I think one of the best things about Kamado’s character and what made his decision to banish the player so painful was how he was always the one to remind you that people will distrust you. Like before every mission he tells you that people will be wary of someone who fell from the portal and that YOU must prove yourself to them. So for him to turn around, especially when you’ve finished proving yourself, and for him to be the one who makes the call to kick you out, it’s a shock. He was always on your side, or so it seemed, and then you start realize the reason he said that was because deep down HE was the one who was wary of you. It always seemed like he meant the other villagers, but it was actually him.
Y'know what? I'm going to throw my two cents in. I don't think Kamado is as bad as people make him out to be. Yes, what he did was horrible, there's no arguing that, but it was not out of malice or selfishness. That much is obvious.
What I think people will disagree with me on is that Kamado isn't paranoid. I've seen plenty of fics where he's immediately antagonistic towards the Protagonist, but from what I remember that isn't the case. It's why the exile hurt so much.
That being said, it isn't too out of character from what was shown up to that point. Case in point, Lord Avalugg. Avalugg wasn't doing any harm to anyone, yet you are still sent after it. Throughout the mission, you are led to question if you are doing the right thing.
In this mission, it's easy to understand both sides: Kamado believes that Avalugg is a threat to the safety of everyone, and he isn't wrong for thinking so. All the previous nobles were destructive and out of control, and if Avalugg went out of control, his size would ensure an enormous amount of destruction. On the other hand, Avalugg truly isn't doing anything, he is causing no harm to anyone.
However, Kamado will not budge from the conclusion he's come to, which I believe shows his actual flaws. He isn't paranoid and irrational; he's rash and stubborn. He will come to a conclusion on the barest of evidence and will stick to that conclusion even if it's obviously wrong. This happened first with Lord Avalugg, then again with the player.
I believe that the stubbornness, at least in part, derives from his position of power. Given how he shifts to a far less formal accent during the finale of the game, it's fair to say that he's putting on a facade to hide weakness. This could extend to his stubbornness - if he backs down on a decision, especially if everyone thinks that decision was the right one, that will cause others to lose faith in him, which makes it harder for him to keep his people safe.
Most people are completely fooled by this act. The only exception is Beni, who is too loyal to disagree. But what is really interesting is that Kamado exiles the protagonist instead of imprisoning them. This can be interpreted in a few ways, but to me it feels like Kamado desperately, desperately wants to be wrong. So he's giving the protagonist a chance to prove as much. He doesn't just exile them out with no chance either, he tells them that if they solve the problem facing them - if they prove him wrong - then the exile will be lifted. But he can't put all his eggs in one basket, either, especially if he's right, so he organizes a team to try and deal with the problem. By the time you face him atop Mt. Coronet, he cannot simply back down. In his mind, he's come so close to fixing things that he can't stop, especially in front of the security team members. Once you beat him, though, he defers to you.
That's just my two cents, though. Without his exact quotes, I have a lot less to work from.

Welp, I’ve become emotionally invested in the funny little train twins thanks to Pokémon Legends Arceus, so have an obligatory “reunite the boys” comic.
I was thinking about how the first time Ingo smiles in any of the games (shh, forget about the anime and manga) is in Legends Arceus… while he’s separated from Emmet. Some dialogue in Pokémon Masters EX shows that Ingo isn’t very aware of what facial expressions he’s making, so he wouldn’t notice. He wouldn’t have the reputation of “that guy that never smiles” in Hisui, so nobody there would make a big deal out of it. So I imagined this reunion scenario where Emmet makes a very big deal about it, and the thought wouldn’t leave me alone until I drew it.
Bonus headcanon: I imagine the twins get into excitement feedback loops a lot. Where one is excited about something, the other responds with more excitement, which is echoed with even more excitement, and so on and so forth until it’s an enthusiastic shouting match. Which Ingo will always win because he’s Very Loud like that.
