Multiple Vietnamese Army and non Army said this is not true and that they can't hear any Vietnamese in the song. Someone else also posted a Jim Jones audio that sounds exactly like what was in the original song:

Update: BigHit has addressed the rumor and confirmed that there was no use of Vietnam dictator in the song.
