How Paldea works (Monterra edition)

Paldea has a constitutional parliamentary democracy and a prime minister, but while in the past this body has essentially ruled over the region, the last ten years they have become increasingly hands-off, only focusing on funding and legislation. Everything else is more or less funneled through the pokemon league. Geeta is, by the amount of duties and responsibilities she has, the proper head of state, and is actively working to essentially merge the two to further her dream of a better Paldea.

The Champion Assessment and all its parts was devised as a way to keep just any trainer from being champion. The Interview is unflinchingly upheld to keep out people who will simply abuse the title or are just looking to collect champion titles like they're trading cards. Champion rank in Paldea is an extreme responsibility, you'll be asked to assist with league operations, and called to action if anything ever threatens the region (assuming you're physically able to do so), therefore only those who genuinely, honestly answer the questions correctly are permitted to even challenge the Elite Four. Rika can (and will) fail you on vibes alone if she determines you're only reading from a script and not being honest with your answers

Because of the nature of the Top Champion position, it is inherited. The current Top champion will select a current champion ranked trainer to personally train to eventually take over their position, this is currently happening with Geeta training Nemona.

The Elite four are chosen primarily on a sponsorship system, where a current Elite four member will pick and train a champion ranked trainer when another member has indicated their intent to resign/retire. The sponsored champion is then subjected to a far harder version of the champion assessment, where they must run the gauntlet again, but against the other members higher leveled teams. If they succeed, they earn the title. If not, it's another year of training, or they drop out completely.

The E4 and champion have two separate teams. One is known as the 'regulation' team, and is only used when students are challenging the league. Its a strong, but intentionally flawed team build, forcing them to sandbag a little so the kids have a fair chance. Students can be molded further into the champion rank through deeper training, which prompts the need for holding back against them. Anyone older then 17, though, takes on a much stronger version of these teams, where the Elite four and champion are allowed to take the proverbial gloves off and go a little harder, utilizing more competitive strategies to really challenge the applicant, as an adult should have more of a grip on pokemon battling then a child.

An Elite Four has the capacity to become Top Champion in case anything happens to the current one, similar to how the US president and Vice president line of succession works. If Geeta, for whatever reason becomes unable to perform her duties as top champion, the duty falls to the next in line. The current line of succession is: La Segunda (Rika), El Tercero (Larry), and El Cuarto (Hassel), El Quinto/La Quinta is currently a vacant position because Poppy is too young to inherit it, but it would likely fall upon Nemona or the MC should the title ever need to be invoked.

AREA ZERO IS STRICTLY OFF-LIMITS TO ANYONE AND EVERYONE. THE ONLY WAY TO BE GRANTED ACCESS IS TO BE INVITED BY THE PROFESSOR THEMSELVES OR GRANTED EXPRESS PERMISSION BY THE PALDEAN GOVERNMENT. There are cameras and motion sensors EVERYWHERE that will IMMEDIATELY alert the Elite Four and champion if a human presence suddenly enters the space, prompting search and rescue efforts and heavy punishment for the perpetrator, up to stripping them of their trainer license and jail time- if they're not immediately killed by paradox pokemon of course.

Paradox pokemon escape from the crater occasionally, and their existence is kept as an extremely confidential secret. The Elite Fours main duty outside of the usual is to capture and contain these escaped paradoxes, which usually sees them closing off roads to make sure trainers keep a wide berth under the guise of a 'vicious pokemon outbreak.' The Hospital in Levincia is uniquely partnered with the league to keep knowledge of these pokemon from getting out while they treat any elites injured because of the paradoxes.

Paradox pokemon DO NOT PLAY FAIR. They'll attack the trainer giving commands as well as the pokemon itself- whichever one is the bigger threat in the moment, they're incredibly dangerous and unpredictable.

Tera orbs are obtained only through a letter of recommendation from either the academy staff or a current champion ranked trainer. They're attached to your trainer ID and heavily tracked, as the level of power they command has the potential to cause damage to both the region and other people if not used correctly.

-- As in, due to his horrible, awful mental state, he is not at a point where he could gracefully mourn somebody that he actually cares about. Sure, plenty of people surrounding Proton have died, it comes with his lifestyle. None of them really mattered though, so he simply shrugged it off and went along with the ride. So, if something were to actually happen, and somebody he held dearly were at risk of death?

No need to mourn when he can just infect them with Fragmentation Syndrome, and subject them to the same state of limbo that he exists in. It's horribly selfish, but that's exactly what he would do. When Proton decides that he likes somebody, your autonomy becomes dubious, and he is always going to assure that nothing stands in the way of keeping you around.

Not even death.

Lugia and the Song of the Sea

There is a dance passed down from generation to generation in the Orange Islands. This dance is done in the costume of the native people, done by a maiden of the appropriate age. This dance is done once a year during a special festival about a hero of legend, passed down by word of mouth from ages old.

Even in Johto, this tradition has kept going on as well.

A crown of hibiscus flowers, a long, translucent veil, a breezy, yet lovely dress in pure colours (normally blue and white) to represent Lugia, whose song was passed down to them. Usually the maiden picked to perform this dance is between the ages of 13 - 18.

Aside from learning the dance, they are expected to learn the song on an instrument known as an ocarina. However, being able to play it on a flute as well is considered an acceptable substitute. In the Orange Islands, they choose to use an ocarina, but maidens in Johto do the dance using a wood flute.

The dance is sweeping, slow and deliberate -- like the movements of Lugia swimming through the ocean, the song playing mimicking its whale song, which is known to calm even the most turmoiled of souls. The maiden is often barefoot and if a stage is used, sometimes it is a shallow pool of water, so that the dancer can expertly kick up water at all the right times. If done correctly, the droplets catch the light and create temporary rainbow effects.

Verse where Poppy's parents are shitty assholes or dead, the Elite + Geeta has joint foster care custody of Poppy. They each have one week with her and because of this, Poppy has toys and clothes in everyone's places and they are quite specific to the person she would be living with.

At Rika's place, there are many soft toys and a sandbox next to a little pond/artificial swamp so she can play alongside Rika's Pokemon and her own. Her clothes are hand me downs there, but she likes them. They're very comfy and easy to play in.

At Hassel's she has an endless supply of crayons, coloring books, paint and loads of sketchbooks. She also has a few paint by numbers, because she's not good at choosing colors on her own. Most of her wardrobe comes from Hassel and she likes it when for bed time he brushes her hair.

At Larry's place he has a small gaming system for her. She knows he's busy, but he's always next to her typing away at a computer when she's playing videogames. He always makes sure to stop every once in a while to see if she's having fun. And if she asks for a new game, he considers it and eventually buys it for her after saving up for it. Her collection at Larry's home is small, but games she's replayed a million times. He likes going to the local bargain mart to get her clothes and they're always at least one size bigger, so she can grow into them and keep them longer.

At Geeta's, she's treated like a little princess. As in she has more books and educational toys, than anything else. She has tutors sometimes, that drop by, because she is well beyond the level of her peers. Her clothes are nicely tailored and her favourite dress is the grey one she wears with the little bonnet. But the most precious time are the stolen moments when she is in Geeta's care, when the two of them can be real and vulnerable with each other. Where Poppy is allowed to cry and cling and be a little girl in need of protection, and in turn, Geeta sometimes tells her things that she won't tell the others. Little secrets that they can't know, that Poppy can, just for the sheer fact she is a child, who could she tell?

Poppy loves her fellow elites. One day she will grow up and pay back their kindness.

The crocodilian that pops out from the red light throws his head back, bellowing with his arms up-- as if he were whining-- pouting and sighing. Krookodile lowers his head down, huffing through his nostrils and thumping his tail into the ground in a show of displeasure.

"--Can ya believe his ability is Intimidate????" Giacomo snorts.

Krookodile opens his jaw wide and bellows AGAIN, convinced that he was a Tyrantrum rather than a desert crocodile.

"And THIS big boy is Krookodile. He's the friendliest guy on the team! Gets along with everybody, ain't all that uh--" he drops his voice into a whisper.

"Ain't all that smart though. He's all teeth and muscle. That Crunch hurts."

Krookodile turns around, tail thumping on the ground again, this time to the beat of the music playing from Giacomo's laptop. He's got his eyes on Cacturne-- he'd chased the big swaying doofus of the desert when he was a Krokorok.

Whirl islands

It is said that the Whirl Islands were once one whole island, sundered by Lugia itself when humanity showed its avarice and pointless, futile conflicts before it. It was once called Waterfall Island, a beautiful place between the mainland and Cianwood, with several waterfalls, making it akin to a paradise. Lugia often visited this island, to rest and to tend to its favoured humans privately, tutoring them in becoming a fine leader.

Selfish nobles fought with the chosen ruler of Johto, destroying the natural beauty of Waterfall Island in their fights. Having enough, Lugia chose to destroy the island and sending the nobles trapped on the island to the murky depths of the sea as punishment, saving the ruler of Johto, returning him to the mainland on its back.

Due to how they died, it is said that the souls of the drowned nobles still haunt the islands, wandering the waters and pulling down unprepared swimmers and sailors in their wrath. For one hundred years prisoners of the state would be sent to the now dubbed Whirl Islands with nothing but one bag of rice and their wits to survive as punishment, though 50 years ago this cruel practice was done away with.

Locals in Cianwood would use stories of the ghosts and prisoners being sent there with very little as a way to scare local children to behave, or they would be given to the ghosts, the most well known bogeymen of Johto, told that they would join them and never return.
