On the off chance you're actually asking for advice and not just memeing (totally cool if you *are* just memeing I just wanna help if you're not), it's the same way you drew the the skirt ruffle thing! Draw the wave-y bit around the neck like you did on the waist, then do the lines.

Apologies again if you were just memeing, and if this didn't explain enough, sorry again. If you have anonymous submits turned on I'll try throwing a mini tutorial thing your way if you'd like, in that case!
