I guess the book Wilbur gave Tommy was the only surviving one of his memoirs, huh. The ones that Ghostbur mentioned reading and that were destroyed in Doomsday. Because Wilbur implied that he wrote it over the course of his life, so it existed before his death.

But that also means that what was in this book - or similar ones - was enough to change Ghostbur's mind on hating his alive self. And all we know is that it was about Wilbur's future as President, and it became about Tommy. It contains everything he's been feeling and why he acted the way he did. And that was enough to convince Ghostbur that he wasn't evil. That he could help Tommy (part of his unfinished business). Just like it made Tommy at peace with him leaving.
