if TBOSAS doesn't end with Donald Sutherland as Snow in his office perhaps having flashbacks of that day in the woods while watching the 74th Hunger Games then all of the sudden he hears the Willow song and he just stares eyes wide mouth quivering in utter shock and disbelief at the literal personification of his karma and imminent demise then what's the point?

To be fair they were both bad tbh - they both were dictators. Both are manipulative autocrats. Alma Coin is literally the other side of the coin - pun intended.
They both saw nothing wrong with killing innocent children. Both avoided war by any means possible.
The catalyst was Katniss and Peeta.
If Katniss and Peeta hadn't won the districts wouldn't have been triggered to rally behind them. They were the 'Star-Crossed-Lovers,' a symbol of hope to the districts - a symbol of romance for the Capitol (as laughable as that was) but nonetheless Katniss with her actions and Peeta with his verbal poetry incited the district and struck the match of war.
None wanted a war for their own selfish reasons...
1st. President Snow

Coriolanus Snow was a complete narcissist.
He would do anything to stay in power and as we've discovered in The Ballads of Songbirds and Snakes, he would do anything to make sure the districts keep on paying for the 'horror' and in his POV the 'injustice' the Capitolites suffered during the war.
He knows that the Capitol will lose power, after all, the districts were so close to winning their independence in the first war.
The districts outnumber the Capitol Citizens.
The districts know how to withstand hunger and harsh conditions.
The Capitolites are pampered and in no way capable of fighting a war, especially if the Peacekeepers sided with the Capitol.
The Capitol was vulnerable - they didn't manufacture anything (except for the Huner Games) and were completely at the mercy of the Districts for food.
A war would destabilize the careful world that Snow had crafted for himself.

Alma Coin had been "President" for years - knew of the rebellion attempts and never did anything to help them. She kept an eye on the districts, and even spoke to Snow but never interfered.
The only thing they did was accept the runaways into their society if they managed to cross the entire nation into Thirteen. I think the only reason was because of the pox -they needed fresh blood. Had Coin not needed the fresh blood I don't think she would've opened the doors.
Thirteen was sitting on weapons that could take out the Capitol, and I'm not speaking of nuclear weapons. I'm speaking about hand-held weapons, uniforms, and other materials they could have used, but they didn't give them to the districts. It is my belief the rebellions had a black market of weapons, and as Peacekeepers died they apprehended those weapons.
A war meant that Coin would have to listen to others to make decisions. She wasn't one to relinquish control. Thirteen was extremely regimented, they had schedules printed on their arms daily. They were controlled by her but the other districts were not.
Coin was the president of a militaristic society that had never been to war, and outside of the pox never suffered.

When Katniss and Peeta became the Victors of the 74th Snow tried to take control while Coin was resistant to the Rebellion.
Snow's solution was to kill Katniss and Peeta, by putting them in the 75th Arena. (Killing people is always his solution). When it didn't work out he went to work on Peeta turning him into a weapon much the way Volumina Gaul did to him.
Coin accepted but was reluctant given she didn't know if she could control Katniss and was ambivalent about Peeta. She had no interest in helping out the Victors who were trapped in the Capitol and was angry with Katniss's demands.
Snow saw the writing on the wall and so did Coin, and I believe that Coin fully intended to get rid of Katniss and Peeta after the war had she lived.
They were both megalomaniacs that were toppled by teenagers.
