Why does Fletcher wanna kill Lanna and feet? Do they owe him money? Or is he a yandere?

Actually, Fletcher wants to kill Fret for the bounty the guy has on his head. Something in equivilance to Trigun Vash the Stampede's 66,000,000,000.00$$. Basically, Lady Carossa wants nobody in Fret's family to still be alive once she's done with the total conquest of Grawoul. Fletcher, being a space pirate with a love of money, does not mind the collateral that comes with killing Fret's friends Lanna and Chase.

Hemmo, on the other hand, befriended Lanna and Chase in his disguises while spying on Fret, and does not want Fletcher to kill Lanna nor Chase for being friends with Fret. Half of the two's incompetence to kill Fret comes from Hemmo's newfound (if somewhat one-sided) relationship with Lanna and Chase, and Fletcher's disregard for anything beyond bounties and protecting Hemmo.

how about tell us about Lanna and Chase

Would you believe me that Lanna Clover, Fret's girlfriend, was planning on studying to become a Literal Arts professor at the University that she and Fret met at? She was doing that in the hopes of helping people with literacy issues overcome them. Fret was a good test subject for her patience, huh? Despite her rather caring nature, she's actually part of a larger family who own a demolition/construction company, and they actively participate in breaking/making stuff for people. Despite her small size and demeanour, Lanna's got a lot of muscle - and knows exactly how to use it for herself. It's why one of her only friends for a while was Chase - not a lot of women around her age liked menial labour, and a good chunk of people get turned off by Lanna being able to bench-press them a lot.

Chase pilot (Yes, he gets teased for that name by just about everyone - it's the same reason as to why Smith exists, after all) is a young pilot-to-be for the Government. This often means he gets shunted around other Government bases a lot, and doesn't have the free reign to go wherever he likes. Chase is, understandably, unable to keep meaningful relationships for long, and tends to keep to himself a lot. He hoped that by turning 18 would allow him to have a shot at making his own decisions, but you know the Military when you show significant prowess in something they want. Chase's personality is a bit of a jokester - able to make others laugh and showcase he's more than his military background. He hopes you remember that he's a fun guy, and not as the 'government kid that looks sad' all the time.

Some Lanna Clover for you all! I wanted to showcase her 'Treasure clothing', as she does end up wearing it when the freed dragons/saved dragons pull Chase and Lanna aside and put them into such clothing. Surprisingly, Lanna can run in the high heeled boots and a dress.
