What if "they won't let you go" in the prophecy is about the Citadel not letting Suvi go. As in, they got their claw in her so good + like Steel said it, she's "a good wizard"... maybe too good of an element to allow her choosing her own path. Suvi is a product of the Citadel and they'll do anything they can to keep it that way. So yeah, they won't let her go.
