How does trash pickup, Recycling centers, &/or Hazardous Material Disposal work for Soul Society in AEIWAM? Is there a Kido-based ritual to break things down into Reishi? Are there Tech Repair Shops?
Sewage in Soul Society works really well but very dangerously because those fucking idiots built the city directly on top of an active supervolcano.
Let me back up:
There isn't a good consensus on how big the Seireitei is (Yoruichi says it takes 10 days to walk 1/4th of the way around the circumference, but whether that's her speed, the average person's or how long a patrol group takes is unclear), Or any real maps of the place, but it's generally agreed that
the city is LARGE. Yoruichi says it would take her and the kids ten days to walk to the next gate 1/4th of the way around the city. Maybe that's 8 hours average human walking speed minus 'trying to herd a bunch of teenagers' but that's still a long trip!
Even before the Seki-Seki stone wall was put up, the city was pretty much circular.
Unlike pretty much every real city, there's no river running through it. Where are they getting their water?
There is a Small but substantial and TOTALLY ISOLATED mountain in the middle of the city made of apparently hard-to-mine rock. A Lonely Mountain, one might even say.
The only visible natural sources of water I've seen evidence of are hot springs in both the Yoruichi/Urahara Super Secret Training Ground/Love Nest and the first division grounds.
Soul Society is run by jackasses and if there's a stupid way to do things, that's the way they're doing them.
In fact, the Soul Society as a whole is almost suspiciously Amestris-shaped, but instead of nefarious alchemy, it's negligent civil engineering
...all this leads me to believe that Seireitei is built DIRECTLY ON TOP OF the caldera of an enormous supervolcano. The city gets it's water from the aquifer of rainwater that's collected in the underground cracks and fissures of the Caldera, and the seki-seki stone wall is set up around the really convenient geographic barrier made by the rim of the caldera.
"Hey!" I hear some of you nerds objecting "Aren't calderas usually concave? Seireitei is convex, if anything!"
You're right! Most Calderas are concave! But they will absolutely fill in with sand and dirt over the true floor of the caldera over time and develop Mounts like the thing at the central part of the city and start to rise WHEN THEY'RE ON THE VERGE OF A CATASTROPHIC ERUPTION.
So yeah! The Gotei-13 has an almost infinite supply of hot water, and probably less than a century to figure out what to do before The Big Kaboom.
Anyway, back at sewage:
There's been a city where the Seireitei is since time immemorial, and even though it's done the istanbul-not-constantinopple shuffle a few times, very little of the actual infrastructure has changed. Empires rise and fall but the desire paths stay the same.
This is especially true in Seireitei, because unlike very nearly every major IRL Municipality, it doesn't have a river running through it, something that usually necessitates Sewer updates By Force. But compared to a river which is constantly moving around in it's bed, a volcanic aquifer doesn't move much until it moves a whole fucking lot real fast, so the undercity of the Seireitei has really had time to... Develop isn't quite the right word.
"Ferment" is closer.
Above-ground waste management is the provenance of the actual local city government- yes, there is a Mayor of the Seireitei that the Gotei-13 has to pay property taxes to. Yamamoto maintains a lot of goodwill with the Mayor by dint of sentencing ill-behaved shinigami to shore up the municipal labor pool, and by knowing the mayor's family for the last millennium. So you'll see Shinigami doing things like trash collection and street-sweeping, but they're just there on probation.
-But nobody wanted to deal with the undercity. It's got a soul of it's own. Washington DC, which is less than 500 years old as a city and on top of a swamp, has an undercity that goes down over half a mile. Imagine how deep the sunken buildings, abandoned secret tunnels, and sewer system of a city that's millenia old, not sitting on actual mud and constantly subjected to high levels of magical background radiation might develop.
An Appetite, for one thing.
The 11th likes to talk a big game, but the reason the 4th is in charge of sewer maintenance is because the only people with the guts for it were people who got degrees rummaging in the guts of living people. Sewer maintenance really is a lot like abdominal surgery, if you were able to walk around inside the patient.
It was Retsu Unohana's idea, actually. Chigiri was a battle medic and aged rapidly for a shinigami. She was old when the court guard finally went from "Yamamoto and his gang of assholes" to "A for-real governing body". Her successor, Kirinji was more interested in traumatic injury recovery than preventative medicine, for obvious reasons- his triage was constantly full of combat casualties and early kido experiment victims Blood Loss was still his #1 Killer.
But Retsu had been reincarnated in and spent her youth in South 80, in the utterly undeveloped conditions there, and held deep, personal grudges with Dysentery and Cholera. For all his talk of healing waters, Kirinji had no sense of the importance of water sanitation, and it was a continuous point of contention between them for her apprenticeship.
"FINE!" He shouted one day after a particularly nasty row. "IF IT'S SO GODDAMN IMPORTANT TO YOU, YOU HANDLE IT! FORM NOW ON, YOU'RE IN CHARGE OF SEWAGE, SLUDGE QUEEN!"
She made her first descent the next morning.
She did not return for six weeks, and Kirinji almost thought he'd resloved that particular problem when she reappeared from the depths, a changed woman. That long in the darkness, alongside the buried secrets and skeletons of the city, with the horrors that did not dare brave the sunlight- it would change anyone, and most would come up looking at least mildly haunted.
Retsu Unohana is not most.
She looks radiant, almost like The Kenpachi again, covered in the horrors of the underground as she used to be covered in blood. She thrives on a challenge, and excels at the art of purification, and now, she has been given the single greatest challenge of purification in history. There is something beautiful and terrible in her eyes as she explains that it does down at least five miles, look at this, she thinks it's from the neolithic era, and there are incredible boneyards of thousands of skeletons, and fungi the likes of which she's never seen before- She is ecstatic- a creature kept in captivity, finally released into it's natural habitat.
It's hardly a surprise, if you consider Minazuki. Stingrays are benthic creatures, right at the bottom of the river, deep in the muck and decay.
It's been a little over eight hundred years into her tenure as a medic, and she has tamed much of the beast. The upper levels are well-mapped and have been made clean and well-lit, enough that even the civilian sanitation forces of the city can regularly enter and work in them without any particular unease. Infant and preventable disease mortality has dropped astronomically. Nobody's had cholera since the 1800's . While they have other jobs, all members of the 4th division are required to take at least one tour in the depths of the undercity.
Horrors still lurk in the depths.
They're pretty sure they lost Tokagero Kenpachi chasing one of those, shortly before Unohana became captain, and she's been reluctant to let other divisions assist since then. The Fourth Division's Fourth Seat, rumored to be the unluckiest post in the entire Gotei-13, is permanently stationed underground, and she loves it that way.
It's only recently that the 11th has been allowed to come along on descents, after Zaraki vanished for two days and then emerged victorious from a manhole in the 5th division with a tentacled horror she'd been tracking for decades that lived at least three miles down. He apologized- he had meant to come up in the 4th to present it's corpse to her directly, but well, you know what his sense of direction is like. Anyway, I saw it scuttling around in the rain aquifers and we don't need it tracking literal shit into the water supply so I went after is and d'ya think maybe I can take the lads down sometime? They' get lazy between deployments and you have a triage up here to manage.
Charmed, she agreed.

Hm. I just re-read that ask and it's actually about dry waste managment.
Sorry. I got very excited about the sewers.
I am now about to get worse about trash.
I don't think they have plastic in soul society- given how bug-themed the 12th division is, I'm pretty sure the casing on Rukia's soul pager is made of Chitin, and if you break it, it bleeds. Also it makes people with shellfish allergies break out in hives.
Since pretty much all the waste in Soul Society is either recyclable or organic matter, I think those trash pits Yumichika and Ganju were fooling around with are really more like Kido-enhanced composting centers. All waste goes into them and the bottom of the pit is pulled out in a tray, like with a vermiculture tower, if the worms were eighteen and a half feet long and hungry enough to swallow anything that falls in the pit, because Mayuri is incapable of making anything that is not at least slightly awful.
The compost is then shaken out for any spare glass or metal that made it into the compost and that's sent off to the 12th division forges to be recycled. it's baked to kill any dangerous pathogens and Giant Garbage Worm Eggs so they don't breach containment, and measured for nitrogen, phosphorus and other important plant nutrient content. Based on it's composition, it's then shipped out to farmers in the upper districts of the rukongai because "Free, A+ grade fertilizer if y'all don't start revolutions, pay your taxes and give us first dibs on crops" is an amazing incentive for rural farmers to not start backing the local warlords.
It was 12th division founder Uhin Zenjohji who came up wth the scheme- he remembered the lengths upper-district farmers were willing to go through to make sure their land remained fertile, what kind of demand Nitrogen was in, and the ravages of phosphorous runnoff, so he could kill two birds with one clod of shit by supplying farmers with 'free' fertilizer that kept them loyal to the court and was tailored to that area's nutritional needs and watershed capacity.
The fact that it kept a lot of swamp and waterway areas pristine so he could indulge his birdwatching hobby was a nice benefit too :).
NORMALLY, those pits are covered, clearly marked, and usually the site of a major traffic jam because that's the local collection point, but when Ichigo and friends arrived, Aizen had whipped everyone into believing they were being invaded by an elite force of super-assassins and not like. 4 high schoolers and a furry. All the street signs and markings came down, civilians shuttered themselves inside, and generally made the Seireitei as difficult to navigate as possible.
I wonder how much Zaraki's rotten sense of direction was exacerbated by that.

Mike DeWine, the Ohio governor, recently lamented the toll taken on the residents of East Palestine after the toxic train derailment there, saying “no other community should have to go through this”.
But such accidents are happening with striking regularity. A Guardian analysis of data collected by the Environmental Protection Agency (EPA) and by non-profit groups that track chemical accidents in the US shows that accidental releases – be they through train derailments, truck crashes, pipeline ruptures or industrial plant leaks and spills – are happening consistently across the country.
By one estimate these incidents are occurring, on average, every two days.
“These kinds of hidden disasters happen far too frequently,” Mathy Stanislaus, who served as assistant administrator of the EPA’s office of land and emergency management during the Obama administration, told the Guardian. Stanislaus led programs focused on the cleanup of contaminated hazardous waste sites, chemical plant safety, oil spill prevention and emergency response.
In the first seven weeks of 2023 alone, there were more than 30 incidents recorded by the Coalition to Prevent Chemical Disasters, roughly one every day and a half. Last year the coalition recorded 188, up from 177 in 2021. The group has tallied more than 470 incidents since it started counting in April 2020.
The incidents logged by the coalition range widely in severity but each involves the accidental release of chemicals deemed to pose potential threats to human and environmental health.
In September, for instance, nine people were hospitalized and 300 evacuated in California after a spill of caustic materials at a recycling facility. In October, officials ordered residents to shelter in place after an explosion and fire at a petrochemical plant in Louisiana. In November, more than 100 residents of Atchinson, Kansas, were treated for respiratory problems and schools were evacuated after an accident at a beverage manufacturing facility created a chemical cloud over the town.
Among multiple incidents in December, a large pipeline ruptured in rural northern Kansas, smothering the surrounding land and waterways in 588,000 gallons of diluted bitumen crude oil. Hundreds of workers are still trying to clean up the pipeline mess, at a cost pegged at around $488m.
The precise number of hazardous chemical incidents is hard to determine because the US has multiple agencies involved in response, but the EPA told the Guardian that over the past 10 years, the agency has “performed an average of 235 emergency response actions per year, including responses to discharges of hazardous chemicals or oil”. The agency said it employs roughly 250 people devoted to the EPA’s emergency response and removal program.

The EPA itself says that by several measurements, accidents at facilities are becoming worse: evacuations, sheltering and the average annual rate of people seeking medical treatment stemming from chemical accidents are on the rise. Total annual costs are approximately $477m, including costs related to injuries and deaths.
“Accidental releases remain a significant concern,” the EPA said.
In August, the EPA proposed several changes to the Risk Management Program (RMP) regulations that apply to plants dealing with hazardous chemicals. The rule changes reflect the recognition by EPA that many chemical facilities are located in areas that are vulnerable to the impacts of the climate crisis, including power outages, flooding, hurricanes and other weather events.
The proposed changes include enhanced emergency preparedness, increased public access to information about hazardous chemicals risks communities face and new accident prevention requirements.
The US Chamber of Commerce has pushed back on stronger regulations, arguing that most facilities operate safely, accidents are declining and that the facilities impacted by any rule changes are supplying “essential products and services that help drive our economy and provide jobs in our communities”. Other opponents to strengthening safety rules include the American Chemistry Council, American Forest & Paper Association, American Fuel & Petrochemical Manufacturers and the American Petroleum Institute.
The changes are “unnecessary” and will not improve safety, according to the American Chemistry Council.
Many worker and community advocates, such as the International Union, United Automobile, Aerospace & Agricultural Implement Workers of America, (UAW), which represents roughly a million laborers, say the proposed rule changes don’t go far enough.

The phone or computer you’re reading this on may not be long for this world. Maybe you’ll drop it in water, or your dog will make a chew toy of it, or it’ll reach obsolescence. If you can’t repair it and have to discard it, the device will become e-waste, joining an alarmingly large mountain of defunct TVs, refrigerators, washing machines, cameras, routers, electric toothbrushes, headphones. This is “electrical and electronic equipment,” aka EEE—anything with a plug or battery. It’s increasingly out of control.
As economies develop and the consumerist lifestyle spreads around the world, e-waste has turned into a full-blown environmental crisis. People living in high-income countries own, on average, 109 EEE devices per capita, while those in low-income nations have just four. A new UN report finds that in 2022, humanity churned out 137 billion pounds of e-waste—more than 17 pounds for every person on Earth—and recycled less than a quarter of it.
That also represents about $62 billion worth of recoverable materials, like iron, copper, and gold, hitting e-waste landfills each year. At this pace, e-waste will grow by 33 percent by 2030, while the recycling rate could decline to 20 percent. (You can see this growth in the graph below: purple is EEE on the market, black is e-waste, and green is what gets recycled.)

“What was really alarming to me is that the speed at which this is growing is much quicker than the speed that e-waste is properly collected and recycled,” says Kees Baldé, a senior scientific specialist at the United Nations Institute for Training and Research and lead author of the report. “We just consume way too much, and we dispose of things way too quickly. We buy things we may not even need, because it's just very cheap. And also these products are not designed to be repaired.”
Humanity has to quickly bump up those recycling rates, the report stresses. In the first pie chart below, you can see the significant amount of metals we could be saving, mostly iron (chemical symbol Fe, in light gray), along with aluminum (Al, in dark gray), copper (Cu), and nickel (Ni). Other EEE metals include zinc, tin, and antimony. Overall, the report found that in 2022, generated e-waste contained 68 billion pounds of metal.

E-waste is a complex thing to break down: A washing machine is made of totally different components than a TV. And even for product categories, not only do different brands use different manufacturing processes, but even different models within those brands vary significantly. A new washing machine has way more sensors and other electronics than one built 30 years ago.
Complicating matters even further, e-waste can contain hazardous materials, like cobalt, flame retardants, and lead. The report found that each year, improperly processed e-waste releases more than 125,000 pounds of mercury alone, imperiling the health of humans and other animals. “Electronic waste is an extremely complex waste stream,” says Vanessa Gray, head of the Environment and Emergency Telecommunications Division at the UN’s International Telecommunication Union and an author of the report. “You have a lot of value in electronic waste, but you also have a lot of toxic materials that are dangerous to the environment.”
That makes recycling e-waste a dangerous occupation. In low- and middle-income countries, informal e-waste recyclers might go door-to-door collecting the stuff. To extract valuable metals, they melt down components without proper safety equipment, poisoning themselves and the environment. The new report notes that in total, 7.3 billion pounds of e-waste is shipped uncontrolled globally, meaning its ultimate management is unknown and likely not done in an environmentally friendly way. Of that, high-income countries shipped 1.8 billion pounds to low- and middle-income countries in 2022, swamping them with dangerous materials.
High-income countries have some of this informal recycling, but they also have formal facilities where e-waste is sorted and safely broken down. Europe, for example, has fairly high formal e-waste recycling rates, at about 43 percent. But globally, recycling is happening nowhere near enough to keep up with the year-over-year growth of the waste. Instead of properly mining EEE for metals, humanity keeps mining more ore out of the ground.
Still, the report found that even the small amount of e-waste that currently gets recycled avoided the mining of 2 trillion pounds of ore for virgin metal in 2022. (It takes a lot of ore to produce a little bit of metal.) The more metals we can recycle from e-waste, the less mining we’ll need to support the proliferation of gadgets. That would in turn avoid the greenhouse gases from such mining operations, plus losses of biodiversity.

The complexity of e-waste, though, makes it expensive to process. As the chart above shows, even an ambitious scenario of a formal e-waste collection rate in 2030 is 44 percent. “There is no business case for companies to just collect e-waste and to make a profit out of this in a sustainable manner,” says Baldé. “They can only survive if there is legislation in place which is also compensating them.”
The report notes that 81 countries have e-waste policies on the books, and of those, 67 have provisions regarding extended producer responsibility, or EPR. This involves fees paid by manufacturers of EEE that would go toward e-waste management.
Of course, people could also stop throwing so many devices away in the first place, something right-to-repair advocates have spent years fighting for. Batteries, for instance, lose capacity after a certain number of charge cycles. If a phone can’t hold a charge all day anymore, customers should be able to swap in a new battery. “Manufacturers shouldn't be able to put artificial limitations on that ability,” says Elizabeth Chamberlain, director of sustainability at iFixit, which provides repair guides and tools. That includes limiting access to parts and documentation. “Repair is a harm-reduction strategy. It's not the be-all-end-all solution, but it's one of many things we need to do as a global society to slow down the rate at which we're demanding things of the planet.”
At the core of the e-waste crisis is the demand: A growing human population needs phones to communicate and fridges to keep food safe and heat pumps to stay comfortable indoors. So first and foremost we need high-quality products that don’t immediately break down, but also the right to repair when they do. And what absolutely can’t be fixed needs to move through a safe, robust e-waste recycling system. “We are consuming so much,” says Baldé, “we cannot really recycle our way out of the problem.”

Here’s What Worries Engineers The Most About U.S. Infrastructure
Water and sewer systems built in the mid-19th century weren't meant to handle the demands of modern cities, and many bridges and levees have aged well past their intended lifespan.

Christine Kirchhoff’s family were preparing to move into a new house when Hurricane Harvey hit Houston in 2017. Then the massive storm dumped 50 inches of rain on the area in just a few days, leaving two nearby reservoirs so full that their operators were forced to open the floodgates. Kirchhoff’s family had to be evacuated by boat. Both their original and new houses were inundated.
As an associate professor of civil and environmental engineering at Pennsylvania State University, Kirchhoff spent a lot of time thinking about water even before it swallowed her family’s livelihood. She is part of the legion of professionals behind the complex, often invisible systems that support American life: dams, roads, the electric grid, and much more.
For the last 25 years, the American Society of Civil Engineers has been sounding the alarm on the state of that infrastructure across the country. In their most recent assessment, for example, transit scored a D- and hazardous waste a D+. It’s an expensive problem to ignore. The ASCE estimates current infrastructure conditions cost the average family $3,300 a year. “Everyone is paying whether they know it or not,” Kirchhoff says.
Train derailments, highway and bridge collapses, and dam failures have become increasingly common. But which areas are civil engineers most concerned could cause imminent catastrophe, and what can we do about it? Kirchhoff and other infrastructure experts weigh in.
Water Contamination Crises are Already Here
The engineers we talked to agreed: our water systems are in trouble. Both those that protect us from water as a hazard (stormwater, dams, levees, bridges) and those that help us manage water as a resource (drinking water, wastewater, inland waterways) are in grim shape.

The United States’ 2.2-million-mile drinking water and 800,000-mile sewer system was developed in part in response to the widespread waterborne diseases of the mid nineteenth century, Kirchhoff says. Maintenance has lagged woefully behind since then; some older areas, including some cities in the northeast, still use century-old wooden pipes. And many more of our pipes nationwide are still made of lead.
A water system designed for yesterday’s climate and to filter yesterday’s contaminants is especially problematic in a world of increasing demand, fiercer and more frequent storms, and “forever” chemicals. The result: boil orders, water main breaks, and sewer overflow, plus 15 percent of our water treatment plants working at or over capacity. These issues, combined with the toxicity of lead pipes, lead to water crises like the one that continues to plague Flint, Michigan.
Amlan Mukherjee, the director of sustainability focusing on infrastructure at WAP Sustainability Consulting, recommends focusing on these pipes—swapping lead for PVC or other materials and fixing the leaks that spill some 6 billion gallons of treated water a day—as one high priority fix.
Our coastline is also dotted with facilities storing hazardous oil and other chemical waste cocooned in donut-shaped earthen structures, adds Bilal Ayyub, a professor of civil and environmental engineering at the University of Maryland at College Park—structures that, he notes, could be made of concrete. Because of soil’s vulnerabilities, he worries that dramatic rainfall or a storm surge could destroy these structures, resulting in a release of toxic chemicals “bigger than the Exxon Valdez spill by orders of magnitude.”
His worst-case scenario has already happened at least once, when floodwaters from Hurricane Harvey ate through the earthen container at the San Jacinto River Waste Pits, releasing noxious waste into a nearby river.
Physical Collapse is Happening Now
Meanwhile, the number of high-hazard-potential dams in the United States now tops 15,000. Many were built during or before the WWII era and have been widely neglected since then. And when it comes to bridges, “there are cautionary tales all over,” says Maria Lehman, president of ASCE and vice chair of the Biden Administration’s National Infrastructure Advisory Council. “Every county in the country has a list of bridges that, if they had money, they would replace tomorrow.”
Our 617,000 bridges include not just those spanning mighty rivers but also every highway overpass and minor link across a stream—and close to one tenth of them are significantly compromised. “If you have to think in terms of catastrophe, we’re already there,” Mukherjee says. In 2007, the collapse of an I-35W bridge in Minnesota killed 13 people and injured 145. More recently, a six-lane bridge over the Mississippi was closed for three months in 2021, disrupting interstate travel and shipping because an inspector missed a significant crack. Americans drive 178 million trips on structurally deficient bridges each day.

Yet the US spends only 1.5-2.5 percent of its GDP on infrastructure, proportionately less than half of what the European Union spends, Lehman says. This long-term lack of funding has run out the clock on many solutions. Many of our bridges were built to last 30-50 years, but nearly half are at least half a century old. The average age of our levees is also 50; our dams average 57.
Now, extreme weather is intensifying just as structures fail. We’ve already seen consequences in the devastation of Hurricane Katrina in 2005, for example, when collapsing levees inundated 80 percent of New Orleans, killing hundreds, or in the failure of an under-inspected dam in Edenville, Michigan, which flooded the region and destroyed thousands of homes in 2020. The trend is set to continue: after Superstorm Sandy engulfed New York City transit, Ayyub helped study similar risks in Washington, D.C and Shanghai. His models showed widespread flooding that could swamp D.C. metro stations and in severe cases even reach “the backyard of the White House.”
The Future of U.S. Infrastructure
Mukherjee is optimistic about the use of new technology to solve some of these issues, though adoption has been slow. Drones can provide human inspectors with up-close views of areas they can’t reach themselves and reduce chance of human error; a drone on an unrelated project captured footage of the Mississippi bridge crack two years before its discovery.
Ayyub has also worked with North American freight railroads to find weak links using computer modeling, combing through thousands of stations to “identify exactly which point if it fails will have the biggest impact,” he says. Why not do the same with our power grid and waterways?
One piece of good news: in 2021, Congress passed the Bipartisan Infrastructure Law, which provides $1.2 trillion over five years for the ailing systems that help American society run, the largest federal investment in US history. It was a major victory. “Every president for the last eight presidents said we should spend a lot of money—like a trillion dollars—on infrastructure, and none of them delivered,” Lehman says.
Unless it is renewed regularly, though, this funding will barely stop the bleeding. And meanwhile, across the country, families like Kirchhoff’s (who after a difficult year were able to rebuild both the destroyed houses) struggle to recover from a relentless march of disasters, many of them preventable. It’s time for the US to learn the lessons drawn from of a century of neglect, Lehman argues, and begin maintaining the systems that makes so much of American life possible while they’re still in working condition.
“If you have a leak in your roof, you go up there, find it, replace the shingles, put on a little tar” she says. “If you let it go, it’s not going to be a little fix: it’s going to be a replacement.”
