Those Chinese made windmills are 900 feet tall (the equivalent of a 90-story building), noisy, plus there are reports of serious vibrations. Not to mention ugly like a solar farm. Pre-Wuhan Virus, the American economy was humming. Economic growth was the strongest in decades, unemployment was the lowest in decades, and businesses were growing but running with lean inventories practicing “Just in Time” supply pipeline management. With the abrupt shutdown, toilet paper became scarce because folks overreacted buying multiple years’ worth of toilet paper. The toilet paper manufacturers went into overtime producing the maximum supply trying to catch up with demand. Today, toilet paper is in such surplus that “Free Toilet Paper” is a giveaway inducement for other goods. That was an artificial distortion of the market where the short-term demand for toilet paper exceeded supply.
The same dynamic is in play in steel, OSB board, drywall, computer chips, even labor, in fact almost everywhere. Our economy is experiencing distortions so prices are rising to balance supply with demand. Many of the shortages are artificially created by our DM government paying folks NOT to work thus depriving business of the labor they need to expand their production. The DMs in control of Congress, the White House, and the various government agencies seem amazed that if you pay people not to work, they do not work. Incompetence.
Signs advertising for workers are everywhere yet unemployment is increasing. Actually, the number of folks on the government dole is increasing. Government is not the answer to the problem, IT IS THE PROBLEM. The only solution is less government.
Meanwhile, everything costs significantly more than one year ago. The Fed says it is temporary because as workers return to their jobs, more productivity will come online and prices will decline. Theoretically, that is correct but prices tend to be “Sticky” going down. Furthermore, that analysis does not take into account the increased cost of energy, materials, etc.
The fact … this is the front edge of serious inflation. We have discussed for some time that the alternatives were rapid economic growth (Trump’s agenda) or devaluation/inflation (Biden and his fellow DM’s agenda). Trump’s agenda would have created wealth, the DM’s agenda brings only pain. Those of us that lived through the Stagflation of the late 1970’s have seen this nasty combination before when Jimmy Carter was President. Cinch up your saddle, this will be ugly.
Here are some critical economic events.
1. U. S. Steel canceled their planned $1.5 Billion investment in a new manufacturing facility in Pennsylvania. They join Ford in canceling Billion Dollar investments in manufacturing here in the US. Biden’s investment partner, China, wins again. Are you tired of losing yet?
2. Ransomware attacks are up because the wealth of the USA makes us particularly great target. But Biden and his fellow DMs have the answer just like about the crisis at our southern border? “Crisis? I do not see a crisis.” Dementia has a benefit.

3. Apparently, Mark Zuckerberg gave $400 Million to localities for the election so long as his group could run those elections. Facebook needs regulation.

The Fed knows any reduction in QE will mean higher interest rates. Higher interest rates mean a slower real estate market and ultimately lower prices for real estate and financial assets.
2. It was reported on Wednesday that the annual inflation rate for April was 4.2%. As the rate of inflation continues to increase, the financial markets will raise interest rates faster than The Fed anticipates or force The Fed to greatly expand their QE. Watch the 10-year Treasury. Without QE, interest rates would be higher today. Various sources estimate that by the end of 2021 the 10-year Treasury will be 2.5% to 3.0% and mortgage rates will increase to 4.0% to 4.5%. Those may be low.
3. When Bubbles burst, shortage becomes surplus overnight. Unsustainable things continue until that unpredictable moment when they stop. In a financial crisis “Cash is King”. Get prepared.

But one group of Apple contractors finds another building, six miles away on Hammerwood Avenue in Sunnyvale, to be a more apt symbol.
This building is as bland as the main Apple campus is striking. From the outside, there appears to be a reception area, but it’s unstaffed, which makes sense given that people working in this satellite office — mostly employees of Apple contractors working on Apple Maps — use the back door. Workers say managers instructed them to walk several blocks away before calling for a ride home. Several people who worked here say it’s widely referred to within Apple as a “black site,” as in a covert ops facility.
Inside the building, say former workers, they came to expect the vending machines to be understocked, and to have to wait in line to use the men’s bathrooms. Apple says it requires contracting firms to treat workers with “dignity and respect.” Following an inquiry from Bloomberg News, the company says, it conducted a surprise audit of the Hammerwood facility and found a work environment consistent with other Apple locations. “Like we do with other suppliers, we will work with Apex to review their management systems, including recruiting and termination protocols, to ensure the terms and conditions of employment are transparent and clearly communicated to workers in advance,” an Apple spokesperson says in a statement.
Buddy Omohundro, Apex’s chief services officer and general counsel, says in an email that his company strives to ensure it’s creating the best possible work experience. “Apex provides multiple avenues for employees to raise concerns, both directly and anonymously, and to have those concerns addressed,” he wrote.
Apex is one tiny part of a sprawling global network of staffing firms working with Apple; it is not even the only firm staffing the facility at Hammerwood Avenue. For Apple Maps alone, workers are spread across several locations in Silicon Valley, as well as in Austin, Tex.; London; the Czech Republic; and India, according to people who worked on the project. The operation involves thousands of contractors. At Hammerwood, the population has exceeded 250 at times, although the number fluctuates and Apple declined to give a current count.

A common perception in the Bay Area is that its only serious tech-labour issue is the high cost of living driven by the industry’s obscene salaries. But many of the poorer residents work in tech, too. For decades, contractors and other contingent workers have served meals, driven buses and cleaned toilets at tech campuses. They’ve also built circuit boards and written and tested software, all in exchange for hourly wages and little or no job security.
In different forms, temporary labour as an alternative to full-time employment has grown across the U.S. economy. Companies in many industries now use staffing firms to handle work once done by full-time workers. The technology industry offers one of the starkest examples of how the groups’ fortunes have diverged. While companies aren’t required to disclose the sizes of their contingent workforces, there’s ample evidence that tech companies use large numbers of contractors and temps. Last year, Bloomberg News reported that direct employees at Alphabet Inc.’s Google accounted for less than half its workforce.

The treatment of these workers is emerging alongside sexual harassment and military contracting as a principal target of the wave of tech worker activism that’s been building over the past two years. When Google employees staged a walkout last November, many contingent workers didn’t learn about it in advance because they don’t have access to internal mailing lists. A month later, Googlers sent an open letter to the company’s management demanding better working conditions for temporary workers, vendors and contractors.
The Apple Maps operations staffed by Apex provide a dim view of contract work, according to current and former Apex workers. Some took jobs there with the hope of landing full-time work at Apple — a possibility they said Apex played up —only to find the chances were small. As Apple has faced headwinds in recent months, it has further reduced the practice of converting any contract workers to full-time positions, according to a person familiar with Apple’s operations.
Other Apex workers took the job just to put Apple on their resume. Even that benefit was tenuous. Apex managers initially distributed specific wording they could include on their LinkedIn profiles referring to their employer as Apple, via Apex Systems. Last summer, Apex said they had to remove the word “Apple,” describing their employer only as “A Major Tech Company Via Apex Systems,” according to two former employees.
The restrictions were just one of many reminders of the contractors’ inferior status, right down to the apple design on their ID badges. For direct employees, the apples were multi-colored; contractors got what one described as “sad grey.” It’s common for companies to distribute different badges to contractors, a practice that discontented workers across the industry have seized on as evidence of a caste system. Amber Lutsko, who worked for Apple through Apex in 2017 and 2018, described an opening-day pep talk that aimed to make her feel both honored and excluded. “‘You work at Apple now! You have made it!'” she recalls being told. “‘You’re not allowed to use the gym.'”

The companies of Silicon Valley have created vast fortunes with far fewer employees than the corporate behemoths that came before them. In part, this is because you can replicate software infinitely in a way you can’t with, say, a Model T. But the tech industry was also an early adopter of offloading core functions to contract workers. Tech was quick to embrace contractors because of rapid advancements requiring constant adjustments in the composition of the workforce, according to Louis Hyman, author of the 2018 book “Temp.” All those changes helped nurture Silicon Valley’s ideology of flexibility and speed, first in hardware, then in software and business operations. Hyman quotes a 1993 issue of Apple’s internal magazine that describes the transition away from direct employees to contractors and outsourcing firms as both a “predictable evolution” and “the future.”
Conflict is inevitable in a two-tiered workforce. As far back as the 1990s, Microsoft Corp. contractors challenged their employment status in court and attempted to unionize. In 2014 a group of Microsoft bug-testers won the right to bargain with their employer, a staffing agency called Lionbridge Technologies Inc. Within a few years, Lionsbridge had eliminated all their jobs.
Apple, which has about 130,000 full-time employees, also accepts workers from about three dozen staffing firms, according to OnContracting, a website providing market information to staffing companies. Contracting firms work on iTunes and server infrastructure, handle customer support, and select articles for Apple News. Apex, the largest division of ASGN, a staffing company based in suburban Los Angeles, has provided Apple with a steady stream of mapping technicians, whose jobs consist of checking to make sure that Apple’s software is drawing roads in the right places, or responding to reports of inaccuracies in existing maps.
They’re largely in their early- to mid-20s, and have often just graduated from college. Wages are generally about US$25 an hour, which some workers consider generous and others see as stingy. According to the Bureau of Labor Statistics, the 2017 median hourly wage for mapping technicians nationwide was $20.84, while the median per-hour rate for the same jobs in California was $30.61.
Apex employees have access to health insurance, although the premiums are high enough that some people opt not to take it. Because the workforce is young, Apex workers often stay on their parents’ health insurance.
Apex has also suddenly changed aspects of employment. In November, it cut the maximum amount of paid sick time employees could take annually from 48 hours to 24 hours, saying the policy would go into effect in two days, according to two current employees and an internal email viewed by Bloomberg. The email, which Apex workers received on a Thursday afternoon, inspired a rare moment of collective action. A group of over a dozen workers said they had suddenly fallen ill, and left, according to one current Apex employee who participated in the protest.
“At all times, Apex has provided as much paid sick leave as required by applicable law,” says Omohundro, adding that the company worked to find exceptions in individual cases.
Many Apex employees first heard about the company through LinkedIn. The company trawls the website for people with proficiency in skills for mapmaking like geographic information systems or geography, then messages them repeatedly. Lutsko had worked as an archaeologist and was between jobs in 2017 when, as she describes it, she basically gave in. “They’re pretty aggressive, so it was easy to take the job,” she says.
At the beginning of the interview process, Apex doesn’t mention the company where people will work. But the revelation can tip wavering candidates over the edge. “They said it was with Apple — they were super hush-hush originally — and I was like, ‘Oh my God!’,” says a former Apex worker who started in 2017. “‘That will be on my resume? Bang!'”
The secrecy just made the job seem sexier. Many Apex workers assumed discretion was required because Hammerwood had some connection to self-driving cars. Their own work turned out to be drudgery. Still, they gossiped about the mysterious group of direct Apple employees who also worked on the site. They never knew for sure what those people were up to, since they say managers at Apex kept them from communicating with Apple employees unless it was necessary to do their immediate jobs. One former Apex worker says the contractors weren’t allowed to use the bathrooms on the direct employees’ side of the building.
Complaints about the bathrooms were common. Lines formed outside the men’s rooms, especially around lunchtime, according to former employees. (Because the workforce was predominantly male, the women’s rooms had ample capacity.) Anonymous complaints about inadequate facilities were scrawled on white boards around the office. Twice in 2017, Hammerwood workers filed complaints against Apple with the state’s Occupational Safety and Health Administration, Cal/OSHA. Apple told Cal/OSHA it had examined the situation and determined it was in compliance with the law. There was no mention of Apex workers being discouraged from using certain bathrooms, according to records obtained by Bloomberg News through a public records request. The agency did not pursue the issue.
The working environment was uncomfortable in other ways, according to current and former contractors. Apex managers sometimes broke up unauthorized water-cooler socializing. Several workers say their managers would get notifications if their workstations were idle for too long. “Being monitored like that is super dehumanizing and terrifying,” says one former Apex mapping technician.
If Apex seemed not to trust its workers, the feeling was mutual. They described a hiring process that was misleading in several ways. For one, Apex failed to explain the one-year assignments started with several weeks of training followed by a test, many say. Anyone who didn’t pass was terminated immediately. The company recruited nationwide, so some workers showed up in California, signed leases in one of the most expensive housing markets in the country, and lost their only source of income within a matter of weeks.

There are no reliable numbers on how common such firings were; Omohundro says the “vast majority” of employees complete their assignments. But they loomed large even for those who passed the test. Lutsko says watching colleagues suddenly lose their jobs soured her on her new employer. “I couldn’t handle the arbitrariness of everything,” she says. “The starry-eyed kids straight off the bus from Iowa thinking they’d made it in Silicon Valley straight out of college. The bait-and-switch. The ‘Oh you didn’t make it through training, please give us your badge now.'”
Lutsko quit before her contract was up. The LinkedIn messages from Apex recruiters persisted. This was common. Two people who Apex had fired said the company periodically pitches them on jobs. “You got rid of me because of my quote-unquote performance, and every three months I get these emails,” says one of them. “It’s insulting, honestly.”
Like any group of people in shared circumstance, workers at Hammerwood bonded. Several former contractors say it was fun to be around with people their own age, and say the odd atmosphere only made them closer. Because many of them were young, new to the area, and not making enough money to live on their own, they ended up pooling resources to rent apartments or houses nearby.
Many people simply moved to similar contracting jobs with other tech firms once their positions at Apple end, so their homes ended up having a mixture of Facebook, Google and Uber contractors. Several people described the geographic information systems contracting workforce almost as if it were a resource the big tech companies shared. People who left Apple would join the GIS staff at another company and find it was staffed primarily by Apex veterans.
Those who left Apple often say their lives improved. Facebook’s management put signs up around campus reading “Contractors Are People Too,” and contingent workers participated in on-campus arts and crafts activities. Google paid more than competitors and let everyone use the gym, says Nick Wilson, who worked at Apple through Apex, then worked at Facebook, and is now a contractor doing mapping work at Google.
Moving between companies didn���t feel like advancement, says Wilson. “None of the skills I learned at Apple could be carried over,” he says, adding that his managers were indifferent to any attempts by employees to distinguish themselves. “There were many people who took initiative and made things, increased the efficiency. They weren’t rewarded in any way,” he says. “There were people who had abandoned any hope. They’d come in late, leave early, and just do nothing all day. They were treated the same as everyone else.” (Both Lutsko and Wilson declined to discuss the exact nature of their jobs or the building at which they worked, citing their nondisclosure agreements.)

The mood at Hammerwood dimmed late last year, after the changes in benefits and after Apex suddenly fired about two dozen people, according to two current Apex employees. One described the workplace as depressing and quiet, with everyone on edge. “I’m afraid of being too social because they might see that as not working hard enough,” he says. “Apex handles all terminations in a sensitive and confidential manner,” says Omohundro. “The company does not share the details of employee terminations, regardless of whether they are for cause or not for cause.”
Activists associated with the burgeoning labour movement in the tech industry say the contracting workforce is ripe for organization, but acknowledge it’s been challenging to organize white-collar workers. “It’s a new concept,” says Yana Calou, an organizer at Coworker.org. Information workers have been more reticent than security guards and cafeteria workers to confront tech companies because they’re angling for full-time work, says Calou. “I think there’s the tiny idea of, ‘I’ll be the exception that squeezes through.’ ”
That feeling eventually wears off. One former Apex worker, a 32-year-old who lives in the maid’s quarters of a house with eight roommates, says years of uncertainty have left him worn out. “How are you supposed to plan for your future if your job has an expiration date?” he says. He’s a California native who moved to San Francisco over a decade ago, got a master’s degree, and internalized Silicon Valley’s brand of optimism. But that evaporated at Apple’s so-called black site. “It sounds good when you say you work at Apple, but when you’re not being paid the same amount, and you’re not treated the same way, it gets old quickly,” he says. “I don’t see why they don’t just hire someone and give them a stake in the company.”

Hopefully it’s pretty obvious that we are a content marketing agency, but just in case it isn’t, we are. So, it’s tricky to be objective when it comes to this in-house versus outsourcing debate. Instead of trying to do that, we’re going to go ahead and make the case for agencies like ours.
According to the Content Marketing Institute (CMI), 59 per cent of Australian marketers outsource at least one element of their content marketing strategy. That stat chimes with an increasingly common theme for us: in-house content marketing teams looking for help with particular campaigns or tactics. What they need is topping up or filling in the gaps.
But the flipside of that stat is that 41 per cent of marketers don’t need any external help. They’re able to meet all of their content marketing needs with their internal teams. The challenge for agencies here isn’t convincing brands to outsource everything or bashing in-house teams by painting them as an inferior option.
Instead, we need to demonstrate that we have the ideas, flexibility and skills to complement what in-house teams do. That means being able to give them what they want when they ask for help. But it also means showing them compelling new opportunities that they might not yet have thought of.
In this post, we’ll highlight some of the areas where we believe content marketing agencies can add real value to in-house teams. But in our experience, in-house marketing teams often have high staff turnover. A lot of marketing jobs are entry level, meaning people move on after 12-18 months. Unless you have a big, growing team, chances are they’ll move on to another company. We’ve plenty of client relationships that have lasted longer than multiple iterations of in-house teams.
8. Ebbs and flows
We already talked about the flexibility you get with a content marketing agency, but don’t feel short-changed by us revisiting the point. This is different enough to warrant its own entry. We find the most effective way to do content marketing is campaign-to-campaign. You set some goals, build a strategy, execute that strategy, analyse the results and then go again.
Content marketing agencies are better equipped to deal with this feast-or-famine approach. If you’re relying solely on your own people then you can sometimes find they’re massively over-worked during a campaign and then kicking their heels while you gear up for the next one.
9. Fresh faces
Like any marketing campaign, sometimes content marketing needs a reboot. Changing the people can be a good way to hit the reset button. If you’re using a content marketing agency, that doesn’t mean you have to fire your agency and hire a new one. You could just get some of the people working on your account changed.
Perhaps you want some new, more radical ideas from a new strategist. Or maybe the writing has gone a bit stale and you want to rotate your bloggers. An agency should be able to accommodate those sorts of requests and action them quickly. IT’S UNFAIR – The Mia Mottley administration is being accused of unfairly targeting women in its retrenchment programmes. National Union of Public Workers (NUPW) general secretary Roslyn Smith, speaking after a meeting at the union’s Dalkeith, St Michael headquarters on Monday night with members regarding the upcoming public sector retrenchment, said a major part of those earmarked to lose their jobs were stenotypists and clerk typists, posts dominated by women. “These women are single parents and breadwinners for their families. This is an attack on women in the workforce; this is a gender issue,” she declared. Smith, who took part in a recent Social Partnership meeting on the issue, said those posts were among the ones being abolished but further discussion was needed and not at the level of the Partnership. CENTRAL CUT – It’s official: 955, mostly female, Central Government workers are to be laid off as part of the International Monetary Fund (IMF)-financed plan for a leaner public service, the National Union of Public Workers (NUPW) announced to members tonight. The Ministry of Transport, Works and Maintenance, Barbados Postal Service, School Meals Department, security guards, stenotypists and clerk-typists are the agencies and categories being targeted for the cuts, union officials said. The remaining 545 – from the 1,500 job cuts total announced Sunday by the Prime Minister – are to leave statutory corporations, they added. The 955 figure, obtained from the Ministry of the Civil Service, was released by NUPW General Secretary Roslyn Smith at the end of an occasionally heated two-hour meeting with members at union headquarters on Dalkeith Road, called to update members on this morning’s talks with the ministry and the Social Partnership. A visibly upset Smith, who told reporters she was disappointed with the rushed manner in which Government went about the layoff programme, also expressed anger that the vast majority of those affected are female breadwinners. Noting that an earlier number of 800 was supplied to the NUPW, Smith accused the Government of gender bias in selecting mostly women who happen to have children, mortgages and rents to pay. “Yes, we recognized that there will be layoffs, but at the same time, we believe that we should have had more time for consultation on such a sensitive issue . . . and when we look, we recognize females . . . as the householders, they are the single parents, they have to look after their children, they have mortgages and rents to pay.  When you do like that… to them… just cut them off, despite the fact that they saying they have been doing their best, they have been straddling more than one job in the department,” the General Secretary said. “I am a little bit disappointed in the way that things went, and we just cannot hand the union your decision and that’s it? So I maintain that we should always have a place within the collective bargaining arrangement. That is what we are here for, and I don’t want anybody to be side-lining the NUPW,” she declared. But in an apparent move to clarify the General Secretary’s comments, union president Akanni McDowall, who shared the press briefing with Smith and other members of the executive, told reporters that balance must be brought to bear on the issue. “There were steps . . . . when we requested information and we received that information. You have to bring a balance to this thing. We had meetings with the Social Partnership. There was information that was given at the Social Partnership and the union requested additional information as the General Secretary said, and the information was given to us,” McDowall said. “I believe that the process is a difficult one. It is going to impact each of us differently. I mean, for us who have to deal with it up here [at NUPW headquarters] of course we are concerned about those workers who have to go home. None of us really want to see any worker being put on the breadline . . . . Although we understand this is a difficult discussion, we have to make sure that we manage it in the best possible way because workers are really depending on us,” the union president said. McDowall gave the assurance that the union would be going all out to make sure its members are comfortable, noting that while some appointed workers would be affected, the majority were temporary staff. On Sunday, when she addressed the nation, Prime Minister Mottley said she wished that not one person had to be sent home, but the reality is more than a thousand people will be let go soon as the Government works to manage the country’s economic situation. But she assured they would not leave Government empty-handed. As it relates to job cuts across the public sector, she has repeated the assertion that it will not amount to thousands being unemployed over the next couple of weeks. “I want to say upfront that we’re not talking about thousands of persons. But what hurts for me and I had to say it in the room, unions go through this all the time, members of the civil service go through this all the time; for me, lay-offs are something completely new. “So forgive me if I don’t feel good or do it well, because I believe fundamentally that these are our brothers and sisters, these are our mothers and fathers, these are our Barbadian neighbours and friends. And therefore, what I have tried to do is to have the Government use the approach of a scalpel and not that of an axe that wildly cuts.” (BT)
ATHERLEY SEES LITTLE STRATEGY – Prime Minister Mia Mottley has said a lot, but “little of substantive strategy” to take Barbados forward. That was the reaction of Opposition Leader Bishop Joseph Atherley on Monday to the Prime Minister’s Address To The Nation Sunday evening. Mottley spoke of coming layoffs in the public sector, as well as a number of capital works projects in the pipeline, as part of Government’s Barbados Economic Recovery and Transformation (BERT) programme. In a statement, Atherley said he wanted “clarity of numbers” with regard to the proposed layoffs. (DN)
MERGERS, PARTNERSHIPS IN MOTTLEY’S PLAN FOR BOARDS – The Government is to consolidate the operations of some statutory corporations and Government agencies, and seek private-public sector partnerships in an efficiency drive tied to its IMF-supported economic recovery plan. “From as early as this week, we will be meeting with the staff of the Barbados Government Information Serviceand the Government Printery as we plan to establish a new Public Affairs Unit,” Prime Minister Mia Mottley told the nation on Sunday. “In terms of the Caribbean Broadcasting Corporation (CBC), we must recognize that technology has made the establishment of a broadcast station in 1963 anachronistic. In circumstances when you can do almost everything you want on a mobile phone, how do we fit CBC into that reality? How do we better leverage the Multi-Choice TV platform and allow profits from that to pay for the Public Affairs Unit and all of our cultural activities? If things are generated from overseas content, we should be able to anchor our people in terms of our national identity with the profits from that overseas content.” Changes are also coming shortly to the administration of Kensington Oval Management Inc., Gymnasium Limited, Caves of Barbados and the Cultural Industries Development Authority, she said. “We are entering a joint venture with the Barbados Cricket Association so that instead of Kensington Oval Management Inc. looking after its operations, it will be managed by Government alone. “A request for proposals will go out for the Caves of Barbados so that facility can be better managed and developed by the private sector. The land will remain with the Government and we will only part with it by way of lease, but a private company will manage the cave’s operations. “The Gymnasium will come under the National Sports Council again, and the Cultural Industries Development Authority will be under the National Cultural Foundation’s umbrella once again, and we reckon we can complete this process between yearend and early next year.” But there were statutory corporations managing essential services that Mottley said would need more time for a concrete decision to be made on their future. “These include the Transport Board, the Barbados Water Authority, the Barbados Agricultural Management Company, the Barbados Agricultural Development and Marketing Corporation, the National Housing Corporation, along with the Urban and Rural Development Commissions. We are starting to look at those now, but the process could run to 2020 owing to their complex nature.” The Prime Minister said there was a lot of work to do with those agencies based on the challenges Government had experienced with them, especially over the past decade, but she hoped for the best with the proposed changes. “Regrettably, we have to confront the reality that for these services to do better we must take better control of the runaway expenditure, profligate spending and contractual liabilties to which they were committed under the last government without regard to whether we could pay for them. We are hoping we can make these changes without compromising on the quality of the services they provide.”   (BT)
ROADS, PROJECTS TO DRIVE ECONOMIC RECOVERY – Declaring that investors were once again willing to back Barbados, the Prime Minister has announced infrastructural and private construction projects intended to jumpstart a stalled economy. Mottley said Sunday on television that Government was committed to its plans to repair the island’s roads. “We have about $100 million that we plan to invest in road rehabilitation, and that money comes from the Caribbean Development Bank, Inter-American Development Bank and the Latin American Development Bank (CAF), and we have companies that will be participating in that road building programme over the next three years,” she said in an address from Ilaro Court. The Beaches hotel project in St Peter at the former Almond Beach Village, when it starts in earnest in January next year, “will contribute $900 million over the next two and a half years while under construction and beach work has already started there”, she announced. As Minister responsible for Town Planning, the Prime Minister revealed that for-profit social care, health and education construction projects are in the pipeline. “At Boarded Hall, Sagicor will construct a senior citizens village both for independent and assisted living, and on the other side of the road, an oncology and cardiovascular clinic, and there are at least two other proposals on my desk for other clinics which will help us to become a hub for health tourism in the Caribbean. “Equally, we have Ross University, which will open its doors in early January, and I also have before me a proposal for a boarding school at the secondary level that will accommodate some 800 children from overseas such that we can have an international boarding school to cater to those in the centre of our island.” “These educational and medical institutions are the equivalent of having long term tourists,” Mottley surmised. “ In the case of Ross, the 1500 students and 100 faculty are equivalent to having 60,000 more tourists in Barbados next year on average for seven days each. Similarly, the 800 students we hope can come in for the boarding school once we can settle the regulatory issues, will be the equivalent of 30,000 tourists if we can get that going by September next year. These will allow us to become the educational and medical hub that we need.” (BT)
HAVE NO FEAR! – Head of the Barbados Private Sector Association (BPSA), Edward Clarke, says Barbadians should not fear prices going up if Government privatises some state-owned enterprises (SOEs) or enters into private/public sector arrangements for their operation. However, he reminded the public that investors would expect a “viable return” on their investment. In her national broadcast on Sunday, Prime Minister Mia Mottley said Government was considering divesting some SOEs which had become a burden on the public purse. On the implications for such private sector ownership, Clarke told the DAILY NATION on Monday: “I think that anybody who gets into a service provider situation from a Government/private sector partnership will obviously want to have some return on their investment. But I can assure you that once the private sector is involved, it will be looked at very seriously.” (DN)

WE WANT IN – With a membership accounting for two out of three Barbadians, the nation’s credit unions are demanding a seat on the Social Partnership. This was one of the requests that the Barbados Cooperative and Credit Union League, with 55 registered organizations accounting for over 200,000 members, made over the weekend through its president Anderson Henry as the membership gathered at the Hilton hotel for a 60th anniversary dinner and award ceremony. “Given the large constituency that we represent we are of the firm view that the movement should be represented in a re-configured Social Partnership in its own right,” Henry said while delivering welcome remarks to the gala event Saturday. “We should no longer have to depend on the goodwill of organizations to be seated.” The Social Partnership, made up of Government, trade unions and the private sector, was established since the 1990s to meet monthly for discussions and decisions on national issues. Along with the demand for membership of this currently tripartite group that it now wants to make a foursome, Henry said his membership is asking for modernization of the more than half-a-century old legislation governing credit unions so these financial houses could be legally free to engage in other businesses besides lending to members. “We believe that the credit union movement has overgrown the omnibus cooperative legislation that was passed in the 1950s.” “It is about time for credit unions-specific legislation to be placed on the statute books,” he said, adding, this “will provide the legislative framework for a modern and facilitative legislative environment”. Additionally he said, “credit unions access to an automated clearing house operation by the Central Bank should also be facilitated”. Access to that clearing system would enable credit unions to electronically transfer funds and payments among organizations and process third party payments, such as cheques faster. Addressing an audience that included Minister of Small Business Dwight Sutherland, Henry repeated an eight-year call for credit unions to have access to deposit insurance which would provide security for money that members place in these organizations in the event that those financial houses encounter operational difficulties. “We at the league have been lobbying hard for this since 2010. It is about time the 210,000 plus credit union members receive the same level of protection as that enjoyed by customers of commercial banks, financial companies etcetera. “We are calling on the new administration to make this a priority,” Henry said. Though he did not respond to the other demands in his feature address following Henry’s presentation, Sutherland said that he agreed on the need for deposit insurance and promised, “we must implement, and I will take back the word [to Cabinet]”. In spite of the fact that credit unions have in the past received promises and assurances regarding their demand for deposit insurance, Sutherland’s response bears hope of early action as he went on to speak of imminent changes in the laws governing the sector based on a current evaluation of systems. “The Financial Services Commission [that regulates credit unions] under the chairmanship of Professor [Avinash] Persaud is conducting a comprehensive review of all the Financial Services Commission’s enabling legislation to ensure that the thrust towards a risk-based supervisory framework for the non-bank financial centre is appropriately supported by law.” He said that “credit unions will be required to . . . ensure that appropriate risk-management systems, scaled to size and complexity are implemented and adhered to”. That risk management covers concerns of access to deposit insurance for which the credit unions have been requesting. The Minister outlined possible circumstances that point to the need for deposit insurance. “If an excessive amount of depositors were to demand their savings today, is there a framework that will govern the sourcing of additional liquidity? You have to ask yourselves that question. “Or if entities were required to unwind from certain exposures, is there a policy framework that governs this operation?” he queried.  (BT)
CREDITOR SUPPORT COMES IN FOR DEBT EXCHANGE OFFER  - The Government of Barbados announced today the near-universal participation of affected creditors in the BBD Debt Exchange Offer that was launched on September 7. Although the Central Bank of Barbados (CBB) continues to reconcile tenders in its role as exchange agent for the transaction, preliminary estimates indicate that holders of more than 90 per cent of eligible claims have accepted the Government’s restructuring offer. The Government announced that its exchange offer received the unanimous support of the commercial banks, the general and life and insurers, the National Insurance Scheme (NIS), the CBB, as well the support of ordinary Barbadians and firms holding claims on the Government and its public sector. The CBB will provide final participation figures as soon as the reconciliation process has been completed.   The BBD Debt Exchange Offer is part of the Government’s Comprehensive Debt Restructuring, which includes commercial and official bilateral claims denominated in foreign currency. The objective of the Comprehensive Debt Restructuring is to place the country’s debt and public finances on a sustainable footing after a decade of economic mismanagement, in conjunction with the reforms and adjustments contemplated under the Barbados Economic Reform and Transformation Plan (BERT). The BERT is being supported by a four-year Extended Fund Facility (EFF) from the International Monetary Fund (IMF), approved by its Executive Board on October 1. The Government also announced that the remarkably strong participation is well in excess of the voting threshold required under the “collective action” legislation introduced into Parliament on September 25. The Government will therefore now proceed to ask Parliament to enact the legislation, which converts all tendered claims into a single class of creditors for purposes of voting on the Comprehensive Debt Restructuring Programme. If approved in Parliament, the legislation would allow the Government to apply the restructuring terms supported by the considerable supermajority of creditors to the claims of those who did not tender or who chose not to accept the offer, thereby ensuring that no creditor is prejudiced by being left holding non-performing claims after the closing of the transaction. Information on the terms that participating creditors have chosen to support can be found on the creditor portal on the Government Information Services (GIS) website. It is expected that the closing of the transaction will take place on or before October 31, at which point the new debt instruments will be issued to all affected creditors, including the holders that did not tender. The closing of the transaction will mark the completion of $11.9 billion in claims on the Government of Barbados and its public sector, which is equivalent to US$5.95 billion. The claims being treated included Treasury Bills, Treasury Notes and Debentures, loans owed by the Government and certain State-Owned Enterprises (SOEs), as well a majority of the extensive arrears that had been allowed to accumulate by the time the Mia Mottley administration took office on May 25. The Government will also clear approximately $830 million of arrears, or just over half of the $1.6 billion total outstanding, and approximately 85 per cent of the arrears owed to private sector firms and suppliers. The Government will also clear 100 per cent of the arrears incurred to the NIS by the public sector during the previous administration. Commenting on the results of the BBD Debt Exchange Offer, Prime Minister and Minister of Finance, Mia Amor Mottley said: “I would like to extended my sincere appreciation and gratitude to all of those holders of Barbados dollar-denominated claims, both institutions and individuals alike, who have chosen to support the BBD Debt Exchange Offer in such a decisive and extraordinary manner. “Today truly marks a turning point for Barbados, when we begin to throw off the shackles of an unsustainable debt burden that was thrust upon us by the reckless and uncontrolled borrowing and spending of the last ten years. “The overwhelming result says a lot about us as a people, that we can come together, making sacrifices and taking difficult decisions, when the future of our beloved country is at stake. This operation eradicates the greatest threat to the financial viability of Barbados, and transforms our economic outlook.” The Government announced that its attention will now turn to progressing discussions with those creditors holding claims denominated in foreign currency. White Oak Advisory LTD is acting as financial advisor to the Government on its Comprehensive Debt Restructuring Programme. GRIM FIND – A C.O. Williams Construction road crew made the grim discovery this morning of a badly decomposed body atop a well along the Cummins section of the ABC Highway near Hinds Hill, St Michael. The workers, who were de-bushing the area at time, first came across a foul odour before finding the skeletal remains. The visibly shaken crew described the experience as shocking. Police, responding to the call at 9.30, are continuing investigations into the discovery. The sex of the deceased is still unknown and Police Public Relations Officer Sergeant Michael Blackman said it would be some time before an identity of the body or cause of death could be determined. “There is nothing I can add at this time. I have to wait until forensics completes its investigation,” he explained.  (BT)
MURDER ACCUSED ADMITS TO OTHER CRIMES – Murder accused Applon Ithamar Ishmael Parris had a change of heart and owned up to a 2015 wounding charge even as he revealed plans to plead guilty in the High Court to an indictable matter. In November 2015 the Taitt’s Road, Brittons Hill, St Michael resident appeared before Magistrate Kristie Cuffy-Sargeant charged with unlawfully and maliciously wounding Terry Richards. He was granted $8,000 bail after he pleaded not guilty to the charge. “Yes I did it,” Parris said moments after Sergeant Edwin Pinder read the facts. The prosecutor revealed that Richards was “mentally challenged” and frequents an area in Brittons Hill where he sleeps on a nightly basis. On November 12, 2015 Parris approached Richards who was going through the garbage on Parris’ property. When he asked him to desist from searching the garbage Richards allegedly replied that he was “looking for some food to eat.” Sergeant Pinder said Parris then armed himself with a piece of wood and repeatedly struck Richards about the body which resulted in wounds, one of which was a ten-centimeter laceration. The complainant was treated at the Queen Elizabeth Hospital and later discharged. “Yes I did it . . . but he attacked me first . . . but I let my anger get the best of me. I was not aware he was mentally challenged at the time . . . I do apologize,” Parris said even as he asked to be placed in anger management. He also told Magistrate Cuffy-Sargeant: “I wish to plead guilty at the High Court” to the charge that he caused serious bodily harm to Antonio Coco Todd on February 15, 2017 with intent to maim, disfigure or disable him or to cause some serious bodily harm to him. He had been on $10,000 bail for that indictable offence which the magistrate today transferred to the Continuous Criminal Assizes for sentencing. Parris, who is currently on remand for murder – the stabbing death of 31-year-old police constable Shayne Welch on March 26 – will know his fate on November 12 when he returns before the No. 2 District ‘A’ Magistrate’s Court. WASHINGTON UNIVERSITY DUO REMANDED UNTIL NEXT MONTH –Two men listed as directors of the Washington University of Barbados have been remanded to HMP Dodds until November 12. Deoraj Jaimangal Dalchand, 33, of No. 3 Jacaranda Circle, Apple Drive, Union Development, and Rao Venkata Gopi, 42 years old, of No. 11 Falcon Crest, Tuscany, Oldbury, both in St Philip were charged with three counts of fraud in relation to the St Philip based Casa Grande Inc, by disbursing $210 000 between three bad cheques between April 1, 2017 and September 1 in the District “C” jurisdiction. They were also charged with disbursing a bad cheque in the amount of $30 000 to Furniture Limited, sometime between December 28, last year and September 30 in the District “A” jurisdiction.  (DN)
WINDIES SLIDE – West Indies have lost one ratings point following their series defeat to India on Sunday, leaving them still languishing in eighth spot in the ICC Test team rankings and even closer now to minnows Bangladesh below them. The Caribbean side suffered a 10-wicket thrashing in the second Test in Hyderabad, to follow up their heavy innings and 272-run defeat in the Rajkot opener. Both matches finished inside three days. West Indies have 76 points, nine points ahead of ninth place Bangladesh, who they tour next month for a crucial two-Test series. More significantly, the Windies are now 12 points adrift of seventh place Pakistan, and drifting further away from top half of the rankings.  (DN)
JASON HOLDER’S STAR RISING – Amidst the gloom of the 2-0 series whitewash to India, there was a ray of sunshine for West Indies captain Jason Holder whose outstanding efforts in the second Test saw him leap into the top 10 of the ICC Test bowling rankings today. The 26-year-old seamer now lies at a career-best ninth, up four places following his superb haul of five for 56, which limited India to 367 all out in their first innings at Hyderabad on Sunday. For Holder, the five-wicket haul was the fifth of his career and third in four innings, and the first by a West Indies bowler on Indian soil in 24 years. He also became only the third Windies bowler to take five-wicket hauls in three successive innings. The others are Malcolm Marshall and Michael Holding. The performance extended a purple patch of form for the giant Barbadian that has seen him capture 33 wickets at an outstanding average of 11.87 this year. “I feel pretty good at the moment. Hard work does pay off,” Holder said of his performance on Sunday, in the wake of the Windies’ 10-wicket defeat inside three days. “At the start of my Test career, it was pretty difficult. The wickets were a little drier at that time. I always had faith and I always had belief.” Holder also gained three spots in the batting rankings to move to 53rd, on the heels of his first innings 52 which helped West Indies get up to 311 batting first at the Rajiv Gandhi International Stadium. His upward movement in both departments has seen him assume third spot in the all-rounders list, behind number one Shakib Al Hasan and Ravindra Jadeja. There was also good news for Roston Chase whose 106 in the first innings in Hyderabad helped him jump 10 spots to 31st in the batting rankings. The hundred was the fourth of the right-hander’s career and second against India. Shai Hope, who scored 36 and 28, rose five places to 35th. Opener Kraigg Brathwaite, who had a horrid series in India, dropped four places to 19th after scoring a meagre 26 runs in four innings. However, he remains the highest ranked West Indies batsman. In the bowling, speedster Shannon Gabriel has dropped one place to be tied 12th with England’s Stuart Broad, and he and Holder are the only two Windies players in the top 20. Seamer Kemar Roach, who missed out on both Tests against India, lies 21st while leg-spinner Devendra Bishoo is 34th, after going wicket-less in Hyderabad to end the series with four scalps. BWA SWABBING IN THE NORTH – The Barbados Water Authority (BWA) wishes to advise residents and businesses in St Lucy and St Peter that it will be swabbing a ten inch main between Barrows, St Lucy, and the junction of Shermans and Colleton, St Peter, on Tuesday, October 16, between 9 a.m. and 4:30 p.m.  The swabbing will continue on Wednesday, October 17, between 9:30 a.m. and 6:30 p.m. This swabbing exercise forms part of the Authority’s action plan to address the ongoing problem of discoloured water that has been affecting customers in these parishes. Residents and businesses located in Colleton, Checker Hall, Shermans, Half Moon Fort, Fustic Village, Six Men’s Village, Clinketts, Sutherland Hill, Bourbon and surrounding areas in St Lucy, and Colleton Gardens, Six Men’s Development and surrounding districts in St Peter may be affected by low pressure or water outages during this period. Customers are asked to store an adequate supply of water for the duration of the scheduled work. Water tankers will also be dispatched to assist in the affected areas. The Barbados Water Authority apologizes for any inconvenience this may cause to its valued customers. (DN)

Nevertheless, even as Pruitt proposed historic rollbacks of government rules, jokes about a used mattress, a Chick-fil-A franchise and a $50-a-night condo became shorthand in American culture for an EPA under fire as ethics crises consumed Pruitt’s top aides one by one.
Millan and Sydney Hupp, sisters and Pruitt family friends from Oklahoma, became Pruitt’s Washington gatekeepers, helping book trips nationwide to meet with oil executives, coal miners, farmers and other groups. But Pruitt also asked Sydney Hupp to set up a meeting with Chick-fil-A to seek a franchise for his wife. She resigned last summer.
Millan Hupp stepped down in June after Pruitt blamed her for telling investigators that, among other things, she helped him try to buy a used mattress from the Trump International Hotel. The same day she quit, so did Sarah Greenwalt, Pruitt’s senior counsel overseeing water policy. Greenwalt and Hupp were given substantial pay raises that Pruitt denied having approved and later rescinded.
And Pruitt’s top press official, Liz Bowman, formerly of the American Chemistry Council, left in May after Pruitt blamed her for the media attention he was getting for renting a condo for $50 a night from the wife of an energy lobbyist.
The EPA did not respond to requests for comment on Pruitt’s relationship with his senior aides. Pruitt’s spokesman, Jahan Wilcox, has denied any wrongdoing on the part of the administrator.
Perhaps the highest-profile departure was that of Kevin Chmielewski. He had arrived at the EPA in April 2017 and was soon named deputy chief of staff for operations.
He came with unimpeachable Republican credentials, having served as an aide to several major Republican presidential candidates in the past two decades, including Mitt Romney and John McCain. He had worked on the Trump campaign from its start.
But in his first months at the agency, Chmielewski said Friday, he began to question whether some of Pruitt’s actions were hurting the deregulatory mission he had signed on for. He cited Pruitt’s spending on security measures and first-class flights as well as his requests that aides handle personal tasks for him, like picking up dry cleaning, while also keeping some of his meetings off his publicly released schedule.
“You can’t do that stuff,” said Chmielewski, who left in February after his own falling-out with Pruitt. “I was always waiting for the vice president’s office or somebody at the White House to step in and say, ‘Wait a minute, guys, this has to stop.’ But it never happened.”
Chmielewski took a temporary job as a waiter in West Ocean City, Maryland, at the Sunset Grille and Teasers dockside bar. Next week, he said, he will be returning to Washington to testify to congressional investigators.
Ryan Jackson, the EPA chief of staff, has disputed Chmielewski’s depictions of the agency and Pruitt, characterizing him in an interview this week as a disgruntled former employee.
Over the course of his 16 months as EPA administrator, Pruitt unveiled numerous major policy initiatives, such as the rollback of Obama-era rules on vehicle tailpipe emissions and the scaling back of a regulation on water pollution. However, some of the policies faced criticism for being hastily assembled in ways that made them vulnerable to challenge.
That is at least in part because he resisted advice from career EPA staff members as well as his senior political aides, Schnare said. For example, Pruitt preferred not to have Kevin Minoli, the agency’s principal deputy general counsel and top ethics official, attend senior staff meetings, Schnare said, because Minoli’s expertise put him in a position to push back against policies.
Minoli declined to comment.
And as Pruitt’s senior staff members began to question some of his actions, he retaliated. Instead of targeting the “deep state” — the idea, favored among some conservatives, that the government bureaucracy and liberal interests team up to block their aims — Pruitt blamed his own staff.
In three cases, Pruitt’s team tried to ease out staff members who had questioned his actions or had clashed over his management by telling them to resign but offering two to three months of extra pay, according to three former EPA officials, including Chmielewski, who said he had been offered this arrangement and had declined.
Another instance occurred last summer when Jackson and Chmielewski fired Pruitt’s scheduler, Madeline G. Morris, after she raised concerns that she was being asked to break the law by deleting details about meetings on Pruitt’s calendar. At the time she was fired, the two EPA officials arranged for her to receive an additional six weeks of pay, according to an email between Morris and Jackson released as part of a lawsuit over public records by the Sierra Club.
Federal rules prohibit paying an employee for work not performed.
Chmielewski, in an interview, acknowledged that the arrangement was made. Jackson declined to comment Thursday.
Several of Pruitt’s former staff members have said in interviews that the last straw came on April 26 when their boss testified before two congressional committees. Asked by lawmakers about allegations of impropriety against him, Pruitt deflected blame on his staff, particularly his chief of staff, Jackson, whom he blamed for making decisions such as the illegal purchase of a $43,000 secure telephone booth.
Many senior aides had been personally recruited by Jackson.

Scott Pruitt’s Rocky Relationship With His Aides Set the Stage for His Fall
What would you do if you accepted a job with a boss whose work mission you admired, and the boss started asking you to handle some of his personal tasks, like picking up dry cleaning and finding his wife a job: (1) help out as much as you can, (2) refuse to do the personal tasks, (3) report your boss’ requests to someone higher in the organization, (4) something else, if so, what? Why? What are the ethics underlying your decision?
Scott Pruitt came to Washington and assembled an extraordinary team of like-minded conservatives — lawyers, energy lobbyists, free-market Republicans and close allies from his days in Oklahoma. All were committed not only to Mr. Pruitt, but also to his stated mission to be a regulation-buster at the Environmental Protection Agency.
In little more than a year, most of them were gone, chased away by scandal or disillusionment over what they viewed as a loss of focus by a boss distracted by the trappings of power — building an elaborate security team, traveling first class, seeking special benefits for his family — who then blamed his own staff for the missteps.
Mr. Pruitt’s fall from the E.P.A. is a story of his diminishing relationship with many of his closest loyalists. Instead of focusing on making history by reshaping American environmental policy, they found themselves not only defending their actions before investigators, but also calling out Mr. Pruitt in ways that exposed him to public scrutiny and ultimately led to his downfall.
Among them is Samantha Dravis, Mr. Pruitt’s former top policy chief, who resigned in April. During her tenure, Mr. Pruitt asked her to help with personal matters, like reviewing his apartment lease. Last week she sat on Capitol Hill being questioned by a congressional panel investigating whether Mr. Pruitt had asked her to help his wife land a lucrative job. She was being asked to blame her boss.
“I was explicitly asked by Administrator Pruitt” to help his wife find work, Ms. Dravis told the investigators, according to a transcript of her interview released Thursday afternoon, shortly after Mr. Pruitt resigned. She added, “There’s no reason I can think of why I would want to insert myself into such a situation.”
Mr. Pruitt became similarly isolated from many of his closest confidants, said David Schnare, a 34-year veteran of the agency who served on President Trump’s transition team and who left the E.P.A. himself after a falling-out with Mr. Pruitt over the rules governing ethanol use in gasoline.
“Who did he have left?” Mr. Schnare said. “He didn’t have much of anybody left.”
Mr. Pruitt has proud supporters, among them Michael McKenna, a Republican energy lobbyist who describes him as the outsider that the E.P.A. needed, someone who had built a career far from Washington and therefore could forcefully shake up the status quo. “Like all of us, he’s his own worst enemy,” Mr. McKenna said, but he was changing the culture of the agency and eliminating government regulations.
“A big part of the reason why the left went after Scott is because they disagreed with what he was doing at the agency,” Mr. McKenna added.
Senator James Inhofe, an Oklahoma Republican and longtime supporter of Mr. Pruitt, praised his “great work to reduce the nation’s regulatory burdens.” In recent months, Mr. Inhofe had criticized some of Mr. Pruitt’s actions, but on Thursday, shortly after the resignation, he said Mr. Pruitt was crucial to Mr. Trump’s mission. “He was single-minded at restoring the E.P.A. to its proper statutory authority and ending the burdensome regulations that have stifled economic growth across the country,” Mr. Inhofe said.

Steps To Prepare For The Next Winter
The old expression “hope for the best, and prepare for the worst” only partially applies to snow and ice management. In the summer and fall months, and in some cases before the snow stops flying from the previous season, snow management professionals are preparing for everything. They’re preparing for the good (a great snow year with lots of business) and the bad (the truck that goes down, the employees that don’t show up, etc.), and every conceivable situation in between.
Ippolito Snow Services serves the Boston metro area as a snow-only business. “Everyone thinks I’m sitting around in the summer, but I’m not! We’re working hard every day to get ready for the season,” says owner Frankie Ippolito. That process begins when the previous season winds down. The first order of business is to get all equipment back to the company’s shop from the various commercial sites it was operated at and go through everything, both in terms of preventative maintenance as well as fixing anything that might need repairs.
“That leads us into a work stream of what equipment we’re going to keep and what we’re going to divest — what’s seen its better days,” explains Ippolito. “We’re also doing prep work to the equipment, so that when we pull it out in November it doesn’t need a lot of work.”
He says he’s found it helpful to work through all of the equipment right after a season ends, while everything (what works, what needs fixing, etc.) is fresh in the minds of the operators who have been using it. “Realistically, does it happen for every piece of equipment? No. But for the newer stuff, and the things that you want to keep newer, I think it’s important because you’ve got all of your operators there and everyone loves to tell you what doesn’t work, because they want you to buy new equipment!”
At DMC Commercial Snow Management in Philadelphia, owner David McWeeney says mechanics have the time in the summer to breathe a little bit and permanently fix equipment that may have received temporary repairs during the busy season. “And during the summer we like to run the trucks and equipment to make sure it’s not just sitting idle,” he explains. “When you’re dealing with salt, if you don’t look at equipment often, it may freeze up on you and you’ll discover in September that everything is rusted.”
Gearing up
In some cases, new equipment is needed for the coming season. Early in the off-season, McWeeney touches base with the local truck dealers he works with about what his needs for the coming season might be. “Then, over the summer, we focus on exactly what the needs are and try to take ownership around September on any new equipment, just so there’s enough time for it to be outfitted and the advertising decals can be added so that everything is ready to go for October and November,” he explains.
Ippolito makes it a point to attend the Snow and Ice Management Association (SIMA) annual conference in late June in order to keep up on industry trends, and to have a chance to check out new equipment displayed by manufacturers. “We talk to the vendors and see what’s new and what’s coming — and then we come back and put a plan together based on our renewals and the state of our current equipment,” says Ippolito. “For example, we might need one more truck depending on how much business we pick up, or maybe we’ve been having too many problems with our power brooms so we’re going to switch to a new vendor, and we’ll schedule them to come out and show us their equipment.”
At Steel City Landscape in Pittsburgh, president Mark Purcell has to oversee preparations for snow season while the landscape season is still going strong. “We start dealing with snow equipment and ordering salt in mid-September,” he says. “That’s when we start gearing up.” Especially with landscape work still going on, and some of the trucks and equipment still in use, it can take a couple of months to get everything ready for winter. “We try to have everything ready by the beginning of November,” says Purcell.
Sales strategies
When building a customer portfolio for the coming season, Purcell says it makes sense to begin by focusing on existing clients. “We try to renew larger contracts during the summer, and we send out other contracts for renewal in August,” he explains.
Time is also spent to analyze the profitability of each account the prior year in order to correctly set pricing, Purcell says. And the priority, when possible, is to renew contracts for multiple years. Sometimes a little personal attention goes a long way. “You want the client to have a face with a name,” he explains. It might be as simple as personally delivering a bottle of wine at the end of the season to help build relationships, Purcell says.
Another tip is to try to capitalize on any early sales opportunities. “Right after the season is over, we get a lot of calls from customers looking for bids because they were unhappy with their previous provider,” McWeeney says.
In addition to following up with these types of inquiries, “we’re always shopping for new clients,” he notes. “We’re active on social media, keeping up with that in order to capture people who are looking for bids.”
In some cases, that means visiting individual sites and meeting with potential clients; in other cases, the information can be prepared electronically. “If it’s just a simple site, where there’s a parking lot and a sidewalk, everything might be able to be done using the internet and Google Maps. If it’s something like a hospital that’s more involved, they will want to point out where the snow needs to go, where it can’t go, high-priority areas, high-risk areas, etc.,” he explains. From this information, he can sit down and prepare bids; this happens mostly in September, October and November, says McWeeney. “That’s our busiest time … At that point, it’s getting colder out and everyone is saying: ‘We need to start looking for a provider.'”
During the summer, Ippolito Snow Services goes down to a skeleton crew, with employees able to take a little time off. But for Ippolito, the summer is a busy time. The company has a booth at a local trade show and he spends the time there making contacts. “We try to generate some early-bird commercial leads,” he explains. In addition to leads from the show, Ippolito really begins to target new business in August. “We’ll ramp up our advertising efforts on Yelp and the Better Business Bureau and really focus during August and September to cast the net to see what is out there,” he says.
McWeeney says one key part of preparing for snow season is recognizing that there’s such a thing as too many customers, and the sales process needs to be curtailed at a certain point.
“We only have so many trucks, and we can only do so much work in a short amount of time,” he emphasizes. With longer lead times, like landing a big new account in May, it may be possible to add crews and equipment, but when clients call in November, with snow on i ts way, it can be too late. “It all comes down to timing,” he says.
Staffing up
As challenging as sales and equipment management is, the next step, says Ippolito, “is where things get more difficult: starting to think ahead about getting seasonal help.” As challenging as it is to deal with equipment and sales and marketing, labor issues are the most daunting, he’s found. “One of the challenges of the snow business is that you don’t need these employees year-round. So it really helps to have a large contingent of folks who come back each year.” To help ensure that this is the case, Ippolito Snow Services has built relationships with those working in alternate-season industries, like commercial fishermen, people working in car washes, roofers, etc., who typically don’t work in the winter.
He says it takes some luck (“being in the right place at the right time”) and a lot of early legwork to find these people and sign them up. “But you can’t start too early,” he cautions. “If you start in August, I’ve learned, by the time November comes around, they’ve either gotten another seasonal job, or it just doesn’t seem to work out. So you need to find a balance — Sept. 15 is about the time we put our feelers out.”
As a contingency, Ippolito has found success the last two years in fostering a relationship with a temp agency. “So if I need to pull the emergency rip cord, and we need shovelers or feet on the street — not drivers — we have someone to go to,” he explains. “I’ve found that if you make that connection in the summer and invite [the temp agency] to your shop, versus calling them the night before a snowstorm, they’re more likely to hook you up.”
Steel City Landscape uses the H-2B program for 22 employees during the landscape season, but that program is designed to be temporary rather than year-round, so the company needs to find employees for its winter snow work. “That’s the biggest challenge,” stresses Purcell. In any given year, about half of the crew is completely new, so there’s a lot of recruiting to do. He says Craigslist ads have proven as successful as anything else he’s tried for this.
McWeeney says that while DMC Commercial Snow Management has a good network of employees who are in opposite industries, such as roofing or concrete, there’s always more recruiting to be done. And because some employees will be new, and the same driver may not work on the same site from one winter to the next, DMC Commercial Snow Management brings employees in around October to talk about the season ahead. “We give them site maps of all the properties, they go out to the properties to walk them and get an idea of speed bumps, curbs, drains, where the snow has to go and what the site looks like, so that their first visit isn’t when everything is snow-covered,” explains McWeeney.
Creating contingencies
As the season draws closer, McWeeney is busy making contingency plans in the event that something goes wrong. “You need to know what the steps are to split a route, or add a route, or add a property, for example,” McWeeney advises. One way he’s found to gain flexibility is through the use of six or seven supervisor trucks, which are fully outfitted with plows and spreaders. “Their main objective during the season is just to go around and check on sites, but they can also lend a hand during a storm; if a truck goes down they can take over the route,” he explains. “You have to do as much planning as you can when you can, because once the season starts, it’s pretty much like a chicken running around with its head cut off…. Everything needs to be working and up and running and you have to have plans in place.”
This is the phase that Ippolito calls “enablement and operational planning.” For him, it includes setting up routes, figuring out how many employees and teams are needed at particular sites, creating a materials list and ordering supplies, etc. It also involves training operators on the equipment they’ll be using. Ippolito has a background in human resources and says training is particularly challenging in the snow management industry, simply because employees are typically hired to start just before the snow starts. “For those that are hired earlier, we like to have an orientation,” he says, since it’s a chance to talk about their assignment and safety. Then, for those who will be leading crews, it’s an on-site visit to talk about particular locations, answer questions, take “before” photos, and so on.
Ippolito has found a few ways to build in contingencies in the event of equipment problems or shortages during the season. For example, when he adds new equipment, he tries to purchase the same standardized equipment (Fisher-mount plows, for example), and keeps an extra or two in the shop, so that items can be quickly swapped out in the event of a mechanical problem.
He also builds relationships during the off-season with mobile vendors that can handle things like hydraulic hose replacement on-site, if needed. “You shake their hand in the summer to make sure you don’t go to the bottom of the list during a snowstorm. We really use the summer to forge some good relationships,” explains Ippolito.
He plans for the worst by establishing an account with a major equipment rental chain. “So, if in the middle of a storm something goes wrong and I need a Bobcat, my crews can just sign and go. It’s expensive, but it helps make sure that you can deliver if all things go wrong.”
Basically, prepare for everything.
