LA SECONDA VITA DI FRACCARO: CONSULENTE PER I DANNI DEL SUO SUPERBONUS. E LAVORA ANCHE CON TREMONTI

Riccardo Fraccaro da sottosegretario di Giuseppe Conte nel governo rossogiallo ha creato il controverso Superbonus 110 per l’edilizia (“sono il papà di questa riforma”), poi lo ha difeso da deputato  mentre Mario Draghi guardando  i conti e le truffe si metteva le mani fra i capelli e adesso, che non siede più in Parlamento, lavora come consulente per sanare i danni prodotti dalla sua legge.

E lo fa, da libero professionista, anche con il prestigioso studio tributario che fa capo a Giulio Tremonti, ex ministro dell’Economia dei governi Berlusconi, attualmente onorevole di Fratelli d’Italia, il  partito di Giorgia Meloni che gli ha affidato la presidenza della commissione Affari esteri e comunitari della Camera.

D’altronde: chi conosce meglio dell’ex grillino Fraccaro il pasticcio (per le imprese e per le casse pubbliche) della cessione dei crediti d’imposta causato dalla  legge di cui è stato artefice? Questo intreccio, di cui è venuto a conoscenza il Foglio, è un piccolo grande apologo su un protagonista del vecchio M5s.

Che in questo caso ha prima creato il problema e poi, una volta uscito di scena perché non più ricandidabile per la regola dei due mandati, dovendo mettere insieme il pranzo e la cena, ha pensato bene di diventare (legittimamente) consulente del guasto procurato.

Sicché dallo studio di Tremonti è arrivata poco tempo fa  una commessa a otto zeri per piazzare i crediti d’imposta acquistati dalle banche. Il compito della società di Fraccaro è quello di riempire il plafond che gli è stato affidato girando per le imprese che si ritrovano con questi crediti incagliati perché non riescono a scalarli dalle tasse o a cederli.

Un tema che Tremonti ben conosce, da politico e da tecnico. Tanto che lo scorso 25 giugno dalle pagine del Sole 24 Ore tuonò contro “le truffe del Superbonus edilizio”. Aggiungendo che dopo le prime grane il “governo sarebbe dovuto intervenire subito perché il settore ormai è drogato”.

Fraccaro, 42 anni, veneto di Montebelluna, ma trentino d’adozione, ha rappresentato da sempre la parte più attenta alle nomine, ai tributi e alla finanza del M5s. Da ministro del Conte I, governo gialloverde, si propose fin da subito come cinghia di trasmissione fra il grillismo di piazza (e di balcone) e il mondo milanese della Casaleggio associati.

La scintilla con Tremonti scoccò alla luce del sole, anzi di un portone, grazie all’inviato della trasmissione “Tagadà”, di La7, Luca Sappino. Erano i tempi dei giorni folli del Quirinale quando a un certo punto Salvini e Fraccaro vennero pizzicati, quatti quatti, mentre entravano in un palazzo di Via della Scrofa, sede di studi di commercialisti dove una volta c’erano anche gli uffici di Tremonti. Tra mille smentite di rito, si venne a sapere che Fraccaro aveva promesso un gruzzoletto di voti grillini a Salvini per l’elezione di Tremonti al Quirinale.

Una mossa che per poco non gli costò l’espulsione dal M5s, appena Conte se ne accorse, scoprendo poi che il suo ex ministro era anche nel collegio dei probiviri (quindi si sarebbe dovuto cacciare da solo). Com’è finita la faccenda è abbastanza noto: Sergio Mattarella è stato rieletto, dopo qualche mese il governo è caduto, si è andati a elezioni anticipate. 

Con Fraccaro che è uscito di scena, una volta esaurito il bonus mandato, e Tremonti che è tornato grazie a Meloni alla ribalta (immortale il suo debutto alla convention del maggio scorso di FdI a Milano contro “Draghi, l’inglese e il governo dei migliori”). Mentre, nel frattempo, il Superbonus continuava a macinare debiti (75 miliardi il costo complessivo) e crediti incagliati (circa 20 miliardi).

Adesso le strade del grillino e dello studio del professore (un’eccellenza che offre “un’ampia gamma di servizi in materia di consulenze fiscali”) sembrano essersi di nuovo incontrate. Attraverso una commessa da capogiro. C’è chi parla – anche se è sempre volgare tirare fuori i soldi – di una missione da 200 milioni di euro di crediti d’imposta.

Chissà. Lontano dai radar della politica l’ex grillino di tanto in tanto difende la sua riforma, osteggiata da Draghi e poi da Meloni. E se ne va in piazza, con Conte, fra gli esodati del Superbonus. Per convinzione e per lavoro (contattato da questo giornale Fraccaro non vuole commentare).
