I don't see all those people who said "not my problem" to Tenko were actors, but I could see AFO using a quirk to make Tenko less noticeable, or, more likely, delaying and redirecting any heroes away from Tenko.

I disagree.

People clearly saw him; in that bottom-left panel, the woman on the right is avoiding him and the man on the left is glancing at him. Only one person reached out to him and she backed off because he creeped her out, trying to placate him with the idea of the police or Heroes coming to help him.

It's the same reason that wanted criminal Shigaraki could take Midoriya hostage in a crowded shopping mall and no one noticed. Japan in My Hero Academia is filled with apathy. Blind, near-religious faith in Heroes. A world where the HPSC are gods and the people should do nothing but defer to them.
