Cleistocactus baumannii
Cleistocactus is a genus of relatively slender-stemmed South American columnar cacti. While a few species have stems thick enough to maintain an upright posture, most of them have a sprawling growth habit. The "cleisto" in their name means "closed", in reference to their narrow tubular flowers that do not open widely as do many other cactus flowers. This one is Cleistocactus baumannii, with an extensive distribution in northern Argentina. It is notable for its bright red flowers that bend upwards like scarlet periscopes.

Cleistocactus baumannii ssp. baumannii
Although there are some species of Cleistocactus with stems stout enough to grow upright, many of them have slender stems which sprawl to the side in time. This makes them awkward as garden plants or potted plants, but they make up for this with their wonderful flowers, which are appealing to hummingbirds. This one is Cleistocactus baumannii ssp. baumannii, from Argentina.
