This one is more confusing than it appears. It has no power or toughness, but enters play with a +1/+1 counter, which means it can stay on the battlefield. If we assume that "persistence" is actually "persist," though, it becomes weird; it reenters the battlefield with a -1/-1 counter and a +1/+1 counter. The official rulings for persist read:
Persist triggers when the permanent is put into a graveyard and relies on the last known information about that permanent when it left the battlefield. If a permanent with a +1/+1 counter on it receives enough -1/-1 counters to reduce its toughness to 0 or less or have lethal damage marked on it, it won't return to the battlefield despite the state-based action of +1/+1 counters and -1/-1 counters "canceling each other out". As the permanent last existed on the battlefield, it had a -1/-1 counter on it, so persist won't trigger.
This suggests that persist won't retrigger when it dies again -- thereby saving the game from an infinite-loop crash -- though this situation isn't quite the same. Still very messy, though.
And the less said about the wording of that last ability, the better.

Of course, there's never been an excuse for this level of foolishness. Are "power tokens" and "Power Counters" the same thing? What does "(Hunter Art)" mean? What is wrong with your ability to capitalise words?
