PARIS, Nov 15 (Reuters) - Paris is considering banning its 15,000 rental electric scooters due to concerns about public safety on the city's sidewalks, but operators are proposing a series of improvements in the hope of getting their licences renewed.
The Paris town council is considering not renewing the licences of the three operators - Lime, Dott and Tier - which expire in February 2023. Its vote is only consultative and the decision, expected in coming weeks, rests with Paris mayor Anne Hidalgo.
Deputy mayor David Belliard, a green party politician in charge of transport in Paris, told Le Parisien newspaper last week that the nuisances caused by scooters now outweigh the advantages to the city.
"In terms of security, environment and the sharing of public space, it would be complicated to continue," he said.
In 2021, 24 people died in scooter-related accidents in France, including one in Paris. This year, Paris registered 337 accidents with e-scooters and similar vehicles in the first eight months of the year, from 247 over the same period in 2021.
Cities worldwide are tightening regulations on e-scooters, limiting the number of operators and limiting their speed and the number of areas where they can park.
Electric scooters accessed through smartphone apps have operated in Paris since 2018, but following complaints about their anarchic deployment, Paris in 2020 cut the number of operators to three. It gave them a three-year contract, required that scooters' speed be capped at 20 km/hour and imposed designated scooter parking areas.
Operators have offered further regulations, including ID checks to make sure users are over 18, fixing licence plates to scooters so police can identify traffic offenders, and preventing the carrying of more than one passenger.
"If Paris accepts our proposals, it would become the city with the strictest scooter regulation in the world," Lime public affairs director Garance Lefevre said.
The three firms say scooters provide a low-carbon alternative to crowded metros and polluting cars.

Monday Metro… Porte Dauphine
Starting a new series around the Metropolitan in Paris.
Most of the metro entrances are very similar but from time to time you notice a different entrances and then another one and another one so you start a photography series (of course you do, well if you are me that is!) but let’s start with the original one.
First a few facts about the Metro in Paris:  * It was inaugurated in July 1900 on the occasion of the Universal Exhibition. * It’s the fourth oldest Metro system in Europe (London-1863, Glasgow-1896, Budapest-1896) *One of the station (Châtelet – Les Halles)  is the world largest Metro station with five separate lines (1, 4, 7, 11, 14) and three RER lines (A, B, D) *You’re never further than 400 metres from a station entrance. *As of today it has 14 lines and 303 stations.
And now about the entrance of Porte Dauphine (exit Boulevard de l'Amiral-Bruix/Boulevard Lannes on line 2)
La Compagnie du Métropolitain Parisien commissioned Hector Guimard, one of the masters of Art Nouveau in France, with the creation of Metro entrances. However, Guimard’s style wasn’t to the taste of all, as Art Nouveau was in complete breach with the neo-Classic style of the time! Tired of critics, Guimard eventually ended his contract in 1912, but had then created 141 superb entrances!  Many were demolished after the WWI during the modernisation and expansion of the Metro.  Three remaining canopy-style entrances (nicknamed libellules (dragonflies)) still exist but Porte Dauphine metro entrance is the last to feature intact enamelled lava plates.

"Je suis un Parisien": Poem #10 for April, 2023. When I worked in Paris for year, I wanted to blend in, but suspected I couldn't -- not into the old-style Paris of Sartre, De Beauvoir and the Deux Magots cafe, anyway. So this is a bit of gentle iambic pentameter fun at the expense of that ambiance. Or ambience. The photo is the lovely Place des Vosges.
Je suis un Parisien!
(Ich bin ein Berliner! – JFK)
I wish that I could spend a lifetime here.
I’d take my coffee in la Place des Vosges
and read Le Monde beneath its colonnade.
I’d shake the hands of all the friends I met
and even share that brusque formal salute
with colleagues as I took the lift to work
in furthest reaches of Tour Montparnasse.
I wouldn’t take the metro to my flat
like tourists or those dull provincial folk;
instead, I’d sit for hours in traffic jams
or walk back home along the boulevard,
my neck draped in a soft Cardin foulard.
Except that I would always be l’Anglais
Or just that oddity, L’Australien –
he who senses curls of Gallic lips
and compensates by leaving heavy tips;
he who every three years runs away

Europe 2022 - Paris
Due to airport, traffic, hotel, and navigation difficulties, I did not get to start my sightseeing until late Friday afternoon. By the time I found the hop and off bus, it had only 3/4 of the route left before it stopped for the evening. So I made the best of it and checked out some famous Parisienne landmarks from the top of the bus - Eiffel Tower, Arc de Triomphe, & Champs-Élysées. When it ended, I took the Metro back to my hotel, stopping for a chocolate eclaire on the way. Once back at the hotel, I headed for supper (chicken skewers with salad and a strawberry mojito). Early bed as I had a little jet lag.
The next morning I woke up later than expected, ate breakfast at the hotel and headed via Metro to Île de la Cité to see Sainte Chapelle. I was told by friends that this was a must see and it didn’t disappoint. Sainte Chapelle is famous for its 15 stained glass windows, each 15 metres high, the glass panes depict 1,113 scenes from the Old and New Testaments recounting the history of the world until the arrival of the relics in Paris. Amazing. As I was already on the Île de la Cité (tiny island community on the Seine), I walked around and headed past Notre Dame Cathedral to get a better look. You couldn’t go in as they are still restoring the church from the devastating fire in 2019. I then headed over to Île Saint-Louis for their famous gelato at Berthillon (pistachio in case you were wondering). I headed back across to see the Mémorial des Martyrs de la Déportation. A memorial to the 200,000 people who were deported from Vichy France to the Nazi concentration camps during World War II, located under Notre Dame Cathedral. I walked over to the bus stop and boarded the hop & off bus again. I took some more photos from the top deck while heading to the Arc de Triomphe. I got off the bus to climb to the top to see excellent panoramic views of the city and the twelve streets that converge in the square. It was 193+37+46 stairs, plus then up down and up the 37+46 again before heading all the way down.
After waiting for three full buses to get a seat in another bus, I continued on to the Champs de Mer for a great selfie view of the Eiffel Tour. Then back on the bus to the Palais Garnier (Paris Opera House). I had to see inside the famous opera house, so I booked a self guided tour. As I am walking through I am picturing the Phantom of the Opera playing out in my head. I got back on the bus and headed to the Louvre for some outside shots (no time to go into the largest museum in the world). I got back on the bus again, and almost did the route all over again to get back to the Eiffel Tour (I might have had a nap also). Once at the Eiffel tour I boarded the Bateaux Parisiens for a trip down the Seine. Unfortunately the clouds opened up and rained poured down for the rest of the night).
Once off the ship, I headed back to my hotel. I stopped for French pastries on the way for a late supper. It was an exciting 36 hour sojourn in Paris, now off to Amsterdam in the morning!
