Gli Usa lasciano l’Afghanistan, la Francia è nel pantano del Sahel, la Germania affronta il dopo Merkel, l’Europa è nel vuoto di leadership. E anche per l’Italia si apre la stagione della grande incertezza
C’è chi racconta che in questi giorni sia profondamente turbato, perché per Mario Draghi l’Atlante occidentale è da sempre l’orizzonte in cui muoversi, il suo dna, il suo romanzo di formazione. È stato difficile trattenere lo sconforto quando il 24 agosto è arrivata la doppia notizia dell’incontro a Kabul del capo della Cia William Burns con il leader dei talebani Abdul Ghani Baradar e l’annuncio che sarebbe stato chiuso per gli afghani l’aeroporto della capitale e la possibilità di lasciare il Paese proprio mentre si svolgeva il vertice straordinario del G7 sull’Afghanistan, e la conferenza stampa dei talebani che annunciavano la chiusura dell’aeroporto della capitale per gli afghani.
In collegamento con Joe Biden e con gli altri leader, Draghi aveva appena annunciato una doppia iniziativa del governo italiano: la destinazione sull’emergenza umanitaria dei 120 milioni di euro previsti per la missione militare in Afghanistan e l’apertura a Russia e Cina, e Turchia e Arabia Saudita, nel prossimo G20 di metà settembre presieduto dall’Italia. Ma il risultato è stato un nulla di fatto. Niente smuove l’amministrazione Biden dalla scelta di abbandonare l’Afghanistan entro il 31 agosto, come vogliono i talebani, una decisione che chiuderà i confini dell’Afghanistan al mondo. La fine di un ciclo durato venti anni. Una doppia catastrofe, politica e culturale, ne parla Renzo Guolo.
Il 31/8 è la data del nostro destino, come fu nel 2001 l’11/9. È la fine dell’estate segnata dalla riconquista jihadista dell’Afghanistan. È il giorno del tutti a casa, l’ultimatum per l’evacuazione concordato tra Washington e i talebani. È il simbolo della «insonnia di massa di questo tempo inaudito», come scrive Don DeLillo nel suo ultimo libro (“Il silenzio”, Einaudi 2021), dopo aver raccontato l’uomo che cade, simbolo dell’attentato delle Twin Towers a New York e oggi, anche, dei voli che fuggono da Kabul con i disperati aggrappati alle ruote degli aerei che precipitano nel vuoto. L’insonnia di massa si accompagna al sonnambulismo delle classi dirigenti, tipico delle età di transizione come quella della prima guerra mondiale nel 1914 raccontata dallo storico Christopher Clark.
Per l’Europa tutto avviene nel momento più pericoloso, del vuoto di leadership. L’Inghilterra di Boris Johnson aveva chiesto agli Stati Uniti di prolungare la permanenza nel Paese asiatico, ma non è stata neppure presa in considerazione, mai è stata più visibile la distanza tra i governi dei due Paesi. La Francia di Emmanuel Macron è già attraversata dalla campagna elettorale per il voto presidenziale del 2022 e prepara un secondo caso Afghanistan, nel cuore dell’Africa, come ha scritto Domenico Quirico (La Stampa, 20 agosto) e come ripete da tempo in solitudine Romano Prodi, che fu mediatore Onu nella regione: il Sahel, dove si incrociano le ondate migratorie, i nuovi califfati, le guerre delle milizie locali, in cui le truppe francesi faticano a reggere la pressione e invocano l’aiuto europeo, sempre comodo nel momento di socializzare le perdite.
E c’è la Germania arrivata ormai alla vigilia del voto del 26 settembre in una situazione di massima instabilità. I sondaggi per la prima volta danno in testa addirittura la Spd del vice-cancelliere Olaf Scholz, guarda chi si rivede, la cara vecchia socialdemocrazia, quello del 24 agosto è stato l’ultimo vertice G7 di Angela Merkel, affrontato con il consueto professionismo politico. E nessuno a questo punto può escludere la formazione di un governo rosso-rosso-verde, con la Linke in maggioranza e i democristiani all’opposizione, che segnerebbe una svolta epocale. Ma questa è l’età dell’emergenza e dell’incertezza, anche sul fronte della lotta alla pandemia. Dai Paesi che hanno cominciato in anticipo le campagne di vaccinazione, Israele e Inghilterra, arrivano notizie poco rassicuranti sulla ripresa dei contagi e dei decessi. Se l’onda dovesse ripetersi nell’Europa continentale il dibattito cambierebbe verso anche sull’uso del green pass e sull’obbligo del vaccino.
Nell’età dell’incertezza il 31/8 per il governo Draghi doveva essere la data della ripartenza. L’anticipo della riapertura delle scuole e il ritorno alla normalità della produzione, con qualche sgradita novità (l’Inps non pagherà più il periodo di quarantena). E un percorso di fine legislatura che si fa più stretto, in vista delle elezioni per il nuovo presidente della Repubblica di inizio 2022. Per la politica italiana è l’incognita, l’enigma cui sono appesi tutti gli scenari. La scadenza interessa Draghi, 74 anni il 3 settembre, ma in gioco non ci sono soltanto le preferenze del premier. Finora la sua disponibilità a guidare il Paese in mezzo all’emergenza sanitaria e economica è stata ottenuta senza richieste, garanzie, assicurazioni. Mario Monti nel 2011 fu nominato senatore a vita da Giorgio Napolitano qualche giorno prima di essere incaricato di formare il governo. Nel caso di Draghi la chiamata di Sergio Mattarella è arrivata in apparenza all’improvviso e senza precludere nessun passaggio successivo, da Palazzo Chigi al Quirinale, ma anche senza prefissarlo. Tutto è aperto.
All’inizio del 2021, in piena pandemia, soltanto due governi occidentali hanno cambiato governo. Gli Stati Uniti con Biden e il ritorno dei democratici alla Casa Bianca, dopo i quattro anni di Donald Trump, nel clima drammatico dell’assalto al Congresso di Washington il 6 gennaio. E l’Italia, con il cambio a Palazzo Chigi tra Giuseppe Conte e Draghi, alla guida del governissimo di unità nazionale. Non c’è un rapporto diretto tra i due eventi, come immaginano i cercatori di complotti di casa nostra, ma è impensabile non cogliere il nesso tra il Paese motore dell’Occidente che provava a chiudere la stagione del populismo e l’Italia, il Paese europeo più attraversato dalle tempeste sovraniste, che tentava di includere in una nuova maggioranza le forze che negli ultimi anni si erano imposte con un messaggio anti-establishment, la Lega e il Movimento 5 Stelle.
Il ritorno sulla scena mondiale degli Stati Uniti del democratico Biden è stato il contesto internazionale in cui si è mossa finora anche l’operazione italiana del governo di unità nazionale. Il multilateralismo celebrato a giugno nel vertice in Cornovaglia è stato il terreno più favorevole per un leader globale come Draghi. Se quel contesto viene meno, come sta avvenendo in questi giorni di tragedia afghana, anche il governo italiano si troverà a muoversi nel vuoto. Che è un’opportunità per chi vuole rivendicare una leadership, in politica i vuoti si riempiono, gli spazi si conquistano, ma anche una maledizione, perché il vuoto di direzione risospinge ciascun governo nel recinto delle sue contraddizioni nazionali. Di fronte alla crisi afghana e all’arrivo dei rifugiati l’Unione europea rappresentata in modo scellerato in questo semestre dal presidente di turno, il premier della Slovenia Janez Janša, è tornata a dividersi, come nelle prime settimane della pandemia e del lockdown nel 2020. Nei prossimi mesi, senza la leadership forte dei Paesi più grandi, la Francia, la Germania, la Spagna e l’Italia, in un quadro inedito di in-fedeltà atlantica del Paese egemone, gli Stati Uniti, ogni Paese tornerà solo, fermo e immobile.
Il governo Draghi non è il governo dei migliori, alcuni ministri, tecnici e politici, si stanno rivelando inadeguati al compito, il premier è chiamato a fare gli straordinari. Appena si nuota fuori dal mare dell’emergenza sanitaria e economica escono allo scoperto le diverse visioni del mondo che una classe dirigente nel complesso moderata e ragionevole (più Giorgetti che Salvini nella Lega, per esempio) prova a tenere a bada, come si è visto anche nel civile confronto tra i segretari di partito al meeting di Comunione e liberazione di Rimini. Salvo poi ritrovarsi con situazioni imbarazzanti, come quella del sottosegretario leghista-mussoliniano Claudio Durigon o la nomina del direttore dell’Archivio centrale dello Stato Andrea de Pasquale da parte del ministro Dario Franceschini, contestata dall’associazione dei parenti delle vittime della strage di Bologna del 2 agosto 1980, da storici, intellettuali e da un pezzo dei partiti della maggioranza. Affidare l’attuazione della direttiva Draghi sulle carte della P2 e di Gladio a un dirigente che ha esaltato le virtù democratiche del fascista Pino Rauti può forse servire a mantenere in vita le ambizioni quirinalesche ma offende la ricerca di verità e giustizia sugli anni bui della Repubblica.
Senza un orizzonte l’Occidente si rinsecchisce, collassa, senza una speranza di futuro l’Atlante occidentale si chiude. E senza un rialzo dal sonno, senza un soprassalto dall’insonnia di massa, il governo Draghi si ritrova a navigare a vista in un mare difficile. Ma il risveglio non spetta a un solo leader, tocca a una classe politica che si impaluda nelle guerricciole a parole sui social e non riesce a trovare un linguaggio per rivedere le proprie categorie di interpretazione della realtà e il messaggio da dare al Paese. Il 31/8 è uno spartiacque, l’opposto della fuga dalle responsabilità cui stiamo assistendo a Kabul.

Watch Out Centene Corp: Pres. Joe Biden Seeks To Ban Profiteers From U.S. Prison System

Centene Corp. provides health care services to prison facilities across the United States, and the lucrative contracts awarded by state authorities serve to boost the giant insurer’s bottom line. However, a policy change espoused by President Joe Biden could potentially disrupt Centene’s good business.
President Biden ran on a platform that promised a wide-ranging criminal justice reform. He made clear during his campaign that corporations will be disallowed from doing business with the U.S. prison system. If and when the plan is implemented, states would be prohibited from outsourcing primary prison services to players like Centene.
The intention was to “stop corporations from profiteering off of incarceration,” according to the then Biden Campaign.
Biden Plan To Hurt Michael Neidorff
If the plan pushes through, Centene will be among the corporations to bear the brunt of the policy change. According to The Intercept, the company, through its subsidiary Centurion has existing health care contracts with 16 U.S. states. Authorities put their trust in Centene, believing that the services to be rendered are top quality but with relatively lower cost. But the record showed the company, estimated to be worth $60 billion, failed to live up to expectations.
Added the report: “Centene, along with its subsidiaries, has faced numerous lawsuits alleging wrongful deaths in prisons, leaving a pregnant inmate to give birth in a cell, and not providing adequate mental health care to suicidal patients.”
To be sure, showing Centene the exit door would be a laudable move on the part of the government, but there is an anticipated complication. The same report noted that Centene CEO Michael Neidorff is a major contributor, and his donations found their way to campaigns ran by both Democratic and Republican politicians.
Most notably, Neidorff is thought to be part of the Biden circle of trusted fundraisers. Documents provided by the Biden campaign identified the Centene chief executive as among the supporters that gave at least $25,000 to the cause. To be fair, Neidorff knew how to play politicsas his donation history showed that he also pitched in to make U.S. senators from both parties happy.
Will Neidorff’s Political Ties Protect Centene?
Neidorff also made sure that politicians where Centene operates experience his generosity. In essence, the insurer is in the good graces of both national and local authorities. And this is something that Neidorff couldcount on when the going gets tough, such as the potential impact of President Biden’s criminal justice reform.
When Biden finally decides to set his plan in motion, it should be interesting to see if his reforms would apply even on individuals, a powerful business executive like Neidorff, who supported his campaign.
