Of note, House Intel Committee chairman Devin Nunes (R-CA) announced last week that they were prepared to hold McCabe and assistant Attorney General Rod Rosenstein in contempt for the DOJ’s failure to comply with a previous subpoena. He also accused the FBI and the DOJ of willfully refusing to comply with an Aug. 24 subpoena in part by refusing the committee’s request “for an explanation of Peter Strzok’s dismissal from the Mueller probe.”
Bruce and Nellie Ohr
As we reported yesterday, Nellie Ohr, the wife of disgraced DOJ official Bruce Ohr, was employed at Fusion GPS last year. Her term of employment overlapped with the period when the Trump dossier was being compiled. Though Fox was unable to discern the exact nature of her role at the firm, its reporters discovered that she has done extensive research on Russia-related topics for think tanks based in the Washington, DC area.

A senior Justice Department official demoted last week for concealing his meetings with the men behind the anti-Trump “dossier” had even closer ties to Fusion GPS, the firm responsible for the incendiary document, than have been disclosed, Fox News has confirmed: The official’s wife worked for Fusion GPS during the 2016 election.
Contacted by Fox News, investigators for the House Permanent Select Committee on Intelligence (HPSCI) confirmed that Nellie H. Ohr, wife of the demoted official, Bruce G. Ohr, worked for the opposition research firm last year. The precise nature of Mrs. Ohr’s duties – including whether she worked on the dossier – remains unclear but a review of her published works available online reveals Mrs. Ohr has written extensively on Russia-related subjects. HPSCI staff confirmed to Fox News that she was paid by Fusion GPS through the summer and fall of 2016.
Also notable is the fact that Bruce Ohr’s wife not only worked for Fusion GPS, but also represented the CIA’s “Open Source Works” group in a 2010 “expert working group report on international organized crime” along with Bruce Ohr and Fusion GPS co0founder Glenn Simpson.

Of note Open Source Works is described as the “CIA’s in-house open source analysis component, devoted to intelligence analysis of unclassified, open source information.”  So – Nellie Ohr, the wife of recently demoted DOJ official Bruce Ohr – worked for both Fusion GPS and the CIA. It is unclear whether her time at Fusion overlapped with her time at the CIA.
Open Source Works, which is the CIA’s in-house open source analysis component, is devoted to intelligence analysis of unclassified, open source information.  Oddly, however, the directive that established Open Source Works is classified, as is the charter of the organization.  In fact, CIA says the very existence of any such records is a classified fact. “The CIA can neither confirm nor deny the existence or nonexistence of records responsive to your request,” wrote Susan Viscuso, CIA Information and Privacy Coordinator, in a November 29 response to a Freedom of Information Act request from Jeffrey Richelson of the National Security Archive for the Open Source Works directive and charter.
“The fact of the existence or nonexistence of requested records is currently and properly classified and is intelligence sources and methods information that is protected from disclosure,” Dr. Viscuso wrote. This is a surprising development since Open Source Works — by definition — does not engage in clandestine collection of intelligence.  Rather, it performs analysis based on unclassified, open source materials. –FAS
House investigators determined that during the 2016 election, Bruce Ohr met with former MI6 spy Christopher Steele, and shortly after the 2016 election he met with Glenn Simpson, the co-founder of Fusion GPS – who commissioned Steele to assemble the dossier.

Another factor in McCabe’s sudden cancellation is a report from The Hill‘s John Solomon that Rep. Ron DeSantis (R-FL) recently interviewed a retired FBI supervisor who told him he was instructed by Deputy Director Andrew McCabe not to call the 2012 Benghazi attack an act of terrorism when distributing the FBI’s findings to the larger intelligence community – despite knowing exactly who conducted the attack.
The agent found the instruction concerning because his unit had gathered incontrovertible evidence showing a major al Qaeda figure had directed the attack and the information had already been briefed to President Obama, the lawmaker said. –The Hill
If true, it means McCabe lied for the Obama administration in a clear, partisan violation of the FBI’s mandate to “detect and prosecute crimes against the United States,” not “lie for the President so as not to offend Islam.” As Rep. DeSantis told The Hill:
“What operational reason would there be to issue an edict to agents telling them, in the face of virtually conclusive evidence to the contrary, not to categorize the Benghazi attack as a result of terrorism? By placing the interests of the Obama administration over the public’s interests, the order is yet another data point highlighting the politicization of the FBI.”
Whether McCabe cancelled over his “Ohr problem,” or for instructing a retired FBI supervisor to lie about the Benghazi attack, or because he doesn’t want to talk about Peter Strzok’s dismissal from the Mueller probe – one thing is for sure; Devin Nunes can’t be happy, and we can probably expect subpoenas to start flying off his desk as soon as this morning.

6,000ft borehole drilled with support of compact solids control system
An innovative solids control system has been implemented at the Catoosa Test Facility in Tulsa, Oklahoma, USA.
The facility is the largest privately owned and operated downhole testing facility in the USA, with clients including NOV, Schlumberger, Halliburton, Scientific Drilling, Enventure, Weatherford, Baker Hughes, GE and more.
Over a two-week period, multiple downhole tools and technologies were tested to drill the borehole, which was the deepest the facility had ever drilled.
The MudCube system from Cubility, which has been used in both water-based and oil-based mud tests at Catoosa, is believed to be the industry’s first compact solids control system that eliminates the traditional process of shaking fluid and solids. This is achieved via a compact, vacuum-based filtration system that removes solids from drilling fluids through a rotating filter belt that uses high airflow to separate the cuttings from fluids.
The improved separation capabilities of the MudCube leads to better quality mud, fewer chemicals required to maintain its properties, more mud recycled back to the mud tanks to be reused for drilling, and less waste that is also ‘cleaner’.
The remote, automated operations of the MudCube and its enclosed system also reduce vibration and bring considerable workplace and HSE benefits.
Duane Buckmaster, partner of Catoosa Test Facility states: “Since the MudCubes went into operation on our new triple testing rig in mid-2016 – meeting very tight installation timescales – they have surpassed expectations.”
He continues: “Their reliability, ability to quickly change screen requirements and reduce downtime; and provide substantial savings in facility waste costs and dryer cuttings – compared to our original test rig using conventional shakers – has impressed all our clients. It has also enabled us to drill such a deep well without increased solid control issues.”

We are delighted to be working with the leading testing facility in the USA and enabling their clients to see at first hand the better mud quality, improved efficiencies, and reduced and cleaner waste the MudCubes provide.”
Diverse drilling testing
The Catoosa Test Facility currently has 15 cased test wells with casing sizes up to 20in wide and 2,000ft deep and is capable of performing almost any type of drilling technology and evaluation downhole test. Many new drilling technologies are tested at the site and on-site equipment includes drilling rigs, wireline units and a drilling fluids laboratory as well as on-site technical management and coordination.
To date, MudCubes have been installed on North Sea, Middle East, Far East, South American and North American drilling sites offshore and onshore. In 2016, Cubility partnered with EQT Corporation, a US-based company that has become one of the fastest growing natural gas producers in the Marcellus Shale.
The Mudcube is particularly applicable onshore, where the rise in drilling costs and declining oil price has increased operator needs to monitor the bottom line as well as meet stringent environmental controls. Initial cost analysis based on various land operations from a fluid cost and disposal standpoint show the solution reducing overall operating expenses by as much as 15% per well.

Irish Data Protection Commissioner Releases 2016 Annual Report

On April 11, 2017, the Data Protection Commissioner of Ireland (DPC) published her annual report for 2016, highlighting key developments and activities for the past year and outlining priorities for 2017 and beyond.  The report will be of interest to Irish entities and multinational organizations with a base in Ireland, including companies active in the technology and healthcare sectors.
In 2016, the DPC investigated a record number of complaints (1,479 in total, the majority involving data access requests); received 2,224 notifications of valid data security breaches (a decrease from 2015); carried out over 50 privacy audits and inspections; acted as lead reviewer in seven Binding Corporate Rules (BCR) applications; and held over 100 face-to-face meetings with multinational companies.
Here are the key highlights of the DPC’s 2016 annual report:
Special Investigations. The DPC’s Special Investigations Unit finalized preparations for a new 2017 investigation into the hospitals sector that will examine the processing of sensitive personal data in areas of Irish hospitals with patient and public access. The investigations will involve physical inspections and will span across HSE facilities, private hospitals, and voluntary hospitals.
Data Breach Notifications. The majority of data breaches reported in 2016 concerned unauthorized disclosures in the financial sector. Other categories of breaches recorded by the DPC in 2016 included theft of IT equipment, website security, and security-related issues.
Multinationals and Technology. A Multinationals and Technology team was established to coordinate all regulatory activities relating to the cross-border processing of personal data by multinationals. Data controllers’ lack of awareness of data protection obligations, over-reliance on only one type of security measure, and human error were identified as the common issues in technology-related complaints. In engaging with technology multinationals, the DPC also emphasized the importance of “privacy by design” practices through the lifecycle of a product.
Privacy Audits. In 2016, the DPC carried out audits of state and private-sector entities to check for compliance with the Data Protection Acts. The key conclusion of the DPC’s audits was that “while high-level policies on data governance have been put in place, these have not filtered down sufficiently to an operational level.”
Enforcement and Litigation. The DPC prosecuted nine entities for electronic marketing offences under the ePrivacy Regulations in 2016; prosecuted an individual, a company and the company’s director under the Data Protection Acts; and issued two enforcement notices. The DPC also started proceedings in the Irish High Court seeking a reference for a preliminary ruling to the Court of Justice of the EU in relation to the validity of Standard Contractual Clauses. The hearing took place in February and March 2017, and the High Court’s judgment is expected (although a date has not been announced yet).
General Data Protection Regulation (GDPR). This is a key priority for the DPC and “the next 12 months are all about GDPR.” Organizations should look out for further GDPR guidance from the DPC in the course of 2017.
