Her last victim was probably the person who hired her for the last job she did or didn't follow through with. She actually DID retire from being an assassin partially because she grew bored of the work and partially because the thrill of killing lost its appeal to her. Now she sees it as a chore and would rather play with her victim instead.

Honestly it would be Alethea herself. Just like Clove, Phisc is forever bound to Alethea and she will continue to be in her service as long as she lives. So the only way for her to be truly free is to kill her captor. But this is only a wishful thought.
