NHAI pays Rs 308 cr arbitral award to IRB Infra SPV in payments dispute

The National Highways Authority of India (NHAI), after a Delhi High Court order, has paid Rs 308 crore to IRB Pathankot Amritsar Toll Road Ltd (IRPRL), a special purpose vehicle (SPV) of IRB Infrastructure Developers, over a dispute in payment related to the Pathankot-Amritsar project.
“We deeply appreciate the steps taken by the Cabinet Committee on Economic Affairs for providing interim cashflow access to developers in clear award scenarios till a final verdict is closed,” said Virendra Mhaiskar, chairman and managing director of IRB Infra.
The amount is 75 per cent of the Rs 419 crore arbitral award owed by the highways authority after a court victory in July 2021, said the company. It claimed before the arbitral tribunal that the amount was owed to it as the EPC contractor of Pathankot-Amritsar build-operate-transfer (BOT) project on account of time and cost overruns.

I am behind on my writeups: the last book here I read the week of Thanksgiving!

71. The Body Fantastic by Frank Gonzalez-Crussi. This book made for a surprisingly relevant pivot from Cult of the Dead, as it starts with talking about how Christianity has made a long history from denying and denigrating the flesh. This book is a miscellany of odd medical trivia and historical beliefs about the human body, from wandering wombs to the curative power of saliva. As someone who’s read a lot of medical history books, this one didn’t stand out so much to me, but it would probably be a good starting point for someone looking to learn some of the odder highways and byways of how people have thought about bodies. The author’s sensibilities are philosophical, leaning mystical, and his personality shines through. This is particularly true in matters of food and drink—he feels disgust over eating competitions having gone hungry in his youth, for example.

72. Eight Bears by Gloria Dickie. As the name suggests, this book covers all of the extant bear species, although more from a cultural and conservation perspective than evolution or ecology. The author travels around the world in an attempt to see all of the bears in the wild, or at least in local captivity (such as going to a panda preserve in China). I think the book’s strongest chapters are the ones in South Asia, where she sees how in India, humans and sloth bears are being pressed into conflict through land use, and the waning in visibility but still strong market in bear bile in Vietnam. I was also pretty surprised about the chapter closest to home—how the black bears in Yosemite National Park were outright fed by park management for decades as a tourist attraction before the realization that, wait, getting large strong omnivores used to associating humans with food is a bad decision.

73. The Delusions of Crowds by William J. Bernstein. This is an odd one. It poses itself essentially as a sequel to Charles Mackay’s Memoirs of Extraordinary Popular Delusions and the Madness of Crowds, a book about mass hysteria and fads from the 1840s. It narrows down Mackay’s wide scope to two major domains—economic bubbles and millenialist religion, and then progresses in a roughly chronological order. The problems are two fold. One, the narrative never really draws much linkage between these two types of “delusions of crowds”, leaving the book feeling disjointed. Second, the author assumes a lot about the reader’s background in economics (possibly because he’s an economist himself), so the explanations of the exact financial chicanery involved in the various bubbles are not always fully comprehensible. I wanted to like this book a lot more than I actually did.

74. Spirit Beings in European Folklore 2 by Benjamin Adamah. The second of four volumes, this covers primarily north-central and north-east Europe. Germany, Finland and the Netherlands get the most attention. The monsters contained within include a lot of house and field spirits, as well as many variations of alps and other sleep paralysis monsters. Again, what monsters the author decides fall into his category of “spirit beings” and which ones don’t is somewhat arbitrary. Tatzelwurms and stollenwurms, for example, are listed, even when more traditional dragons are not. I also think that the author needs to be more careful with their word choice, and/or spend more time studying folklore as a whole. For example, the book talks about the spoukhoas, a ghostly hare from the Netherlands. It talks about the spoukhoas as being a “were-hare”, despite the only lycanthrope-like trait in the entry being its vulnerability to silver… which is not universal to werewolves, and only became inexorably linked to werewolves due to Hollywood. No references to being a person at all!

75. Saurian: A Field Guide to Hell Creek by Tom Parker, Chris Mansa and RJ Palmer. This is an art book, tied into the Saurian video game in which you play as a dinosaur. As such, the book takes an in depth look at the habitat represented by the game, and discusses the flora and fauna of the late Maastrichian South Dakota. The book is, of course, gorgeous. Both in terms of the dinosaur reconstructions and the landscapes, this makes a wonderful coffee table book. This might sound like an odd complain for a coffee table book based on a video game, but I do wish it had a bibliography. The book talks a lot about specific diets and habitat preferences of the animals within, and I want to have some sort of a guide to sorting out what’s supported by evidence, and what’s creative license.

Nov. 14 (UPI) -- Rescue crews have made contact with 40 workers trapped inside a collapsed tunnel in India, and say they could reach them Tuesday or Wednesday.
State Chief Minister Pushkar Singh Dhami said national and state disaster relief teams were working together on rescue efforts.
"All the workers trapped inside the tunnel are safe and every effort is being made to get them out soon," a statement from his office said.
The tunnel collapsed Sunday morning in the northern Indian state of Uttarakhand when crews, who were building the tunnel were trapped when part of it caved in due to a landslide.
Rescue workers have been able to provide the trapped men with food, water and oxygen while they try to free them via a pipeline that was originally installed to supply water to the tunnel for construction work.
The state government said Tuesday that rescue teams were "preparing to drill and insert a metal pipe of 900mm diameter in the part of the tunnel blocked by debris" to reach the workers. Rescuers hope the trapped men will be able to squeeze through the narrow pipe to safety.
The tunnel is part of the federal government's ambitious plan to improve highway connectivity to famous pilgrimage sites in Uttarakhand. The mountainous state, home to several Himalayan peaks and glaciers, also holds some of the holiest sites for Hindus.
The accident happened Sunday when part of the Silkyara tunnel collapsed while the workers were inside, trapping them about 200 meters from the opening, senior police official Arpan Yaduvanshi told BBC Hindi.
The collapse was likely due to a large landslide nearby that caused heavy debris and earth to fall on top of the tunnel and effectively sealing it, and cutting off oxygen supply to the workers.
Authorities said they were able to establish contact with the trapped workers on Sunday night with walkie-talkies.
Crews are bringing in heavy equipment to start digging through yards of debris that is covering the entrance to the tunnel before they can begin the rescue efforts.

Two more U.S. F-35 squadrons are being sent to the UK, while NATO continues to strengthen its forces in Europe after Russia's invasion of Ukraine.
President Joe Biden announced several U.S. reinforcements for Europe at the beginning of the NATO summit in Madrid, Spain.
He said that the U.S. will seek to increase its number of Navy destroyers stationed at the naval base of Rota, Spain, from four to six.
Biden announced that a permanent headquarters for the Fifth Corps of the U.S. Army would be established in Poland.
He continued: "We will maintain an additional rotating brigade, which is 3,000 fighter jets and another 2,000 military personnel, as part of the combat team here in Europe, based in Romania.

“And we will improve our rotating deployments in the Baltic states.”
Biden also announced that extra air defense and "other capabilities" will be sent to Germany and Italy.
Addressing the summit, the American president said: "At the moment when Putin broke peace in Europe and attacked the very principles of the rule-based order, the United States and our allies must intensify their presence, proving that NATO is more necessary now than ever. And it's as important as it has always been."
The announcement of the U.S. president comes at a time when the UK is compromising extra forces on the east flank of the alliance, already having a significant military presence in Estonia and Prime Minister Boris Johnson is using the summit to expand his headquarters in the Baltic nation.
Authorities said this will ensure that the United Kingdom can provide rapid reinforcements, if necessary, and deploy artillery, air defense and helicopters.
Johnson said that Vladimir Putin's hope that NATO would be diminished was proven to be "completely wrong" by the union of Sweden and Finland.

Nations must become part of the defense alliance after Turkey has withdrawn its objections.
Johnson said that Russian President Putin is receiving "more NATO", not less, as a result of his actions in Ukraine.
The prime minister is also asking alliance leaders to increase their defense budgets, but is under pressure to do more with the UK's military spending.
The alliance plans to have 300,000 soldiers in high readiness - above the current 40,000 - and the United Kingdom will compromise capacities on land, air and sea to the "new model of force".

Here is Everything you need to know about Noida. From It's History to how it is now so let's get started. Noida is widely recognized as one of Uttar Pradesh's most important cities in northern India. The town was established on April 17, 1976, through the initiatives of Sanjay Gandhi and is widely recognized as Noida Day.  One of the country's largest industrial towns, this industrial city is connected to Delhi via a variety of networks, including the Metro Rail and other road systems like the DND flyover and other national highways. It is located in the National Capital Region of India. For those who are curious, Delhi Noida Direct Flyway is the full name of the DND flyway.

Why is it called Noida?
The full form of Noida is  “New Okhla Development Authority” and is situated in the Indian state of Uttar Pradesh Gautam Budh Nagar District. The New Okhla Industrial Development Authority, or NOIDA, is in charge of overseeing this proposed city. A part of India's National Capital Region, Noida is a satellite city of Delhi.  
Location of Noida
Noida is located in Uttar Pradesh's Gautam Budh Nagar district. Situated 14 miles from Connaught Place, New Delhi, the center of the Indian capital, this area is part of the capital region. The executive office is situated in the Greater Noida area. The town and the Princess Bagh area of Noida are connected by the 550-meter, eight-lane DND Toll that crosses the Yamuna River. Noida lies close to the NH-24 Bye-Pass in the north, the Hindon Stream in the east, and the Yamuna Stream in the west. The Hindon River and the Yamuna River link the town to the south.  
History of Noida
The development of modern-day Noida town began in 1972 when the Uttar Pradesh government, aware of the increasing pressure from speculative land deals in this area, which was close to Delhi and had a backward development pattern, designated 50 villages in the former Bulandshahar district as the “Yamuna-Hindon-Delhi Border Regulated area” following the U.P. Regulation of Building Operations Act, 1958. Although the newly designated Regulated Area's regulating Authority took into consideration several development-related factors, they were unable to significantly contribute to the creation of a new urban center. To ensure the planned development of the area for industrial and related uses, the Uttar Pradesh government finally designated 36 villages of the "Yamuna-Hindon-Delhi Border Regulated Area" as New Okhla Industrial Development Area (NOIDA) on April 17, 1976. It is thought that the father of Ravana was born in Noida. Both the Pandavas and the Kauravas trained at Guru Dronacharya's ashram in Noida, according to the epic Mahabharata. It was the urbanization rebellion that led to the establishment of Noida.

The District Court for Noida, Greater Noida is situated at District Court Complex, Surajpur, Greater Noida, Gautam Budh Nagar, Uttar Pradesh with 18 courts in function. NHAI targets monetisation of 2,741 km highway stretches in FY'25

The National Highways Authority of India (NHAI) has identified 33 highway stretches spanning 2,741 kilometer for monetisation during the current financial year. These stretches encompass Lucknow-Aligarh, Kanpur-Ayodhya-Gorakhpur, and Bareilly-Sitapur in Uttar Pradesh; Gurugram-Kotputli-Jaipur bypass and Jaipur-Kishangarh in Rajasthan; Panikoili-Rimuli in Odisha; Chennai bypass in Tamil Nadu; and Muzaffarpur-Darbhanga-Purnia highway in Bihar. In the fiscal year 2023-24, NHAI raised Rs 40,314 crore through various asset monetisation methods, exceeding the target of Rs 28,868 crore. NHAI's total asset monetisation has crossed Rs 1 lakh crore to date. The Ministry of Road, Transport, and Highways (MoRTH) raised Rs 32,855 crore in 2022-23 through various modes of asset monetisation. Importance of digital India mission, challenges and key points for smooth execution of the digital India program.
Data: internet and information, the growth driver of India's economy:
In the last few years, I have seen tremendous growth among various sectors in India. And the progress of our nation has done with very high pace that has not done before and it was only possible due to strong leadership and dedication of team. Since last few years, the central government has focused and invested huge amount in the infrastructure sectors like Roads, Railways, Telecommunication. And the digital India program is the best ever program that has been executed by this government Because it has a tremendous growth potential with the least investment than any other sector. During last few years, I have travelled in various villages of Marathwada in the state of Maharashtra. And I have studied, observed the rural lifestyle very closely and concluded that the growth of any nation can only starts from village. And the central government has projected correctly by initiating investment in different rural projects like rural broadband connectivity. The investment has done for rural connectivity with fiber optic cable for the internet is really appreciable. I feel that the future of the nation is Data and the data is nothing but Internet as well as Information. The more you focus on Data, the more our nation will grow. We must say now that the UPI is 8th wonder, as the transaction has done through UPI is just amazing and is purely because of data i.e. Internet. The central government has focused on telecom and invested huge amount in the project of rural broadband connectivity through mission Digital India a decade ago and now we have seen enormous magical power after the innovation of UPI. Truly data i.e. Internet has unimaginable power and it drove the Indian economy on super high level and we must say that the India has been changing with its own unimaginable power across globe due to a huge investments and developments in the telecom infrastructure. The union government has recognized its true super magical power of the Digital India on time and invested, implemented and executed the project that no other government done before.
Challenges in the Digital India mission:
The union government has invested various projects like rural broadband across India under Digital India mission, building of road/highway works, water/gas pipeline works. The union government has implemented the infrastructure projects through different government authorities i.e. central government/CPSU/State government/State PSUs. The government has initiated various projects across India and executed in due time period. But the digital fiber project got hampered due to various reasons that discussed below:
1. Lack of awareness of potential/power of data i.e. Internet among different government bodies.
2. Lack of importance of data i.e. Internet in public domain, as last few years the anti-social elements have grown across every part of India and it is critical to resolve the issue at the point of time due to lack of support of administration.
3. Lack of prioritizing different government infrastructure projects by government.
4. Lack of coordination among government and different government bodies. And In India, there are different government agencies for different infrastructure works and the work done by state as well as central government are not in coordination with each other. And there might be chances of incurring expenditures twice due to lack of data i.e. information available with government at the point of time. If the data i.e. information made available on single platform, then it could be easy to roll out and prioritize the government work and can avoid unnecessary damages or expenditures.
Key points for smooth execution Digital India mission:
The union government can do precise study before the construction of highways in respect of study/planning by considering the importance of other utilities like Optical Fiber, Power Cables, Water/Gas Pipeline. These utilities require to cross highway at city/village underpass from one point to other point and such provision must be done on every chowk/underpass on highways to avoid any further hinder.  After the road works, the crossing of utility ducts at underpasses have become challengeable to concerned agencies. And this could be avoided by making provision of extra separate ducts for different utilities at underpass, Village/city area. The growth of India is not just by growing only particular sector but by growing and considering other works/sectors at the point of the time. And each and every infra sectors are interdependent. So, if such provision made available before the construction of the Road with coordination of different agencies/authorities then the future of the nation will be unimaginable.
