DIDD’s Division of Program Innovation is opening a Request for Applications to provide grants to qualified Organizations/Provider Agencies to deliver MAPs services to enrollees. MAPs is a program that will set people living with intellectual and developmental disabilities on a path to learn skills to help them work, live independently, learn about their neighborhoods, and find hobbies that interest them. 
The services in this program will help persons supported effectively identify community interests and resources by building their own Virtual Community Resource Map (VCRM), assist in establishing true and meaningful community networks, and develop independent living skills through supports such as technology-enhanced and smart home living skills, community transportation, peer mentoring, and an array of employment services.

Kaiser’s 200 Million Dollar Settlement: Mental Health Care Disparities In California

As of Thursday, October 12th, Kaiser Permanente Medical Group has agreed to a settlement of over $200 million dollars after investigation by the California Department of Managed Health Care (DMHC) found overwhelming disparities in Mental Health appointments and care. [1] 
This investigation was launched in May 2022, where patients submitted complaints to DMHC that Kaiser was not initiating timely mental health appointments according to California law. Patients reported that follow up appointments were being scheduled more than 10 days after their last appointments, which violates California’s policies. These patients, instead of being given proper care from a source outside of Kaiser’s organization due to wait times longer than 10 days, were made to wait or go to group behavioral health sessions. [2] 
DMHC found in their investigation that Kaiser Permanente was not enacting the proper oversight to ensure those who need behavioral health care were given it in a timely, legal manner. This comes because of overall increasing demand for mental health care in the state of California, especially during and after the COVID-19 pandemic. [3]  
Kaiser is experiencing a shortage of mental health professionals and just ended the largest healthcare worker strike ever recorded in the U.S. as of October 14th, with over 75,000 employees participating in a three-day strike. [4] The resulting contract is meant to address Kaiser’s short staffing with a focus on the positions hardest to fill (such as mental health professionals) and to increase minimum wage to encourage long term employment. Further, Kaiser is to heavily invest in job recruitment through job fairs and referral bonuses. This contract will go into full effect on October 18th of this year. [5] 
In regard to this suit, the $200 million settlement comes in two parts: a $50 million fine and a pledge of $150 million in investments. In regard to the settlement, the Office of Governor Gavin Newsom details, “The settlement agreement includes a $50 million fine and requires Kaiser Permanente to take corrective action to address deficiencies in the plan’s delivery and oversight of behavioral health care to enrollees. Kaiser Permanente has also pledged to make additional significant investments, totaling $150 million over 5 years, into programs to improve the delivery of behavioral health services for all Californians, beyond Kaiser Permanente’s existing obligations to its members under the law.” [6] 
Kaiser will also be required to hire outside resources to ensure patient’s behavioral needs are met, such as mental health consultants. They must also improve their policies regarding grievances to make sure patients are heard, and have patients be enrolled in an appropriate mental health plan. This prevents patients who desire and need individual therapy from being forced to take group sessions due to lack of staffing. [7] DMHC Director Mary Watanabe and her agency plan to hold Kaiser accountable for their investments and improvements in behavioral health procedures. [8]  
Kaiser CEO Greg Adams in a statement acknowledges where his company has failed to provide proper care, and states that through this newest agreement Kaiser will continue to work to improve quality and access to mental health resources. [9]  
Under this new agreement, the mental health disparities of California Kaiser patients will be accounted for and align with California law. In response to this recent news, Governor Gavin Newsom states, “This settlement agreement aims to provide Kaiser patients with the care they are entitled to in a timely manner. Today’s actions represent a tectonic shift in terms of our accountability on the delivery of behavioral health services. Accountability of the private sector is foundational to ensuring our entire system of behavioral health care works for all Californians.” [10]
