WaPo - In China’s shadow, U.S. rushes back to neglected Indian Ocean island (3 Sep 23)
[WaPo is Private US Media]
At the height of the Cold War, the U.S. Air Force tracking station that monitored Soviet satellites from this island’s soaring tropical forests was a focus of Seychelles life.[...] Then, the Cold War ended, the Soviet Union collapsed and in 1996 the Americans left, dismantling the tracking station and shutting down their embassy — citing budgetary reasons for abandoning what had seemingly become an irrelevant corner of the world.
Today, the compound where Americans and Seychellois partied is home to the Seychelles Tourism Academy, where young islanders training to be tour guides, hoteliers and masseuses take classes, among other subjects, in Chinese[...] In June, Seychelles became the latest in a string of small nations around the world in which the United States has established, restored or is planning to open an embassy[...]
Seychelles offers an example of the ways America’s absence opened the door to Chinese influence. In the 27 years since the United States pulled out, China has built schools, hospitals, houses for low-income families and public amenities, winning sympathy among Seychellois who felt abandoned by the U.S. departure. “They do the little things that America doesn’t do. This is where the Americans are weak. There is nothing we can say America built,” said Seychelles President Wavel Ramkalawan in an interview. “This is why countries like China have come in, because there was a vacuum.”
Seychelles officials say they are delighted to have the Americans back but also recognize that China is likely the main reason for the return, potentially pulling Seychelles into the big power rivalry.
“We cannot say we are naive. We do understand the competition going on. In the Cold War we had the United States and the Soviet Union and now it is the United States and China,” Seychelles Foreign Minister Sylvestre Radegonde said in an interview. “Someone woke up and realized how important it is to counter the Chinese influence.” The United States now has ground to make up, he said. “When you are late at a party, the party starts without you, so you have to make up time. It’s a fact that China has been a long time here. They have a lot of sympathy.”[...]
China is also the only country to have maintained diplomatic missions in all six of the Indian Ocean island nations that until recently were represented by three U.S. embassies, noted Darshana Baruah, who heads Carnegie’s Indian Ocean Initiative.[...]
Top Chinese officials regularly visit — China’s President Hu Jintao called Seychelles “a shining pearl” during a stop in 2007, and Foreign Minister Wang Yi was here in 2021, describing Seychelles as “an important member of the big family of China-Africa solidarity and cooperation.” When the new U.S. Embassy in Seychelles was launched in June, Richard Verma, the deputy secretary of state for management and resources, became the most senior U.S. government official to visit the nation since the 1990s.[...]
“Our foreign policy is to treat every country, big or small, as an equal,” said Mu Jianfeng, China’s charge d’affaires in Seychelles. “I don’t know why they closed and I don’t know why they opened,” he said of the Americans. “But if they think Seychelles is important they will have an embassy here.”[...]
Seychelles does not count China among its top trading partners. Most of its goods are imported from the United Arab Emirates, South Africa and the European Union.[...]
China built the stately white-pillared National Assembly building where the democratically elected parliament meets, and the adjoining Supreme Court, both important symbols of the country’s identity as a nation. It’s in the process of completing a new headquarters for the state broadcasting company, which will more than double the network’s space. Thousands of Seychellois live in housing built by China and made available at subsidized prices — a shortage of housing for the least well-off is identified by Seychelles officials as one of the country’s biggest social needs.
The Chinese [sic] have invited hundreds of Seychellois on visits and scholarships to China, and China’s Confucius Institute teaches Chinese classes in primary schools, the university, which China built in the 1980s, an adult education center in the capital and at the Seychelles Tourism Academy.[...]
U.S. officials say that countering China’s presence is not the only reason for the return.[...] Although Seychelles has been a multiparty democracy for the past two decades, elections in 2020 brought an opposition party to power for the first time[...]
the U.S. Embassy in Mauritius has been responsible for Seychelles diplomacy since the pullout in 1996.[...]
Radegonde, the [Seychellois] foreign minister, said there is little doubt China is a key motive. “The U.S. coming back cannot be because we are lovely people,” he said, adding “we are.”[...]
In 2011, the United States established a secret drone base at Seychelles airport to assist with counterterrorism operations in Somalia and Yemen. [...]
The abrupt departure in 1996 once the nation no longer served U.S. interests left Seychellois feeling they had been used, and their return now, at a time of heightened competition with a different rival, gives rise to suspicions they are being used again, many Seychellois say.[...]
“The sole reason the Americans are here is because it’s seen as an opportunity to outmaneuver the Chinese,” said Ralph Volcere, who publishes the Seychelles Independent newsletter and says he’s glad the Americans are coming back. But he’s wary too, and suspicious of American motives. Closing the embassy damaged perceptions of the United States, and Washington will have to work hard to convince Seychellois that their motives are genuine, he said. “The Chinese came to build schools and houses, and the Americans are coming for naval operations,” he said. “The Americans can’t just come here and put warships in the port and people will be happy.”[...]
And what will happen if the rivalry with China is resolved? Will the Americans leave again? wondered Danny Faure, the former president who lost the 2020 elections to Ramkalawan. “With the United States it’s always based on how they respond to geopolitical concerns,” he said. “This shouldn’t be a flash in the pan. If you do value the relationship, the cost shouldn’t matter.” His government had good relations with the Chinese, and he visited Beijing in 2018. He says China never asked anything in return for its largesse or sought to extract any concessions from Seychelles. “Genuinely over 40 years we have become great friends,” he said. “This won’t change whether the United States comes or goes.”

LETTERS FROM AN AMERICAN
May 16, 2023
HEATHER COX RICHARDSON
MAY 17, 2023
Ukraine president Volodymyr Zelensky has been on a tour of visits with European leaders. On May 13 he met with Pope Francis, who offered help finding the Ukrainian children kidnapped by the Russians and returning them to Ukraine, and with Italian Prime Minister Giorgia Meloni. The next day he met with German chancellor Olaf Scholz before flying to France to meet with President Emmanuel Macron. On Monday, Zelensky made a surprise visit to the United Kingdom, where he met with Prime Minister Rishi Sunak. The European Parliament and the Foundation of the International Charlemagne Prize of Aachen awarded the Ukrainian people and Zelensky the Charlemagne Prize “for their fight for freedom and democracy against the unjustified Russian war of aggression. This award underscores the fact that Ukraine is part of Europe and that its people and its government—headed by President Volodymyr Zelenskyy—support and defend European values, and therefore deserve encouragement to enter swiftly into accession negotiations with the European Union.” Leaks linked to Air National Guardsman Jack Teixeira have revealed a dynamic landscape. On the basis of those leaks, on May 13 the Washington Post reported that Zelensky’s calm public demeanor is different from his private positions, which have called for a much more aggressive stance toward Russia. On May 14 the Washington Post reported on a leaked document revealing that Yevgeniy Prigozhin had offered in January to tell Ukraine where Russian forces were positioned if it would pull back from the front in Bakhmut, where Prigozhin’s Wagner Group mercenaries were getting pounded. On Sunday, as Zelensky was receiving promises of more European support, Ukraine said it had captured more than ten key Russian positions near Bakhmut. Last week, Germany announced its largest aid package to Ukraine since the war began—a package of nearly $3 billion—and U.S. Abrams tanks arrived in Germany ahead of schedule for training Ukrainian troops. Rumors are swirling about the health of Belarus president Alexander Lukashenko, one of Putin’s key allies, who has not been seen recently and has skipped important public events. In July, leaders of the North Atlantic Treaty Organization (NATO) will gather in Vilnius, Lithuania, to discuss strengthening the organization’s defenses against Russia, and the relationship of NATO to Ukraine. Meanwhile, the U.S. and the European Council have been hosting peace talks between Prime Minister Nikol Pashinyan of Armenia and President Ilham Aliyev of Azerbaijan after Russian peacekeepers have become ineffective. And U.S. Deputy Secretary for Management and Resources Richard Verma is currently on a trip to Poland, Moldova, and Romania to “emphasize the United States’ commitment to our European Allies and partners, Transatlantic security, and our shared democratic values” even as Russia seeks to destabilize Moldova. Elections in Turkey have produced a runoff between President Recep Tayyip Erdogan and his main challenger, Kemal Kilicdaroglu. Kilicdaroglu has promised to move Turkey closer to Europe than would Erdogan, who has swung toward Russia and authoritarianism. Turkey is a member of NATO, and Erodgan has ruled it for two decades, eroding its democracy. Opponents of Erdogan have coalesced behind Kilicdaroglu, who is popular enough that he managed to get within striking distance of Erdogan despite the leader’s attempt to rig the vote. Expert on Turkish foreign policy and fellow at the Brookings Institution Asli Aydintasbas told Jared Malsin and Elvan Kivilcim of the Wall Street Journal: “A Turkey that tilts a little more toward Europe or NATO, even if it’s not a full pivot, that would be a huge change for the global balance of power, particularly with Russia’s war on Ukraine.”
U.S. senior officials are in Detroit this week for one of a series of meetings of the Asia-Pacific Economic Cooperation, a group of 21 countries with nearly 40 percent of the global population— almost 3 billion people— and nearly 50 percent of global trade.  APEC members account for more than 60 percent of U.S. goods exports and seven of our top ten overall trading partners. Hosting APEC this year was supposed to show “U.S. economic leadership and multilateralism in the Indo-Pacific and highlight the direct impact of international economic engagement on prosperity here in the United States,” an illustration of the Biden administration’s outreach in the Indo-Pacific.  But just as Biden’s attempts to counter Russia and China and shore up democracy globally are bearing fruit, he has to cut short his visit to Australia and Papua New Guinea, where he was scheduled to travel after this weekend’s meeting of the Group of Seven (G7) in Hiroshima, Japan. The G7 is a forum of the leaders of France, the United States, the United Kingdom, Germany, Japan, Italy, and Canada, along with the European Union, to discuss economic and governmental policies. The debt ceiling crisis is forcing Biden to come home early rather than continue to strengthen ties in the region. Today, more than 140 leaders of the biggest U.S. companies published an open letter to the president and congressional leaders “to emphasize the potentially disastrous consequences of a failure by the federal government to meet its obligations.” They noted that when the government approached a default in 2011 under similar circumstances, the U.S. lost its AAA bond rating (which it has never regained), the stock market lost 17% of its value for more than a year, and “Moody’s reported that the heightened uncertainty from this crisis resulted in 1.2 million fewer jobs, a 0.7 percentage point higher unemployment rate, and a $180 billion smaller economy than it otherwise would have—dire impacts that occurred without an actual default.” House Republicans, led by Speaker Kevin McCarthy (R-CA), are refusing to raise the debt ceiling, which is a limit to how much money the Treasury can raise to pay existing obligations, in order to extract budget cuts they cannot get through the normal process of legislation. While Republicans claim to be concerned about spending, it is notable that they have flat-out refused to help reduce the deficit by closing tax loopholes that would raise $40 billion. They also refuse to consider any measure that would raise taxes, focusing solely on spending cuts. Meanwhile, Americans for Prosperity, a group funded by billionaire Charles Koch, has rolled out an ad campaign putting pressure on Biden and Democratic senators in the battleground states of Arizona, Montana, Nevada, Ohio, Pennsylvania, West Virginia, and Wisconsin to give in to Republican demands rather than insist on the same clean debt ceiling Congress passed three times under Trump.

Strengthening Ties: US-Maldives Enhance Cooperation
Tumblr media
A New Chapter in Bilateral Relations
In an impactful visit to Malé on February 22, Deputy Secretary of State for Management and Resources, Richard Verma, embarked on a mission to deepen the multifaceted relationship between the United States and the Maldives. This journey not only underscored the shared priorities of both nations but also paved the way for enhanced economic cooperation, maritime security, and people-to-people connections. At the heart of the discussions with Maldivian Foreign Minister Moosa Zameer was the United States' commitment to bolstering the Maldives' maritime capabilities with a significant $8 million funding for patrol boats.   Advancing Security and Economic Cooperation The talks between Deputy Secretary Verma and Minister Zameer extended beyond maritime security, touching upon the broader aspects of bilateral relations. With the collective presence of Maldivian officials from various sectors, including economic development, defense, homeland security, climate change, environment, and fisheries, the discussions highlighted the comprehensive approach both nations are taking toward strengthening their partnership. The focus on expanding bilateral cooperation was further emphasized with initiatives such as the opening of a new U.S. Embassy in the Maldives and the re-opening of the Maldives’ Embassy in Washington, D.C.
Addressing the Piracy Concern
The Maldives, known for its tranquility and picturesque landscapes, has faced emerging concerns regarding piracy, especially during the peak of Somali piracy activities. Despite the absence of major incidents in recent years, thanks to international efforts and improved security in Somalia, the potential for small-scale attacks remains. The United States' provision of patrol boats is a timely intervention, enhancing the Maldives' capacity to safeguard its waters against any form of maritime threats, thereby ensuring the sovereignty and safety of the nation.   A Multifaceted Approach to Cooperation The comprehensive dialogue between Deputy Secretary Verma and the Maldivian government officials underscores a mutual commitment to addressing both traditional and non-traditional security threats. This collaboration extends into economic domains, aiming to unlock new opportunities for growth and prosperity for both countries. The strategic partnership is not merely about addressing immediate challenges but also about laying the groundwork for long-term resilience and stability in the region.
A Future of Shared Prosperity
The visit by Deputy Secretary Verma to Malé marks a significant milestone in US-Maldives relations, signifying a mutual desire to foster a secure, prosperous, and interconnected future. Through increased economic cooperation, enhanced maritime security, and stronger people-to-people ties, both nations are poised to navigate the challenges and opportunities of the 21st century together. As these diplomatic efforts continue to bear fruit, the bond between the United States and the Maldives will undoubtedly grow stronger, serving as a beacon of international cooperation and mutual respect. Indian squad for Women's Asia Cup 2022 announced
Tumblr media
Sep 21, 2022 12:07 IST Mumbai (Maharashtra) , September 21 (AF): The All-India Women's Selection Committee has picked India's squad for the upcoming ACC Women's T20 Championship 2022 to be played at Sylhet, Bangladesh from October 1 to 15. Harmanpreet Kaur will lead the side. Players like Shafali Verma, Richa Ghosh, Sneh Rana, Dayalan Hemalatha, Meghna Singh, Renuka Thakur, Radha Yadav and KP Navgire will be representing the nation for the first time ever in a Women's Asia Cup. Taniya Bhatia, Simran Dil Bahadur have been named as standby players. Asian Cricket Council's President Jay Shah announced the schedule of the eighth edition of the Women Asia Cup 2022. The tournament is scheduled to start from October 1 and will see seven teams playing for the coveted cup with the final scheduled to be played on October 15. The tournament will feature India, Pakistan, Sri Lanka, Thailand, Malaysia, UAE and Bangladesh. Bangladesh is set to host the tournament and the matches will be played at the Sylhet International Cricket Stadium. India will begin their campaign against Sri Lanka and will play its opening match on October 1 at the Sylhet International Cricket Stadium ground 2, with the match starting at 1:30 pm. India will play a total of six matches in a round-robin format before the semi-finals is decided and will hope to make it to the finals of the tournament. Jay Shah stated that the tournament is the first one in which seven teams will be participating. He also mentioned the all-female tournament in which the umpires and match referees will also be female officials. "For the first time in the history, 7 women's teams will be participating in a complete round robin format which we anticipate will be a great boost to the ACC associate teams. We are also very pleased to note that the tournament will be conducted in line with ACC's vision for women's cricket. The ACC, with this vision in mind, is constantly striving toward being more inclusive. The 2022 edition of the Women's Asia Cup will therefore see more embedded female participation. For the first time ever, an ACC tournament will see an all-female presence on the playing field, with the women's tournament being slated to have only female umpires and female match referees. As an organization, we hope to continue to take steps to strengthen the sport by highlighting female talent in every avenue," stated ACC President Jay Shah. The Indian women's team is right now competing with the England team in an ODI series in England. Earlier half-centuries from opener Smriti Mandhana, captain Harmanpreet Kaur and wicketkeeper-batter Yastika Bhatia powered India to a seven-wicket win over England in the first ODI held in Hove on Sunday. With this, India has a 1-0 lead in the three-match series. England posted a rather disappointing 227/7 in their 50 overs, with Alice Davidson-Richards (50*) and Danni Wyatt (43) being the top scorers. Deepti Sharma took a remarkable 2/33 with the ball. Chasing 221, fifties from Mandhana (91), Harmanpreet (74*) and Yastika (50) helped India brush off the English challenge with 34 balls to spare. India lost the T20I series against hosts England with a margin of 1-2 earlier in the month. Strengthening Ties in the Indo-Pacific
Deputy Secretary of State for Management and Resources, Richard R. Verma, sets off on an important journey to the Indo-Pacific region, covering Fiji, Australia, and Indonesia. Scheduled from January 29 to February 2, this visit aims to deepen relationships with key U.S. allies and partners in a strategically vital area of the world. A Focus on Cybersecurity and Digital Capacity In an era increasingly dominated by digital concerns, Deputy Secretary Verma, alongside U.S. Ambassador at Large for Cyberspace and Digital Policy Nathaniel C. Fick, will concentrate on promoting a secure and inclusive cyberspace. This tour underscores the U.S.'s commitment to building digital capacity in the Indo-Pacific region.   Engaging Partners in Fiji The journey begins in Suva, Fiji, where Deputy Secretary Verma and Ambassador Fick will engage with government officials and digital industry leaders. Discussions will revolve around establishing secure and trusted information and communications technology infrastructure, highlighting the U.S.'s role in fostering technological advancement in the region.   Collaboration in Australia In Canberra, Verma's agenda includes meetings with senior Australian officials to synchronize U.S.-Australia efforts, particularly focusing on cyber initiatives. This part of the visit not only strengthens bilateral ties but also aligns strategies in the broader Indo-Pacific context. Moreover, Verma's stop in Sydney involves interactions with academia and the private sector, aiming to enhance cooperation on emerging technologies and advanced telecommunications – a move that promises mutual benefits for the region.   Advancing U.S.-Indonesia Relations The trip concludes in Jakarta, Indonesia, where Deputy Secretary Verma will capitalize on the recently elevated U.S.-Indonesia Comprehensive Strategic Partnership. This visit coincides with the two-year anniversary of the Indo-Pacific Strategy, allowing Verma to reaffirm the U.S.'s enduring commitment to the region. His engagements include delivering remarks at the U.S. Embassy’s @america Cultural Center and discussing various U.S.-funded initiatives like the Indo-Pacific Economic Framework for Prosperity (IPEF) and projects by the Development Finance Corporation. Additionally, Verma’s meetings with ASEAN representatives in Jakarta emphasize the U.S.'s support for Laos's Chair Year. These discussions will cover the digital economy, artificial intelligence, and cyber issues, reaffirming the U.S.'s support for ASEAN centrality.
A Step Towards Enhanced Cooperation
Deputy Secretary Verma's trip signifies a pivotal step in reinforcing the U.S.'s presence and partnerships in the Indo-Pacific region. By focusing on cybersecurity, digital capacity building, and technological cooperation, this tour not only strengthens diplomatic ties but also ensures a more secure and prosperous future for the region.   Sources: THX News & US Department of Defense.
