Massacre Evidence Discovered at Former Governor's Sugar Mill

Government operatives have seized personal items belonging to suspects in the March 4 murder of Governor Roel Degamo and eight others at a sugar mill compound in Sta. Catalina, Negros Oriental, Thursday evening, the Joint Task Force Negros (JTFN) said. The items were found with the use of a backhoe on the premises of the HDJ-Bayawan Agri-Venture Corp. Tolong in Barangay Caranoche, Sta. Catalina, reportedly owned by former Negros Oriental governor Pryde Henry Teves. The recovered items included burned clothes, identification cards, automated teller machine cards, and assorted documents that reportedly belonged to some identified suspects. Also found were one silencer, one soldering iron, rifle cleaning paraphernalia, empty slugs of .45 caliber, a Swiss knife, and a tacker used for target papers. The latest discovery was part of the continuous operations led by the Philippine National Police-Criminal Investigation and Detection Group (CIDG) with the help of the JTFN composed of soldiers and the police. The series of raids started on March 24, after a Mandaue court judge issued a search warrant. During the raids, operatives seized several high-powered firearms, explosives, and thousands of rounds of ammunition within the premises of the sugar mill. The former governor said while he is the president of the company, he only owns 10 percent of it and it has five other incorporators. Meanwhile, Teves voluntarily surrendered some firearms and ammunition to the police on Thursday, a day after he filed a waiver at the Hall of Justice here, allowing authorities to search his phone and bank accounts. The former governor is the younger brother of suspended Third District Rep. In October 2020, McCoy professed his love for the woman, but she reminded him he was having an affair and said she did not share his romantic feelings, prosecutors said. After her advances were turned down, McCoy hatched a plan to bomb the woman's boyfriend "in order to eliminate him as a romantic rival", prosecutors said. Prosecutors said McCoy searched for materials and planned to build a bomb tube that would be detonated by the victim himself. In order not to get caught, the cosplayer bought individual items from different stores and paid for his purchases in cash.

Incident Details

“McCoy fabricated shrapnel for the interior of the bomb by using an angle grinder to cut scrap metal into small triangular pieces,” the Justice Department said. "McCoy placed the homemade shrapnel and marbles inside the metal pipe to increase the detonation time of the pipe bomb when it exploded." Once the bomb was ready, McCoy placed it in a white gift box, tied a red ribbon around it, and cocked the ignition mechanism so that the bomb would detonate when the box was opened. Prosecutors said McCoy made a prototype and tested it in his yard before delivering the bomb to the victim. On October 30, McCoy placed the box-wrapped bomb in the back of a pickup truck and drove seven hours from his home in Ohio to the victim's home in Carroll County, Maryland, where he killed him. placed on the porch. In addition to physical injuries, the explosion caused nearly $47,000 in damage to the victim's home, rendering it temporarily uninhabitable while repairs were being made. In March 2021, law enforcement issued a search warrant at McCoy's home and confiscated the materials used to make the bomb, including the explosive powder.

When asked about the explosion, McCoy admitted knowing the victim but denied having anything to do with the bombing and even pointed the finger at another cosplayer who he said didn't like the victim. Eventually, after investigators showed McCoy maps of his whereabouts on the day of the attack, documenting his journey from Ohio to the victim's home and back to Ohio, McCoy admitted to making and supplying the bomb, the DOJ said.
