My answer is: writing, with drawings/paintings coming in a fairly close 2nd.

With writing you can describe things like smells or how the air in a room felt, or use various metaphors etc that can trigger extra emotions within the reader and can completely change how hard the scene hits, which can be good or bad.

drawings can do this too yes, but that usually requires text somewhere on it, which technically also makes it writing?.
