living),” Garcia said during a press conference at the MMDA main office in Makati City.
He said their enforcers are authorized to confiscate an erring motorist’s license but only in certain situations.
“Right now, we are authorized to confiscate license(s) on certain violations. Colorum vehicles, out of line, counter-flow or reckless, and kung may aksidente (if there’s an accident),” Garcia said.
Police power does not necessarily mean giving firearms to their enforcers or simply more power to confiscate licenses, Garcia said, noting that it also includes empowering the Metro Manila Council (MMC) to be able to issue traffic policies that could override local ordinances for uniform traffic laws across the metro.
“We have 17 local government units (LGUs) in Metro Manila. Each LGU has (its) own city ordinance. So sometimes, hindi pare-pareho 'yan (they are not uniform). So magkakaroon kami ng legislative power, mas masusunod 'yung resolution ng MMC (If we have legislative power, the MMC resolution would be followed),” Garcia said.
He said former MMDA chair and incumbent Marikina City 1st District Rep. Bayani Fernando attempted to push a resolution through the MMC, which would give their traffic enforcers authority to confiscate a license after three traffic violations but was rejected in court.
“'Yan po kinontest sa court. Natalo ang MMDA kasi nga we don't have the police power to legislate. So 'yun po ang ibig sabihin ni Bong diyan (That was contested in court. The MMDA lost because we don’t have the police power to legislate. So that’s what Bong meant),” Garcia said.
In a television interview last Wednesday, Nebrija said laws granting the MMDA enforcement powers were lacking, keeping their traffic enforcers from being effective deterrents against traffic violators.
He said some bus drivers have a lot of unpaid traffic tickets -- some with almost a hundred violations – due to non-contact apprehensions, but are still able to drive around Metro Manila.
