"Talking to the hellhound went better than any of us expected. Deaton modified the spell you sent us; it lasted ten minutes, which was enough to get through to the hellhound. I've sent it back to you so you can see the modifications," Lydia said.

"Parrish did most of the talking, and we found out what came out with us," Scott added. 

"So what was it?" Stiles asked, looking from his wall over to the computer screen where he could see Lydia and Scott sitting together.

"Some sort of shadowy thing. It was in my chest, dude. The hellhound just kinda reached in there, pulled it out, and then turned into volcanic ash again. Deaton and Parrish are taking him back to Eichen House. Apparently the doctors there have something to destroy or contain the... thing."

Stiles blinked. "You didn't notice it was inside you?"

"Well, uh, not really? It's not like I was... uh, never mind," Scott finished abruptly.

Stiles climbed over his bed to sit in front of the computer, and he glared as hard as he possibly could through a camera no bigger than the nail on his pinkie finger. "Just say it, Scott: it's not like you were hunting your loved ones down, trying to kill them, or stabbing them with swords. It happened, and while I would love to forget it, I can't. Stop pretending like none of it happened, okay?"

Scott sighed. "I'll try. It just... it still hurts, y'know?" he said, rubbing at his chest where the sword had pierced him.

Beside him, Lydia rolled her eyes. "You're a werewolf, you healed in an hour. Possibly less, in fact. I wouldn't mind seeing some statistical data on how long different wounds take to heal for a True Alpha. Especially in comparison to a regular Alpha," she added, her head tilted as she looked at Scott curiously.

Scott's eyes widened and he slid away from her.

"Tone down the mad scientist there, Lyds, you're freaking him out," Stiles snickered.

"Oh, calm down. It's not like we've got another Alpha just hanging around, so it's nothing but a useless pipe dream without a proper control group," Lydia said, sighing.

"Um. Okay? I think I... need to go see, uh... Malia for something," Scott said, halfway out of his chair and closer to the door than Lydia in under a second. "Talk later, Stiles!" he called, waving before practically running out the door.

Stiles started laughing at his friend's sudden departure, and Lydia laughed so hard her face turned red. It took them a good three minutes to calm down again, and that was only because Ms. Martin looked in on Lydia to find out what was making her laugh so heartily for the first time in what felt like years.

"Oh, hell. That was hilarious. See if Kira can send you a sword or something, just to freak him out," Stiles snickered, wiping at his eyes.

"I'd prefer not to be decapitated, even if it was in the interest of science," Lydia said, though a smile tugged at her mouth. "How's everything going with Agent McCall?"

Stiles winced. "Uh, I kinda... threw him across a room with magic. Accidentally," he added quickly.

"Why? I thought you worked on your control with Deaton before you left?"

"I did. I tend to lose a bit of control if I'm too emotional," Stiles said, rubbing the back of his head and wincing.

Lydia pursed her lips. "Are you working on that?"

"No time, Lyds."

"That's a stupid excuse, Stiles. Meditate when you're in the bathroom and while you're commuting to and from Quantico. If you lose control like that again in front of someone who doesn't want to keep you nearby, it could end badly."

Stiles sighed and nodded. "All right, Lyds. I'll try."

"Do or do not, there is no try," Lydia quoted at him, eyebrow raised.

"Ugh, dammit; don't use Yoda against me! Fine, I'll meditate."

"Good. Now, you're about to have company, so tidy up, would you?" she said, looking to the suitcase that was overflowing with Stiles' clothes.

"Company? Who? And how do you know?"

"Because Derek text me before he left," Lydia replied, then ended the video call abruptly.

Stiles frowned and looked at his phone. Derek hadn't sent anything to him; maybe he was just leaving town to get a head start after all?

To Wolf: Lydia says I should expect you? Are you flying, driving or running?

Stiles had kind of hoped for a quick answer, but when he didn't receive anything, he set his phone down and started reading through the workbooks he'd been given earlier yesterday before the sparring session. The workbook was full of articles about cases throughout the US and the rest of the world. At the end of each article, the recruits were required to write whether they believed the defendant was guilty or innocent, their reasoning for this answer, and whether or not the jury and/or judge was unbiased and had sentenced these men and women correctly.

He tried to stop himself from going on a tangent, but Stiles had never been great at censoring himself, and he soon found himself taking out his notebook to keep writing. He was a cop's kid, and this was practically his bread and butter. Sure, Stiles knew that his morals weren't exactly set due North, but that didn't mean he didn't recognise injustice when he saw it.

Stiles only stopped when he heard his phone chime with a new text message, and he winced as he re-read the last few pages he'd written. He'd gone off on at least three tangents: the first about private prisons; the second regarding marijuana legality and implications for those in prison for that exact thing; and the third about people of colour who were often innocent of their supposed crimes and yet they were still suspected or incarcerated or beaten or killed, or sometimes all four.

Stiles thought of Boyd, learning to drive outside of Beacon County with Derek in the driver's seat, teaching him patiently. Stiles had been in the back with Erica, their laughter fading over the course of four hours as Boyd was pulled over three times for no reason whatsoever. Boyd had stayed calm, his hands on the steering wheel, and never raised his voice, even when the police officer accused him of ridiculous things that made Stiles' blood boil. In the end, Erica had driven them back to Beacon Hills, while Stiles ranted for an hour in the back. Boyd had just watched him and smiled.

He sighed, shaking his head and wishing he could've done more to save Boyd and Erica.

Remembering that his phone had gone off, Stiles looked away from his workbook and notebook, and unlocked his phone to read the text. His eyes widened.

Wolf: I flew in. I'll be there in an hour. Maybe less if I can get a cab.

Stiles hadn't honestly really truly believed that Derek would be coming to Virginia. He was practically stepping into the lion's den, with the lions being the FBI.

Stiles typed a message, then shook his head and deleted it. There was no point asking Derek why he thought this was a good idea: he'd done the same thing when the Sheriff was looking for him, after all.

To Wolf: I have to harbour your fugitive ass again?

Wolf: It's the last place they'd ever look.

To Wolf: Yeah, I know. I wouldn't look here either. See you soon.

Stiles hadn't cleaned as Lydia had instructed, so he started tidying everything and trying to make the tiny shoebox apartment seem larger than it actually was. While Derek probably wouldn't judge him for living here - he'd lived in an abandoned train station, so glass houses and all that - Stiles figured he could at least make it look nicer than it was.

It didn't take too long to clean, since there wasn't much room for anything anyway. With everything tidy, Stiles took a break from his workbook to look at the wall he'd set up, the list of suspects he had for framing Derek: Gerard Argent, Kate Argent, the Calaveras, Braeden (he wasn't sure what happened between Braeden and Derek, but she might have been angry enough at their relationship ending that she framed him), Peter (just in case)...

There was a knock at the door and Stiles looked at his phone. Forty-five minutes had passed; maybe Derek had managed to get a cab after all.

Stiles opened the door with a smile, his expression fading in an instant. He should have checked through the peephole before answering, because instead of Derek, he was faced with Agent McDildo.

Rental Owners Everywhere Should Be Concerned About California's Push for Rent Control--Here's Why

Its not just the weather that travels from west to east across the continental United States. Everything from Tony Hawks skateboarding to the humble Cobb salad got its start in California, eventually drifting eastward. For better or worse, the West Coast has a long history of setting trends and then spinning them out across the country. More recently, California has been pushing its historically low cap rates into neighboring states like Arizona and Nevada, much to the delight of incumbent local investors. The burning question for rental property owners today is: will statewide rent control regimes be the next West Coast export? Oregon Leads the Way in Rent Control In unlikely fashion, its actually Oregon thats leading the charge with a first-in-the-nation statewide rent control bill passed earlier this year. Senate Bill 608 was signed into law in February and immediately capped annual rent increases at the consumer price index (CPI) plus 7 percent. The only exemptions are for buildings less than 15 years old and subsidized below market rentals. In practical terms, that means most Oregon landlords will be limited to raising rents, on average, a maximum of 8 to 10 percent per year. Notably, the new legislation does not include vacancy control, so Oregon rental property owners will retain the right to set rents as they wish once an existing tenant vacates. Whats perhaps most notable about the recent action in Oregon is that while the legislation potentially sets a dangerous precedent for property owners, its also relatively mild in its actual restrictions. Even 8 percent annual rent increases can add up fairly quickly, and with compounding, can result in a 26 percent bump in just three years. All things considered, the result could have been worse for Oregon property owners. Time will tell if the new regulation delivers enough stability to the rental market to short-circuit support for more drastic rent controls. Related: 6 KEY Attributes that Affect the Risk Level of a Rental Market California Starts Down Two Paths to Rent Control Not to be outdone by its slightly damp neighbor to the north, California legislators are now proposing a slew of new regulations aimed at protecting existing tenants and increasing the housing supply across the nations most populous state. AB 1482 advanced out of assembly committee on April 25 and promises to cap annual rent increases at CPI plus 5 percent statewide, except where more restrictive local rent control laws remain in place. In areas with existing rent control, including Los Angeles, San Francisco, Oakland, and other cities, the more restrictive local regulations would continue to prevail. If AB 1482 becomes law, rental property owners from San Diego to Yreka will see their ability to increase rents for existing tenants capped at roughly 6 to 8 percent per year, with no exceptions for single family homes or newer construction. Of all the rent-control or anti-rent gouging bills currently being considered by California lawmakers, AB 1482 is probably the one with the best prospect of becoming law. Taking a slightly different tack, the California Senate is currently considering SB 50, which would wrest control of certain residential zoning regulations from local cities and counties. Its a complicated package of legislation thats designed to force higher density housing construction near rail and bus transit corridors. While there are notable carve-outs for smaller cities and beach towns, many of Californias urban centers would see a significant uptick in higher density new construction near transit. Under a separate provision, communities throughout the state would also be unable to prevent the further subdivision of many existing duplexes and single family homes into three- and four-unit properties.

Whats Behind the New Legislation? Taken together, AB 1482 and SB 50 can be seen as roughly representing two camps of thought regarding solutions to the continuing housing affordability crisis that grips not only California, but also an increasing number of urban areas across the country. On the one side, organized and well-financed tenant advocates are beginning to gain some modest ground in their efforts to bring rent controls to increasingly large swaths of the country. Its likely they will succeed in California, in one form or another before the end of the 2020 election cycle. Early results from the legislative push for more rent control in California will certainly influence what happens in other parts of the country, where rents are rising and tenant rights groups are gaining political influence. On the other hand, housing advocates (and developers) are also gaining traction, advancing the argument that restrictive land use policies are a significant source of upward pressure on housing costs, especially on the West Coast. Many California communities are so united in their distaste for residential growth and its negative perceived impacts on schools and traffic that it has become nearly impossible to get approval for even fully conforming new housing developments. This is likely to change significantly over the next few years, as a direct result of SB 50 or from whatever similar bill rises to take its place should SB 50 falter this year. Taken together, there is a decent chance that this two-pronged approach may yet move the California housing market back toward a more sustainable balance in time to avoid more draconian restrictions on rental property owners. Six years of steadily rising rents and a continued shortage of new home deliveries has resulted in a pressure cooker environment around all things housing related up and down the West Coast. Letting some steam out now may be the best hope for avoiding a major blow up. Related: What Property Owners and Managers Need to Know about Risk Management Emerging Risks for Rental Investors Changing populations and emerging legislation nearly always bring new risks (and rewards) to forward-thinking real estate investors. Lets take a closer look at a few key implications of the forces at work in California, on the assumption that they will eventually impact other markets around the country. First, lets acknowledge that California has not been the most lucrative place to own rental property if youre primarily focused on current income. Cap rates are notoriously low in core urban areas along the coast and are only slightly better inland. If you bought rental property in California from 2009 to 2015 and youve been able to raise rents to market, your yield is probably a bit more respectable now and youve undoubtedly also seen significant appreciation. If you bought more recently or have not raised your rents, its a different story. If your current rents are close to market, then the annual increase caps contemplated under AB 1482 probably wont hurt you much in the near future, given that market rents have now leveled off in nearly all parts of the state. Ironically, its the investors who had the option but chose not to raise rents in recent years that will bear much of the burden of the new legislation in the short run. This may be perhaps the most prescient lesson to landlords in other states, where rent control initiatives are just beginning to gain visibility. (Read: get your rents closer to market while you still can.) What lies ahead is somewhat uncertain. It may take years before we know how the emerging rent control regime will impact investor demand, cap rates, and associated valuations.

Some questions you may want to ponder include: Will the trend of California residents chasing yield beyond the states borders accelerate?Will Chinese and other international investors find other more promising U.S. markets with uncapped upside?How will California (and Oregon) landlords react to the next economic downturn? Will they resist aggressively lowering rents, knowing theyll be restricted on increases once the economy starts growing again? I dont have the answers, but these are all questions worth asking. Savvy investors know that you buy based on where you think the market (and regulation) is goingnot where it is today. Change Brings New Opportunities to Rental Investors, Too While AB 1482 is full of risks for rental investors, SB 50 is mostly opportunity. The express intent of the legislation is to jumpstart residential development and increase the supply of new market rate and affordable housing units as quickly as possible. For investors with an appetite for development, it may be worth taking a hard look at some of Californias transit corridors for new projects. Picking up an existing single family home or duplex at a 4 percent cap rate today might be worthwhile, especially if youre soon able to re-entitle the property for a much larger apartment building. There may also be incidental opportunities to make other real estate plays based on the long-term assumption of increased density in certain areas. For example, neglected or under-utilized commercial properties or even local operating businesses in these areas might see significant upticks in appreciation once higher-density construction breaks ground. For investors outside of California, you could apply a similar long-term buy and hold strategy to areas near public transit in other parts of the country. If Californias legislative approach successfully eases the housing affordability crisis, then other states may eventually follow suit. Promising investing opportunities may present themselves all along the most notoriously congested commuter corridors. Underneath the groundswell in support for measures like SB 50 is the dawning realization that adding new housing units far from where the jobs are is ultimately counterproductive. California is showing an intention to blaze a new path by simply bypassing local control to allow the market to deliver even more housing units on top of existing density. A similar dynamic may already be shaping up in other urban cores in the United States, and state legislators around the country are surely paying attention to whats happening in California. 2020 May Be the Inflection Point If AB 1482 and SB 50 fail to become law this year, the underlying market forces driving the legislation arent likely to go away. SB 50 itself is the reincarnation of a similar statewide initiative that died on the vine in 2018. If these bills dont make it over the finish line in 2019, we can expect a new push for similar regulations on both fronts to reappear during the 2020 election cycle. Political engagement is likely to be high among all camps in 2020, which may help provide rental property owners across the country an early glimpse of whats in store for other markets where housing affordability is nearing a tipping point. In my state and probably many others now as well, there are three License tiers: Learners Permit, Provisional Drivers License, and Full License. Learners permit is pretty much self explanatory, you have to drive with a parent/guardian only and must hold it for 9 months to get to the Provisional License in the middle which allows you to drive fully unsupervised after you turn 18 with many restrictions before 18 but still carries increased penalties(what they consist of I am not sure but they are nonetheless there only for Provisional Licenses) even after you turn 18, and then after you hold a Provisionals for 18 months, you can finally get a full license. Obviously not having increased penalties would be nice but I'm wondering if Full License status would also reduce insurance rates since it shows that you were able to hold a Provisionals for so long without moving violations and are therefore not quite as problematic of a driver as someone who has not yet passed the 18-month probationary period required for a Full License. Clarification on what a Provisional License is for my age(20): The Provisional License is for all intents and purposes basically the same as a full drivers license after you turn 18 with the exception of enhanced penalties for moving violations which remain possible until you get a full license. I purchased a townhome in March of 2013 for $183k in Florida. It is in a 200-unit subdivision that just completed all construction and sold out all last remaining units a few months ago. When I signed up for home insurance, the insurance company set my dwelling coverage to $183k. I told them that it isn't accurate for them to base dwelling coverage on market price because the replacement cost must be lower since market price includes land and profits the builder makes. Long story short, they convinced me to stay at $183 because they said costs were rising and so forth. I decided not to fight it. Fast forward to this year, and now they are proposing to increase the dwelling coverage to $203k (11% increase). Funny thing is that for my exact townhome model, about 20 units were sold in the last year with prices averaging in the upper $180s (slightly above what I paid). I called the insurance company to let them have a piece of my mind, and they told me they use an independent 3rd party company to price the replacement costs. I told them it's BS because it's way above average market price and replacement costs is always below market price. They asked me to send them documents from when I purchased the home that details the construction materials used and upgrades so that they can reevaluate the dwelling coverage. The Bottle that Turned Me

Passion for wine, unsurprisingly, begins with a bottle. Much like we all remember our first love, we all remember the bottle of wine that truly changed our perception of the beverage. Also like romance, a great bottle can strike at any time. Growing up in Northern California, wine had always been around me, and my first adventures in drinking involved Charles Shaw. Yet, it was years before it became my beverage of choice. In college, I drank mostly beer, and then moved on to the macho allure of Kentucky Bourbon. Still, my work in the restaurant industry maintained a relationship with wine, and my love of beverages in general meant I had a (very) basic understanding of it’s history and importance in the world of fermenting and distilling. Last summer I was lucky enough to begin working at a beautiful new farm-to-table restaurant with a serious wine program. Although located in the famously laid back town of Woodstock, NY, Silvia was anything but relaxed. Every shift involved an intricate and in depth pre-shift, where we tasted new menu items, discussed the geographic origins of the meats and cheeses, and, occasionally, had wine classes. The director of their wine program is Sommelier Alison Berlin, a firm believer that wine begins with the grape and terroir. Her expertise, although at first intimidating, also offered a berth of knowledge. Alison discussed wine in a way I previously thought reserved for music or literature; that unique blend of curiosity, knowledge, and reverence. Alison’s classes were primarily meant to educate the staff to help improve sales. We were not expected to understand carbonic maceration or memorize sub-appelations, but it would no doubt be helpful to understand the power of location on wine and some of the key points when discussing popular and often misunderstood wines, such as Riesling. One of Alison’s biggest focuses was the importance of terroir (a difficult to translate word that basically comprises all of the natural factors affecting a grape: the soil, the sunlight, the weather) on a wine. To illustrate this we tasted two bottles of Cabernet Franc, one from Chinon in the Loire, and another made from grapes grown in the Santa Cruz mountains of California. At this point it should be noted that I grew up in the Bay Area, and throughout high school and college somehow managed to spend significant time in almost all of California’s major wine regions, including Santa Cruz. I should perhaps also mention that my dad grew up in Sonoma County, and I spent many weekends at Grandma’s house in Santa Rosa. My ties to the region and California as a whole are not insignificant, and I consider the entire state worthy of the word ‘home’. We tasted the Chinon first. It was explained that it was an ‘old-world’ style (basically meaning it was from Europe), and we were given a chance to express any thoughts we had about the aroma or taste. Frankly, I don’t remember much about that wine at all. Part of this is due to arrogance, I definitely was convinced any future I had in beverage would be through whiskey. Part of this is also due to the fact that I don’t think it was a very interesting wine. Delicious and drinkable, I’m sure, and probably doing exactly what Alison intended it to do. At the time, not something I would think too much about. We dumped our glasses and Alison began to pour the second bottle. It had a very Californian label, a stark white with a line drawing of coastal mountains and a sans-serif font reading METHODE SAUVAGE. It was explained that the wine maker, Chad Hinds, was bringing Cab Franc clones from France and planting them in various regions across California to explore  the affects of terroir on the grape. I smelled the wine, and was immediately intrigued. It smelled dirty, musky, and wet, what Alison would call ‘Forest Floor’. We sipped, and the dirty feeling continued, but also gave way to dark fruits and spices. It was the aftertaste, the finish, that truly floored me. The flavor was a blend of black cherry and what my friend Lindsey called “Savory marzipan,” and for a moment, an extremely clear moment, I felt like I was 3,000 miles away in my late grandmother’s condominium. My grandmother never served me marzipan, or kept cherries around the house. The flavors I associate with her are fried chicken, roast beef, and Kraft grilled cheese. She also wasn’t a wine aficionado. Although it was her drink of choice, she wasn’t in a financial position to be purchasing the finer side of the Dry Creek Road. She also never expressed any sort of affection for Santa Cruz, about 130 miles south of her. In fact, I have a feeling she probably had disdain for the place. So why the fuck did this wine make me feel closer to her than I had since her funeral? I still have no idea, and I probably never will, since that wine is gone and will never be produced again. It was a similar experience to the smell of sandalwood reminding me of the summer of 2015, commuting to San Francisco and an ex-girlfriend. Similar to the way the smell of wet carpet and fake pine reminding me of driving through the backroads of Vermont in my old truck. Similar to how I can’t listen to the Chili Peppers without thinking of California or the Strokes and New York. From all that, I know that it was not just an emotional experience but a sensory one. Addicting is the wrong word. The feeling should be sought after. That sort of connection between body, spirit, and nature is difficult to find but highly rewarding, which is why we still create anything. I thought I had loved whiskey, but it had never offered that sort of experience, not to me. I was also lucky to be working in a generous restaurant. What could’ve been a memorable experience quickly became a reasonable hobby, as the following week I was sent to a natural wine tasting in my then residence of Hudson, NY. Each wine I smelled that felt similar to the Methode Sauvage sparked an adrenaline rush. “Is this it?” I would think. As it turned out, none of the wines I tasted that day stuck with me in quite the same way, although many of them were delicious and offered other, smaller pleasures. I became hooked, and begin studying and drinking wine regularly. Since that time I have had a few bottles that left me moved or stunned, though in different ways, broadening my understanding of the abilities of wine. What I hope to achieve with this blog is a sort of public diary, allowing for musings and reflections, a part of the broader conversation on the importance of wine.

Leaders call for regional approach to Charlotte transit — but funding, political hurdles remain – Charlotte Business Journal

In order for transit to have long-term success in Charlotte, local leaders need to take a regional approach in supporting such projects.

That was one of the key takeaways from the Regional Transit Summit held at UNC Charlotte on Thursday, in which transit leaders, elected officials and consultants discussed what the future of transit could look like for the region. The summit was held in partnership with the Centralina Council of Governments and the Metropolian Transit Commission.

Mass transit and economic development are more closely correlated than ever before, said John Martin, president and CEO of the Southeastern Institute of Research, a consultancy based in Richmond, Va. Martin said shifts in how generations think, behave and perceive the world are playing directly into where they live and work.

It’s been said time and again that millennials are moving to the Charlotte region in droves, accounting for a large chunk of the area’s explosive population growth — some 60 people a day are moving to Mecklenburg County.

But to stay relevant and remain competitive economically, Martin said it will be imperative for regions to continue to attract younger workers. Generational changes in birth rates, for instance, are going to have significant implications on attracting and retaining talent in the future.

"By 2030, (nationally) we’ll grow by 9% but the working population will only grow by 5%," Martin said.

If cities aren’t attractive to millennials or Gen Z, the generation following millennials, those regions will lose out economically in the long run.

National trends emerge

So what do those workers want? In addition to the things like safety, a variety of employment options and affordable housing, younger people are generally seeking vibrant activity centers and a "livable, walkable" community with a commute time of 15 minutes or less.

"They put a very high premium on transportation when thinking about where to live," he added.

As a result, cities proactive about building out their transit systems now versus later will ultimately be more attractive and economically competitive in the long run, Martin said. Companies today are moving to or expanding within urban environments that have access to transit systems — he referenced Marriott (NASDAQ: MAR), which will move its headquarters to downtown Bethesda, Md., from an office park. The hotelier cited talent attraction and retention, Metro accessibility and a lack of amenities in its current space as major reasons for the move.

And the most talked-about economic development project in recent memory — Amazon’s (NASDAQ: AMZN) second headquarters, with its 50,000 jobs and billions in investment — has a transit component, too. Among criteria laid out in its request for proposals last fall, mass transit was listed as a top priority for the e-commerce giant.

But despite all the positive news surrounding transit — including real estate and economic development and contributions to upward mobility — it continues to have a "bad rep," Martin said.

For one thing, it’s expensive. And recent statistics show transit ridership dropping nationally, including in Charlotte, which prompts questions about whether such an investment will actually pay off in the long term.

Martin said that decline in ridership can be attributed to a number of factors — low gas prices, growing popularity of ride-sharing services like Uber and Lyft, aging populations that don’t use transit as much as they once did, gentrification.

But, he continued, quality of service is one of the biggest factors that negatively affects transit on a national scale.

"System conditions and liability are falling off," he said. "Consumers don’t get excited about poor service. This is what’s happening around the country — when you have great transit, it gets great results."

Seattle, where Amazon keeps its headquarters, is one of the few cities in the U.S. currently seeing growth in transit. In the past two years, transit ridership has gone up 12% in Seattle, according to Martin. He said the city is doing specific things to contribute to its success — making room for buses on city streets, directing development intentionally into urban villages and activity centers, lining up employer support for transit, going "beyond borders" for partnerships, continually improving the system, and actively planning for the future.

In order for Charlotte’s transit system to succeed, Martin said local leadership needs to be proactive about developing a regional master plan. He added that leveraging the business community is also important, referencing a discounted transit pass proposed for government workers in Charlotte’s budget this year.

"Get some other companies to do the same thing — build a business coalition and make it a priority," Martin said. "Build a sense of urgency. ‘We’re hot today but are we going to be hot tomorrow?’"

Regional challenges abound

Leaders from counties adjacent to Mecklenburg said that they’re all facing a similar problem — contending with clogged roads and overwhelmed infrastructure as a result of massive growth.

"There’s tremendous amount of congestion and mobility issues because of the lack of options," said Stephen Allen, York County planning services manager.

According to data from the N.C. Department of Transportation, the number of trips coming into or within Mecklenburg County daily breaks down this way:

38,083 from Gastonia;32,616 from north Mecklenburg; 67,185 from northeast Mecklenburg; 27,204 from east Mecklenburg; 35,506 from south Mecklenburg; 52,192 from southwest Mecklenburg; 281,823 from Charlotte; 48,225 from Kannapolis and Concord; 25,729 from Salisbury, 26,246 from Iredell County; and28,834 from south Iredell.

Allen said about 40,000 people commute northward from York County to Charlotte daily and that the county is having a hard time keeping up with growth. York County has a Pennies for Progress program, a capital projects sales and use tax that helps pay for infrastructure projects, primarily road improvements. Allen said while the program has helped fund many projects, the county is lagging behind because of the pace of development.

Earl Mathers, Gaston County manager, echoed those sentiments, indicating the southeast quadrant of Gaston in particular is experiencing a lot of growth and there’s "virtual gridlock" getting in and out of the county during heavy commute times.

"Without additional transit options, we’re going to be facing a really serious problem," Mathers said.

Jonathan Marshall, Cabarrus County deputy manager, said a bus line from the county to the Lynx Blue Line has proven to be a popular option with residents. Elsewhere in Cabarrus, the county’s multiple connection points — key among them Interstate 85, but also major roads like NC-73, NC-49 and US-29 — are frequently congested.

The great divide

But while each of the county leaders expressed similar sentiments — that more transit options, including rapid-bus transit, would be welcome to help ease congestion — funding such projects and garnering county-wide support is difficult.

York, Gaston and Cabarrus all have nodes of high-population growth but are still rural in character in other places.

Mathers said Gaston County has a "cultural divide" — the southeastern portion is more affluent and attracts a lot of millennials, many of whom commute to Charlotte regularly. But the rest of the county is more rural and, as a result, has a different set of priorities.

"While I believe the southeastern quadrant of Gaston County would probably be supportive and receptive (of transit), even with additional taxation, I’m not at all sure that would be the case for the rest of the county," Mathers said.

Many Gaston County residents are in favor of building another road connection to Mecklenburg via a new bridge crossing the Catawba River. In the wake of River District, a significant master-planned development by Lincoln Harris and Crescent Communities in western Mecklenburg County, lobbying for that bridge has picked up again.

Marshall said there is desire in Cabarrus County for expansion of the current bus service to the Blue Line and, eventually, possibly extending the light-rail line up the US-29 corridor. He said that while that type of extension would be for the long term, the county and towns could do small steps in the interim, like land planning.

Allen said South Carolina’s York County isn’t dense enough to support light rail at this time but agreed that planning should take place in the short term.

"We have to make land-use and structural changes in how we zone and develop, then we can talk about light rail and getting a successful program," he continued.

There are other critical factors at play — namely political support for transit and how to pay for such projects. Mathers said there’s varying degrees of support among the delegates representing Gaston County for any type of infrastructure project, including the additional bridge over the Catawba and improvements to the existing Wilkinson Boulevard bridge.

"We all need to be pulling in the same direction," he said.

Marshall said private-sector involvement will be critical in any scenario. Much public money is already accounted for, he continued, noting between 45% and 50% of Cabarrus County’s budget goes toward schools.

"Resources are so limited unless we get more from the state and federal (levels) — we’ll try to be optimistic about that," he said, to laughter in the audience.

Funding for transit has dropped significantly at both the state and national levels. Federal funding paid for half of the Blue Line and its extension, while state money paid for 25%. The North Carolina legislature currently has a 10% funding cap for transit projects.

In York County, there are also few avenues for public transit investment at the state and county level, Allen said. As a result, local government has to get creative with paying for any sort of public project, including transportation.

The consensus among the county leaders who spoke Thursday was that improving transportation, both in the short term and in the future, is critical to support the region’s growing economy. But without more funding buckets and private involvement, it will be difficult to make a meaningful investment in a regional transit system.

"We’re beginning to undertake a long-range, public-transit master plan — a good portion of that is understanding how the transit system works, how it can be better, where it’s going in the future," Marshall said. "We do have that urban-rural divide. You’re going to run into congestion (everywhere) so there’s some appreciation for transit throughout the county, but it gets to the funding mechanism.

Spotlight Series: Constance Finley, Founder of Constance Therapeutics

Constance Finley, founder of Constance Therapeutics, has been leading the industry with her medicinal cannabis company for nearly 10 years. As a female executive that came to cannabis as a last result because of an autoimmune disease, Finley is happy to be part of a shift in the perception of cannabis, especially among women.

How did you get involved in the cannabis industry?

Against my own better judgment! I was more than a little afraid of using cannabis regularly. I wasn’t conservative but I didn’t BUY cannabis; I saw it as a party drug that could be addictive! My desperation to have a life back was the impetus for my opening my mind to the science of cannabis. In 2008 when I started growing and extracting medicinal cannabis legally in California, there was very little but stoner culture, regardless of the supposed medicinal nature of the law. For more than a decade, I was an invalid who couldn’t leave the house except for doctor’s appointments. Then, prescription drugs almost killed me. I was on my own: out of options, like most of the people later referred to me by their doctors.

Tell us a little bit about your product or service

Constance Therapeutics is nearly 10 years old and we've been pioneering cannabis technology, specifically whole female plant cannabis extracts created using proprietary extraction and compounding methods. These standardized extracts offer an alternative care choice for the many patients that are in need and out of options with traditional medicine.

What time does your day typically start and what does a normal day look like to you?

My days are busy! I travel internationally a lot to give keynote presentations at various industry/technology/health/government conferences and meetings. Educating people about cannabis and the hard science behind its re-emerging use is a priority for us at Constance Therapeutics. When I'm not traveling a typical day might be waking up at 8am. I’m a night owl and often work until 2 or 3 a.m., so I am not an early riser. I tend to work until 10am at home. I stand at my kitchen counter and read, sort and answer emails. Usually, my personal assistant and I check in then, as well as my EA and my Director of Legal. Conference calls tend to start at 10, so I may do the morning commute while on a conference call or two. Since my company entered global licensing, calls from around the world keep us busy most days. I check in with my lab team at our San Francisco permitted manufacturing facility in SOMA and then head to our executive offices a couple of blocks away - usually by 11am - 12pm. My assistants and C-level team members and I work usually until 6pm. We are kept busy with licensee meetings, calls with our attorneys to keep abreast of the rapidly evolving CA regulations, conducting media interviews, and meetings with people wishing to collaborate, work here, or provide services. Meetings with our Branding/Marketing and PR/Social Media teams revolve around pushing forward various long term projects such as achieving GMP status for manufacturing, exploring new genetics with our farmers, opening up wholesale distribution in California, booking and prepping for conference speeches, and disseminating important education and messaging throughout our brand channels. I meet with our R&D team to direct their efforts probably once a week as we bring on new products.   About ⅓ of the time, business dinners take up the early evening and then I head home. If I don’t have evening plans, I go home, take a walk with my dogs, fix dinner and go back to work for a couple of hours. I spend my down time hiking up steep mountains with my dogs in the Bay Area where I live, watching Colbert Report or Mozart in the Jungle, catching up on news about our President and of course, news about cannabis science and legality. I read Science, ICRS publications and other cannabis research on the weekends and some evenings.

What is your vision for your company going forward?

We are looking to expand production, move into wholesale distribution for the first time, continue to add global licensees who take our IP and brand into their countries and other states, and grow the business so that we can continually get product to more people in need. We’re now moving beyond strictly medicinal in the availability of our products. We want all people to be able to get really high quality, standardized product. The more research that is done, the more we are seeing how much cannabis can do. There are so many different disease states, but also just lifestyle factors that can be greatly improved with the use of cannabis, according to international research. Tetra Bio PHarma of Canada licensed our compounds into FDA approved research in Canada so that is the most important thing we envision and continue to work towards in the future.

What would an ideal post prohibition society look like to you?

I see cannabis entering three tracks in a world based on science rather than the economically motivated stigma we’ve lived with for decades. First and most importantly, there would be FDA-approved research underway with our standardized compounds. Whole plant, botanical, FDA-approved prescription products need to be available through regulatory channels, prescribed by physicians and hospitals so that the seriously ill people have full access to cannabis and all it has to offer. Second, the herbal/supplement/nutraceutical/symptom management and health prevention category would embrace and be able to offer a suite of products that could be bought at health food stores or through a naturopath or osteopath. Lastly, recreational is a valid channel for pleasure and euphoria delivered by tastemakers - and it’s one that should be kept separate and fills a totally different want than the other two categories listed above. That being said, recreational users should also be able to get quality formulations and standardized products. So, to recap, prescription medicine for the seriously ill delivered by traditional practitioners in the health care system; symptom management through alternative and integrative practitioners and lastly, legitimate pleasure and relaxation, like a very well made glass of wine that contains resveratrol and polyphenols but is assessed primarily for pleasure.

What was your first experience with cannabis like?

I was well educated and fairly sophisticated, and I really didn't think cannabis was for women like me. It was only because of a debilitating autoimmune disease that I finally came to cannabis. And this was after trying literally over a hundred pharmaceuticals that nearly killed me. It was tough to put the stigma aside. Of course once I did, I started to feel better and better and there was no turning back. There were no products or extractions or anything really but anonymously grown and unbranded flower to smoke in joints or bongs. There were no vape pens or shatter or standardized compounds from known genetics - our story. My concern about what I was consuming and the growing methods applied, the lack of potency from smoking to treat a condition such as mine, and my concerns about the health risks involved in the crude process that was all that existed at that time - RSO or Rick Simpson Oil - that eventually brought me to create Constance Therapeutics. But to answer your question, my first experience was smoking bud through a Volcano vaporizer, which irritated my throat so much. I rapidly added a bong with ice to the Volcano bag. Then, I invented and patented our proprietary viscosity agent as soon as vape pens became available for our compounds.

Tell us about some of the challenges you face working in the cannabis industry

Patchwork legality. Ignorance about the wealth of hard science growing around the world, though suppressed here in the US. The FDA harboring what appears to be a bias toward GW Pharmaceuticals and against other legitimate pioneering science in cannabinoid discoveries. Escaping the Black Market, Stoner culture. Puritanical and restrictive influences throughout the world working hard to limit our choices to CBD only from Hemp, just another set of rules made by those who don’t believe individual freedoms extend to our choices in health care - (not just to the right to possess guns!). Not being able to travel with cannabis for treatment. Rapidly changing regulations; massive disruption; not being treated like a legitimate business in many cities and counties in CA coupled with exorbitant and crippling excise taxes imposed only on cannabis... As a woman CEO, continually running into “me, too” and ageist nonsense - assuming male members of my team are the CEO and extraction scientists rather than honoring my pioneering work and the company I created. Even serious investors attracted to my company and work assumed I was not the CEO, but my male subordinate was. It gets really tiring and old for most women CEO’s, scientists, engineers, etc. but it’s time for that to change in cannabis and unfortunately it’s still rampant.

What are some solutions you've found?

Honesty, articulation, persistence, having high quality allies, speaking outside of cannabis culture; for example, I've participated in South by Southwest, worked with the California Academy of Sciences, and have a speaking event with the Sorbonne in Paris coming up in June of this year; 15 excellent attorneys in multiple specialties; professional accountants, being responsible for what occurs in our company to a high degree and never breaking the law.

What is one thing you wish everyone knew about cannabis?

That whole plant extract from known genetics is superior to isolates, distillates, synthetics and “clear” or “gold” commodity oriented products. Isolates are the new commodity in cannabis, a race to the bottom.

What is one thing you wish everyone knew about your product or service?

The passion, honesty and intense scrutiny my team brings to our products and our continued “restless innovation” to bring better solutions to people using cannabis medicines or adult-use products. My team and I care about the people we serve more than the money we make.

If you could go back in time and do it all over again, what (if anything) would you do differently?

I would realize change was coming faster than I could have ever predicted; and that “taking cannabis seriously - since 2008” would be a much faster track to FDA approved research and an internationally known company than I thought possible. I would have maybe been even more stubborn about doing what I did to a fanatical degree of scrutiny and standards.

What is your favorite way to consume cannabis?

Ingesting it directly at night an hour or two before I go to bed. I do not use edibles because we treat our patented compounds as serious medicine with serious consequences and we want to monitor its effects. For instance, I like to monitor the way cannabis is cumulatively more and more helpful with less and less of a dosage over time, especially when the inflammatory process is involved. I take a capsule or put extract measured precisely from a standardized dosing bottle into my mouth in the buccal area, like chewing tobacco but with much better results!

Concentrate or flower? Why?

Flower gave me an indication of what cannabis was capable of in my disease state, but flower isn’t nearly potent enough to help my condition significantly. I created medicinal extracts, the first after Rick Simpson’s toxic process, because potent methods of ingesting it didn’t exist except for Morrocan hash oil, which was mainly used recreationally.

Do you think cannabis legalization will change the world for the better? Why?

Of course it will! Simply to quiet the puritanical and repressive control of people would be a bonus in itself. My vision at CT is that the gravitas, the immense polyphasic benefits of cannabis, can bring new attention to Plant Based Medicine in general, moving past the burned out allopathic model of double blind clinical studies on mice rather than a modern methodology utilizing Super Computers and focusing on human response. Cannabis is known as Generally Recognized as Safe, after thousands of years of mammalian use. I would like to tell Mr. Sessions that “nice people don’t promote opioid use” and that allowing legal states to choose non-addictive options for pain such as cannabis could be life changing for the tens of thousands stuck on suboxone or methadone and the immanent risk of using again.

What advice would you offer to another woman who is looking to get into the industry?

Be careful to not just jump into the industry but into a position in it that fits your skill set, temperament and goals. Finding a company that meets your values and what you want your life to be about is important. I can’t dedicate this many hours to something that doesn’t possess deep meaning for me. You might not be able to reinvent the wheel, but where can you truly add value? Maybe it’s better to be a first rate bookkeeper if you’re good at accounting, at a cannabis firm that you respect, than to be a cannabis grower, for example. I also personally prefer work that involves constant learning and critical thinking - cannabis R&D and business provides me with that but the average person might like more free time than running a cannabis business typically allows. I find that it is an ALL IN sort of industry at this level. However, there's a place for everyone and we need more women in cannabis. So lastly, DO IT! Cannabis may end up being bigger than tech. It can transform health care and so many people's lives if we are persistent. It may even bring about a nicer, kinder world - maybe as soon as the midterm elections! :)

Durham-Orange Light Rail may actually happen!; Durham city council rejects Police Exchange with Israel; How does Scott Pruitt still have a job? [2018/04/06]

1. Y’ALL, I THINK LIGHT RAIL MIGHT ACTUALLY HAPPEN.

THE GIST: I have a confession.  Ever since I moved to North Carolina three years ago and familiarized myself with the Durham-Orange Light Rail Transit project, I’ve been skeptical of its chances for actually coming to fruition.  Sure, there was local-government buy-in from Durham and Orange counties, but the state legislature was openly and occasionally aggressively hostile to transit, and I knew from previous reporting experience that efforts to secure federal funding can be dicey even under the best circumstances.  (In Orlando, where I cut my teeth as a journalist, a light rail proposal imploded under competing demands from various special interests; despite having a local congressman as chairman and then ranking member of the House Transportation Committee, it took more than a decade for the city to finally get a commuter rail project together, which happened several years after I left.)  Compound that with the election of Donald Trump and a Republican Congress that has historically been antagonistic to urban rail, and I spent most of 2017 thinking the DOLRT was probably dead in the water.  But it now looks like I was wrong.

ICYMI, here is a scooplet I reported last night: the maximum amount the state will award the DOLRT is $183 million.   (Click the link for a detailed explanation of how the math works. I won’t bore you with it here.)  That’s less than the $247.6 million GoTriangle asked, which on the surface would seem to present a problem; however, according to GoTriangle, the project has $168 million in unallocated contingency funding, which is more than enough to cover this difference.

The state’s contribution won’t be announced until August.  But the project aced the first part of the NCDOT’s two-part test, earning the highest score of any regional transit project.  If it performs as well in the second part, the more subjective local input score, it will probably get all of that $183 million.

That would leave the last piece of the pie — the feds.  But here, too, things are looking up.  Had President Trump gotten his way in the last round of budget talks, funding for new transit projects would have been gutted.  But he didn’t.  Instead, funding was substantially increased in the omnibus spending bill that passed last month.  It provides nearly $400 million in this fiscal year — an increase of $232 million over last year — for new Capital Improvement Grant projects.  With money in the pot, it becomes more likely that the DOLRT gets green-lighted, especially if the state comes through on its part.

WHAT IT MEANS: I should note that none of this analysis extends to the merits of the project but rather to the probability of its success.  And while nothing is done until it’s done, I’m beginning to think that the DOLRT’s probability of success is pretty darn good right now.  To use a poker analogy, GoTriangle got the flop and the turn it needed.  Now we see if the river comes through.

Last-minute-before-hitting-send update, with an inside-baseball grumble: Matthew Clark, the legislative affairs manager for GoTriangle, which couldn’t be bothered to comment before we published the story, shot off an email to the Durham City Council last night claiming that my story is “entirely false and premature,” even though it came from NCDOT — which makes the decisions — in writing and on the record.  Clark says that, contrary to what the NCDOT’s Bruce Siceloff told me yesterday, the state won’t make a determination on the pool of money it has until next year.  I’ve reached out to the NCDOT for clarification.  For the record, here is what NCDOT communications officer Brice Siceloff, a former News & Observer reporter presumably not prone to making things up out of wholecloth, told me in an email yesterday: “Based on the total $1.54 billion available for regional impact projects in Region C (includes Durham County, which has 84 percent of the light rail project) and $1.17 billion available for Region D (includes Orange County, which has 16 percent of the project), the maximum available under the law for this project is $183 million ($154m from Region C, $29m from Region D).” [Underlining his.]

Siceloff told me a few minutes ago he was going to share Clark’s email with the NCDOT officials from whom he got that information and would get back to me later today.  I’ll update on the INDY’s blog when I know more.  And who knows, maybe next time someone from GoTriangle will decide to give us a ring before publicly impugning the integrity of our reporting.

Yo, GoTriangle, this ain’t how you do media relations, guys.

2.  DURHAM COUNCIL REJECTS POLICE EXCHANGES WITH ISRAEL.

THE GIST:  In February, the INDY reported that Durham activists were pushing the city council to pass a resolution condemning exchanges between American police officers and Israeli security forces, citing those Israeli forces’ alleged human rights violations.  At a work session yesterday, the council did just that.  Well, sorta.

From the Herald-Sun [via N&O]: “The Durham City Council went on record Thursday opposing military-style training by foreign governments for local police.  ‘The council opposes international exchanges with any country in which Durham officers receive military-style training since such exchanges do not support the kind of policing we want here in the City of Durham,’ according to the statement released at Thursday's council work session. … The statement also includes a quote from Durham Police Chief C.J. Davis: ‘There has been no effort while I have served as chief of police to initiate or participate in any exchange to Israel, nor do I have any intention to do so.’  The statement adds: ‘Black lives matter.  We can make that phrase real in Durham by rejecting the militarization of our police force in favor of a different kind of policing, and that is what we are doing in Durham now.’”

Davis has been to Israel as part of an exchange in a previous job.  “In a memo, Davis told City Manager Tom Bonfield her own training experience in Israel ‘had nothing to do with terrorism tactics, military tactics, or the use of or exposure to, military equipment.’  Davis said her previous visit was ‘based on developing leadership academies, leadership principles, and the challenges experienced with building community and police relations with the growing homeless population in the U.S., comparable to Sudanese populations in Israel.’”

“Seven Triangle rabbis signed a letter urging the Durham City Council to reject the petition.  Their letter calls the petition biased and bad policy for Durham and its police department.”

“Mayor Pro Tem Jillian Johnson also read a statement Thursday, which she also sent to people who contacted her about the petition.  ‘It’s important to note that Mayor Schewel’s statement is significantly different from the original petition we received on this issue, which I signed.  The original petition from the “Demilitarize Durham to Palestine” campaign included language linking violent policing in the U.S. to tactics of the Israeli police and military,’ Johnson said.  Johnson said she does not believe that ‘it is inherently anti-Semitic to criticize Israeli policies and practice, just as I don’t believe it’s anti-American to criticize the practices of the U.S. military and police, which I do often.’”

IN CONTEXT: As I was writing this, I came up this story from Reuters: “Israeli forces shot and wounded at least 40 Palestinian protesters on Friday, Palestinian medics said, as thousands converged on Gaza’s border with Israel and set fire to mounds of tyres to launch a second week of demonstrations.  Twenty Palestinians have died since the demonstrations near the heavily guarded Gaza border fence began on March 30, the latest a man who died in a Gaza hospital on Friday of gunshot wounds suffered on the first day of protests.  Five of Friday’s 40 wounded were in critical condition, according to the Gaza health ministry.”

Israel says many of those killed were militants, but human rights groups have said that the incident involved “live fire against demonstrators posing no immediate threat to life.”  The protesters are seeking a right to return to Israel as refugees.  The U.S. government is criticizing the protesters, not the Israelis.

3.  OTHER LOCAL HEADLINES.

The PTA at Hunter Elementary School in Raleigh tried to explain white privilege, but one minority parent objected after her son came home and asked “if white people are better.”  Also, Rush Limbaugh is now mad about liberal efforts to “erase Western civilization,” which our paper of record cares about enough to quote at length. Oh, cool, here comes another documentary on the Kathleen Peterson murder case.  Haven’t had nearly enough of those. [N&O]

Yesterday, what was thought to be the first-ever felony case to go through a formal pretrial reformative justice process in North Carolina — an approach that focuses on reconciliation between defendant and victim, in this case a man who accidentally shot an eleven-year-old girl who unloading his handgun in his apartment — resolved in a guilty plea in Durham yesterday. [INDY]

The Sons of Confederate Veterans erected a billboard on I-40 near the junction with I-95 — i.e., nowhere near UNC-Chapel Hill — featuring an image of Silent Sam, the Confederate flag logo, and the words, “HELP US PROTECT OUR VETERANS’ MONUMENTS!”

4.  WHAT EXACTLY DOES SCOTT PRUITT HAVE TO DO TO GET HIMSELF FIRED?

THE GIST: I’ve written quite a bit lately about Scott Pruitt, the embattled EPA administrator who has shown a casual indifference to the fate of the planet and a malevolent coziness with the fossil-fuel industry, including a shady-as-hell condo deal with a lobbyist’s wife in DC (for which he fell behind on payments, despite the low rate) [Politico].  Now we’re learning some more info Pruitt’s apparent abuses of his office.  Let’s dive in:

From CBS: “Several weeks after taking the helm of the Environmental Protection Agency, Administrator Scott Pruitt was running late and stuck in Washington, D.C., traffic.  Sources tell CBS News that he wanted to use his vehicle's lights and sirens to get to his official appointment, but the lead agent in charge of his security detail advised him that sirens were to be used only in emergencies.  Less than two weeks later that agent was removed from Pruitt's detail, reassigned to a new job within the EPA.”  Wait, it gets better: “Special Agent Eric Weese, a 16-year veteran of the EPA, was replaced by Pasquale ‘Nino’ Perotta.  Perrotta now leads Pruitt's unprecedented 24-hour Protective Service Detail, which determined that Pruitt needed to fly in first class because of ‘specific, ongoing threats associated with the Administrator's air travel.’”

Now to The New York Times: “At least five officials at the Environmental Protection Agency, four of them high-ranking, were reassigned or demoted, or requested new jobs in the past year after they raised concerns about the spending and management of the agency’s administrator, Scott Pruitt.  The concerns included unusually large spending on office furniture and first-class travel, as well as certain demands by Mr. Pruitt for security coverage, such as requests for a bulletproof vehicle and an expanded 20-person protective detail, according to people who worked for or with the E.P.A. and have direct knowledge of the situation.  Mr. Pruitt bristled when the officials — four career E.P.A. employees and one Trump administration political appointee — confronted him, said the people, who were not authorized to speak publicly.”

“The White House declined to comment on Thursday, referring questions to the E.P.A., though President Trump, as he boarded Air Force One, said he had confidence in Mr. Pruitt.  And in speaking to reporters on the plane, he described Mr. Pruitt as ‘very courageous,’ while suggesting he was reviewing the complaints about him.  ‘I’ll make that determination,’ Mr. Trump said.  ‘But he’s a good man, he’s done a terrific job.  But I’ll take a look at it.’”

“Mr. Pruitt declined to be interviewed for this article, but he has spoken with conservative media organizations.  In those interviews, he has cried foul about a flurry of media reports about his regular first-class travel, his use of an obscure administrative provision to increase the salaries of two favored aides (over White House objections) and his below-market rental agreement for accommodations in Washington with the wife of an energy lobbyist whose clients won favorable treatment from the E.P.A.  The disclosures, he has suggested, were the handiwork of critics who were resorting to personal attacks to derail the deregulatory agenda being pursued by his agency and the Trump administration.”

WHAT IT MEANS: Nothing about Scott Pruitt suggests he’s even remotely on the level — and yet, the Trump administration has reportedly considered him as a potential replacement for Jeff Sessions, should he be forced out as attorney general.  On the other hand, this sudden flood of bad press suggests that someone in the administration wants him gone, and soon.  Will he survive?  In any other White House, not a chance.  In this one, who the hell knows?

5.  NINE POLITICAL HEADLINES.

President Trump is seeking additional tariffs on $100 billion in Chinese goods in a sharp escalation of his trade war. [WaPo]

World stock markets are slipping on that news. [AP]

At an event in West Virginia, Trump kept up his well-honed practice of making shit up.  He insisted that millions of people voted illegally (patently and dangerously false) and claimed that woman migrants moving toward the U.S. in a caravan from Central American were being “raped at levels that nobody has ever seen before” (an assertion for which there is zero evidence). [ThinkProgress/NYT]  

In West Virginia, Trump promoted two party favorites over a disgraced and formerly imprisoned coal baron who is seeking the party’s nomination for the U.S. Senate. [Politico]

Massachusetts senator Elizabeth Warren says “my plan” is to serve all six years of her term if she is reelected this year, an indication, though hardly Shermanesque, that she will not seek the White House in 2020. [Politico]

In his first public comments on the matter, Trump claimed he did not know about the $130,000 his attorney paid a porn star to keep quiet about their (alleged affair).  He also said he didn’t know where his attorney Michael Cohen got the money and “declined to say whether he had ever set up a fund for Cohen to cover such expenses.” [WaPo]

Robert Mueller is using information gained from searches of Paul Manafort’s belongings, including his phone records, in “ongoing investigations that are not the subject of either of the current prosecutions involving Manafort.” [CNN]

Trump and his generals have different views on what military victories look like.   Trump: “Trump’s words, both in public and private, describe a view that wars should be brutal and swift, waged with overwhelming firepower and, in some cases, with little regard for civilian casualties.  Victory over America’s enemies for the president is often a matter of bombing ‘the s--- out of them,’ as he said on the campaign trail.”  The generals: “For America’s generals, more than 17 years of combat have served as a lesson in the limits of overwhelming force to end wars fueled by sectarian feuds, unreliable allies and persistent government corruption.  ‘Victory is sort [of] an elusive concept in that part of the world,’ said Lt. Investing In Live-To-Work Communities, “Why Affordable Housing Matters”

When you’re looking for a place to live, one number rules your world: You should spend no more than 30 percent of your income on housing.  You may hear that rule of thumb from a landlord or lender.  It’s embedded in online budget calculators and federal policies.  There’s just one problem:  It’s essentially an arbitrary number, creating more distortions than it actually solves.

If the 30 percent rule ever made sense—which economists contest—it’s almost meaningless now, when almost 51 million U.S. households spend more.  Income growth has been tepid, yet home prices are rising and rents have soared, threatening to make cities unaffordable for average earners.  In New Jersey Cites, any available reasonably priced housing quickly disappears.  The competition at the bottom end is fierce.

The ratio’s roots date to 1969, when Edward Brooke (R-Mass.), the first black senator elected since Reconstruction, pushed through a law to help the poorest of the poor afford shelter.  The Brooke Amendment, as it became known, capped rent in public housing at 25 percent of residents’ income. Former Representative Barney Frank (D-Mass.) later called it “one of the greatest acts of compassion ever to pass this body.”  Facing a budget crunch in 1981, Congress raised the rent ceiling to 30 percent, and it’s held there ever since. Mortgage giants Fannie Mae and Freddie Mac apply a 28 percent cutoff for home loans they buy from lenders.

Even before the Brooke Amendment became law, economists said the ratio oversimplified the affordability question.  In the intervening decades, many have come to favor what’s known as the “residual income” approach, which focuses on whether a family can afford other necessities after paying for housing.  If your income is $500,000 a year, you can pay 40 percent and still have money left, but if your income is $20,000 a year, it will be hard to make ends meet if you’re paying 30 percent of your income on rent.

The Department of Housing Urban Development’s 2016 Income Limits and Maximum Rents Area 13 Essex County, New Jersey for affordable housing is highlighted below for a one (1) and two (2) person household and maximum rent cost the tenant pays in an affordable housing unit.  

Michael Stone was a professor at the University of Massachusetts at Boston and studied the economic and housing issue of affordable housing and the poor since the 1970s.  Stone coined the term “shelter poverty” to describe the condition of people who spend so much on housing that they must cut back on other necessities, such as food and health care. Stone found that the total number of households paying too much for housing according to the 30 percent ratio is roughly the same as under the residual income approach, but the composition of the groups is different. “Families with two incomes and no children can spend more on housing than those with kids, which must pay more for everything from clothes to day care”.

Stone wrote in a 2006 paper that using the residual income approach reveals how “affordability problems for families with children are rather more severe than usually thought.” He proposed that government programs for first-time home buyers provide borrowers with a residual income calculation to help them avoid getting in over their heads.

Most affordable housing rental developments require a combination of Federal rent subsidies, i.e. project based vouchers or tenant-based vouchers, federal subsidies, i.e. Community Development Block Grants (CDBG) and Home Funds with either 4% or 9% Low Income Housing Tax Credits (LIHTC), and property tax abatements, also known as PILOT’s (Payment In lieu of Taxes) to reduce the cost of development, keeping housing costs at 30 percent of income., which has an intended effect: It encourages people to live in cities where housing costs that are higher more affordable and the quality of life is better. 

In New Jersey, the State determines where low-income housing tax credit allocations go in the State, while the municipal and county economic development agencies decide, what projects receive the federal subsidies, such as Community Development Block Grants or Home Funds.  We should account for the fact that in New Jersey, when you pay for housing you are not only paying for the cost of shelter, you are also paying for access to jobs and amenities, since many New Jersian's, commute to work and probably chose to live where housing is cheaper, not factoring in transportation cost.  We need to develop a subsidy formula that would account for the extra cost associated with living in desirable cities.  

New Jersey Municipalities could use inclusionary zoning for affordable housing, requiring 20% of the project be set-aside for affordable units, providing affordable housing to families and individuals at 50% of the area median income or the developer make a contribution to the municipality’s affordable housing trust fund, providing developers with a choice.  This way, market-rate developments are subsidizing affordable housing. Instead, we see affordable housing be subsidies by the federal government in communities that don't need the subsidy; instead, the government should focus the limited funds earmarked for housing aid on struggling regions or urban transit communities where housing cost has soared, and subsidizing mixed-income developments.

For many families, getting to and from work is the second-largest monthly expense, one that’s directly tied to where they live.  A house in a far-out suburb may look cheap, but add in gas for an hour-long commute and the cost rises considerably.  Developers are increasingly building high-end housing near public transit, which in some cases pushes lower-income families to less convenient locations.

The Department of Transportation and the Department of Housing and Urban Development “location affordability index” shows how housing and transportation costs compare with income in your area.  In New Jersey, much of affordable housing developments are created around the state's affordable housing allocation plan, directing low-income housing tax credits away from our New Jersey Urban Transit Cities.   

As a developer of both market-rate and affordable housing, I share with many on continued revitalization of housing and quality of life in the City of Newark, New Jersey, and our urban transit communities.  I used Newark, New Jersey as the basis of my analysis, because of my commitment to further help create economic growth and believe in mixed-income housing around transit would allow many low-income households to dispense of a car, making a household saving.

For Renters, the median annual Income for a family is $65,791 for a family of four (4) in Newark, New Jersey.

Coming up with a practical alternative to the 30 percent rule isn’t easy because many factors influence affordability.  The statistical model behind HUD’s location affordability index is the result of almost a decade of research and includes 30 variables.  Maybe affordability standards should be on a sliding scale that accounts for other measures such as location, family size, and income.  The 30 percent rule’s simplicity may be why it has endured despite decades of criticism. It makes it easy to compare locations and measure housing trends over time.

 Imagine this scenario:

·         Threat of war with an external enemy on the other side of the globe

·         Growing tax burden without corresponding representation

·         Families, communities, individuals split by the decision of who to support in a time of challenge

·         Ineffective coordination between groups of people within the country

·         Lack of real communication

·         Threat of creating bigger problems by attempting to solve smaller problems with partisan agendas

Does this sound familiar? It was the situation in the 13 colonies in 1775, and it sounds remarkably like the situation in 2014 in America.

Today, the enemy is ISIS, not Great Britain.  The lack of representation is in Washington DC, and not in Parliament.  The question dividing families and communities is our two party “R” and “D” system, and not whether to be a patriot or a tory.  The question of the size and role of the federal government, however, remains the same issue today that the founding fathers grappled with in our earliest days.  Let’s be honest—we haven’t solved the riddle yet.

So I’m here today to address you about these times we live in, and I sincerely thank you for the invitation.  Although I fully expect we will disagree about a few things, the truth is that we share a common heritage, and a common challenge, and it’s a sign of a healthy democracy that this event is taking place.  I embrace it.

You already know that I am a Democrat, and I am proud of that.  But you will also note that my campaign signs don’t show my party designation. That’s intentional, because if I’m elected, I will represent everyone in the 7th, not just the “D”s or the people who think more like me.  And before the election, it’s important that we not spend our time talking about parties, but spend our time talking about the challenges.

I believe the Tea Party movement generally embraces a smaller federal government, so let me begin by telling you how I think the federal government can be leaner and more efficient.  Let’s start with education.  The so-called accountability movement, which began right here in central Virginia back in 1989, had at its core a valuable objective: improving student performance in STEM and reading, and helping struggling schools improve.  As a 25 year educator, I believe this movement has failed us.  With the increasing incidence of cheating in system-wide score reporting, students locked down in multiple-choice testing for as many as seven full weeks in the school year, school climates filled with parent/student/teacher frustration and anger, and many of those same schools from before still failing, isn’t it time we asked why we are continuing down this path?

My solution is that we de-federalize education in several important ways, and return as much autonomy to locales and states as possible.  If schools fail, it shouldn’t be because they are doing things we already know have resulted in failure, and are often compelled to do by the centralized system as it currently exists.

Or let’s consider vets. If we owe anyone a debt of eternal gratitude, it is certainly our vets.  But the VA has been asked to do something that no other hospital network has been asked to do, and that is to specialize in everything, but limit costs since the patient pool is restricted.  Do you remember the phrase “Jack of all trades and master of none?”  If medicine continues to evolve the way it is going now, with hyper specialization, there is simply no way a self-contained system like the VA can survive in its current form.

My solution is to give all vets a wider, more general health care access similar to Medicaid, so that the VA can hyper specialize in combat related health.  Vets could then live where they want to, and not just where a VA hospital is.  It ought to be simple for a vet to walk in anywhere and get basic healthcare.  This could actually save billions of dollars very quickly not just in healthcare costs, but in the opportunity cost vets lose when trying to access services that are not always easy to access, losing drive time, travel expenses, lost work time, etc.

We can have smarter, leaner government, and actually improve the access to healthcare that vets receive.

And speaking of containing costs, if we expect the federal government to balance its on checkbook, and pay down credit card debt metaphorically speaking, then we need to keep closer count of how many times we go to war in Iraq.  We’re about to possibly go there for a third time, and we as citizens should hold our elected officials responsible for real answers: why did we fail the first and second time?  Do we have a different plan the third time?  And how are we ever to balance a budget if we go a fourth time?

I do believe that the federal government plays a critical role in our daily lives, and we wouldn’t enjoy the prosperity that we have without it.  But as you think about your decision coming up on Election Day, think about what I believe.  I know we won’t always be in agreement.  

·         I believe that we do need an EPA to protect our environment; but we don’t need an EPA that impedes businesses from prospering and keeping our economy strong.

·         I believe the ACA has made an incredible difference in millions of peoples of lives; but I also believe that the ACA has problems and challenges that we must fix. Defunding it would create chaos and economic turmoil.

·         I believe that we do need to be smart about how we handle our guns; but I absolutely believe that the 2nd Amendment should be protected the way every other part of our constitution is.

·         I believe that social security is a promise we absolutely must keep; but that we must be vigilant in how we manage it for long-term viability.

·         I believe that we can work beyond party lines; even while we respect the history and role that those parties have played in our success.

·         I believe we need immigration reform; our failure this session was not due to the problem of immigration itself, but a do-nothing congress filled with the partisanship and obstruction that increasingly defines DC.

·         I believe that the government should stay out of people’s bedrooms and places of worship, and shouldn’t be spying on its own people.

There are always cynics, and I know some people might be thinking: you can’t do all those things. Some of them are mutually exclusive. My response is: I don’t believe they are exclusive.  And I believe we need people in Washington who will be ready and willing to clean up messes that other people have made.  Right now, I increasingly take care of my parents; a few years down the road, it will be my children’s turn to care for me.  We need representation in Washington that is ready to lay cynicism aside, and take care of the problems we have, regardless of who created them, because that is the burden we always take on for coming generations of Americans. We all do our fair share.

By the way, this is related to my pledge not to take congressional perks.  When elected, I have pledged to take a healthcare plan equivalent to Medicaid or basic ACA options rather than the exclusive plan offered to congressmen and women.  Why would I tell someone here in the 7th that it’s good enough for them, but not for me now that I am in Washington?  I won’t fly first class.  In fact, you probably won’t see my flying much at all.  I plan to continue living on my farm in Louisa County with Audrie and commuting by train or pickup truck to Washington DC.  I may have a place where I can stay overnight when I need to, but I want to stay in the 7th district.  I won’t join the exclusive congressional health club. I will try to keep playing basketball with my buddies in Ashland on Monday nights, when I can.

We have a big government, and it does have many problems.  But we need people who are of the mindset and disposition to go there and do something about it without making things worse.  That will mean avoiding nuclear, partisan, unrealistic tactics.

I humbly ask for your vote today knowing that you might disagree with me on a number of issues, but hoping that we can fully embrace our common heritage, and celebrate living in a system where a powerful incumbent can unceremoniously be booted from office during the primary, and a man of the people, from the people, can go with courage and conviction after the general election to do something about it. It’s not just the Virginia way, but the American way.
