Actually, in the field of science a paper is active for approximately 5-10 years, to be taken into consideration, however in practice, it is never too old to cite, there is knowledge imparted from past centuries that were the basis of new research, so even if its from 2016, as you can see it's still a good reference... If you always try to have papers for the last year would be impossible to cite, basically the only way it's have it and write it... Not to mention, baby, that science advances every day... It would be impossible to be ahead of the curve if you didn't give yourself a maximum of 10 years to take into consideration
