Russian President Vladimir Putin warned that those on "path of treason" or armed rebellion will be "punished" after the head of the Wagner paramilitary group said his troops had taken control of military facilities in two Russian cities, plunging the country into crisis.
"Renegade actions against those fighting in the front is a stab in the back of our country," Putin said in an address to the nation, pledging a harsh response and punishment to those who plan "an armed rebellion."
Putin was speaking after militia chief and once close ally Yevgeny Prigozhin dramatically escalated his feud with Moscow's security establishment over their handling of the war in Ukraine.
Prigozhin, who heads private military group Wagner, pledged to blockade the southern Russian city of Rostov-on-Don and move on to Moscow if Defence Minister Sergei Shoigu and Russia's top general Valery Gerasimov did not meet with him in the city, where Russia's Southern Military District is headquartered.
In his remarks Putin described events in Rostov as an insurrection.
"The situation in Rostov-on-Don remains difficult during the armed uprising. In Rostov, the work of civil and military administration is basically blocked," Putin said.
Prigozhin's actions come after he accused Russian forces of striking a Wagner military camp and killing "a huge amount" of his fighters – a claim Russia's Ministry of Defense has denied and called an "informational provocation."
Prigozhin, whose forces have played a key role in Russia's invasion of Ukraine, warned of retribution in a series of Telegram messages Friday and Saturday, where he announced his forces were moving into the Rostov region neighboring Russian-occupied Ukraine, ready to "destroy everything" in their way.
"There are 25,000 of us and we are going to find out why there is such chaos in the country.
"There are 25,000 of us waiting as a tactical reserve and a strategic reserve.
"It's the whole army and the whole country, everyone who wants to, join us. We must end this debacle," he said, in a radical escalation of a longstanding feud with Russia's military leaders.
Russia's domestic intelligence service, Federal Security Service (FSB), responded on Friday, urging Wagner fighters to detain their leader and opening a criminal case against the militia boss accusing him of "calling for an armed rebellion."
Authorities in the capital Moscow, meanwhile, tightened its security measures.
Russian intelligence official, Lt. Gen. Vladimir Alekseev, posted a video about Prigozhin's actions that day, describing it as a coup attempt.
"Only the president has the right to appoint the top leadership of the armed forces, and you are trying to encroach on his authority. This is a coup d'etat. There is no need to do this now, because there is no greater damage to the image of Russia and to its armed forces," he added.
Prigozhin denied his acts were a coup, saying instead they were a "march of justice" that would "not interfere with the troops in any way."
Russia on alert
Prigozhin has asserted that his forces would receive wide backing from Russian soldiers, claiming they were given a hero's welcome when they entered the Rostov region and that by Saturday morning 60-70 had already joined up with his fighters.
"The border guards came out to meet and hugged our fighters," he said.
Military activity became obvious in Rostov-on-don Saturday morning, when images began emerging on social media of military vehicles going through the streets of Rostov-on-don and helicopters ahead Saturday morning, though it was not clear whose control they were in.
Rostov region Governor Vasily Golubev earlier Saturday asked residents to stay calm and not leave their homes in a Telegram post.
The Rostov region is about 1,000 kilometers from Moscow. Its capital Rostov-on-Don has a population of around 1 million.
In the first suggestion of open armed conflict between the two sides Saturday morning, Prigozhin on Saturday said his units were hit by a helicopter on a highway. It's unclear exactly where the units were.
"The Wagner units are intact, the helicopter is destroyed and is burning in the forest," Prigozhin said, adding "we will take it as a threat and destroy everything around us."
Prigozhin also claimed a second helicopter was downed after it attacked civilians.
CNN has been unable to verify any of Prigozhin's claims.
Prigozhin also said the alleged Wagner take-over of military facilities in Rostov would not impede military operations, saying his men are not stopping the officers from carrying out their duties.
In Moscow, Mayor Sergei Sobyanin said Saturday on Telegram that "anti-terrorist" measures to strengthen security were being carried out in the capital as a result of "incoming information."
"Additional control on the roads has been introduced. Limitations on holding the public events are possible," he added.
Social media posts showed military vehicles were seen driving around the main streets of the Russian capital in the early hours of Saturday.
Ukraine invaded under 'false pretenses'
Wagner has played a prominent role in the Ukraine war, and Prigozhin, so far, has faced few consequences for his public feud with Russia's military leadership – where he has accused Russian Defense Minister Sergei Shoigu and armed forces chief Valery Gerasimov of not giving his forces ammunition.
Prigozhin and Wagner have played an unusual and informal role in Putin's Russia.
He has known the president since the 1990s; both are from St. Petersburg.
Prigozhin won valuable contracts as the Kremlin's caterer and later set up the Russian troll farm known as the Internet Research Agency, whose mission was to interfere in the US 2016 election.
Earlier on Friday, Prigozhin furthered his ongoing dispute with military leaders in a highly critical video interview where he said Moscow invaded Ukraine under false pretenses devised by the Russian Ministry of Defense, and that Russia is actually losing ground on the battlefield.
Prigozhin has previously defended the reasoning for the war but has been critical of how it has been handled by the Minister of Defense, Shoigu – with whom he is directly fighting with over military contracts.
Russia's top commander in Ukraine, Sergey Surovikin, on Friday urged Wagner mercenary fighters to "stop" and to "obey the will" of Putin in a Telegram video.
"You can't play into the hands of the enemy in this difficult time for the country," he said.
Meanwhile, Russians watching State news TV channel Russia 24 had their evening programming interrupted with a message from the Russian Ministry of Defense saying Prigozhin's claims "do not correspond to reality and are intended to misinform."
The fallout from his comments also inspired a wave of schadenfreude in Ukraine.
"Classical Russian poetry… Tumultuous times are coming," wrote Mykhailo Podolyak, an advisor to Ukraine's presidential office, wrote on Twitter.

Psychopomp, Bennu
Tumblr media
“Mythic Birds: Bennu” © Valery Golubev, accessed at his deviantArt gallery here
[It’s the summer solstice, and my birthday. To celebrate my survival around the sun one more time, I figured I’d stat up a solar psychopomp. Consider it a counterpart to the more wintery mari lwyd. The original bennu is a solar bird from Egyptian mythology which may or may not be an aspect of Ra, depending on who you ask. It was probably at least part of the inspiration for the phoenix, again depending on who you ask--Herodotus is among the oldest written sources of the phoenix, and he claims it lays its parent to rest in Heliopolis, which was the center of bennu solar worship. I made it a psychopomp in reference to its role in the Book of the Dead]
Psychopomp, Bennu CR 10 N Outsider This bird stands a head shorter than a man, with long legs and a long neck. Its feathers are gray, but with golden highlights. Its head has empty eyes and a mask-like countenance. Bright light emanates from the creature, as if it were infused with pure sunlight.
Bennus are guardians and counselors to mortal souls as they transition from death to their ultimate destination in the afterlife. They ensure that souls make it to the plane most suited for their alignment and philosophy, act as advocates for souls in the courts of the yamarajes, and inform the deceased of their options if they are unsure of what ethos is right for them. In this duty, they help to defend the courts of the Boneyard from threats such as daemons and sakhils, and some more martially minded bennus act as field commanders for vanths.
A bennu functions well in a support role, and they are often called by mortal summoners to act as field medics and artillery. Despite their delicate appearances, they are as strong as an ox, and their beaks and talons can inflict dangerous wounds. When interacting with souls, a bennu keeps its inner radiance to a dull shine, but it can intensify this to blinding brilliance in a flash—this can act as true sunlight, slaying and repelling undead and other creatures of darkness. They are extremely choosy about who or what to use their breath of life ability on—their choices may be inscrutable to all but the bennu themselves.
A bennu stands about five feet tall, with a wingspan of ten feet. They sometimes decorate themselves with jewelry—torcs and crowns are favorite items.

All creatures in the area must succeed a DC 20 Fortitude save or be blinded for 1 minute—on a successful save, they are dazzled instead for that duration. This save can be avoided if creatures avert their eyes, as per a gaze attack. In addition, any creatures that are vulnerable to sunlight are affected as if it were true sunlight if they fail a DC 20 Will save. Psychopomps are immune to this effect. This effect functions as a 4th level spell for the purposes of interacting with darkness effects. A bennu can suppress or resume this aura as a swift action. The save DC is Charisma based.

Viktor Zubkov: best international practices to be used in developing regional NGV markets in Russia
March 7, 2019
A joint delegation headed by Viktor Zubkov, Chairman of the Gazprom Board of Directors, made a working visit to Milan, Italy.
The delegation included Vitaly Markelov, Deputy Chairman of the Company’s Management Committee, top executives from the relevant subdivisions of Gazprom and Gazprom Gazomotornoye Toplivo, heads of the Russian regions where pilot projects for accelerated development of the NGV market are currently underway – Evgeny Savchenko, Governor of the Belgorod Region, and Vasily Golubev, Governor of the Rostov Region – as well as Valery Golubev, Chairman of the Board of the Natural Gas Vehicles Association, and representatives of manufacturers of natural gas-powered machinery and equipment.
Delegation members met with Attilio Fontana, President of the Italian region of Lombardy. It is an industrially developed region with the heaviest road traffic in the country. The meeting participants discussed the region’s successes in expanding its market of eco-friendly fuels for gas-powered vehicles, such as natural gas. It was noted that there are currently about 117,000 NGVs in Lombardy, while the region’s NGV refueling network includes 186 CNG filling stations.
The parties looked into the possibility of carrying out joint projects for the wider use of natural gas as a vehicle fuel and reviewed the prospects for further collaboration in this regard between the cities of Milan, Belgorod, and Rostov-on-Don. Particular attention was paid to the potential for industrial cooperation between Russian and Italian companies in the manufacturing of oil-and-gas machinery.
In the course of the meeting, Valery Golubev and Mariarosa Baroni, President of NGV Italy (the national NGV consortium), signed a Memorandum of Understanding. The document reflects the interest of Russian and Italian enterprises and commercial entities in joining efforts to expand the use of natural gas as a vehicle fuel.
Delegation members learned about the work of Italian manufacturers of natural gas-powered equipment, as well as visited NGV refueling facilities and a service center where motor vehicles are converted to natural gas.
“Today, Gazprom is carrying out pilot projects that aim to accelerate the development of regional NGV markets in two constituent entities of the Russian Federation at once – the Belgorod and Rostov regions. The key to success in this area is a comprehensive approach, which means, among other things, expanding the NGV refueling network, procuring modern motor vehicles, and providing incentives for owners of such vehicles. We are going to draw on the best national and international practices in this area,” said Viktor Zubkov.
Background
The region of Lombardy is implementing a program to advance the use of eco-friendly motor fuels, including natural gas. There are special incentives available to NGV owners in the region.
In November 2018, Gazprom, the Rostov Region, and RUSNANO signed a roadmap to implement a pilot project aimed at accelerating the development of the NGV market. According to the document, by 2022, the region’s natural gas refueling infrastructure will be expanded up to 39 facilities, the number of NGVs will rise to 55,000, and 10 service centers will be created for the purposes of NGV conversion and maintenance.
In February 2019, a roadmap for the implementation of a pilot project aimed at facilitating the accelerated development of the NGV market was signed by Gazprom, RUSNANO, and the Belgorod Region. According to this document, it is planned to expand the region’s natural gas refueling network up to 39 facilities (including through private investment) and increase the amount of service centers for NGV conversion and maintenance up to 34 by 2022.
It is expected that the experience obtained in carrying out these pilot projects will be used in accelerating the development of NGV markets in other regions.

First power unit of Grozny TPP comes onstream
December 19, 2018
A commissioning ceremony for Power Unit No. 1 of the Grozny Thermal Power Plant (TPP) took place today in Grozny.
Taking part in the event were Valery Golubev, Deputy Chairman of the Gazprom Management Committee, Alexander Matovnikov, Presidential Plenipotentiary Envoy to the North Caucasus Federal District, Ramzan Kadyrov, Head of the Chechen Republic, Denis Fyodorov, Director General of Gazprom Energoholding, and representatives of the regional authorities, subsidiaries of Gazprom Energoholding, as well as design and contracting organizations.
With Power Unit No. 1 up and running, the first of two stages in the construction of the Grozny TPP is now completed. The newly operational facility, which has a capacity of some 180 MW, consists of a gas turbine unit based on a gas turbine and a generator produced by Siemens. The construction process made wide use of Russian technological systems and equipment, including automation and relay protection systems, switchgear, gas treatment equipment, dry fan cooling towers, and exhaust stacks with an emission monitoring system. The facility uses natural gas, the cleanest of fossil fuels, as its primary fuel.
During the second stage, Power Unit No. 2, which will have similar performance characteristics and equipment, will be built and brought into operation. The aggregate installed capacity of the TPP will thus reach its design value of approximately 360 MW.
“Up until now, there have been no high-performance power plants in the region. Power Unit No. 1 of the Grozny TPP will meet a considerable share of the Chechen Republic’s electricity needs. As soon as the second power unit comes onstream next year, the TPP’s production rate will double and reach approximately 360 MW. As a result, the power plant will be able to produce more electricity than the amount consumed in the region throughout 2017.
The new, state-of-the-art power plant will contribute to the regional economy and improve the stability of southern Russia’s energy system. By completing the construction of the Grozny TPP, the Gazprom Group will bring to a close its ambitious program for the creation of new capacities under its capacity supply agreements,” said Valery Golubev.
Background
The Gazprom Group is implementing the Grozny TPP construction project in the framework of the capacity supply agreement system, as stipulated in the Russian Government’s Order No. 238-r dated February 16, 2015, and Order No. 2636-r dated November 28, 2017.

Gazprom and SIBUR sign preliminary contract for ethane fraction supplies from Amur GPP
February 15, 2018
Valery Golubev, Deputy Chairman of the Gazprom Management Committee, and Dmitry Konov, Chairman of the Management Board of SIBUR Holding, today signed at the Russian Investment Forum in Sochi a preliminary contract for ethane fraction supplies.
The document outlines the basic terms of future product supplies from Gazprom’s Amur Gas Processing Plant (GPP) to SIBUR’s planned Amur Gas Chemical Complex (GCC). Specifically, the total guaranteed supplies of ethane fraction will amount to some 2 million tons per year. The pricing formula will be agreed by the parties to the contract.
Background
Gazprom’s Amur GPP will be the largest gas processing plant in Russia and one of the biggest in the world. It will have a design capacity of 42 billion cubic meters of gas per year. The plant will have six production lines with the annual capacity of 7 billion cubic meters each. Two process lines will come online in 2021, while the other four will be consecutively put in operation before the end of 2024. The GPP is expected to reach its design capacity by 2025. In addition to natural gas, it will produce ethane, propane, butane, pentane-hexane fraction, and helium.
SIBUR, in its turn, plans to build the Amur GCC, which will be technologically connected to the GPP, to process ethane, extract monomers, and subsequently produce polyethylene grades for the Russian and international markets in the amount of about 1.5 million tons per year.

Russia’s largest acrylic acid plant put into commercial operation
December 1, 2017
An inauguration ceremony marking the start of commercial operations at an acrylic acid and butyl acrylate production plant owned by Gazprom Neftekhim Salavat took place today in Salavat, Republic of Bashkortostan.
The ceremony was attended by Valery Golubev, Deputy Chairman of the Gazprom Management Committee, Rustem Mardanov, Prime Minister of the Republic of Bashkortostan, Vladimir Markov, Member of the Management Committee, Head of Department of Gazprom, and managers of the Company’s relevant subdivisions and subsidiaries.

With a design capacity of 80,000 tons of crude acrylic acid per year, the plant is the largest production facility of its kind in Russia. By converting the crude product into commercially marketable glacial acrylic acid, the Company paves the way for creating a facility to manufacture superabsorbents (materials that can absorb large quantities of liquid) in Russia.
Butyl acrylate produced at the plant of Gazprom Neftekhim Salavat (in the amount of 80,000 tons per year) will fully substitute for the imports of butyl acrylate and satisfy the potential demand for the substance in the Russian chemical sector.
Acrylic acid and butyl acrylate production plant owned by Gazprom Neftekhim Salavat
Acrylic acid and butyl acrylate are used in the manufacturing of various household chemicals, including varnishes, paints, laundry detergents, and medical products.
The facility is environmentally friendly thanks to the use of cutting-edge technologies, as the system for the collection, purification and thermal treatment of industrial wastewater and heavy residue of acrylic acid and butyl acrylate prevents any and all harmful emissions from entering the atmosphere.
The project generated some 340 new jobs.
Background
Gazprom Neftekhim Salavat is part of the Gazprom Group and is one of the largest refining and petrochemical complexes in Russia. The company carries out hydrocarbon feedstock processing across the entire cycle and manufactures such products as motor gasoline, diesel fuel, kerosene, other oil derivatives, liquefied gases, butyl alcohols, plasticizers, polyethylenes, polystyrenes, ammonia, carbamide, etc.
Crude acrylic acid is produced from propylene. It is processed into glacial acrylic acid and later into butyl acrylate as it interacts with butyl alcohols.
