I know this has probably already been said but here is what I got from the new ep:
Whatever this universe's equivalent of the fear distinction, which I was previously thinking and hoping wasn't as clear cut as in tma (so it can still work ig), the OIAR regulates the amount that each entity gets in the hopes that none prevails and screws the fear balance.
It can be that this universe is simply divided in vague influences (so benevolent as Lena said) and their "avatars" would try and take power over others, maybe even with rituals, and institutionalising avatar activity this is avoided and order is kept, so they don't find themselves dealing with people like tma-universe Magnus causing havock and trying to disrupt the world. Maybe Magnus was doing something similar in this universe and they, well, stopped him permanently.

An idea regarding the most recent episode of the Magnus Protocol.
Lena talking about how the OIAR balance forces and manages the 'bad guys' makes me think that the reason they have the numbering system for the categories is to sort of build up a tally. When one tally gets too high or far before another the 'externals' are used to cause some carnage.
This then puts these forces back in balance.
Now, regarding the idea of some 'benevolent' and 'opposing forces' I have no idea. Someone more in tune with this is going to have to figure out.
But I think the idea that the OIAR is making sure the 'fears' stay in balance and don't end up causing a ritual is correct.
Therefore,
A) the 'Magnus Protocol' could refer to the effort to keep these forces in balance.
B) The Magnus Institute was most likely doing something similar to the OIAR with the rating of 'catalyst' and what not, perhaps creating avatars or perhaps actively trying to throw stuff out of balance.

i love all the developments so far but i do wish tmagp would slow things down a little. halfway through the statement in the new episode, i hadn’t understood anything they were talking about because my mind was still processing alice’s and celia’s conversation. i had to go back and re-listen to it and ALSO read the transcript so that i could wrap my head around everything that happened.

Take on the “benevolent forces” mentioned in Ep 13
I think they’re inextricably linked to Jon and Martin’s actions at the end of archives. Old-universe Gerry was *convinced* there are no non-fear entities and I don’t think the answer is simply “oh he was wrong.” I think the old universe really did just have the listed fear gods and nothing else. The new universe however, has benevolent forces because of Jon and Martin’s intervention to reverse the watcher’s crown.
I’m not suggesting every instance of the “benevolent forces” is directly controlled by them - I do think that they are mostly powerless as Chester and Norris. But that doesn’t mean they didn’t cause it inadvertently.
It’s giving real Pandora’s box vibes, Chester and Norris being the “hope” at the bottom of the OIAR’s “box” of evil.
As a side note, just as the entities of the old universe could blend together, I think the good and evil forces in this universe can blend or at least “corrupt”. This is why we get so many statements about people enjoying their contact with the supernatural, even if it seems fucked up to everyone else. As I suspected, the theories about “desire” being this universes new set of entities may not have been entirely wrong, just a much smaller piece of the puzzle than we first thought.
