Things Biden and the Democrats did, this week #15
April 19-26 2024
President Biden appeared along side Congresswoman Alexandria Ocasio-Cortez and Senators Ed Markey and Bernie Sanders to announce major climate action. Biden announced a program, Solar For All, 7 billion dollars aimed at supporting low income house holds install solar power in their homes. The program will support 900,000 households across the country getting solar. Lower the average energy bill for a family by $400 a month and avoid more than 30 million metric tons of carbon pollution over the next 25 years. The boost in solar installation will help create 200,000 new jobs across the country. The President also announced the launch of the Climate Conservation Crops. modeled on FDR's Civilian Civilian Conservation Corps and JFK's Peace Corps, Biden's Climate Conservation Crops will be a program where young people can connect with climate projects across the country and be paid to help protect the planet. The Corps will be 20,000 strong, with 2,000 openings listed right now on their webpage across 36 states DC and Puerto Rico.
The Department of Labor finalized a new rule on overtime. Currently employers are only required to pay overtime to workers making under $35,568. Under the new ruling that will be raised to workers making $43,888, and in January 2025 raised again to workers making $58,656 and under. This will bring overtime pay to 4 million more workers and transfer $1.5 billion from the pockets of companies to workers. It also fixes to raise the level with inflation every 3 years starting in 2027.
The EPA announced a $1 billion dollar program to help replace heavily duty vehicles with clean energy versions. There are currently 3 million class 6 and 7 vehicles, school buses, box trucks dump trucks, street sweepers, delivery trucks, bucket trucks, and utility trucks, in use. 70% of the funds will go to replacing School Buses with Clean energy buses and the remaining 30% will go to replacing Vocational Vehicles like dump trucks and street sweepers. Heavy Duty vehicles on top of green house cases release harmful nitrogen oxide and fine particulate matter and replacing them will not only combat climate change but improve public health.
The Department of Interior took actions to protect 13 million acres of Alaska wild land is protected and to secure the livelihood of Alaska Native peoples who rely on this land. The Administration refused oil and mining rights on the vast areas of Alaska land as well as a 210 miles road through the northern wildernesses. This area represents valuable habitat for caribou and endangered polar bears, as well as millions of migrating birds.
The Department of Transportation announced finalized rules requiring airlines to give automatic cash refunds for canceled flights and other inconvenience. The refunds will be automatic meaning passengers will not have apply for them, prompt the airlines are required to refund a credit card purchase in 7 days, and require repayment in full and in kind, airlines can not substitute travel vouchers for cash. The DOT also announced new rules to protect airline travelers from junk fees, airlines and ticket agents must now clearly tell travelers upfront about all fees so no one is surprised by a hidden fee.
The EPA announced finalized rules on emissions standards for fuel burning power plants. The new rules include a tightening of Mercury and Air Toxics Standards, requiring a 70% reduction in mercury. It also had rules protecting ground water, new rules will require coal powered plants to remove 660 million pounds per year of pollutants discharged through wastewater, and for the first time federally regulates the dumping of coal ash, requiring safe dump sites that will not leak into ground water. Finalized rules require coal fired and new natural gas-fired power plants to capture up to 90% of their carbon pollution
Security of Transportation Pete Buttigieg attended the ground breaking of a new high speed rail project to connect Los Angeles and Las Vegas. The Biden Administration announced 3 billion to support the project 5 months ago. At 218 of all electric green rail the project promises to be the fastest way to get from LA to Las Vegas. Planned to open in 2028 just in time for the LA Olympics it is the first of many planned high speed rail projects. The Biden Administration has promised $66 billion for high speed rail and the largest single investment in Amtrak ever.
The FCC announced a new rule restoring Net Neutrality. Net Neutrality requires internet service pervaders to treat all websites equally and not slow certain ones now or speed others. In 2015 under Obama the FCC passed a rule requiring Net Neutrality. However in 2017, the FCC spread headed by Trump appointed Chair Ajit Pai repealed the rules. A patchwork of Democratic controlled states, lead by California passed state level laws requiring Net Neutrality forcing ISPs to de facto keep it in place. Late last year President Biden got the opportunity to replace Pai on the FCC, giving the FCC a 3 to 2 Democratic majority which voted this week to return to the Obama era rules and protect Net Neutrality nationwide.
The FTC passed finalized regulations to ban noncompete agreements in nearly all cases. These agreements, which cover 18% of American workers, about 30 million people, prohibit workers from joining or creating competing companies for a certain period of time. The FTC estimates that workers will earn an average of $524 dollars a year more and up to 8,500 new businesses will be created each year. The new rule will still allow noncompete for senior executives who make up less than 1% of the work force. Like with the FCC, two out of the 3 FTC commissioners who voted for the new rules are Biden appointees.
The Departments of Health and Human Services and Interior have announced a joint, $1 billion project to connect tribal communities to safe drinking water. Roughly half of Tribal households lack access to clean drinking water or adequate sanitation.
At the White House The Biden Administration announced plans to protect, restore and reconnect 8 million acres of wetlands and 100,000 miles of rivers and streams. This effort will include state, local and tribal government as well as private efforts along with the federal government to protect and restore the nations freshwater environments.
The Department of Health and Human Services announced a new rule boosting privacy protection for abortions. Republicans in states like Alabama, Texas, Oklahoma and Idaho have tried to make it a crime to leave the state to seek an abortion in a state where it is legal. The new federal rule would make it illegal for health information to be shared in these cases
Vice-President Harris announced a new rule requiring staffing standards at Nursing Homes across the country. The new rules will require registered nurses on duty 24 hours, seven days a week. This represents the first time the Centers for Medicare & Medicaid Services have required specific numbers of nurses and aides in Nursing Homes that get Medicare and Medicaid funding.
The Biden Administration Announced a $6 billion deal with tech giant Micron to bring high tech manufacturing to New York. The deal is expected to see Micron invest $100 billion in Syracuse New York area as well as build a factory in Boise, Idaho. The deal will create 70,000 new jobs. It is part of the Biden Administration's effort to bring high tech chip manufacturing to America.
The Department of Education finalized the most comprehensive federal protections for Trans and other Queer students in the nation's history. The rules also overturn Trump era rules on how colleges should handle sexual assault and harassment.

So as the show is halfway through, and before episode four drops, I've tried to put together and organize all the information I've gathered so far.
In 2005 (18 years ago), Anders Lund found Tsalal station. Raymond Clark joins. The shots of the website don't show when everyone else joins, but some of them join within the next few years. The source of Tsalal's funding is hidden by several shell companies that link back to Tuttle United.
Seven years ago (or possibly earlier), in 2016, Annie Kowtok insists on joining her friend on her visit to Tsalal station, and immediately starts a relationship with Clark. This behavior is apparently unusual for her. Did she go to Tsalal specifically to meet Clark? Why keep it a secret? Also in 2016, Clark bought a trailer. It's assumed this was used to meet Annie K in secret.
Next year, sometime in spring 2017, Oliver Tagaq left Tsalal for reasons unknown. In April, Annie is killed. She records herself, clearly frightened and afraid of getting caught, on her smartphone in what appears to be an ice cave, saying, "I found it. It's here. I found it, I found it. My name is Annie Kowtok. If anything happens to me please--" she's pulled away from the camera and she is heard screaming. The camera view at the end is on the skeleton of some marine animal encased in ice.
On April 18, Annie's body is found. She was stabbed 32 times with a star-shaped instrument, ribs and teeth broken. She was kicked after her death and her tongue was cut out. Four days later, on April 22, Clark gets a spiral tattoo that match's Annie's. I don't know how long it takes to arrange getting a tattoo, so I don't know if he already had plans to get it, or if he got it because of Annie's murder.
Time passes. At some point, Clark turns the trailer into a shrine of some sort for Annie. The mannequin in the bed is wearing her cardigan, and there are baby dolls and children's toys placed around it, possibly a reference to her role as a midwife.
Clark covers his research notes with writing, including repeated phrases and words such as "her eyes her face," "I can hear her coming/moving outside," "cold," "dark," and "her fingers." It's unknown when this behavior started.
Fast forward to the end of 2023. A few weeks before the show starts, Clark's behavior becomes noticeably stranger. At some point before December 17, he obtains Annie's smartphone, which appears to have video of her last moments, and he is assumed to have acquired her tongue. He could have gotten these at the time of Annie's death, or at any point since. If he didn't take Annie's tongue himself, maybe getting them caused his mental instability to get worse?
On December 17, the last sunset of the year, a hunter watches as a herd of caribou get spooked from an unknown stimulus, and flee. It's unknown if this is connected to the events of the series, or merely meant to be symbolic. On the same day, the water in the villages goes bad, for reasons unknown. The mine is blamed. Also on December 17, the scientists at Tsalal are living their lives, relaxing in the evening, doing chores. Anders Lund is going over old data on a whiteboard (no spiral is visible on his forehead). Molina is filming himself making a sandwich, when he sees Clark, shaking or shivering. Part of Clark's hair is dyed blue, and where his hair touched the parka, the dye has transferred. He has clearly been outside in the snow. When Molina asks if he's ok, Clark turns and says "she's awake," which is immediately followed by a power outage that also affects Molina's smartphone.
On December 22, the delivery guy arrives and finds the place empty. A figure moves inhumanly fast through one corridor, but no other sign of life is present. The TV is playing "Twist and Shout" in repeat. He finds Annie's tongue on the floor underneath a table (several feet away from where Clark had been standing) and calls the police.
The next day, Rose finds the bodies of the scientists. They are frozen together, almost completely buried in the ice, bodies twisted in agony. They are naked, with burnt corneas and blood from their ears. Some have scratched their eyes out or bit themselves. Lund has Annie's spiral drawn on his forehead. Somehow, he is also still alive. (I don't know if this is important, but Danvers had to brush snow away to see the spiral, but Rose knew about it and told Navarro. Maybe it was more visible when she found the bodies and snow covered it before the police arrived, maybe Travis told her.) The scientists's clothes were found folded neatly near the corpsicle. The shoes look like indoor slippers, and it's likely that the clothes match what they were all wearing the night of December 17. A single handprint was taken from one shoe. It appears to be missing part of the ring and pinky fingers on the right hand (or they just couldn't get the print of those fingers).
Lund wakes briefly. He tells Danvers and Navarro, and I quote, "we woke her. She's awake. And now she's out. She's out there in the ice. She came for us in the dark."
Those are all the relevant facts concerning the main murder case (to my knowledge) as of episode three. I suppose I could have included a picture of Annie's stab wounds, but I couldn't make any kind of pattern out of them, or take a guess at what the weapon was. There's also the snow Navarro hit in the first episode, but I couldn't tell what it is, or if it's anything more than dirt and snow piled on the road. Personally, they do not suggest a microbial origin or cause. Diseases take time to infect, and they don't progress in everyone at exactly the same rate. The scientists were found together, practically climbing over each other. They died at almost exactly the same time, apparently in abject panic. I don't think a disease can kill that precisely. How did Clark avoid getting infected, since he lived with them all? Plus, whatever happened to them happened shortly after the power outage, since Molina' left his sandwich behind. One would assume he meant to eat it, since he went through the trouble to make it. The death of the scientists, the power outage, and the water going bad are all too closely linked in time to be unrelated. I wish I had a map of Ennis. I'd like to see how close these are in physical distance.
I also don't think there are any real clues to be found in the website. Their bios look about like what you'd get if you asked someone to come up with backgrounds for people studying ancient microorganisms in glacial ice. Plus, I think most of the scientists are ultimately going to be unimportant as individuals. Out of all eight men, Lund and Clark are the only ones focused on by the narrative. When interviewed, the cleaning ladies only mentioned Lund (yelled at them for touching his stuff) and Clark (his crying, probably over the brutal unsolved murder of his girlfriend kept them from being able to clean his room) by name. Lund survived (for a while, at least). Clark is missing and is closely connected with Annie's case. Oliver Tagaq mentioned Lund by name when he learned the scientists were dead. (On a side note, I really wish Danvers and Navarro (mostly Danvers) hadn't been so hostile when questioning him. They might have gotten more information from him if they hadn't gone at it like assholes. Granted, that's practically an impossible task for Danvers.) The rest, sadly, don't seem to be important. They are effectively ignored and dismissed, much like how they ignored the cleaning ladies.
So what could have happened on December 17, and how is it tied to Annie's murder? Honestly, I don't know yet. I'm not sure there's enough information given to answer those questions. Lund's speech and the way the scientists died suggest a supernatural explanation, but other details surrounding their murder seem to suggest more prosaic, human causes.
There's no sign of a struggle at the station, but maybe someone cleaned up after themselves. The way part of the note at the bottom of the whiteboard is erased looks unusual, like it could have happened accidentally. Maybe someone got knocked against it, or their coat brushed against the board when they were writing the message.
It's also possible the murderer was able to make them all leave without a fight. The power had just gone out, so maybe they all gathered together to put it back on? Where's the circuit breaker or generator for the station? Maybe that's where the actual crime scene is.
The folded clothes feel like something you'd make a person do right before you execute them, sort of like making your victim dig their own grave. It could also have the opposite motivation: I could see a person not in full possession of their faculties (like Clark, or maybe one of the cleaning ladies in a fugue state) instinctively trying to straighten things up. Both feel like very human actions.
Finally, who is "she"? Is that even the right question? When did "she" wake up? The scientists didn't seem to be doing anything that would trigger her awakening on the 17th, so it must have happened before. I wish I knew more about what made Clark's mental illness ramp up in the weeks before sunset. It feels like there could be an important clue there. Too bad Clark is missing and anyone else who could answer the question is dead.

Australia will modernize the avians of its C-27J Spartans

RAAF's first C-27J Spartan.
The Australian government has signed a contract with Leonardo for the upgrade of aircraft of the C-27J Spartan fixed wing light tactical aircraft fleet of the Royal Australian Air Force (RAAF).
The A$ 70 million contract ((US$ 45 million) will cause Leonardo to replace and update the existing radio capacity, further improving the overall safety and adequacy of the C-27J platform.
The head of the Aerospace Systems Division, Deputy Air Marshal (AVM), Leon Phillips, said that the C-27J Spartan was an important capacity for the Royal Australian Air Force (RAAF).
Australia is updating the Spartans after redefining its role to include humanitarian aid in disasters and crisis response last year.
“Operated by Squadron No. 35, the C-27J Spartan fleet provides essential transportation and air delivery of passengers, troops and cargo, support for search and rescue missions and aeromedical evacuation in our region,” said AVM Leon Phillips.
"The update of the cryptographic radio function of the C-27J platform will ensure the continuous availability of secure communications, including interoperability with key strategic partners and intelligence networks, and greater overall security for Australian Defense Force personnel."
Leonardo was selected to perform the update as the main contractor and original manufacturer of Spartan. They have specialized knowledge and the necessary experience to perform these major modifications to the aircraft.
The people of Squadron No. 35 and Northrop Grumman will modify the C-27J as part of routine maintenance.
The Avionic update will begin in September 2023 at Amberley's RAAF Base and should be completed in 2026.
The fleet of 10 Australian Spartans has been operated by Squadron No. 35 of the RAAF Base of Amberley, since the first Spartan arrived in Australia in 2015. The country bought the Spartans to improve its tactical fixed- wing air transport capacity, which was missing since the retirement of the Caribou fleet in 2009.
Spartan can operate from unpaved runways and support humanitarian missions in remote locations. Like the Hercules and Globemaster, the C-27J Spartan can launch cargo and paratroopers in flight, carry a variety of cargo and conduct the aeromedical evacuation of sick or injured personnel.

Innovadora app conecta a productores rurales con consumidores urbanos y combate el hambre
En América Latina y el Caribe, 30 millones de personas padecen hambre a pesar de la abundante producción de alimentos. Pero una app creada en Colombia está logrando conectar de manera directa a pequeños productores con consumidores de zonas urbanas, ayudando a combatir la inseguridad alimentaria.
La aplicación se llama Rengo y permite a los productores agrícolas de zonas rurales ofrecer sus productos frescos para delivery el mismo día de la cosecha a hogares de ciudades cercanas. Los usuarios hacen su pedido a través de la app y reciben frutas, verduras y otros alimentos de la mayor calidad en su propia casa.
Esto beneficia tanto a consumidores, que acceden a productos frescos y nutritivos, como a los productores, que pueden vender su cosecha a mejor precio y sin intermediarios. Así se cierra el círculo entre el campo y la ciudad.
"Muchas veces los productores pequeños tienen que malvender su cosecha porque no tienen cómo llevarla a los mercados urbanos. Esta app nos permite llegar directo al consumidor", explica María, una productora de fresas de la localidad de Chía que encontró en Rengo una solución para dar salida a su producción.
Creada en 2019 por dos emprendedores colombianos, Rengo ya opera en más de 15 ciudades latinoamericanas y cuenta con 5000 productores y 80.000 usuarios registrados. Su impacto ya se refleja en un aumento del 20% en los ingresos de los productores, según un estudio.
Soluciones innovadoras como Rengo demuestran que la tecnología puede ser una herramienta clave para enfrentar problemáticas sociales urgentes como el hambre y la pobreza rural. He feigns pouting even though she can’t see it, before flicking his tail like he was casting off the false disappointment. “A’course, love.”
It’s not like he’ll have to wait much longer anyways. They’ve just stepped into the clearing on two, Gala brightening once her hooves leave behind dirt and sparse cobblestone and press into sun-warmed sedges and wild flowers. He’ll have to pick some of the latter for her later. Maybe tuck them into her braided hair or bury the stems into her white fur until she was spotted with yellows, purples, and blues. That’ll be fun.
