Exactly what sort of computer education do you think previous generations have had? What model of laptops do you think kids in the 90s were given in school? How do you think kids in the 80s accessed good resources online? 00s kids got a perfect Linux setup for their school machines? No?
It's specifically a few schools that have chromebooks that is the issue you say? The first generation of kids that are given their own devices, and has essentially unlimited access to the Internet are those who are also somehow the least tech literate? Would you mind expanding how this mental gymnastics works? Is it the same for other subjects, where having more access to learning materials means that you will learn it less? Should we make sure to not have math books to prevent kids from being bad at math?
Even if you had to suffer the immense trauma of having a chromebook at school, you are still allowed to use another device elsewhere. There's a secret organisation called "the library" that offers both literature on the subject as well as computers. You can even access such information on literally any other computer, you aren't forced to use a school chromebook for the rest of your life.
This (mainly USAmerican) sentiment of "well the school here is so bad they didn't teach me how to change the font in Word" or similar bullshit instead of, you know, looking it up is a very wild excuse to never learn anything new. You are not only legally allowed to use other devices, you are also legally allowed to learn things outside of the school curriculum.
Not only are there books for the absolute beginner, there's also youtube tutorials as well as literal free games intended for kids and beginners. Needless to say, you don't even have to learn this in school at all. I started in my university years.

We need to lay more blame for "Kids don't know how computers work" at the feet of the people responsible: Google.
Google set out about a decade ago to push their (relatively unpopular) chromebooks by supplying them below-cost to schools for students, explicitly marketing them as being easy to restrict to certain activities, and in the offing, kids have now grown up in walled gardens, on glorified tablets that are designed to monetize and restrict every movement to maximize profit for one of the biggest companies in the world.
Tech literacy didn't mysteriously vanish, it was fucking murdered for profit.

Ooh sooo many! I've recently rewatched one of my all-time favourites, Ronja R枚vardotter (Ronja the Robbers Daughter) from 1984. It fits both number 7 and 20 because it's just such a mood and vibe. Definitely recommend! (I have it with English subtitles if you'd like)

At some point you'll have to take a look at yourself as well.
Do you know how much it would have helped me to learn anything about computer science if google even existed by the time my interest was ignited?
You can't blame car manufacturers for your bad driving skills.
You have more access to information about this subject as well as literally any other subject in the world than ever before, at your fingertips, any day of the year.
Take some accountability for your own ignorance for once and stop blaming random tech products and companies.
A former coworker of mine didn't even see a computer until his late teens, growing up in a rural area of Pakistan. He's now a senior developer at Microsoft. Cut the bullshit.

While I agree with the things in this thread, I just wanted to add another explanation for this subscription service thing for the Office suite. Corporate greed and capitalistic ideas of you never getting to own anything anymore is one of the reasons, but it is not the only one.
Malware is another major player in this game. Office suite exploits are still in the top most common ways for malware (computer viruses) to enter your machine, with new methods being discovered on the regular. This means that patchings and updates are needed on the regular as well. So while you'd think you only buy subscription to the Office suite itself, you're mostly paying for the continued maintenance and updates.
Developing software is a costly endeavour especially nowadays with the ever-increasing security threats. Having a business model based on a one-time purchase while still providing unlimited support is unfeasible for any business but especially so in IT, where the landscape changes extremely fast, to the point where the most severe security flaws being called "zero days" or even "zero hours" because that's the amount of time the software developer has to provide a fix for the discovered threat.
