Psst Konako do you think Ruby’s red hood that makes her turn back into a human affects other werewolves? Specifically werewolves she’s related to, or do you think its powers only work on Ruby?

In the book (and how canon its contents are is up to you...), Red visits the Wizard that sold Granny the magic cloak. It is revealed that this Wizard has helped the Lucas Family a few times over the years.
"Anita only came to me once," the wizard said, scratching his knee. "One time, that was it. After that, I never saw your mother again. And then, some twenty years later, your grandmother came to me again, this time for magic to protect you from the wolves. Your grandmother told me the tragic news about your parents, may their souls rest in peace."
And this is the only definition we get of magic in the cloak. Protection from wolves.
It isn't specified whether or not Granny made the request so that only Red would be protected.
When Granny presented Red with the cloak, it came in a box, with a note written by the Wizard:
In the far corner sat the box in which Granny had wrapped my red riding hood when she gave it to me for my thirteenth birthday. I slid it out and lifted the lid. As I remembered, I'd put the square of parchment that had been pinned to the hem of the cloak inside the box for safekeeping. I flopped onto my bed, and by the glow of candles, I examined the note, hoping to find some sort of clue that could lead me to the wizard who'd written it. I ran the tip of my finger over the words: WEAR THIS GARMENT, FEAR NOT THE WOLF.
That's all the description we get of its magic. It's purposefully vague, so that Red can't piece it together that she's the wolf. But that's how most magic usually is, anyway. Vague as shit, for plot reasons...
There's no suggestion that the cloak was specially made, in the sense that it would only work on Red.
However, it was decidedly created for her, at Granny's request and at the price of Granny's sacrifice (to have the memories of her husband's death, which were once magically erased, returned)
"Yes, I'm sure. Thank you. And I'm sorry, but I'm confused. You're telling me my grandmother took a forgetting potion, and yet she remembers what happened that night. She's told me." "Yes, I know she remembers. Now, if you'd only stop interrupting me, perhaps it will all make sense in the end. Or maybe it won't. Hmmm, where was I?" With his pointer finger, he thumped the side of his head. "Oh, yes. A notch over three years ago, when your grandmother came seeking magical protection for you—that red cloak you wear—she had to make an enormous sacrifice. You see, I told her that she couldn't help you to her fullest unless her memories were intact-all of her memories, especially those that were most painful. I told her this as well as a warning that sometimes, when I'm asked to undo a memory spell, that which we desired to forget in the first place comes back even more acutely. The scar on your grandmother's arm that you speak of, has she ever mentioned how long she's had it?" I shook my head. "Just that it's from long ago, when she was a young woman. But it's only been the past few years that I've noticed it giving her so much pain." It would've been since around the time she'd given me the cloak for my thirteenth birthday, and the realization made me gasp out loud. "I suspect that the scar on her arm is a physical manifestation of the scarring and pain she holds in her heart." "I feel terrible!" "Love is sacrifice," Knubbin whispered, as if he were reading words written on the wall behind my head. "And so is magic. You see, magic always comes with a price."
In the book, we follow Red as she seeks the Wizard's help with her own request: she wants a pain relief potion for her Granny. In return the Wizards asks for a "special addition" of sorts, so that the potion can work:
"There's one teensy-tiny ingredient the spell is missing, one you'll need to add in order for it to work," he said. "The one who loves your grandmother most of all must see it to its completion, you see. But don't fret, poppet. You're a smart girl, and I know you'll accomplish the quest with no hitches whatsoever."
(The ingredient missing in question is a drop from Lake Nostros— which, wow, thanks a lot, Mr. Wizard, that's a lot of help. Why not skip the middle man entirely, if that's his big plan? Gods....)
So there is a special component to these magical items, a price that makes it personal. Granny had to trade her blissful ~forgetfulness~ for Red's cloak, and later Red has to trade all the money she's saved up for her adventures (as she puts it to the Wizard: "her future") for the pain medicine.
It's not clear whether or not that makes these items/potions EXCLUSIVELY EFFECTIVE to the person they were created for.
That's all we get, as far as "canon" material on the magic of the cloak.

But if you want my headcanon for it:
It works on other werewolves, as well.
It's not exclusive to Red, or Red's bloodline.
It's a powerful magical item that can immediately suppress the wolf and force it back to the shadows, changing the werewolf from the animal form, — be it feral or not — to its human form.
It is EXTREMELY powerful, because it overwrites the pull of the Full Moon on a werewolf's mind and body. Its magic is so potent, that it can be perceived by magical users. It's palpable to those fluent in magic.
It's worth A LOT, in any and all kinds of currency, thanks to the magic in its fibers.
It is more effective than silver, at turning the wolf back to human, so it can be used as a weapon, as well. Thrown over an enemy wolf, it commands it to change into a more ~manageable~ form.
It should not be underestimated.
