I just realized. Rose. Bad Wolf.

Rose is the only one of the doctor's companions (I think!!??? Correct me if I'm wrong) that has not only committed genocide (OMG we both killed billions of Daleks, twins!!!!!!), but also she absorbed the time vortex and saw the universe the way he sees it. She could relate to him in a way nobody else maybe probably ever could. For just a moment, she was his equal. Of COURSE Nine fell in love with her right before regenerating.
