RBI Mandates IT Services Framework For REs
The new comprehensive master direction on information technology governance, risk, controls and assurance practices to be implemented by Regulated entities (REs) comprising of scheduled commercial banks (excluding regional rural banks); small finance banks; payments banks; NBFCs in top, upper and middle layers; all India financial institutions and credit information companies effective from 1st April 2024 shall facilitate the easy administration of IT and cyber governance and compliance, in place of the prevalent multiple circulars.

In the case of foreign banks, the directions state that they shall be subject to a ‘comply or explain’ approach in terms of the applicability of these Directions and they do not need to constitute any Committees (Board or Executive level) referred in this Master Direction at the branch level. They have been given the flexibility to leverage upon controlling office/ head office/ regional/ zonal Committees for compliance with this Master Direction as long as governance obligations/responsibilities outlined for the prescribed committees are met.
The master direction clearly outlines the role (including authority) of the board of directors, board-level committee and senior management of these REs in discharging their responsibilities to protect the interests of customers. and consolidates and updates the guidelines, instructions and circulars on IT Governance Risk, Controls, Assurance Practices and Business Continuity/ Disaster Recovery Management issued earlier.
The master direction makes it mandatory for the REs to put in place a robust IT Service Management Framework for supporting their information systems and infrastructure to ensure the operational resilience of their entire IT environment (including Disaster Recovery sites). Further its stresses the need to have a documented data migration policy specifying a systematic process for data migration, ensuring data integrity, completeness and consistency. In the wake of cyber and IT fraud, RBI in its master direction has stressed the need for IT applications to have the necessary audit and system logging capability and ability to provide audit trails. Further, in order to strengthen the IT infrastructure, the RBI through its direction highlights the need to adopt internationally accepted and published standards that are not deprecated/ demonstrated to be insecure/ vulnerable and the configurations involved in implementing controls to be compliant with extant laws and regulatory instructions.
While the approval of strategies and policies related to the IT function lies in the hands of the Board, these directions put the responsibility on the CEO to institute effective oversight on the planning and execution of IT Strategy as well as to ensure that cyber security posture of the RE is robust; and overall, IT contributes to productivity, effectiveness and efficiency in business operations. The directions designate a Chief Information Security Officer (CISO) who will be responsible for driving IT/ cyber security, compliance and related regulatory guidelines, and administering policies of the RE.
From a compliance perspective, REs have to ensure that appropriate vendor risk assessment process & controls proportionate to assessed risk & materiality has been put in place. Further, it shall be the responsibility of the REs to maintain an enterprise data dictionary to enable data sharing among applications & information systems
The RBI through this master direction, recognizing the increased relevance of IT infrastructure in the financial services space, has detailed the mandatory implementation and review of the IT systems and applications in order to keep a check on the processes, data security and integrity, disaster recovery management as well as business continuity in order to protect the interest of various stakeholders including customers. The directions mandate the adoption of several procedures and processes like IT Strategic Planning, Service Level Management (SLM), product approval and quality assurance process (for new IT-based business products) in order to ensure that the banking sector delivers secure products and services to its clients. In this era of digitisation and increasing threats, the master direction provides the required structure and procedures to secure banking systems.

The Indian Institute of Technology (IIT), Kanpur will be hosting its 56th convocation on July 3 with NR Narayana Murthy as their chief guest. Indian Institute of Technology (IIT) Kanpur was established on November 2, 1959.
This year, a total of 2,127 students will receive their degrees. Apart from the degrees, various prizes and medals will also be awarded to students across several categories. IIT Kanpur will confer its highest honorary academic degree — the Doctor of Science (Honoris Causa) upon boxer and politician, MC Mary Kom.
Out of the 2,127 degrees, 236 are for PhD students, 15 from MTech-PhD (joint degree), 483 from MTech, 739 from BTech, 21 MBA students, 16 MDes students, 51 from MS (by research), 40 from PGPEX-VLFM, one diploma student from IIT (DIIT), 151 MSc (2 year course) students, 18 double major students, 125 students from dual degree, 14 from MS-PD (MS part of dual degree), 149 from BS and 68 students from eMasters degree programmes.

Tamil Nadu NEET UG 2023 Counselling: Directorate Of Medical Education (DME), Tamil Nadu has started the registration process for the National Eligibility cum Entrance Test (NEET) UG 2023 counselling process for 85 per cent state quota seats. It has released the application form for Tamil Nadu NEET UG 2023 admission (for MBBS / BDS Degree courses). Those students who have qualified the NEET UG 2023 can apply for these degree courses at the official website- tnmedicalselection.net.
As per the official notification, the counselling process has started specifically for management and government quota, and candidates have time till 5 pm of July 10 to submit their online applications.

Embattled Indian edtech startup Byju’s is looking for investors to sell a part of its stake in the educational institute Aakash Education Services, television news channel ET Now reported on Friday, citing sources.
Byju’s holding company, Think and Learn, is looking to dilute up to 20% of its total 70% equity stake in Aakash Education, sources told ET Now.
The company bought Aakash Education for $950 million in 2021.
The talks with prospective investors are early and preliminary, the broadcaster reported in a tweet.
Byju’s declined to comment on the report.
The reported plans of stake offloading come as a sharp contrast to the edtech’s earlier plans of listing Aakash Education through an IPO by mid-2024.
Byju’s, embroiled in legal and financial woes, saw three of its independent directors and auditor Deloitte sever ties with the company last week.

New Delhi: Medical education in India is going through its golden era, Union Minister of State for Health SP Baghel said today, asserting that doctors trained here are highly valued globally and one will find an Indian doctor in every part of the world.
Addressing the 42nd Foundation Day of the National Board of Examinations in Medical Sciences (NBEMS), he said healthcare workers have played a major role in enhancing the perception of India as a global powerhouse.
Union Health Minister Mansukh Mandaviya, delivering the keynote address at the event, said in the last two years 25 courses have been introduced. “This growth serves to provide greater opportunities for medical students and India is able to garner the best health services and expert doctors, serving to fulfil the nation’s requirements leading to a healthier society and healthier nation,” he said.
Reiterating that the medical sector plays a paramount role in the country’s development, Mandaviya urged students to commit to contributing and shaping India into a developed nation. Praising Prime Minister Narendra Modi’s vision of “One Earth, One Family, One Future”, Mr Baghel said, “It inspires us to strive not just for a healthy India but for a healthier world aligned with the motto of ‘One Earth, One Health’.”
Medical education in India is going through its golden era, he said and asserted that Indian doctors are valued so much that one will find an Indian doctor in service in every part of the globe. Baghel termed the Ayushman Bharat Health Account card as one of the greatest developments India has seen since Independence, enabling healthcare services to reach the most remote areas and benefit the marginalized community.
Addressing the gathering, NITI Aayog member (Health) Dr V K Paul praised the growth and development of medical education and institutions, highlighting their transformation in the last eight years.

New Delhi: The Delhi High Court has said it will hear on July 3 a plea challenging the preliminary examination of Civil Services Examination, 2023 conducted by the UPSC.
The petition, filed by 17 civil services aspirants, seeking quashing of the Union Public Service Commission (UPSC) Civil Services Preliminary Examination, 2023, and for re-conducting the preliminary test and general studies paper 1 and 2 came up for hearing before a vacation bench of justice Manoj Jain.
The plea also challenged the press note issued by the UPSC on June 12 declaring the results of the preliminary examination, and sought direction to the commission to publish the answer key with immediate effect.
The judge ordered listing of the petition on July 3.
During the hearing, advocate Naresh Kaushik, appearing for the UPSC, raised a preliminary objection on the maintainability of the petition, saying the Central Administrative Tribunal (CAT) was the competent forum for hearing the matter.
The petition, filed through advocate Rajeev Kumar Dubey, said the petitioners were aggrieved by the “arbitrariness” of the commission in conducting the entire recruitment cycle.
“Not providing to the students the answer key of an exam they have appeared for, not considering the representations of the candidates despite a particular time window being provided for the same, and asking questions, which are disproportionately vague, testing candidates’ ability to answer only on the basis of guesswork, is not only arbitrary but defies all principles of fairness, logic and rationality,” it said.
It said when a competitive exam is conducted, the answer key to the multiple choice questions is prepared in advance so it can be released after the exam has been conducted, thereby giving the candidates a fair idea of evaluation.
However, in a recent press note of June 12, it mentioned that “candidates are also informed that marks, cut off marks and answer keys of CS(P) Examination, 2023 will be uploaded on the Commission’s website i.e. https://upsc.gov.in only after the entire process of the Civil Services Examination 2023 is over, that is, after the declaration of final result”.
The petition said almost all state Public Service Commissions and other authorities like the High Court of Delhi in respect of Delhi Judicial Service Examination, IITs, NLUs and IIMs release the provisional answer key within a week of the conduct of an examination and invite objections from the candidates. They then release the final answer key by modifying their provisional answer key based on the objections, it added.

ÉVRY- COURCOURONNES: French Prime Minister Elisabeth Borne said Friday that the government was considering “all options” to restore order, including declaring a state of emergency, after a third night of rioting over a police officer’s killing of a youth.
Asked by reporters if a state of emergency was a possibility, as some right-wing opposition parties have demanded, Borne replied: “I won’t tell you now, but we are looking at all options, with one priority: restoring order throughout the country”.
The prime minister, who was visiting a police station in Evry-Courcouronnes south of Paris, is to attend a crisis security meeting chaired by President Emmanuel Macron at 1:00 pm (1100 GMT).

Macron cut short a trip to Brussels for an EU summit on Friday and was said by an aide to be prepared to adopt new measures “without taboos”, though some ministers in the cabinet are known to be opposed to a state of emergency.
During the nationwide urban riots in 2005, the right-wing government at the time declared a state of emergency after around two weeks of clashes, the first time the measure had been used in mainland France since the 1950s.
“We are calling for a curfew initially, then the imposition of a full state of emergency and the mobilisation of all the forces of law and order in the country,” spokesman for the far-right National Rally Sebastien Chenu told LCI television Friday.
“Right now we’re at the bottom of a cliff and we need to be extremely tough,” he said.
The head of the right-wing Republicans party, Eric Ciotti, had called for a state of emergency on Thursday, saying “The nation cannot waver in any circumstances”.
Around 40,000 security forces were deployed on Thursday evening and 875 people were arrested overnight, according to the interior ministry.
Admission of ‘failure’
France lived under a state of emergency for two years following the November 2015 terror attacks by jihadist gunmen that left 130 people dead at the Bataclan concert hall, restaurants, and the national sports stadium.
Many of the anti-terror provisions in the emergency law, including giving the government powers to close places of worship and restrain people without trial, were included in a new law passed in 2017 under Macron that was widely criticised by civil liberties groups.
An aide to Macron had played down the possibility of emergency law on Thursday, saying that there was “no need for an over-reaction”.
Housing and Urban Affairs Minister Olivier Klein also spoke out against it on Friday, telling France Inter radio that it would be “an admission of failure”.
“I think we still have other options,” he said.
Clamart, a suburb southwest of Paris, became the first area to declare a nightly curfew on Thursday, while public bus and tram services in the capital region were stopped at 9:00 pm, — a measure that will now be imposed nightly for an indefinite period.

AMETHI: A man has been arrested in connection with a threatening post on social media against Bhim Army chief Chandra Shekhar Azad who was shot at by unidentified assailants two days ago, police said on Friday.
A bullet grazed Azad’s abdomen when unidentified assailants opened fire at his car in Saharanpur district’s Deoband on Wednesday. The car used in the attack has been recovered while the Bhim Army chief was discharged from hospital on Thursday.
In a statement on Friday, Amethi’s Superintendent of Police Elamaran G said that taking cognisance of the death threats to Azad on the Facebook page ‘Kshatriya of Amethi’, the police on Thursday registered a case under section 506 of the Indian Penal Code and the Information Technology (IT) Act.
Vimlesh Singh (30) was arrested on Thursday in connection with the post.
Prima facie, Singh was not found to be involved in the attack on Azad, but preventive action was taken to maintain peace and order, the police statement said. Advance legal action will be taken if any new fact comes to light during the investigation in the case, it said.
Six days ago, a post on the Facebook page claimed that Azad would be killed by the Thakurs of Amethi in broad daylight.
On Thursday, another post on the same page said that Aazad has been shot in the waist, but “next time he will not survive”. It also warned of a massive agitation if any innocent Rajput is implicated in the attack against the Bhim Army chief.
Talking to reporters after being discharged from Saharanpur District Hospital on Thursday, Chandra Shekhar Azad accused the Uttar Pradesh chief minister of turning a blind eye towards incidents of crime in the state.
“Chief Minister Yogi Adityanath’s silence on this incident shows that he is patronising crime in Uttar Pradesh,” he alleged.

IMPHAL: Congress leader Rahul Gandhi on Friday visited two relief camps at Moirang in Manipur’s Bishnupur district, party officials said.
Gandhi, who reached Moirang by a chopper from Imphal around 9.30 am, met a number of affected people and listened to their plight.
Party sources said both the camps that Gandhi visited shelter around 1,000 people.
Gandhi was accompanied by former Manipur chief minister Okram Ibobi Singh, party general secretary (organisation) KC Venugopal, PCC president Keisham Meghachandra Singh and former MP Ajay Kumar.
Moirang is historically known as the town where the INA hoisted the Indian tricolour in 1944.
Gandhi will also meet intellectuals and civil society representatives in Imphal during the day, they said.
On Thursday, he visited relief camps in Churachandpur, one of the worst affected towns in the ethnic rioting, which has plagued the northeastern state for the last two months.
High drama ensued during the trip, as his convoy of cars was stopped at Bishnupur by the local police, fearing the carcade may face attacks. Gandhi eventually turned back and flew down to Churachandpur by helicopter.
The Congress leader is on a two-day visit to Manipur to “bring a healing touch” to local communities.

Assam cop dismissed for sexually assaulting girl inside police station

GUWAHATI: A police inspector was dismissed from service for allegedly assaulting a girl and taking her objectionable photographs in a police station in Assam’s Nalbari district, a top officer said.
After initially being placed under suspension on Thursday, the inspector who is currently absconding was dismissed from service later the same day, he said.
“Being convinced of the instant case being rarest or rare, and as the Director General of Police and Head of Police Force of Assam, and in accordance with extant law & rules, I have decided to dismiss Inspector (UB) Biman Roy from Assam Police,” DGP GP Singh said in a Tweet late on Thursday.
The case originated when a minor girl filed a complaint against the police officer, alleging that he clicked nude pictures of her and harassed her in the presence of other officials inside the lock-up. The incident occurred at Ghograpar Police Station in Nalbari.
The girl and a man were taken into custody on June 21 in connection with a child marriage case.
Inspector Biman Roy, who served as the former OC of Ghograpar Police Station, is the prime suspect in the case.
A case against the police officer has been registered with Nalbari police station under IPC Sections related to wrongful confinement of a person with the intent to insult the modesty of a woman read with certain sections of the Prevention of Children from Sexual Offences Act, 2012 (POCSO) related to use of children for pornographic purpose. Following the victim’s FIR, the DGP assured that the strongest lawful action would be taken against the sub-inspector if found guilty.
The Nalbari Superintendent of Police had admitted that the police had violated the norms by keeping a girl in the police station at night when she should have been sent to a state-run home for a night stay.
Expressing his anguish over the incident, the DGP said Assam Police will work to ensure that its glory remains intact and the dismissal of the inspector will serve as a warning to all officials to maintain the ‘sanctity’ of police stations.
“When we entered the police service at SVP National Police Academy Hyderabad, it was always taught to us that the police station is a temple for all police personnel and the safest refuge for the citizens. Today I am deeply disheartened and anguished at the turn of events,” the DGP Tweeted.
While an inspector has “let us all down” and the entire force stands distraught, the DGP assured that he shall use the power vested on him “to the maximum to ensure that the glory of Assam police remains intact”.
The DGP said the dismissal of the inspector should send a strong message to all serving police personnel about adherence to the law of the land and the idea of the chief minister to shape the force dedicated to the service of the people.
“This may also be taken as a warning and advice to all Assam Police personnel, to maintain the sanctity of police stations and ensure that police stations remain the safest place for our children and women,” Singh wrote on the micro-blogging site.
He added that anyone not discharging the duty to keep the citizens safe in police stations “shall invariably face similar consequences”.

23,000 street children identified across country being rehabilitated: Official

NEW DELHI: As many as 23,000 street children identified across the country with the help of a web portal are currently being rehabilitated, officials said on Friday.
The identification process was carried out on ‘Bal Swaraj’, a website where information about such children is uploaded and tracked in order to rehabilitate them, a senior official said.
According to officials, these children are categorised into three groups.
The first category consists of children who have either run away from their homes or been abandoned by their families and are living on the streets alone.
The second category comprises children living on the streets with their families.
The third category includes children who live in slums and are out on the streets during the day but return to their homes at night, they said.
Out of the 23,000 street children, 53 per cent stay on the streets with their families, 43 per cent stay on the street during the day and then return to their homes at night and 4 per cent live alone on the streets, officials said.
The rehabilitation process in all three categories is different. While children who are alone are sent to shelter homes, those who live with their families in slums are linked to welfare schemes, they said.
A majority of children who live on the streets with their families include those who have moved to a bigger city in search of better opportunities.
Such children are repatriated to their villages and linked to welfare schemes there, officials added.
Explaining the rescue and rehabilitation process, the officials said when a child is rescued and presented in front of the child welfare committee (CWC), a social investigation report and an individual care plan are prepared.
After that, a committee gives recommendations for rehabilitation.
The last two steps consist of linking the child with welfare schemes and then following up on him or her, they added.
