Dr. Mansukh Mandaviya, Union Minister of Health and Family Welfare today chaired a high-level meeting to review the COVID-19 situation in India and preparedness of public health system for surveillance, containment and management of COVID-19 in view of the recent spike in cases of COVID-19 in some states. He was joined by Prof. S P Singh Baghel and Dr Bharati Pravin Pawar, Union Ministers of State for Health and Family Welfare. Dr V K Paul, Member (Health), NITI Aayog was also present.
State Ministers who joined the meeting include Shri Alo Libang, Chief Minister and Minister of Health (Aruachal Pradesh); Shri Brajesh Pathak, Deputy Chief Minister and Health Minister (Uttar Pradesh); Shri Dhan Singh Rawat, Health Minister (Uttarakhand) who was present physically; Shri Dinesh Gundu Rao, Health Minister (Karnataka); Shri Anil Vij, Health Minister (Haryana); Smt. Veena George, Health Minister (Kerala), Shri Vishwajit Pratapsingh Rane, Health Minister (Goa); Shri Keshab Mahanta, Health Minister (Assam), Shri Banna Gupta, Health Minister (Jharkhand); Dr Balbir Singh, Health Minister (Punjab); Shri Saurabh Bharadwaj, Health Minister (Delhi); Dr. (Col.) Dhani Ram Shandil, Health Minister (Himachal Pradesh); Prof. Dr. Tanajirao Sawant, Health Minister (Maharashtra); Shri Damodar Rajanarasimha, Health Minister (Telangana); Dr Sapam Ranjan, Health Minister (Manipur); Shri Niranjan Pujari, Health Minister (Odisha); Shri Rangaswamy, Administrator (Puducherry); among others.
Underlining the challenge posed by the increasing number of COVID-19 cases in some countries across the world such as China, Brazil, Germany and United States, Union Health Minister noted the importance of being prepared and remaining alert against new and emerging strains of COVID-19, especially in view of the upcoming festive season. Underlying and reiterating that COVID is not over yet, he requested states to monitor emerging evidences of COVID-19 cases, symptoms and case severity to plan appropriate public health response.
Dr Mandaviya stressed the need for collective efforts between the Centre and the States to deal with the emerging situation in the spirit of “Whole of Government” approach. He directed for strengthening the surveillance system for whole genome sequencing of positive case samples to track the variants through Indian SARS-CoV-2 Genomics Consortium (INSACOG) network to ensure timely detection of newer variants, circulating in the country. This would facilitate undertaking of appropriate public health measures in a timely manner, he noted. States/UTs have been requested to ramp up testing and refer large number of samples of COVID-19 positive cases and pneumonia-like illness to INSACOG Genome Sequencing Laboratories (IGSLs) on a daily basis, for sequencing, to track new variants, if any.
The Union Health Minister urged all the states to remain alert, increase surveillance and ensure adequate stock of medicines, oxygen cylinders and concentrators, ventilators and vaccines, He asked officials to undertake mock drills every three months at both the Central and State levels to assess functionality of PSA plants, Oxygen concentrators and cylinders, ventilators, etc., and encouraged the sharing of best practices. He also urged states to create awareness on respiratory hygiene and ensure dissemination of factually correct information and counter fake news to manage infodemic and mitigate any panic. The Union Health Minister urged States/UTs to share information on cases, tests, positivity etc., in real time on the COVID portal to enable timely monitoring and prompt public health measures. He assured the states of all support from the Centre.
Through a presentation, Shri Sudhansh Pant, Secretary, Union Health Ministry briefed the Union Health Minister on the global COVID19 situation and the domestic scenario. It was informed that while active COVID cases in India are significantly less compared to the global scenario, in the last two weeks there has been a steep rise in active cases from 115 on 6th Dec 2023 to 614 on date. It was also noted that 92.8% of the cases are home isolated, indicating mild illness. No increase in hospitalization rates have been witnessed due to COVID-19, the cases that are hospitalized are due to other medical conditions – COVID-19 is an incidental finding. A rise in daily positivity rate has been observed in a few states like Kerala, Maharashtra, Jharkhand and Karnataka.
On the new JN.1 variant of SARS-CoV-2, it was informed that the variant is currently under intense scientific scrutiny, but not a cause of immediate concern. No clustering of cases has been observed in India due to JN.1 and all the cases were found to be mild and all of them have recovered without any complications.
Dr V K Paul reiterated the need for a whole-of-government approach to tackle with the challenge posed by the surge in COVID cases and the emergence of a new variant. He informed that the scientific community in India is closely investigating the new variant but stressed on the need for states to ramp up testing and strengthen their surveillance systems.
Dr Rajiv Bahl, Secretary, Department of Health Research and DG, ICMR informed that ICMR is currently working on genome sequencing of the new JN.1 variant. He urged states to monitor the COVID-19 scenario and increase RT-PCR tests but noted that there is no cause for panic.
State Health Ministers appreciated the support and guidance received from the Centre. They assured to increase testing and surveillance measures in view of the rising cases in some states.

You can view all the information by simply entering the person’s phone number. For CoWIN, OTP is necessary to access these details, but not for the Telegram app’s bot.
MILLIONS OF INDIANS HAVE THEIR PERSONAL INFORMATION COMPROMISED?
Information about the Health Secretary is accessible via Telegram. Saket Gokhale, the official spokesperson for the Trinamool Congress posted some snapshots of leaked data from Telegram. He referred to the “leak” as a cause for severe concern and questioned why the Modi administration was unaware of it and why the public isn’t aware of such a significant data breach. They blocked the bot as soon as reports of the leak started to circulate. The disturbing information has not yet received a response from the appropriate authorities.
‘ONLINE LEAK’ OF COVID VACCINE RECIPIENTS’ DATA
The Telegram messenger purportedly contained the personal information of COVID vaccination recipients.
THE TELEGRAM APP ALLOWED EVERYONE UNRESTRICTED ACCESS TO THE PERSONAL INFORMATION OF INDIANS
For a while, the Telegram app allowed everyone unrestricted access to the personal information of citizens who had submitted it to the Central government’s CoWIN portal to receive the COVID-19 vaccination shots.
PERSONAL DETAILS OF CITIZENS ARE AT RISK
According to a Twitter thread this morning that included screenshots of the incident and independent verification from Malayala Manorama newspaper, if anyone entered a mobile number of a person, the chatbot in question would immediately respond with information like the person’s gender, date of birth, and the location of the vaccination center, as well as information like the identification number of the document they submitted for the shot (Aadhaar, passport, PAN card, and so on).
ALL INFORMATION WILL BE ACCESSIBLE BY JUST TYPING THE PERSON’S NUMBER
The Aadhaar number, rather than the phone number, might also be used to access these details. Those who have updated the CoWIN portal for international travel also had their passport numbers exposed.
In the first instance, the details of all persons who had registered their names on the CoWIN site under the same phone number were visible.
Members of several families have all enrolled under the same phone number. So, the app also had information about the family’s other members.
OTP IS REQUIRED TO ACCESS SUCH DETAILS OVER COWIN
In contrast, such details are made available on the CoWIN portal only if the One Time Password (OTP) is entered into one’s phone. But these details were available on the Telegram channel through a bot without the OTP.
DETAILS OF HEALTH SECRETARY OVER TELEGRAM
When the phone number of Rajesh Bhushan, the Union health ministry’s secretary, was entered, information like his date of birth, the last four digits of his Aadhaar card, the four digits of the Aadhaar number of his wife Ritu Khanduri Bhushan, an MLA from Uttarakhand’s Kotdwar constituency, her date of birth, and the location where she received the vaccine were all accessible.
SAKET GOKHALE POSTED SOME SNAPSHOTS OF LEAKED DATA FROM TELEGRAM
Saket Gokhale, the official spokesperson for the Trinamool Congress, posted some of the identities with snapshots of their allegedly obtained data from Telegram.
The information of well-known politicians, particularly opposition leaders, and journalists, appears to have leaked as a result of the data breach.
A few of the names revealed by Gokhale providing screenshots included Rajdeep Sardesai of India Today, Barkha Dutt of Mojo Story, former Union Minister P Chidambaram, Rajya Sabha MP and TMC leader Derek O’Brien, and Congress leaders Jairam Ramesh and K C Venugopal.
He referred to the “leak” as a cause for severe concern and questioned why the Modi administration was unaware of it and why the public isn’t aware of such a significant data breach.
Soon after rumors of the leak surfaced, they blocked the bot. The relevant authorities have not yet responded to the shocking information.

He had ventured into the domain of education, for the same reason, i.e. to provide affordable education and healthcare to the deprived and weaker sections of society. He explained the importance of the decentralization of education in rural areas. Dr. Giri has always believed that education and healthcare are the two most vital things for an individual’s growth. So many deserving students who have the capacity to take India to global heights are deprived of good education due to a lack of finances, and Dr. Giri has been trying to bridge this very gap, through his constant efforts and endeavors in the educational domain. Along with Shri Venkateshwara University, Dr. Sudhir has also established many other schools and educational institutions across the country. Another very important factor that plays a pivotal role in the development of a nation is a good healthcare system and towards this, Dr. Giri has been working tirelessly to provide good medical facilities to all, especially in the rural areas. In the last covid period, the medical staff of the Venkateshwara Institute of Medical Sciences, a multispecialty hospital, established by Dr. Giri, did not charge anything for treatment, as a result of which, so many lives could be saved during the harrowing times of the pandemic. When the pandemic hit India, VIMS created a record by curing over 2000 corona patients during the first wave of Corona. When India was affected by the second wave, Doctors and healthcare workers worked vigorously, and as a result, VIMS was among the institutes that recorded the lowest number of deaths in the country. India administered 100 crore doses in October only because of the unstinting efforts and initiatives taken by institutes like VIMS, that acted as dedicated vaccination centers. Dr. Sudhir Giri closely monitored their functioning and constantly worked with the healthcare officials in achieving the huge target of curing 2000 Covid patients, without worrying about his own safety. Along with affordable healthcare facilities, Dr. Sudhir also gets health camps organized from time to time where patients suffering from various ailments can receive, cost-free medical facilities which are available nowadays in hospitals like ECG, Blood Tests, Maternity, Oncology, Radiotherapy, Radiology, especially to the economically weaker people of the country who can neither afford nor have any access to the basic healthcare services or information about the diseases they might be suffering with. Dr. Sudhir Giri also said that in order to make the colleges and educational institutions of Uttar Pradesh, distinguished, on a national and international level, the government must do better planning especially for the universities and medical colleges that need to be established in rural areas. He enlisted some of the basic facilities that should be provided, such as lodging and other basic amenities for teachers and doctors in medical colleges and universities, so that they can stay on campus and provide good education and medical facilities more efficiently.
