Trade or consumption of liquor is not a fundamental right and the state has the authority to regulate its sale, the Aam Aadmi Party (AAP) government told the Delhi High Court maintaining that its levying 70 per cent “special corona fees” on MRP of all alcohol brands is a price for grant of such privilege to the public.
The Delhi government opposed a batch of petitions challenging its May 4 notification levying the special fee on liquor, and said there was an element of privilege with sale/dealing in liquor and the state is free to regulate it under the excise law.
“Accordingly the state is also free to impose and recover a price for grant of such privilege. Such imposition need not be either a tax or a fee yet less excise duty, or for that matter form part of Excise revenue.”
“The present impugned levy (special corona fee) is nothing but a combination of price of such privilege and cost of such regulation and supervision,” the Delhi government’s Department of Excise said in an affidavit filed in response to the petitions.
The pleas are listed for hearing in the court on Friday.
“A citizen, therefore, has no fundamental right to do trade or business in liquor or for that matter also to consume liquor. On the other hand, the State has the authority and jurisdiction to regulate (including prohibit totally or partially) such trade and commerce as well as to regulate the sale, purchase and consumption of liquor,” the Delhi government said.
Besides Delhi, 10 other states, Assam, Meghalaya, Karnataka, Andhra Pradesh, Telangana, Uttar Pradesh, Haryana, Rajasthan, Tamil Nadu and West Bengal have imposed similar fees, it said.
The affidavit said owing to the clamp down on all economic activities due to coronavirus (Covid-19) lockdown, the revenue of Delhi government (which primarily comes from VAT/GST collection, state excise and stamp duty) has shrunk by almost 90 per cent in April 2020 and the total collections dwindled to a mere Rs 300 crore as opposed to approximately Rs 4,000 crore in the corresponding month in 2019.
“Between May 4 to 25, the total sale of operational liquor vends has been Rs 187 crore which is way too less as compared to the sale figures of May 2019 as the number of shops operational last year were around 800 and as of now, only 40 per cent of them are operational due to various restrictions imposed by the government in view of the coronavirus outbreak,” it said.
The government said the total excise revenue, including the ”corona fee”, collected by the state during May 4 to 25 has been to the tune of Rs 227.44 crore which includes Rs 127 crore of special corona fee, as against the total revenue collection of Rs 425.24 crore in May last year.
“The Delhi Excise Act, 2009 and the Rules framed thereunder also empowers the state to accord the privilege of a peculiar nature and also to regulate/ supervise the sale, purchase and consumption of liquor in the national capital territory of Delhi during the currency of COVID-19 pandemic, particularly in view of the lockdown measures/ directives announced by the Central government/ Delhi government and its Excise Department,” it said.
A batch of petitions were filed, including by advocate Lalit Valecha and Praveen Gulati, challenging levy of “special corona fees”.
Mr Valecha has contended in his petition that the fees is in excess of what has been authorised by law and accordingly it is being collected arbitrarily.
In his petition, he has said that the order of levying fee was an afterthought and an after effect of the overcrowding and violation of social distancing norms outside liquor shops.
The unprecedented levy of the special fees by the Delhi government resulting in overall increase in MRP (maximum retail price) of the liquor by 70 per cent was “arbitrary, uncalled for and bad in law”, the petition has alleged.
Mr Gulati, in his plea, has sought quashing of the May 4 notification claiming that it is highly arbitrary, irrational and, therefore, violates Article 14 (equality before law) of the Constitution. He has also sought directions to the government to refund the money collected under the notification.

About: Liquor contributes a considerable amount to the exchequers of all states and Union Territories except Gujarat and Bihar, both of which have enforced prohibition. Generally, states levy excise duty on manufacture and sale of liquor. Some states, for example Tamil Nadu, also impose VAT (value added tax). States also charge special fees on imported foreign liquor; transport fee; and label & brand registration charges. A few states, such as Uttar Pradesh, have imposed a “special duty on liquor” to collect funds for special purposes, such as maintenance of stray cattle. According to a report published by the RBI in September 2019, state excise duty on alcohol accounts for around 10-15 per cent of Own Tax Revenue of a majority of states. In fact, state excise duties on liquor is the second or third largest contributor to the category State’s Own Tax revenue; sales tax (now GST) is the largest. NEW DELHI: The Delhi High Court Friday asked the Delhi government to file a detailed affidavit on a batch of pleas challenging the decision to levy 70 per cent 'special corona fees' on the MRP of liquor of all brands in the national capital. The Delhi government had earlier filed its response to the petitions, saying that trade or consumption of liquor is not a fundamental right of a citizen and the State has the authority to regulate its sale and levying 70 per cent 'special corona fees' on MRP of all alcohol brands is a price for grant of such privilege to public. A bench of Chief Justice D N Patel and Justice Sangita Dhingra Seghal, conducting the hearing through video conferencing, heard part arguments and asked the government to file another detailed affidavit and listed the matter for further hearing on June 19. The Delhi government, in its earlier affidavit, has opposed the petitions which have challenged a May 4 notification levying a 'special corona fees' on liquor in the national capital and said there is an element of privilege via a viz sale/ dealing in liquor and the State is free to regulate it under the excise law. The Border Security Force, in a statement on Thursday said that two of its personnel had succumbed to the coronavirus infection.
"Grief stricken with deaths of two BSF personnel during this pandemic. A critically ill patient died who had contracted infection of #COVID19 while visiting super speciality clinics for his treatment.
"Other borderman died on Monday, 4 May in Safdarjung hospital, where he was admitted on 3 May. From normal ward he was shifted to ICU on 4 May. After his death, prior to postmortem, COVID19 test was done and result came positive by late night of 6 May, Wednesday.
Reports on Thursday said that the Karnataka government has decided to restart the operation of special trains for stranded migrants to return to their native states, after the BS Yediyurappa government faced criticism over its refusal to allow migrants to leave the state.
The state government wrote to nodal officers of various states, asking for consent to operate trains to their states, as per the MHA guideline.
354 Indians stranded in the UAE will be brought back on Thursday, News18 reported, in accordance to the Centre's plan to repatriate them amid the coronavirus lockdown.

Fuel, liquor prices increase as govts deal with damage to economy
The economic cost of the pandemic also began to hit the people with a sharp increase in fuel prices. Looking to shore up their dwindling resources, more states announced higher taxes on liquor sales, while Punjab pegged its overall revenue loss for the month of April at 88 percent due to all its tax revenues having dried up and only 1.5 percent the industry being operational.
Industry sources in various parts of the country told PTI that they were wary of opening their plants and offices due to concerns over the movement of their staff, suppliers, transporters and vendors till the nationwide lockdown, which has been been extended till 17 May, gets completely lifted.
While announcing the third phase of the lockdown, the government had provided relaxations in restrictions in a bid to get the industrial and agricultural activities restarted, but not much has changed on the ground because only a few companies, especially in the manufacturing sector, resuming their operations in a limited way.
The country's largest carmaker Maruti Suzuki India on Wednesday said it would resume operations at its Manesar plant in Haryana from 12 May.
Total cases near 50,000-mark
There are widespread fears that the virus spread may get worse with easing of the lockdown measures, as the number of cases have been rising continuously across most of the major urban centres of the country.
While the Health Ministry stopped giving an evening update of the COVID-19 tally from Wednesday, its morning update showed the deaths rising to 1,694 and the number of cases climbing to 49,391, registering an increase of 126 deaths and 2,958 cases since Tuesday morning.
It also showed more than 15,000 people having recovered, giving a recovery rate of nearly 29 percent.
However, a PTI tally of figures reported by different states and union territories till 9 pm put the total number of confirmed cases at 51,435 and the toll at 1,694.
While Maharashtra has reported the maximum number of cases and fatalities, Gujarat, Madhya Pradesh, West Bengal, Rajasthan Delhi, Uttar Pradesh, Andhra Pradesh, Tamil Nadu, Telangana, Karnataka and Punjab are among other major states affected badly by the virus.
Kerala also has reported more than 500 confirmed cases so far, but it did not report a single new case on Wednesday and the state government officials said the number of active patients is now only 30 as a big majority of COVID-19 patients have recovered.
Health minister Harsh Vardhan also expressed concern over the high fatality rate among COVID-19 patients in some districts of Maharashtra and Gujarat and asked the states to focus on early surveillance, aggressive contact tracing and early diagnosis to reduce the number of deaths in the areas.
Maharashtra reports highest single-day jump in COVID-19 cases
Maharashtra reported 1,233 new COVID-19 cases on Wednesday, taking its tally to 16,758, while 34 more deaths raised the toll to 651, a health department official said. Mumbai alone has more than 10,500 cases now.
Gujarat reported 380 new cases and 28 more deaths during the day, taking its total case count to 6,625 and the number of fatalities to 396.
This included 291 new cases and 25 more deaths in Ahmedabad alone, where the civic authorities have ordered closure of all shops except those selling milk and medicines for a week.
Separately, the MHA also wrote to the West Bengal government that the COVID-19 response in the state was "characterised by a very low rate of testing and a very high rate of mortality of 13.2 percent", which it said was by far the highest for any state.
The ministry also flagged instances of overcrowding in markets, free movement of people in large numbers without masks, bathing of people in rivers, people playing cricket and football, serious laxity in enforcing lockdown measures in containment zones, plying of rickshaws without any restriction, saying these were grave violation of lockdown instructions and social distancing norms.
West Bengal chief minister Mamata Banerjee said her government has identified over 92,000 cases of influenza-like illness and 870 people with severe acute respiratory illness across the state, findings that serve as "early warning signals" in the fight against COVID-19.
Banerjee said the results were the outcome of her government's extensive door-to-door surveillance over the last one month, covering over 5.5 crore households, and the exercise will continue "till the virus is defeated".
Meanwhile, the Karnataka Congress slammed the state government for cancelling the special trains to transport stranded migrant workers back to their native states.
548 medical staff members have tested positive for COVID-19 so far, says Centre
Official sources said around 548 doctors, nurses and paramedics across the country have been found to be positive for the infection so far. This includes 69 doctors in the National Capital.
However, this figure does not include field workers, ward boys, sanitation workers, security guards, lab attendants, peons, laundry and kitchen staff among others and the figures may be much higher after taking these people into account.
Also, at least 154 personnel of the Border Security Force (BSF) have tested positive for coronavirus, including 85 cases that were detected on Wednesday.
These include more than 60 deployed for law and order duties in the Jamia and Chandni Mahal area of the National Capital, and six from the escort team of the inter-ministerial central team (IMCT) that toured West Bengal to check COVID-19 containment measures in the state.
At least 37 infected personnel are from the Tripura frontier of the force.
In the meantime, the Delhi government ordered the release of 4,000 Tablighi members who have completed their required quarantine period in centres, PTI reported.
A huge congregation of 'Tablighi Jamaat' in Delhi's Nizamuddin area earlier in March was seen as a major hotspot for the virus spread, after which there were also several cases of Muslims getting targeted and blamed by some for the pandemic.
Thousands of the Jamaat members were subsequently traced in various parts of the country and quarantined, including around 4,000 in Delhi itself.
While nearly 900 of those being released from quarantine are from Delhi itself, the rest are from other states and would be sent back to their home states. A majority of them hail from Tamil Nadu and Telangana.
Trump says US' COVID-19 team not dismantling
One day after saying that the White House COVID-19 task force would be winding down, President Donald Trump said Wednesday it would continue indefinitely but focus more on rebooting the economy.
Trump’s reversal comes as deaths and infection rates outside of New York, the epicenter of the coronavirus, are rising even as states move to lift their lockdowns.
Trump tweeted that the special task force’s focus now would be on “SAFETY & OPENING UP OUR COUNTRY AGAIN.”
A White House official acknowledged on Wednesday that signaling that the task force was preparing to shut down had sent the wrong message and created a media maelstrom.
On Tuesday, Trump had praised the task force for doing a great job, but said “we’re now looking at a little bit of a different form, and that form is safety and opening. And we’ll... we’ll have a different group probably set up for that.”

Coronavirus Outbreak LATEST Updates: Maharashtra health minister Rajesh Tope said that 1,362 new coronavirus cases were reported in the state on Thursday, taking the total number of cases in the state to 18,120. Maharashtra jail authorities said that 72 inmates and seven staff members have tested positive for COVID-19 in Mumbai's Arthur Road prison. All infected inmates will be shifted to GT Hospital and St George Hospital in guarded vehicles on Friday morning while staff members will be shifted separately, the statement said. The ITBP said that 37 personnel posted in Delhi have tested positive for coronavirus in the last 24 hours. The total number of infected personnel in ITBP is now at 90. The Tamil Nadu health department on Thursday said that 580 more COVID-19 positive cases and two deaths were reported in the state on Thursday. Mumbai remained the worst COVID-affected city along with Pune and Thane in Maharashtra, amid rising number of confirmed cases and deaths. The viral infection claimed two more lives, taking the toll in the state to 95, said the health department. Otavio Rego Barros, spokesman for Brazilian President Jair Bolsonaro, has tested positive for the novel coronavirus on Thursday. The 59-year-old former army general "is home following all recommended protocols" after his positive test result was confirmed on Tuesday, the president's office says. The Koyambedu market has been linked to more than 500 cases in several districts of Tamil Nadu state and adjacent Kerala state. Over 7,000 people with connections to the market are being traced and quarantined, says J Radhakrishnan, the leader of Chennai's response to the coronavirus. The total number of COVID-19 cases in India climbed to 52,952 while, 1,783 patients succumbed to the infectious disease. Of the total confirmed cases, there are 35,902 active cases. Mamata said the results were the outcome of her government's extensive door-to-door surveillance over a month in April, covering over 5.5 crore households, and the exercise will continue "till the virus is defeated". India's tally of confirmed coronavirus cases neared the 50,000-mark on Wednesday with a large number of healthcare professionals and security personnel testing positive amid the worsening spread of the virus. Meanwhile, authorities flagged high fatality rates in states like West Bengal, Gujarat, and Maharashtra. Fuel, liquor prices increase as govts deal with damage to economy The economic cost of the pandemic also began to hit the people with a sharp increase in fuel prices. Looking to shore up their dwindling resources, more states announced higher taxes on liquor sales, while Punjab pegged its overall revenue loss for the month of April at 88 percent due to all its tax revenues having dried up and only 1.5 percent the industry being operational. Industry sources in various parts of the country told PTI that they were wary of opening their plants and offices due to concerns over the movement of their staff, suppliers, transporters and vendors till the nationwide lockdown, which has been been extended till 17 May, gets completely lifted. While announcing the third phase of the lockdown, the government had provided relaxations in restrictions in a bid to get the industrial and agricultural activities restarted, but not much has changed on the ground because only a few companies, especially in the manufacturing sector, resuming their operations in a limited way. The country's largest carmaker Maruti Suzuki India on Wednesday said it would resume operations at its Manesar plant in Haryana from 12 May. Total cases near 50,000-mark There are widespread fears that the virus spread may get worse with easing of the lockdown measures, as the number of cases have been rising continuously across most of the major urban centres of the country. While the Health Ministry stopped giving an evening update of the COVID-19 tally from Wednesday, its morning update showed the deaths rising to 1,694 and the number of cases climbing to 49,391, registering an increase of 126 deaths and 2,958 cases since Tuesday morning. It also showed more than 15,000 people having recovered, giving a recovery rate of nearly 29 percent. However, a PTI tally of figures reported by different states and union territories till 9 pm put the total number of confirmed cases at 51,435 and the toll at 1,694. While Maharashtra has reported the maximum number of cases and fatalities, Gujarat, Madhya Pradesh, West Bengal, Rajasthan Delhi, Uttar Pradesh, Andhra Pradesh, Tamil Nadu, Telangana, Karnataka and Punjab are among other major states affected badly by the virus. Kerala also has reported more than 500 confirmed cases so far, but it did not report a single new case on Wednesday and the state government officials said the number of active patients is now only 30 as a big majority of COVID-19 patients have recovered. Health minister Harsh Vardhan also expressed concern over the high fatality rate among COVID-19 patients in some districts of Maharashtra and Gujarat and asked the states to focus on early surveillance, aggressive contact tracing and early diagnosis to reduce the number of deaths in the areas. Mumbai alone has more than 10,500 cases now. Gujarat reported 380 new cases and 28 more deaths during the day, taking its total case count to 6,625 and the number of fatalities to 396. This included 291 new cases and 25 more deaths in Ahmedabad alone, where the civic authorities have ordered closure of all shops except those selling milk and medicines for a week. Separately, the MHA also wrote to the West Bengal government that the COVID-19 response in the state was "characterised by a very low rate of testing and a very high rate of mortality of 13.2 percent", which it said was by far the highest for any state. The ministry also flagged instances of overcrowding in markets, free movement of people in large numbers without masks, bathing of people in rivers, people playing cricket and football, serious laxity in enforcing lockdown measures in containment zones, plying of rickshaws without any restriction, saying these were grave violation of lockdown instructions and social distancing norms. Meanwhile, the Karnataka Congress slammed the state government for cancelling the special trains to transport stranded migrant workers back to their native states. 548 medical staff members have tested positive for COVID-19 so far, says Centre Official sources said around 548 doctors, nurses and paramedics across the country have been found to be positive for the infection so far. This includes 69 doctors in the National Capital. However, this figure does not include field workers, ward boys, sanitation workers, security guards, lab attendants, peons, laundry and kitchen staff among others and the figures may be much higher after taking these people into account. Also, at least 154 personnel of the Border Security Force (BSF) have tested positive for coronavirus, including 85 cases that were detected on Wednesday. These include more than 60 deployed for law and order duties in the Jamia and Chandni Mahal area of the National Capital, and six from the escort team of the inter-ministerial central team (IMCT) that toured West Bengal to check COVID-19 containment measures in the state. At least 37 infected personnel are from the Tripura frontier of the force. In the meantime, the Delhi government ordered the release of 4,000 Tablighi members who have completed their required quarantine period in centres, PTI reported. A huge congregation of 'Tablighi Jamaat' in Delhi's Nizamuddin area earlier in March was seen as a major hotspot for the virus spread, after which there were also several cases of Muslims getting targeted and blamed by some for the pandemic. Thousands of the Jamaat members were subsequently traced in various parts of the country and quarantined, including around 4,000 in Delhi itself. While nearly 900 of those being released from quarantine are from Delhi itself, the rest are from other states and would be sent back to their home states. A majority of them hail from Tamil Nadu and Telangana. Trump says US' COVID-19 team not dismantling One day after saying that the White House COVID-19 task force would be winding down, President Donald Trump said Wednesday it would continue indefinitely but focus more on rebooting the economy. Trump’s reversal comes as deaths and infection rates outside of New York, the epicenter of the coronavirus, are rising even as states move to lift their lockdowns. Trump tweeted that the special task force’s focus now would be on “SAFETY & OPENING UP OUR COUNTRY AGAIN.” A White House official acknowledged on Wednesday that signaling that the task force was preparing to shut down had sent the wrong message and created a media maelstrom. On Tuesday, Trump had praised the task force for doing a great job, but said “we’re now looking at a little bit of a different form, and that form is safety and opening. About: Liquor contributes a considerable amount to the exchequers of all states and Union Territories except Gujarat and Bihar, both of which have enforced prohibition. Generally, states levy excise duty on manufacture and sale of liquor. Some states, for example Tamil Nadu, also impose VAT (value added tax). States also charge special fees on imported foreign liquor; transport fee; and label & brand registration charges. A few states, such as Uttar Pradesh, have imposed a “special duty on liquor” to collect funds for special purposes, such as maintenance of stray cattle. According to a report published by the RBI in September 2019, state excise duty on alcohol accounts for around 10-15 per cent of Own Tax Revenue of a majority of states. In fact, state excise duties on liquor is the second or third largest contributor to the category State’s Own Tax revenue; sales tax (now GST) is the largest. The Centre on Monday said that it will be "facilitating the return of Indian nationals stranded abroad on compelling grounds in a phased manner." The proccess is set to begin from 7 May, a press release said.
"The travel would be arranged by aircraft and naval ships. The Standard Operating Protocol (SOP) has been prepared in this regard. Indian Embassies and High Commissions are preparing a list of distressed Indian citizens. This facility would be made available on payment-basis. Non-scheduled commercial flights would be arranged for air travel.
Medical screening of passengers would be done before taking the flight. Only asymptomatic passengers would be allowed to travel. During the journey, all these passengers would have to follow the protocols, such as the Health Protocols, issued by the Ministry of Health and the Ministry of Civil Aviation," the statement said.

The Chandigarh administration on Monday said that there are 80 active cases of coronavirus in the union territory and 21 patients have cured/discharged.
Coronavirus Outbreak LATEST Updates: The Maharashtra health department said that 35 deaths and 771 new coronavirus cases have been recorded in the state on Monday, taking the total number of cases in the state to 14,541. The toll due to coronavirus stands at 583 in the state.
Prime Minister Narendra Modi on Monday said, "Despite our own needs, we have ensured medical supplies to our 123 partner countries including 59 members of Non-Aligned Movement (NAM). We are active in global efforts to develop remedies and vaccines.
"Even as the world fights COVID-19, some people are busy spreading some other deadly viruses such as terrorism, fake news and doctored videos to divide communities and countries."
He added, "To counter COVID-19 we've promoted coordination in our immediate neighbourhood and we're organising online training to share India's medical expertise with many others."
The Centre on Monday said that it will be "facilitating the return of Indian nationals stranded abroad on compelling grounds in a phased manner." The proccess is set to begin from 7 May, a press release said.
"The travel would be arranged by aircraft and naval ships. The Standard Operating Protocol (SOP) has been prepared in this regard. Indian Embassies and High Commissions are preparing a list of distressed Indian citizens. This facility would be made available on payment-basis. Non-scheduled commercial flights would be arranged for air travel.
Medical screening of passengers would be done before taking the flight. Only asymptomatic passengers would be allowed to travel. During the journey, all these passengers would have to follow the protocols, such as the Health Protocols, issued by the Ministry of Health and the Ministry of Civil Aviation," the statement said.
In its 5 pm update, the Union health ministry said that 2,573 new coronavirus cases and 83 deaths were reported across the nation in last 24 hours.
The total number of COVID-19 cases in India rises to 42,836 including 29,685 active cases, 11,762 cured/discharged/migrated and 1,389 deaths.
The Union health ministry, in the 4 pm press briefing said that so far, 11,706 people have been cured.
"In the last 24 hours, 1,074 people have been cured.This is the highest number in terms of cured patients noted till date. Our recovery rate is now 27.52 percent. Total number of COVID-19 cases is now 42,533," said Lav Agrawal, Joint Secy, Health Ministry.
The Jharkhand government will not implement any of the relaxations granted by the Centre from Monday and has decided to extend the 'total' lockdown in the state for two more weeks till 17 May. The Ministry of Home Affairs has given considerable relaxations for the third phase of the lockdown beginning Monday.
Bihar Chief Minister Nitish Kumar on Monday made it clear that no fare will be charged from students returning to the state by special trains while migrant workers will be reimbursed the expenses incurred, besides getting additional assistance, after they complete the mandatory 21-day quarantine.

Maharashtra government has said that it is allowing standalone shops, including liquor shops, to open in Red Zones from 4 May, though they cannot be opened in containment zones. Only five non-essential shops can be opened in each lane, but the number is not restricted for essential shops, the state government has said.
The BJP said on Monday the railways has subsidised 85 percent of ticket fare for special trains being run to transport migrant workers and the state government has to pay the remaining 15 percent, soon after the Congress attacked the central government over the issue.
Out of the total 1,373 fatalities in India so far, Maharashtra has recorded the highest number of deaths at 548. Maharashtra Chief Minister Uddhav​ Thackeray has requested the Centre not to charge any amount from migrant labourers for travelling by train to their native places during the coronavirus-enforced lockdown.

Total confirmed COVID-19 cases in India have risen to 42,533, according to the latest update from the Union Health Ministry on Monday. The toll in India due to the novel coronavirus pandemic has risen to 1,373. The reported active COVID-19 cases in India now stand at 29,453 and as many as 11,707 COVID-19 patients have been cured and discharged so far according to the Union Health Ministry.
Sonia Gandhi today attacked the government over migrants stranded by the nationwide coronavirus lockdown being asked to pay for their train ride home and has announced that the Congress would pay the train fare for them.
The first day of India's third lockdown extension has begun, with eased restrictions to facilitate the economy. Around 150 liquor shops located outside containment zones in Delhi are likely to open from Monday as the Delhi government.
India registered a record jump of 83 deaths and 2,487 cases in 24 hours as the number of COVID-19 fatalities rose to 1,306 and total cases climbed to 40,263 on Sunday, according to the Union health ministry.
The number of active COVID-19 cases stood at 28,070, while 10,886 people have recovered, even as the country prepares for the third phase of the lockdown.
However, health minister Harsh Vardhan sought to strike a reassuring note, saying that over 10,000 COVID-19 patients were discharged across the nation and that those admitted at hospitals are on the road to recovery. He also claimed that India's mortality rate was the lowest across the world at 3.2 percent.
Meanwhile, several states issued zone-wise guidelines on permissible activities and inter-district. The Karnataka government has issued guidelines for inter-district travel within the state for permitted activities between 7 am and 7 pm. A pass shall have to be obtained for the same from Deputy Commissioners of districts or from DCPs for travel between any districts, except for movement between Bengaluru Rural, Urban, Chikkaballarpur, Ramnagara and Kollar districts which shall be treated as one unit, said the order.
The Maharashtra government has issued a list of guidelines listing out what will be allowed and not allowed in different zones of the state.
State-wise cases
According to the health ministry data, the highest number of confirmed cases in the country is from Maharashtra at 12,296, followed by Gujarat at 5,055, Delhi 4,122, Madhya Pradesh 2,846, Rajasthan 2,772, Tamil Nadu 2,757 and Uttar Pradesh 2,626.
The number of COVID-19 cases has gone up to 1,583 in Andhra Pradesh and 1,063 in Telangana. It has risen to 922 in West Bengal, 772 in Punjab, 666 in Jammu and Kashmir, 606 in Karnataka, 500 in Kerala and 482 in Bihar.
Haryana has reported 394 coronavirus cases, while Odisha has 160 cases. A total of 115 people have been infected with the virus in Jharkhand and 94 in Chandigarh. Uttarakhand has reported 59 cases, Assam and Chhattisgarh have 43 cases each, while Himachal Pradesh and Ladakh have registered 40 cases so far.
Thirty-three COVID-19 cases have been reported from the Andaman and Nicobar Islands. Meghalaya has reported 12 cases, Puducherry eight, while Goa has seven COVID-19 cases.
Tripura has registered four cases, while Manipur has two cases. Mizoram and Arunachal Pradesh have reported a case each.
"Our figures are being reconciled with the ICMR," the health ministry said on its website, adding state-wise distribution is subject to further verification and reconciliation.
Of the 83 deaths reported since Saturday evening, 36 were from Maharashtra, 26 from Gujarat, 11 from Madhya Pradesh, three each from Rajasthan and Delhi, two from Telangana and one each from Tamil Nadu and Bihar.
With 521 fatalities, Maharashtra accounts for the maximum of the nationwide 1,306 deaths. Gujarat comes second with 262 deaths, followed by Madhya Pradesh 156, Rajasthan 65, Delhi 64, Uttar Pradesh 43, and West Bengal and Andhra Pradesh 33 each.
The death toll reached 29 in Tamil Nadu, 28 in Telangana, while Karnataka has reported 25 fatalities due to the respiratory disease. Punjab has registered 20 COVID-19 deaths, Jammu and Kashmir eight, Kerala, Bihar and Haryana have reported four deaths each. Jharkhand has recorded three COVID-19 fatalities.
Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data. The health ministry''s Saturday evening update had put the death toll at 1,223 and the number of cases at 37,776 in the country.
Lockdown relaxations
Delhi chief minister Arvind Kejriwal said the state government will implement the Centre's latest guidelines on lockdown relaxation and allow government and private offices to open from Monday but the suspension of travel by flight, metro and bus will continue.
Addressing an online media briefing, Kejriwal said delivery of essential goods through e-commerce portals will continue in the national capital.
The chief minister said that Delhi goverment offices engaged in essential services will function with full strength while private offices can operate with up to 33 percent strength.
The Maharashtra government also issued guidelines listing out permissible activities in different zones of the state.
As per the guidelines, only five non-essential shops, including liquor shops, can be opened in each lane. However, there is no restriction on the number of shops selling essential items.
A similar decision had already been announced for the COVID-19 green and orange zones, and such shops in these two zones were scheduled to open from Monday.
The state government, however, has created a separate category for Mumbai, Pune and Malegaon and will implement harsher restrictions there than other red zones in the state. According to the guidelines, private offices in the Mumbai Metropolitan Region, Pune Metropolitan Region and Malegaon will not be allowed to open from Monday. In other red zones in the state, they will be allowed to open with 33 percent staff strength.
Health minister urges people to follow restrictions
Harsh Vardhan urged people to observe the curbs extended till 17 May in the letter and spirit, and treat it as an effective intervention to cut the chain of transmission of the virus.
"We are on the path of success. We will win this war against COVID-19," he said after visiting the Lady Hardinge Medical College Hospital (LHMC) in Delhi to review the status of COVID-19 management.
He said around 10,000 people have been cured of the disease so far.
"We have crossed over 10 lakh tests and are performing over 74,000 tests in a day presently," he said.
The government has distributed around 20 lakh PPE kits all over India and supplied medicines, both hydroxychloroquine (HCQ) and paracetamol (PCM), to more than 100 countries, Vardhan added.
He said India is on a "better footing" compared to other nations in managing the pandemic, adding that with more than 2.5 lakh beds in dedicated COVID-19 hospitals and health centres, the country is capable of pulling off any eventuality.
The health minister urged people not to ostracise doctors treating COVID-19 patients or stigmatise those who have survived the deadly disease.
Centre to send teams to 20 districts to help with containment measures
The Centre will send public health teams to 20 districts with heavy case load of COVID-19 to help states in implementation of containment measures, an official press release said.

The reported active COVID-19 cases in India now stand at 29,453 and as many as 11,707 COVID-19 patients have been cured and discharged so far according to the Union Health Ministry. The first day of India's third lockdown extension has begun, with eased restrictions to facilitate the economy. Around 150 liquor shops located outside containment zones in Delhi are likely to open from Monday as the Delhi government. India registered a record jump of 83 deaths and 2,487 cases in 24 hours as the number of COVID-19 fatalities rose to 1,306 and total cases climbed to 40,263 on Sunday, according to the Union health ministry. The number of active COVID-19 cases stood at 28,070, while 10,886 people have recovered, even as the country prepares for the third phase of the lockdown. However, health minister Harsh Vardhan sought to strike a reassuring note, saying that over 10,000 COVID-19 patients were discharged across the nation and that those admitted at hospitals are on the road to recovery. He also claimed that India's mortality rate was the lowest across the world at 3.2 percent. Meanwhile, several states issued zone-wise guidelines on permissible activities and inter-district. The Karnataka government has issued guidelines for inter-district travel within the state for permitted activities between 7 am and 7 pm. A pass shall have to be obtained for the same from Deputy Commissioners of districts or from DCPs for travel between any districts, except for movement between Bengaluru Rural, Urban, Chikkaballarpur, Ramnagara and Kollar districts which shall be treated as one unit, said the order. The Maharashtra government has issued a list of guidelines listing out what will be allowed and not allowed in different zones of the state. State-wise cases According to the health ministry data, the highest number of confirmed cases in the country is from Maharashtra at 12,296, followed by Gujarat at 5,055, Delhi 4,122, Madhya Pradesh 2,846, Rajasthan 2,772, Tamil Nadu 2,757 and Uttar Pradesh 2,626. The number of COVID-19 cases has gone up to 1,583 in Andhra Pradesh and 1,063 in Telangana. It has risen to 922 in West Bengal, 772 in Punjab, 666 in Jammu and Kashmir, 606 in Karnataka, 500 in Kerala and 482 in Bihar. Haryana has reported 394 coronavirus cases, while Odisha has 160 cases. A total of 115 people have been infected with the virus in Jharkhand and 94 in Chandigarh. Uttarakhand has reported 59 cases, Assam and Chhattisgarh have 43 cases each, while Himachal Pradesh and Ladakh have registered 40 cases so far. Thirty-three COVID-19 cases have been reported from the Andaman and Nicobar Islands. Meghalaya has reported 12 cases, Puducherry eight, while Goa has seven COVID-19 cases. Tripura has registered four cases, while Manipur has two cases. Mizoram and Arunachal Pradesh have reported a case each. "Our figures are being reconciled with the ICMR," the health ministry said on its website, adding state-wise distribution is subject to further verification and reconciliation. Of the 83 deaths reported since Saturday evening, 36 were from Maharashtra, 26 from Gujarat, 11 from Madhya Pradesh, three each from Rajasthan and Delhi, two from Telangana and one each from Tamil Nadu and Bihar. With 521 fatalities, Maharashtra accounts for the maximum of the nationwide 1,306 deaths. Gujarat comes second with 262 deaths, followed by Madhya Pradesh 156, Rajasthan 65, Delhi 64, Uttar Pradesh 43, and West Bengal and Andhra Pradesh 33 each. The death toll reached 29 in Tamil Nadu, 28 in Telangana, while Karnataka has reported 25 fatalities due to the respiratory disease. Punjab has registered 20 COVID-19 deaths, Jammu and Kashmir eight, Kerala, Bihar and Haryana have reported four deaths each. Jharkhand has recorded three COVID-19 fatalities. Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data. The health ministry''s Saturday evening update had put the death toll at 1,223 and the number of cases at 37,776 in the country. Lockdown relaxations Delhi chief minister Arvind Kejriwal said the state government will implement the Centre's latest guidelines on lockdown relaxation and allow government and private offices to open from Monday but the suspension of travel by flight, metro and bus will continue. Addressing an online media briefing, Kejriwal said delivery of essential goods through e-commerce portals will continue in the national capital. The chief minister said that Delhi goverment offices engaged in essential services will function with full strength while private offices can operate with up to 33 percent strength. The Maharashtra government also issued guidelines listing out permissible activities in different zones of the state. As per the guidelines, only five non-essential shops, including liquor shops, can be opened in each lane. However, there is no restriction on the number of shops selling essential items. A similar decision had already been announced for the COVID-19 green and orange zones, and such shops in these two zones were scheduled to open from Monday. The state government, however, has created a separate category for Mumbai, Pune and Malegaon and will implement harsher restrictions there than other red zones in the state. According to the guidelines, private offices in the Mumbai Metropolitan Region, Pune Metropolitan Region and Malegaon will not be allowed to open from Monday. In other red zones in the state, they will be allowed to open with 33 percent staff strength. Health minister urges people to follow restrictions Harsh Vardhan urged people to observe the curbs extended till 17 May in the letter and spirit, and treat it as an effective intervention to cut the chain of transmission of the virus. "We are on the path of success. We will win this war against COVID-19," he said after visiting the Lady Hardinge Medical College Hospital (LHMC) in Delhi to review the status of COVID-19 management. He said around 10,000 people have been cured of the disease so far. "We have crossed over 10 lakh tests and are performing over 74,000 tests in a day presently," he said. The government has distributed around 20 lakh PPE kits all over India and supplied medicines, both hydroxychloroquine (HCQ) and paracetamol (PCM), to more than 100 countries, Vardhan added. He said India is on a "better footing" compared to other nations in managing the pandemic, adding that with more than 2.5 lakh beds in dedicated COVID-19 hospitals and health centres, the country is capable of pulling off any eventuality. The health minister urged people not to ostracise doctors treating COVID-19 patients or stigmatise those who have survived the deadly disease.
