A strategy for Kerala’s Food Security and Sovereignty
People’s participation is key to ensure food security. All projects being taken up in the state should be participatory, people-driven with community buy-in and social acceptability. 
Promotion of practices such as cultivation of multiple crops on the same farm and also supporting other species (for example: fish cultivation along with paddy) at the same time can lead to increased profit and productivity. 
Localized food production suitable to local climate can ensure that diversity in food is restored. If not addressed in time, the existing problem of food security in our state will become more severe due to the economic crisis and change in the climate.

Formation of Farmers Forum
A ward level farmers’ forum will be formed including members from various social groups including students. Membership should be available irrespective of the political interest. Higher level forum at Panchyat, Block, District and State level can be formed with the elected or selected members from the ward level forum.
Ward Level Survey
A ward level survey could be conducted to identify the land suitable for paddy, tuber crops, vegetables, beans, fruits, pulses, millet and fish. Having completed the mapping soil testing could be done with the help of agriculture department. Poultry and animal husbandry could be considered as a separate project.
Having identified the land, the second stage of the study would be on the scope and challenges of farming in such areas for any of the food items mentioned above. Special focus should be on attack of animals, pest management, soil degradation, availability of water, water clogging etc)
The next step will be to decide the responsible individuals and groups for the agriculture activity. It could be the land owner, an individual (other than a family member of the land owner), an existing social group (eg: Kudumbasree), or a new association of people for farming.
These three steps will enable the Panchayat to prepare an agriculture map and future action plan.

Major Responsibilities of Farmers Forum at various levels
Promote farming and monitor farming activities in the respective areas
Avail machinery, seeds, labour support, resolve various issues, and marketing the products
Documentation of the progress of the work and prepare case studies to showcase
Organise various programmes for innovative farming techniques, successful practices and experience sharing through various means such as video shows, exposure visits, seminars etc.
Green Army
People who are already working in various traditional work could be part of this, so that every area will have sufficient labour force whenever required. They will be free to work in their traditional work when there is no demand in agriculture sector. There should be sufficient number of people to register with this group to avoid shortage of labour force. 
Community can identify and develop more Green Jobs such as preparing organic manure, nursery, fruit forest, vegetable garden, protecting water bodies, ecologically sensitive land, building ecofriendly homes, educational and health services etc.
Panchyat level seed bank and manure production unit
In order to have self sufficiency in seeds and fertilisers at least a Panchyat level centre has to be constituted and later it could be more decentralised. Cow dung, cow urine and biomass are very essential ingredients along with other materials for sustainable fertilisers, therefore animal husbandry should be the responsibility of the community in view of various constrains for families at present.   Local resources and technology could be identified to produce fertilisers to the extent possible.
Marketing
The local produces should reach to the local people first and this could be through usual marketing system or mutual exchange. Howe ever the priority should be for the well being of the community rather than making profit.
Training
Green Army and other farmers should be given training time to time to improve the efficiency and productivity
Social Media
Social media could be used to connect the farmers in a cluster of ward to promote farming and share experience and earn support.
Four tier farming
Small scale farmers should ensure the variety of food plants to ensure the nutritious requirement of the family and neighborhood is considered while selecting the plants in their yard. Large Scale farmers can focus on crops that are difficult to cultivate by small scale farmers and the requirement of the community at large. All of them should include perennial as well as seasonal crops including grains, tuber crops, vegetables, beans, fruits, pulses, millet and fish
Small Scale Farming in up to 50 cents of land (by the individual and family of the land owner)
Small Scale Farming in up to one acre of land (by a group of individuals farming done in private land or other land)
Large Scale Farming (by individuals or family members together in more than 50 cents)
Large Scale Farming (by groups of individuals in more than one acre)
Thus premises of each home, and other suitable land could be utilised to produce food required for the community.
Financial support for farmers
It is seen that a group of people who can completely dedicate their time for farming and related activities are essential for the success of agriculture activities. Therefore an individual whose sole source of income is confined to farming and related activities should be able to earn minimum of 15000/- per month. To support them in adverse weather conditions or other crisis situation is the responsibility of the State. Therefore special package should be announced for farmers who belong to Large Scale Farming. It can be done considering their overall involvement in ensuring food security for the community or other area of service. There should be minimum number of Large Scale Farmers who can contribute significantly to ensure food security of the community in each ward.
The members of Green Army can earn their wage from the day today agriculture work and remaining days they can earn their living from other traditional work they have been involved. Zero interest loans should be provided on the basis of requirement to the farmers.
