Rei and Fuyumi are lying next to each other on the same stretcher with their heads facing the reader. You can actually tell who is who by the red streaks in Fuyumi's hair. Touya is on the other stretcher in the distance, you can see his spiky white hair.

Also, Natsuo says 'mom and the others' in original Japanese text, not just 'mom and Fuyumi', implying more than one other person (Fuyumi AND Touya).

In short - Touya is indeed still alive.
