It's a pretty damn Christian idiom (Saint Peter and Saint Paul, big damn names if you read the New Testament), and an old fashioned one at that. Definitely not something everyone would recognize. I just got that good old (and not at all traumatic) Christian education! Glad it's useful for something.

I am always happy to provide translation services! I believe this is a play on the irl saying "robbing Peter to pay Paul" just with necrons switched in. Because Oltyx is essentially trying to solve one problem by creating another (using the scarabs as a shield but losing their repair abilities down the line). And the necron version of the idiom uses Szarekh and Orikan because they have that high level of name recognition, (rather than anything specific about their relationship with the whole Cassandra-thing). Tis hard to find two more famous people to a necron than the King of Everything and the "maybe becoming robots is bad actually" guy.
