What is the Office of Naval Intelligence's official stance on the matter of the Spirit of Fire's recent sightings?
As of present, the UNSC Spirit of Fire is lost with all hands. While it is not impossible for the ship to still be active due to cryogenic suspension of the crew, the sightings have yet to be officially substantiated. Until such confirmation is received, the status will not change.
That said, we could really use James back right now.

Happy birthday to Captain James Cutter!
Today is his -455th birthday!
Cutter began his military education with an eye towards command and astronavigation. Between 2517 and 2519, he was attached to various vessels of military, diplomatic, and even civilian types. He would eventually achieve the rank of commander and be station aboard the UNSC Glasgow. The Glasgow participated in significant engagements against the Insurrection, catching the attention of UNSC command. He would eventually be offered the role of captain the colony ship Spirit of Fire, and accepted.
Despite offers to command warships, Cutter was content to stay with Spirit, as its station kept him close to his family. During this period, he met Terrance Hood, who served as his executive officer for a time until he used his influence to get Hood command of his own vessel, playing a major role in his advancement.
During the Human-Covenant war, Spirit primarily served as ground support for a fleet, providing supplies and munitions. Spirit played a major role in the long battle to reclaim Harvest. Once the engagement was over, Cutter was ordered to investigate a remaining Covenant presence.
During this campaign, Sergeant Forge uncovered a Covenant plan to access a Forerunner shield world that was home to a fleet of Forerunner dreadnoughts during a scout of Harvest, a discovery that would quickly end the war in the Covenant's favor.
Stopping the Covenant from accessing the fleet became the priority, and the Spirit of Fire pursued them to the shield world Trove. There, Cutter made the difficult call to arm Spirit's slipspace drive to self-destruct, causing the shield world's sun to go supernova and destroy the planet, destroying the dreadnoughts but also rending the Spirit of Fire and her crew unable to go home.
The plan was a success, and the crew went into cryostasis. Before entering cryo, Cutter wrote several commendation and condolence letters, preparing them for whenever they were found. Spirit drifted for 28 years, and was deemed lost with all hands.
When the Spirit of Fire went missing, Terrance Hood, having never forgotten what Cutter did for him, continued to support both Cutter's wife and daughter, and his son Daniel, who was the product of an extramarital affair.
In 2559, Spirit's automated systems woke the crew, having been designed to wake them under certain conditions. In this instance, the crew was roused due to entering proximity to the Ark. Having missed the latter-half of the war, they did not know the significance of their find, but picked up a UNSC signal. They deployed to the surface, and it was there that they learned of the end of the war, and of the rise of the Banished.
Their mission changed to suppressing the Banished presence on the Ark and, after dealing a significant blow to Atriox, continue to do so.
In canon (~2560), he is turning 82!

Lovelace and Hilbert. The dynamic going on during Change of Mind? *Chef's kiss* In a universe where Hilbert didn't commit atrocities these two would be absolutely incredible.
Rachel and Kepler. Unstoppable force vs. immovable object. Saw a post describing it as toxic Yuri energy and I couldn't agree more. I want to see two girl bosses tearing each other apart.
Cutter and Pryce. Cutter acts like they're bffs while Miranda keeps a cold clinical demeanor... I bet Cutter throws her office birthday parties and sends her notes with smiley faces tacked on the end :)
Minkowski and her husband. I'm just being nosey.
Hera and Rhea. Not technically feasible in canon but they're basically siblings. I want to see how Hera would act. I feel like early-series Hera would be the sort of person to jealously fight with her siblings but end-of-series Hera would be supportive and bond over shared trauma.
Maxwell and Hilbert. Those two give off "I'd rather work than deal with people" energy and I feel like there's an AU somewhere that could extrapolate on this.
Eiffel and his daughter. ;^;
I'd also say more Kepcobi fodder but that would just make the finale punch even harder in the gut. O7 in the chat to the shippers.

Do we know how Cutter met Steve?
Hi nonnie! I saved this for a few days to answer during my celebration. I hope you don't mind, I just love this question! "We" don't, but I certainly do, so let me share:

Steve and Cutter have known each other for about 100 years.
I think during the Prohibition era Steve was really involved in the organized crime happening in New York and Chicago. He knew Al Capone, Lucky Luciano, Arnold Rothman, all those guys.
Cutter was a gangster's moll. So through her boyfriend, she would have known Steve in passing, but obviously had no idea he was a vampire.
I think Steve always kind of liked her. From his vantage point, I think she had a better head on her shoulders than a lot of the other girls who hung around and was really savvy about the sorts of things her man was involved in. Steve would have really admired that. Plus, she was a flapper, so she was probably a really good time. And I'm sure it didn't hurt that she never raised an eyebrow at all the violence that happened around her.
One night, they were all at a speakeasy, with business happening in the back room. The deal went bad, and Cutter ended up on the wrong side of a tommy gun.
Steve, seeing an opportunity along with the potential in her, acts quickly and turns her.
I think she took to being a vampire like a duck to water and quickly proved her worth to Steve.
And she's been by his side ever since.
