It was the final months of 1968 and throughout the year, the stability of American democracy had been called into question again and again. When Reverend Martin Luther King Jr. was assassinated in Memphis in April, civil unrest erupted throughout the United States. The “confidence of America’s allies and friends around the world” had been shaken, Leonard Marks, the United States Information Agency (USIA) director told President Lyndon B. Johnson. “We have suffered a blow from which it will take a long time to recover.”
Two months later, on the other side of the country, presidential hopeful Robert F. Kennedy was fatally shot shortly after he made his California Democratic primary victory speech. Then, in late August, violent clashes between protestors and police at the Democratic National Convention broke out in Chicago, casting more doubt on the U.S. political system. Parallels were quickly drawn between the Chicago riots and the Soviet Union’s suppression of the Prague Spring that same month. At the end of the year the USIA concluded that the Vietnam War, protests, assassinations and upheaval throughout the country led “many persons abroad to question whether the vaunted American system might be on the verge of decay and disintegration.”
Tear gas, body counts, protests and riots all appeared on television sets around the globe and in international newspapers. The House of Representatives Foreign Affairs Subcommittee observed that “the mental picture that many foreigners have of our nation is increasingly that of a violent, lawless, overbearing, even sick society.”

Since July 1969, Neil Armstrong’s first step on the Moon has represented the pinnacle of American space exploration and a grand scientific achievement. Yet, as Smithsonian curator Teasel Muir-Harmony argues in Operation Moonglow, its primary purpose wasn’t advancing science. Rather, it was part of a political strategy to build a global coalition. Then, in late December, Apollo 8 offered an antidote: an image of a nation striving for grand goals, inclusive and focused on peace and unity. The crew’s broadcasts from the moon would capture the attention of a billion people worldwide. Inclusive language during the broadcasts, as well as the soon-to-be-iconic photo Earthrise, amplified the USIA and State Department messaging that the American space program was “for all mankind.” When the world felt divided—between democracy and Communism, among generations, races and genders—it would be Apollo 8 that would offer a moment of unity and a sense of connection.
From the start, Apollo 8 commander Frank Borman understood his flight and then later promotion of the space program abroad as part of his service to the country, not as a purely scientific pursuit: “If you think I would’ve devoted that much of my life simply to exploration or science, I wouldn’t have, I’m not built that way, that’s not my thing.” The cold war threatened the security of the U. S., and his role as an astronaut was part of confronting that threat, lessening Soviet influence on the geopolitical landscape.
Shortly before his launch, as Borman engrossed himself in training, his phone rang. It was Julian Scheer, NASA’s deputy administrator for public affairs.
“Look, Frank,” Borman recalled Scheer explaining. “We’ve determined that you’ll be circling the Moon on Christmas Eve and we’ve scheduled one of the television broadcasts from Apollo 8 around that time.” Scheer pointed out that more people would hear the crew’s voices than had heard any voice in history. NASA estimated that a billion people around the world would be following the flight. He then added the simple but imposing instruction: “So, we want you to say something appropriate.”

For help, Borman turned to his friend Simon Bourgin, the USIA science advisor. The two had become close during the Gemini 7 diplomatic tour of Asia. When Borman prepared for interviews, he would ask Bourgin for advice.
Bourgin suggested a simple and short broadcast. “With six television transmissions, you are overexposed . . . and with that much time you could be tempted to pad, ham it up, or try to entertain. Avoid all of these.” In other words, he explained, “Keep your audience hungry.”
For the Christmas Eve broadcast, start with a description of what you see, he suggested: “I have a feeling that any direct message that you might compose reflecting on Christmas Eve, conditions on Earth, and the way you feel about it at the moon, could get awfully sticky; it would be difficult not to sound pretentious or patronizing.” In its place, end with a quotation.
Bourgin had called his friend Joe Laitin, assistant to the director of the Bureau of the Budget, and his wife, Christine, for advice. Christine came up with the idea of reading Genesis. “Why don’t you begin at the beginning?” she asked.
The first ten verses of Genesis from the Old Testament would have “universal appeal and a sense of reverence that is called for,” agreed Bourgin. As he told Borman, “About the only thing I can think of to match the majesty of the occasion, and the evening, is to read the opening lines of Genesis.” When Borman shared the idea with crewmates James Lovell and William Anders, they also agreed. The passage, typed on fireproof paper, was inserted into the Apollo 8 flight plan.
On December 21, like much of the nation, the first thing on President Lynden B. Johnson’s agenda was to watch the early-morning launch of Apollo 8. At 7:51 a.m. EST, Borman, Lovell and Anders became the first humans to ride the huge Saturn V rocket into space, one of countless firsts that the astronauts would claim on the mission. Susan Borman, Frank’s wife, found it “awesome . . . like watching the Empire State Building taking off.” As the spacecraft glided out toward the stars, the astronauts departed the Earth and stopped experiencing sunrises and sunsets. The mission would prove a boon for American ambassadors and other officials, who were invited by local media for interviews on the flight. “An excellent opportunity to get positive exposure through a variety of media in many countries,” the USIA advised. The agency would record the heaviest placement of its media material in memory, providing hundreds of photos, thousands of feet of TV film, and “reams of copy” to local newspaper, radio and television outlets around the world.
The Voice of America radio network provided live coverage of each stage of the mission, from launch to splashdown, in English, Chinese, Russian, Spanish, Portuguese and Arabic. American embassies in Eastern Europe assembled exhibits in their windows with pictorial explanations and a step-by-step schedule of the flight. As the crew completed stages of the mission, embassy staff would post announcements. The U.S. Embassy in Sofia, Bulgaria, reported that the window display “drew exceptionally large crowds, despite cold and snow.” In warmer climes, inhabitants of Martinique followed radio coverage of the flight so carefully that consulate personnel reported walking down the street and hearing status updates from shopkeepers and acquaintances.
Apollo 8 reached the moon three days later. The crew fired the service module engine, slowing the spacecraft down just enough to put it into orbit around another celestial body, another first. On the fourth orbit, Borman rotated the spacecraft, tilting its nose back toward Earth. Its small windows framed the Earth seemingly rising above the lunar horizon. The view caught the crew by surprise, even though mission planners had anticipated that the moment would come.
“Look at that picture over there!” Anders called out. “Here’s the Earth coming up. Wow, is that pretty!” With a Hasselblad camera in hand, Anders snapped a photo. Most of the photography scheduled for the flight focused on the moon. NASA needed detailed images of potential landing sites for future missions. As Anders watched the Earth rise above the lunar horizon, the black-and-white film magazine mounted to the camera’s boxy body would not do. Only color film could capture the contrast of the gray moon and the bright-blue Earth that Borman called “the most beautiful, heart-catching sight of my life.” Anders called out, “You got a color film, Jim? Hand me that roll of color quick, will you . . . hurry up!” After a swift swap of film magazines, Anders started snapping again.

He caught the Earth above the gray-chalky lunar horizon, the sun illuminating parts of Africa and South America. Eddying clouds suggested an alive, dynamic planet. Earthrise, as the photograph would come to be known, amplified the beauty—and rarity—of humans’ home planet. Food packed for the crew that day was tied up in fireproof plastic green ribbons and labeled “Merry Christmas.” Inside Borman, Anders and Lovell found turkey with gravy and a fruit-cake coated with gelatin to prevent crumbs from floating into the spacecraft’s systems.
At 9:30 p.m., during the second-to-last lunar orbit of the flight, the crew began their last broadcast from the moon. Taking a cue from Bourgin, they turned the camera toward the moon and took turns describing their perspectives. Borman called the moon a “vast, lonely, forbidding-type existence, or expanse of nothing, that looks rather like clouds.” Lovell agreed, commenting that “the vast loneliness up here of the Moon is awe inspiring, and it makes you realize just what you have back there on Earth.” Anders added, “The sky up here is also rather forbidding, foreboding expanse of blackness, with no stars visible.”
“We are now approaching lunar sunrise,” Anders explained to the television and radio audiences around the world. “For all the people back on Earth, the crew of Apollo 8 have a message that we would like to send to you.” Minutes before the spacecraft slipped behind the moon for the last time, the crew took turns reading from Genesis.

“In the beginning, God created the heaven and the Earth,” Anders read.
Borman ended the passage, adding “and from the crew of Apollo 8, we close with good night, good luck, Merry Christmas, and God bless all of you—all of you on the good Earth.”
Around the world, television sets glowed with the broadcast. One in four people on Earth—roughly a billion people spread among 64 countries—listened to the reading. Within 24 hours, recorded broadcasts of the address from the moon reached people in another 30 countries. Audiences in North and South America as well as Europe tuned in live thanks to the recently launched Intelsat 3 satellite. Comsat put the satellite into operation a week ahead of schedule so that international audiences could follow the flight.
Frank Borman had at first been skeptical about the addition of heavy television equipment on missions because weight and time were at a premium. But the broadcast, and world reaction, would change his mind. “Probably [the] most important part of space,” he later reflected, “in view of [the] impact on people of the world.”
Reactions to the telecast were unprecedented, and the USIA won a significant public diplomacy victory with the carefully chosen, inclusive wording of the Christmas Eve address. A BBC correspondent commented that the reading “struck on instantly as a stroke of genius.”
In Latin America alone, 1,353 stations carried the VOA broadcast, breaking records. Even Radio Havana picked up VOA coverage, an anomaly for the official Cuban-government–run station known for transmitting programming created by the North Vietnamese, North Koreans and Russians. The station cheered the mission as “a total success.” Borman received some 100,000 letters of appreciation for the Christmas Eve broadcast from around the world, with just 34 letters making complaint.
The Apollo 8 crew had traveled farther and faster than any humans in history. They saw what no other eyes had seen: the far side of the moon, and the Earth from a great distance, blue and white and shining. They became the first humans to ride the mighty Saturn V rocket, break the bonds of Earth’s physical pull, and enter the gravitational field of another celestial body. But the mission, and the program more generally, “did much more than just advance the country scientifically and technically,” Borman, argued. “It advanced it—in my opinion—diplomatically just as much. It cast the country in a favorable light, at a time when there were many things that cast it in an unfavorable light.”
On Christmas Day, the front page of the New York Times carried an essay by the poet Archibald MacLeish inspired by the mission: “To see the earth as it truly is, small blue and beautiful in that eternal silence where it floats, is to see ourselves as riders on the earth together, brothers on that bright loveliness in the eternal cold—brothers who know now they are truly brothers.”

Shortwave Radiogram, 22-24 March 2019: Not worried about a budget cut because we have no budget
Last week's Shortwave Radiogram was very colorful, except for the two gray-scale (also known as grey-scale) images, which were very "blackandwhiteful". See one example below and many more at https://twitter.com/swradiogram or @SWRadiogram on Twitter. However, apologies for the malfunction last weekend on 9400 kHz. It sounded like CW, but I don't think it was. The problem was resolved before the end of the transmission. Let's hope it does bot happen again this Saturday. (A studio recording of last weekend's broadcast, with no malfunctions, is available here.) Videos of last weekend's Shortwave Radiogram (program 91) are provided by Scott in Ontario (Friday 2030 UTC) and Ralf in Germany (Saturday 1400 UTC, including the transmitter issue). Here is his story about what happened: "I was fishing with my cousin on the Danube River. We went to our less well-known place but we still had results there! At dusk I caught just a pike of 0'400 g/ 14 Oz. on the Retro Silver wobbler. At 7:00 the following morning while I was drinking coffee and smoking my cigarette I noticed active predator that were chasing persistently small fish. I thought they were pikes. They were striking in a large radius along the bank. I took the rod and started casting from about 50 m up and was going slowly down to our place. There was no bite although it was striking a lot at my feet but it was very deep and I could not see what fish it was. I have already reached our spot between the dropshots. I talked to Yanko and we decided to pack and leave. The fish kept chasing. We agreed that he packs while I keep casting. On the second cast between the dropshots themselves there was a powerful strike and a pause for 2-3 seconds. Then the fish sharply swam up the stream and pulled the drag about 5 m/ 16'. It stopped pulling and I began to reel again and it pushed the rod down twice but could not pull the drag again. After about 30 seconds of pulling in my direction it showed up like a shark! First one big fin and then the whole asp! Right upstream! It pressed down again for a few more seconds and went out the same way without jumping or spinning around. I started pulling it again and it came without even realizing what was going on and Yanko took it with the net. The attack was right in front of me to the other shore, about 30 m/ 100' away and somewhere at the 25th m/ 80th feet it bit. It was very cool!" 2. Nach ungefähr 30 Sekunden in welchen ich den Fisch in meine Richtung zog hat er sich gezeigt und sah wie ein Hai aus! Zuerst eine große Flosse und dann der ganze Rapfen! Direkt stromaufwärts! Er drückte noch ein paar Sekunden weiter und ging auf die gleiche Weise an die Oberfläche ohne zu springen oder sich herumzudrehen. Ich fing an ihn wieder zu ziehen und er kam ohne zu merken was vor sich ging und Yanko nahm ihn mit dem Netz. Der Angriff war direkt vor mir zum anderen Ufer etwa 30 m entfernt und irgendwo auf dem 25 m biss er. Es war toll!"

Спря да развива и аз го почнах да го навивам а той пак натисна на два три пъти надолу пръчката но не можа да изсвири аванса. След около 30 ск дърпане към моя посока се показа отгоре като акула! Една голяма перка а после и той. Право срещу течението. Натисна пак надолу но пак няколко секунди и излезе по същия начин без да пляска отгоре без да скача без да се върти. Почнах пак да го дърпам и той си дойде без дори да разбере какво става и Янко го кепна. Ударът беше право напред срещу мен към другия бряг на около 30 метра и именно някъде на 25 тия удари. Daniil Medvedev reached his first Grand Slam final with a tense US Open semi-final victory over Grigor Dimitrov.
Russian fifth seed Medvedev, 23, edged the crucial points to win 7-6 (7-5) 6-4 6-3 on Arthur Ashe Stadium.
Little separated the pair in the opening two sets before Bulgaria’s former world number three Dimitrov, now ranked 78th, faded in the third.
Medvedev will face Spanish second seed Rafael Nadal or Italian 24th seed Matteo Berrettini in Sunday’s final.
Heavy favourite Nadal, 33, takes on 23-year-old Berrettini, a first-time Grand Slam semi-finalist, later on Friday as he chases a 19th major title.
Medvedev’s mental strength shines again
Medvedev was hotly tipped to be the man from outside the ‘Big Three’ of Nadal, Serb top seed Novak Djokovic and Swiss great Roger Federer to challenge for the final Grand Slam of the season, following an impressive build-up on the North American hard courts.
After losing in the Washington and Montreal finals to Australian Nick Kyrgios and Nadal, Medvedev went one better in Cincinnati and has continued that form to become only the third man to reach all four finals in the same season during the Open era.
Despite his success, some of his antics over the past two weeks have not endeared himself to the New York crowd, goading them with his provocative post-match celebrations and interviews.
That meant 28-year-old Dimitrov, who is looking to rebuild his career after a shoulder injury led to a severe slump in form, received the bulk of the backing on Ashe.
But that did not faze the Russian, whose mental strength shone through once again as he took his third match point to win in two hours and 38 minutes
“I have to tell you it sounds not bad,” Medvedev said when asked what it felt like to be a Grand Slam finalist.
In contrast to his previous exuberant celebrations, Medvedev remained straight-faced and gave just a gentle nod to the crowd when Dimitrov’s inability to land a second serve out wide sealed his place as the first Russian man in a Grand Slam final since Marat Safin in 2005.
Medvedev has suffered cramps and a quad injury, as well as having his run-ins with the American fans, in an eventful tournament which he described as “crazy”.
But this was almost as straightforward as it had been for Medvedev.
Dimitrov, who beat Federer in an epic late-night quarter-final on Tuesday, won more points in the first set but paid the price for not being able to take a set point at 6-5 and then crashing a forehand into the net which swung the momentum of the first-set tie-break to the Russian.
Medvedev began to breathe heavily after some lengthy rallies in the second set, particularly following a tournament high 39-shot exchange in a pivotal ninth game which the Russian survived after 11 minutes to hold.
That enabled him to pinch Dimitrov’s serve in the following game for a two-set lead and then break twice in a final set which saw Dimitrov’s belief disappear.
“I felt he was much closer to the first set, but I won and that changed the momentum of the match,” said Medvedev, who has now won 20 of his past 22 matches.

Ziua în care Regele Mihai l-a arestat pe Mareșalul Antonescu
La data de 23 august 1944, România a întors armele și s-a alăturat Națiunilor Unite în lupta împotriva puterilor Axei. Armata sovietică fiind deja în Moldova de nord încă din luna martie, regele Mihai își dă acordul pentru înlăturarea prin forță a mareșalului Antonescu dacă acesta va refuza semnarea armistițiului cu Națiunile Unite.
În urma refuzului net al lui Antonescu, Regele Mihai l-a destituit și l-a arestat, iar România a trecut de partea Aliaților. Din 1948 și până în 1990 a fost sărbătorită ca Ziua Națională a României.
În urmă cu 74 de ani, la 23 august 1944, în timpul celui de-al Doilea Război Mondial, România ieșea din alianța cu Puterile Axei (Germania, Italia și Japonia), declara încetarea unilaterală a războiului împotriva Aliaților (Franța, Imperiul Rus, Marea Britanie, Italia și Statele Unite ale Americii) și declara război Germaniei naziste și Ungariei horthyste.
La 23 august 1939, cu câteva zile înainte de declanșarea celui de-al Doilea Război Mondial, Germania nazistă și Uniunea Sovietică au încheiat Pactul Ribbentrop-Molotov. Prevederile protocolului adițional (anexele secrete) stabileau destinele țărilor baltice (Estonia, Lituania și Letonia), Finlandei, Poloniei și României.
După semnarea de către Franța a armistițiului cu Germania, la Compiegne, la 22 iunie 1940, prin notele ultimative din 26 și 28 iunie 1940, guvernul Uniunii Sovietice a rupt granițele românești, ocupând teritoriile Basarabiei, Nordul Bucovinei și Ținutul Herței (44.500 kmp și o populație de 3,2 milioane locuitori din Basarabia, respectiv 6.000 kmp și o populație de 500.000 de locuitori din Nordul Bucovinei).
Rapturile teritoriale au continuat prin Dictatul de la Viena, din 30 august 1940, când Ungaria horthystă a ocupat 44.492 kmp, respectiv nord-estul Transilvaniei, cu o populație de 2.667.000 locuitori. Prin tratatul din 7 septembrie 1940, de la Craiova, Bulgaria a încorporat județele Durostor și Caliacra, cu o suprafață totală de 6.921 kmp și aproximativ 410.000 locuitori.
Intrarea României în război
La 22 iunie 1941, România a intrat în război, alături de Germania împotriva URSS, în vederea reîntregirii teritoriului său. Mareșalul Ion Antonescu a ordonat armatei să treacă Prutul și să elibereze Basarabia și Nordul Bucovinei. Au fost angajate în operațiunile militare efectivele a două armate, care totalizau 12 divizii de infanterie, o divizie blindată și 6 brigăzi independente, precum și aviația militară (672 de avioane, dintre care 219 de bombardament și 146 de vânătoare).
Preocupările românilor în ceea ce privește scoaterea țării din război au crescut în intensitate către sfârșitul anului 1943, prin canalele deschise la Ankara și Stockholm.
La 20 august 1944, trupele Frontului 2 Ucrainean conduse de mareșalul Rodion Malinovski au declanșat ofensiva pe direcția Iași-Chișinău. Peste două zile, sovieticii se aflau pe linia Târgu Neamț-Huși-Chișinău, făcând o puternică spărtură în frontul germano-român din Moldova. Se demonstra, astfel, că țara noastră se afla la capătul rezistenței. Generalul Friessner a cerut continuarea rezistenței pe linia fortificată Focșani-Nămoloasa-Galați, lucru cu care, în general, mareșalul a fost de acord.
În dimineața zilei de 23 august 1944, politicianul Gheorghe Brătianu a făcut un nou demers pe lângă mareșal, în vederea încheierii neîntârziate a armistițiului. La orele amiezii, mareșalul Ion Antonescu a fost în audiență la regele Mihai I (1927-1930; 1940-1947), declarând că este dispus să semneze armistițiul după stabilizarea frontului și obținerea acordului lui Hitler. În aceste condiții, la ora 16.30, regele Mihai I a ordonat demiterea și arestarea mareșalului Ion Antonescu, conducătorul statului, și a principalului său colaborator, Mihai Antonescu, vice prim-ministru.
Ieșirea din alianța cu puterile Axei
La ora 22.30, prin Proclamația către țară, difuzată de posturile de radio, regele anunța “ieșirea noastră din alianța cu puterile Axei și imediata încetare a războiului cu Națiunile Unite”.
În același timp, s-a anunțat formarea unui guvern de uniune națională care a fost însărcinat cu încheierea păcii cu Națiunile Unite: “din acest moment încetează lupta și orice act de ostilitate împotriva armatei sovietice, precum și starea de război cu Marea Britanie și Statele Unite”.
Guvernul român, condus de generalul Constantin Sănătescu, cuprindea, alături de militari și tehnicieni, reprezentanți ai BND: Iuliu Maniu (PNŢ), C.I. Brătianu (PNL), Constantin Titel Petrescu (PSD) și Lucrețiu Pătrășcanu (PCR) ca miniștri fără portofoliu.
În Declarația guvernului se specifica: “în domeniul politicii externe, prima măsură luată de guvern a fost acceptarea armistițiului cu Națiunile Unite. Prin reprezentanții lor, guvernul Uniunii Sovietice și guvernele din Marea Britanie și Statele Unite au garantat independența României în cadrul suveranității respectate, neamestecul lor în viața noastră de stat.”
Evenimentele din România i-au luat pe nepregătite pe germani. Ambasadorului Manfred von Killinger, în cadrul audienței de la rege, i s-a sugerat retragerea în ordine din țara noastră a armatei germane. Hitler a ordonat înăbușirea în sânge a insurecției române și formarea unui guvern militar filogerman, ceea ce s-a dovedit a fi imposibil.
Comentând desfășurarea evenimentelor din august 1944 din România, radiodifuziunea britanică relata chiar în 23 august: “gestul României va avea efecte profunde”, iar postul de radio american din Europa, din aceeași seară, sublinia: “De acum înainte România este un nou aliat în tabăra Națiunilor Unite, ea manifestând voința de a se alătura la lupta care se duce împotriva inamicului comun”.
Începând din aceeași seară, Armata Română a trecut la lupta antifascistă. În perioada 23-28 august, lupte grele s-au dat pe Valea Prahovei, în porturile dunărene, în Dobrogea, Muntenia și Oltenia. Capitala a fost teatrul unor puternice lupte între forțele germane și trupele române. Lupte grele s-au dat la Școala superioară de Război, Prefectura din Ilfov, bariera Rahova, pădurile Băneasa și Otopeni. În urma operațiunilor militare au fost capturați 6.700 de militari germani, dintre care șapte generali și 358 de ofițeri. La 28 august, Bucureștii erau eliberați prin forțe proprii.

Semnarea Convenției de armistițiu a avut loc la Moscova, la 12 septembrie 1944, care declară România o țară înfrântă în război, consacră anexiunile sovietice din 28 iunie 1940 și impune plata unor despăgubiri de război către URSS, în valoare de 300 milioane de dolari, urmând a fi achitate în decurs de șase ani, în produse petrolifere, lemnoase etc. A fost declarat nul Arbitrajul de la Viena ”Transilvania sau cea mai mare parte a ei” revenind României.
Prin eliberarea orașelor Carei și Satu Mare, la 25 octombrie 1944, s-a încheiat eliberarea întregului teritoriu transilvan.
În cursul războiului din Est, Armata română a suferit pierderi de 624.740 militari (din care 71.585 morți, 243. 622 răniți și bolnavi, 309.533 dispăruți).
Participarea României la războiul antifascist s-a desfășurat până la 12 mai 1945, perioadă în care ostașii români au luptat pentru eliberarea Ungariei și Cehoslovaciei.
Timp de peste patru decenii, până la căderea regimului comunist, 23 august a fost ziua națională a României, marcată cu serbări de stradă în toate orașele, pionieri și muncitori scoși la defilare, flori și eșarfe fluturate, cântece “patriotice și revoluționare”.

There's an exception to Europe's closed borders: precarious seasonal labour from Romania and Bulgaria

In late June, more than 1,500 workers at a meat processing plant in western Germany contracted COVID-19. Once the limit of 50 new infections per 100,000 inhabitants had been surpassed, the lockdown of the facility and its neighbouring village was later extended to the entire district of Gütersloh, in the state of North-Rhine-Westphalia. It was the first lockdown on this scale since Germany relaxed federal restrictions on May 10. Most of those infected at the Tönnies company's slaughterhouse were migrant workers from Bulgaria, Poland, and Romania. They are just a handful of the thousands of people from the EU's eastern member states who head to Germany every year to work in the country's food industry. Germany's epidemiologists have warned that these massive facilities, with their poor ventilation, running fluids, packed assembly lines, and oft-touched metal surfaces, constitute Petrie dishes for infection. They have already noted a significant number of COVID-19 infections among slaughterhouse workers, who are now being tested en masse in at least five federal states. But some figures, including North-Rhine-Westphalia's Prime Minister Armin Laschet, seemingly shifted the blame onto the workers themselves (Laschet has since “clarified” his statements, made in June, after criticism from federal politicians.) Tönnies now adorns the frontpages of Germany's leading newspapers; in some publications and on social media, it has become a popular quip to state that the pigs have a bigger lobby in Germany than the precarious workers who slaughter them. That may change. On May 20, Germany's Minister of Labour Hubertus Heil presented a new law to ban the outsourcing of labour and hiring processes to subcontractors, obliging Germany's meat companies to commit to minimum labour standards for migrant workers. With this outbreak, another chapter has unfolded in Germany's public discussion about the status of seasonal labour migrants. Labour activists from Europe, East and West, are warning that the COVID-19 pandemic has not only illuminated these existing inequalities — it has deepened them.
Choke on your asparagus
In Germany, the coming of spring is traditionally symbolised by the asparagus and strawberries. More recent tradition holds that they are picked by precarious Bulgarian and Romanian migrant workers — Germany's agricultural sector hired 300,000 migrant workers in 2019 alone. So when the federal government closed the country's borders in March due to the COVID-19 pandemic, the German agricultural lobby feared that tonnes of produce could be left to rot in the fields. Therefore, on April 2, Berlin agreed to open Germany's borders to 80,000 seasonal labour migrants over the following two months. The EU instituted a union-wide exception to travel bans for seasonal labourers. Almost immediately, thousands of Romanians heeded the call. On April 9, images hit social media of 1,800 people crammed into the small international airport in Cluj-Napoca, due to board four flights to Germany. According to some German media reports, several workers had arrived from the Suceava region, which was technically supposed to be under lockdown. What explained the crowds of people at Cluj airport that day? Both at home and in Germany, these seasonal labourers were accused of recklessness and stupidity for choosing to work abroad during a pandemic. Rights activists and analysts alike criticised this framing as inaccurate, asking not why workers chose to take such risks, but what the German companies benefitting from their labour could do to keep them safe. After all they were, in the words of the EU directive which exempted them from travel bans, “critical workers.” For many people in rural Bulgaria, Romania, and other eastern European states with poor employment prospects, seasonal labour migration is a matter of survival. Polina Manolova, a migration researcher at the University of Tübingen, says that the Bulgarian government that the Bulgarian government's lack of proactive measures to offer social support for workers intensified poverty, or the fear of impoverishment, during the pandemic:
These are people who have been laid off recently, people who aren't entitled to any unemployment benefit because there are so many conditions they have to fulfil. A lot of people fall out of the social security net, or work in the grey sector, or are self-employed. I follow recruitment agencies on Facebook, and I have never before seen such massive interest in leaving to work on these jobs.
As this anonymous woman explained to Bulgarian National Radio in April:

The reason is financial for me. With 20 pounds I can do my weekly shopping and I don't deprive myself of anything. Here I can't even afford to buy fish each week. I am going on a charter flight organised by the company on April 30. This is my ninth season in this farm. It's a strawberry, raspberry, blackberry, and blueberry farm. I am not worried because we are like a closed society there. My friends there told me that there is a quarantine period. We are six people in a caravan, we have a shared bathroom and a toilet.
Her words also suggest, as several analysts explained to GlobalVoices, that wage differentials are a necessary but not sufficient way to explain seasonal labour migration. It offers young families a chance to save for their children's higher education or houses of their own. It offers social capital; for young men in rural areas, it may as well be considered a rite of passage. This mainstay of rural life in Romania and Bulgaria was not going to be cut short by the pandemic. Facebook groups recruiting farm workers in the UK, Germany, and the Netherlands teemed with eager workers soliciting advice on how to head overseas. A handful of comments on the Bulgarian-language Brigada UK express concern about the coronavirus and social distancing measures, but most seem undeterred, even comments in April when the pandemic was far worse in many countries. “With the amount of chemicals they spray over there, there's no way you'll get COVID-19!” joked one man on the same page.
Life on the fields
When seasonal workers arrived in Germany, caveats applied. EU regulations, as well as instructions drafted by the German Ministry of Agriculture, obliged them to take a generalised health test before entering the country, whereupon they would have to self-isolate for two weeks. Only chartered flights were permitted, rather than the long bus journeys taken by most labour migrants. Yet much remained the same. Seasonal labourers were still hired by subcontractors and middlemen rather than the farms or slaughterhouses where they worked. Formally paid the German hourly minimum wage of €9.35, they complain that much of that sum is in fact deducted — not always transparently — to cover flights, food, and accommodation which they consider substandard. Dominique John, project coordinator of Faire Mobilität, an NGO which enforces fair working conditions for migrant labourers in Germany, told GlobalVoices that his colleagues had noted a rise in complaints of this nature in recent months. Fundamentally, this precarious employment relationship did not change during the pandemic. As one German farmer told the national tabloid Bild in April:

I can't use Germans. Most Germans aren't used to toiling away in the fields for hours on end. They quickly complain about backaches. But asparagus has to be picked every one to one and a half days. Germans demand one or two days off per week. That doesn't cut it in the harvest season. Romanians work away on Sunday and public holidays too.
According to an April 2 concept paper drafted by Germany's Ministry of Agriculture seen by GlobalVoices, seasonal labour migrants had to be provided with personal protective equipment (PPE) and be able to work and live at a safe distance distanced from one another. However, in light of the usual standards of accommodation for such workers, researchers and activists such as Manolova doubt that even stricter sanitary measures could be enforced across the board. The following examples, according to labour rights activists, are not unrepresentative of the living conditions of seasonal labour migrants on farms in Germany and neighbouring Austria:

On April 11, a Romanian man working as an asparagus picker in the southern state of Baden-Württemberg was found dead, and had tested positive for coronavirus. He is believed to have entered the country earlier, on March 20. The same month, Romanian workers from Suceava working at the same farm wrote the following letter to Monitorul de Suceava, a local newspaper, complaining about working conditions during the pandemic. The subcontractor who had dispatched them there, they continued, was no longer responding to their phone calls.

I write to you because we are in a great dilemma. We are in the place where that man from Suceava died. There are no means of protection; there are self-isolating people who work alone in the fields. Today a whole team of people were isolated; there's a woman who feels ill, she's been waiting for the doctor to come since the morning and nobody comes to see her. People sort asparagus in the hall and stand next to each other. We have masks that we've been wearing for five days. They closed the gates of the compound and put guards there, then went to people in the fields and told them that if the police come, they have to tell them that everything is fine. We want to go home. We do not want to die here.
There are grounds to believe that the distribution of working hours has improved in subsequent months. But in light of the employment relationship, a key question remains: what should happen if an agricultural worker in Germany falls ill from COVID-19? Last year, the Federal Employment Agency stated that nearly 70 percent of agricultural seasonal labourers in Germany were marginally employed on short term “mini jobs,” and therefore did not qualify for health insurance and German social security guarantees. Furthermore, the maximum period in which foreign workers were allowed to work in Germany without them or their employers contributing to the social security system was raised from 70 to 115 days during the pandemic, potentially prolonging their precarious situation.

Throughout May and June, public interest in the fate of seasonal labour migrants rose, as did fears that the incoming labourers would bring COVID-19 with them. But what went less widely remarked was that eastern Europe had been comparatively successful in its fight against the pandemic. Despite widespread tropes about migrants “bringing disease” to Europe, it was the Romanian and Bulgarian asparagus pickers, not the consumers, were at greater risk from working in Germany — where the number of COVID-19 infections was far higher than in their homelands. When the crops have been saved and their saviours return to their home countries, it could be worth revisiting this social media user's words:

I have to reflect on these abstruse images from the past weeks, where thousands of migrant workers stand back to back in Romanian airports. And I ask myself: how likely is it that a Romanian migrant labourer will go to the doctor here if he has a cough? Who will help him then?
It is a good question. If, indeed, one of those workers is able to visit a doctor in Germany, nothing will be lost in translation — for Germany's healthcare system, much like many others in Europe, runs with the help of thousands of Romanian doctors who have come in search of a dignified salary. Meanwhile, Romania fights COVID-19 with a shortage of medical personnel.
The new precariat
These examples are German, but they illustrate a story which all Europe shares. In my own home country of Britain, the question of precarious eastern European labour has become ensnared in a Brexit culture war. Fearing for the fruit harvest, the government launched a “Pick for Britain” campaign in May, extolling patriotic spirit as the solution in a time of closed borders. Few Brits obliged. And so, exceptions to border closures were quickly made for seasonal migrant workers, much to the chagrin of some Brexit supporters. For pro-Europeans, the refusal of their opponents to work on the fields was the strongest evidence of their hypocrisy; precarious labour migrants betokened an idealised European cosmopolitanism drifting out of reach. Between the lines, say experts, a more holistic conversation about labour rights for seasonal migrants was lost. Valer Simion Cosma, an anthropologist working with labour migrants in rural Romania and an employee of the Zalău History and Art Museum, hopes that the pandemic might raise awareness to Europe's segmented labour economy:
The management of fresh food supply chains in Europe's transnational agribusiness relies on cheap, non-unionised, and privately managed labour from low-wage Eastern European countries. The costs and benefits of this material structure are under-appreciated. West European farming benefits from massive EU and national subsidies, crowding out agricultural exports from the Global South. Yet pay and work conditions in the parts of European food supply chains that are not yet automated (such as fresh produce or meatpacking) remain precarious. International supermarkets pit producers against each other, who in turn rely on wage suppression to defend the sectors’ relatively small margins. While in theory, the East European workers enjoy the legal protections awarded to formal labour by EU law, the COVID-19 pandemic has exposed, and in some cases sharpened, their often exploitative work conditions. This occurred not just in countries with large informal sectors, weak labour unions a dual labor markets such as Greece, Spain or Italy, but also in countries like Germany, where economic informality is low and, for all the recent erosion, labour relations.
For Hein de Haas, Professor of Sociology at the University of Amsterdam and director of the Migration Institute, the role of seasonal labour migrants in a time of otherwise closed borders underscores the fact that complete autarky has become a fantasy:
There's a chronic demand for labour across Europe, and this shows it. You can have Brexit or no Brexit, you're still going to need those workers, and there are few remaining places in Europe other than Romania where you can get them. Over the past 30 years, we've been through a process of liberalisation of economies, there have been much more short-term labour contracts and flexibility to recruit migrant labourers, and that's in total opposition to the publicly stated desire to have less immigration; you can't have both. You cannot on the one hand liberalise the economy and give more leeway to labour movement and then say that you want less immigration. Politicians play this game about closing borders because there's political benefits, but at the same time it's clear. Trade unions also have to accept that local workers aren't available for those jobs. It's also not true that if the wages and conditions were improved, local workers would do that work — look at its social status. Perhaps students will do it, but once they graduate they're not going to do this. Politicians can say that they want unemployed people to do that work, but the problem is that picking strawberries, asparagus isn't an easy job! It requires getting up very early and being very motivated, and actually requires some skills. You won't often find that among other workers. It has proven a complete illusion that you can do without this. We're talking about very specific sectors — agriculture is one, care work is another, restaurants and dishwashing, hotel industry is another. These sectors can only exist because of that labour coming in.
For the Romanian philosopher Vasile Ernu, the pandemic prompts uncomfortable realisations about the place of his country in the global economy, and the frustrated hopes of the transition to market capitalism. Eastern Europe, he concluded in a column in April for Libertatea, provides the continent's precariat:
Însă resursa umană cu care România a mai rămas nu mai este una super calificată, adică bine plătită, ci o resursă umană necalificată numită „forţă de muncă ieftină”. Aş spune chiar foarte ieftină şi prost plătită. Atât de ieftină, încît se vinde „sezonier”, „en-gros”, aproape ca buştenii. Dar dacă buştenii se reîntorc în ţară sub forma unor mărfuri prelucrate în fabrici şi cu un preţ mai mare, cetăţenii, „forţa de muncă ieftină”, revin în ţară mai obosiţi, mai bolnavi, mai bătrâni, chiar dacă cu ceva bani adunaţi. Citeşte întreaga ştire: Noul proiect de ţară este neoiobăgia. Statul nu face diferența între bușteni și oameni… […] Avem stare de urgenţă, sau dispare la un telefon din Germania? […] Ce garanţii au aceşti oameni, ce asigurări, ce condiţii sanitare etc.? Ei pleacă pentru câteva luni, căci sunt “sezonieri”: cine le plăteşte carantina când se întorc? Statul german, angajatorii sau statul român? […] Care este proiectul nostru de ţară?
The human resource Romania is left with is no longer highly qualified, or rather, well-paid, but an unqualified resource known as “cheap labour.” Cheap, or poorly paid. So cheap that it is sold “seasonally,” and “wholesale” — almost like logs. But if the logs return to their country of origin in the form of goods processed in factories, to be sold at a higher price, the “cheap labour” citizens return to their country more tired, sick, and older, even if they have raised a little money. Our country's new project is neo-feudalism. The state does not differentiate between logs and human beings. […] So, do we have a state of emergency, or does it disappear with a phone call from Germany? […] What guarantees do these people have? What insurance, what healthcare? They leave after a few months, because they are “seasonal.” Who pays for their quarantine when they return: the German state, the Romanian state, or their employers? […] What is our national project?
As borders were closed across Europe, some of the continent's most vulnerable workers saw themselves labelled “critical” and “essential” by Brussels and Berlin. It was a flattering acknowledgement, but one which implicitly invited comparison with their less than flattering employment rights and precarious existence. If the post-pandemic world returns to “normal,” it behoves Europeans to ask once more about the how our normality came to be and at a cost to whom — the cost to those who toil unseen, the better to nourish our illusions that it may continue forever.

Tammy Abraham: Chelsea striker ‘undecided’ on England future
Chelsea manager Frank Lampard has backed Abraham for England call-up
Chelsea striker Tammy Abraham says he “has not decided” on his international future, after scoring in Wednesday’s Champions League victory over Lille.
The 22-year-old is yet to play in a competitive fixture for England but appeared in friendly draws with Germany and Brazil in 2017.
He is eligible to play for Nigeria despite featuring at three youth team levels for England.
“I haven’t made a decision yet. I am focusing on the club,” said Abraham.
“It is always a privilege to be wanted by both nations,” he told BBC Radio 5 Live. “I love both nations and for me I am clearly doing something right for Chelsea. My time will come.”
Abraham was part of the England Under-21s’ European Championship squad this summer.
England manager Gareth Southgate will name his senior squad on Thursday for forthcoming European Championship qualifiers against the Czech Republic and Bulgaria.
Abraham, who has netted eight goals in 10 games in all competitions for Chelsea so far this season, is joint-second in the Premier League’s top scorers’ chart.
“I am from an area where I have grown up with different culture backgrounds. I am fully aware Nigeria is a massive country,” Abraham added.
Chelsea boss Frank Lampard, also speaking 5 Live, added: “Tammy is handling the situation as he does with everything in life. He takes it with enthusiasm, happiness, desire to work.
“He wants to be the best and with that comes international recognition. I say it every day, it is his decision and the next decision on that front is for Gareth. I never want to tell him what to do.”
Abraham spent the 2018-19 season on loan at Aston Villa in the Championship and scored his first goal in the Champions League for Chelsea on Wednesday.
Lampard said he hoped to see “many more” goals from Abraham, who linked up with compatriot Fikayo Tomori to score against Lille – the first time since March 2012 that two Englishmen were involved in the same goal in the Champions League for Chelsea.
“Tammy’s performance was more of the same of what we have been seeing,” said Lampard. “He’s hungry for goals, he’s physical, he gives everything for the team, he has quality with the ball at his feet.
“It’s his first Champions League goal and we’ll see many more, I hope, and many more performances like that.”

Alcalde Elias Sayegh realizó el día de ayer su innovadora actividad "Despacho en la Calle" en el CC Paseo El Hatillo, numerosos vecinos y asistentes al CC conversaron con el alcalde sobre las problemáticas puntuales y sus posibles soluciones, el alcalde Sayegh agradeció a los asistentes y expresó que gracias a esta iniciativa se han resuelto con prontitud los problemas expuestos por los vecinos.

Ayer viernes culminó exitosamente el plan vacacional 2019 promovido por la, Alcaldía del Hatillo y Fundahinfa que además contó con la colaboración de la, empresa privada, el Alcalde Elias Sayegh informó que a pesar de la terrible situación la alcaldía se ha avocado a lograr sonrisas en nuestros niños hatillanos.
Alcaldía del Hatillo continúa con su plan #CuidemosElHatillo con la recuperación de calles y avenidas, esta actividad que incluye bacheo, restauración de carpeta asfáltica en caliente, limpieza y demarcación vial ha sido constante y en todo el municipio incluyendo la zona rural, la Lagunita, Alto Hatillo, Los Naranjos entre otras.
Fallas eléctricas continúan afectando diversas zonas del municipio, asi lo informaron habitantes del Hatillo vía redes sociales.
Colapso de losas de concreto por fugas de agua en tubería de Hidrocapital fueron las razones que produjeron escape de gas en tubería de gas directo frente a Hatillo Suites en la intercomunal del Hatillo, el alcalde Sayegh estuvo en el sitio indicando que la Alcaldía brindará colaboración para la recuperación de la zona afectada.
Por dos días Alcaldía del Hatillo y FOSPUCA realizaron la llamada "Operación Cachivache" donde se recogieron numerosos desechos y enseres de gran volumen en el sector.
Con la Federación de Alcaldes cuyo nacimiento se produjo en el Hatillo se logrará coordinar esfuerzos para solucionar los problemas que afectan las comunidades. Para mi es un honor que esta iniciativa haya tenido su origen en nuestro municipio, asi lo expreso el alcalde Elias Sayegh en el programa televisivo "Primera Página", de igual manera el alcalde informó que no se quedarán de brazos cruzados ante la adversa situación que vive el país.
@PC_ElHatillo se encuentra alerta ante las copiosas lluvias que han afectado el municipio, situaciones como la caídas de árboles han sido frecuentes y han sido resueltas por los miembros del organismo.

Shortwave Radiogram, 26-28 November 2021: Official digital modes of the circular economy
Happy Thanksgiving to listeners in the United States. No Thanksgiving is complete without tuning in and decoding Shortwave Radiogram. You can do this Friday at 0030-0100 UTC (Thursday 1930 EST, 1830 CST, 1730 MST, 1630 PST) on 9265 kHz from WINB Pennsylvania. Unattended reception and decoding are possible while eating Thanksgiving dinner, walking it off, sleeping it off, or watching football. Slow scan television (SSTV) is similar to the MFSK images we transmit on Shortwave Radiogram. Many Shortwave Radiogram listeners enjoy receiving and decoding SSTV images from the International Space Station. More such transmissions are scheduled for December 1 at 1210 to 1910 UTC, and December 2 1140-1720 UTC. The frequency is 145.8 MHz in the two-meter amateur radio band, narrow FM mode. Decode the PD120 SSTV using MMSSTV or similar software. (MultiPSK decodes SSTV.) Videos of last weekend's Shortwave Radiogram (program 231) are provided by Scott in Ontario (Friday 1300 UTC), Ralf in Germany (Saturday 1330 UTC) and 2010DFS in Shimane Prefecture, Japan (Sunday 0800 UTC on 5850 kHz).
