Which magic was more powerful? The magic of the present or the magic of the times of archmage Tangriel?
I'd say that the actual "power" of magic hasn't changed, just the way it's used and applied has! It's more like fashion--we're still using much of the same materials (cotton, linen, etc.) as, say, the Victorians to make our clothes, but the way we style and shape them is extremely different, even if the base substances remain the same! I'd say the primary difference between the magic of the modern day and the magic of Archmage Tangriel's time is merely complexity: they could use magic to do certain really complex, esoteric, or large-scale things well (things that modern magic struggles to figure out how to do), but it could take weeks or even months of labor and calculation and weaving, while modern magic is more efficient, straightforward, and takes less effort on an individual level, but is also more limited in broad scope!
It's like the difference between asking a person to construct a gun from scratch or fashion a spear out of what's lying around. Depending on your specific needs, the spear could be all you need, especially if you don't have time to make the gun (say, if a zombie were bearing down on you), but if you took the time to make the gun, the gun would ultimately be more versatile and be able to do a broader range of things, though you'd have to take the time and effort into making it, refining it, and figuring out how to use it over a period of months!
