The boy sucked in a breath and looked down at his knees.  "That wasn't... they don't..."  He paused for a moment, hands forming into weak fists, and then gave Hojo a pleading look.  "Why?"

He waved a hand irritably.  "You'd need to take that up with Shinra, although I imagine it has something to do with covering up your squad's vast failures on the field.  I would have thought you'd be pleased your little town is being rebuilt."  Though not for its former residents.  There were no other survivors.  By the fact that Cloud's expression remained bleak, the boy knew it, too.
