Not a Zonai
Biologically, cannot be a Zonai, or Zonai-Hylian hybrid. There's a major feature of the Ancient Hero that gives it away, but let's start with the basics.
This is Rauru:
He has large ears covered in fur from the top of his head, golden horns, a third eye, and white hair with colored edges. His eyelashes are white, green, and gold, and the sclera of his eyes are white.
Proportionally, he's built more like a Zora than a human. His hips are low, with his torso the same size as his legs.
Let's look at Mineru and compare, to account for variation in Zonai physiology (the sample size is bad, but there's not much we can do about that):
Large, fur-covered ears, a third eye, white hair with colored edges. Her eyelashes are white, pink, and gold, so we can assume that some of these colors are from makeup, but her sclera are still white.

Like Rauru, she has those weirdly proportioned hips and torso. No horns, though, so that could be a male Zonai thing, or just a him thing.
Bonus evidence, in lack of sample size, the dragons:
The three elemental dragons all have the same kind of hair as Rauru and Mineru, fluffy with spiked ends that have colored edges. And we know, from experience, that dragons keep the hair of their previous forms as their mane:
Now for our little scamp.
First off, his skin is gray-green. Not an indicator of itself, could just be a different fur color.
However, he also has:
Red, silky hair with no secondary color
Black sclera
No lashes
No horns
No third eye
Pointed ears on the sides of his head
We've established that the horns aren't a requirement, so that's also not a direct indicator. Maybe he's missing the third eye because that's a royalty-is-different trope. Maybe the red hair means he's half-Gerudo, and the ears are a byproduct of that. The black sclera is weird, but not entirely unforgivable. Zelda's done weirder (see Yeta and Yeto, or King Zora and Ruto).

And now we get to the proportions. There's no strangely cinched waist like Mineru and Rauru have. The legs are proportional to the torso in a way that's almost human.
Still could be half-Hylian or Gerudo, right?
Wrong. Look closer.
That is a TAIL.
Neither Mineru nor Rauru have tails. But there's something even more damning here.
Mineru. Five toes. Plantigrade (on the floor) feet. Big toe to little toe, like a human.
Rauru. Five toes. Plantigrade feet. Big toe to little toe.
Hero's Aspect! Four toes! Two large middle toes! Cat toes!
Digitigrade (catlike, heel raised) feet! That spoke on the end of the sandal never touches the ground!
Where did the tail come from? The black sclera? The change in skeletal structure? The literal paws for feet?
This is not a Zonai. I'm calling it a Lomei, and I rest my case.

Should the dev team have committed to Zelda's draconification being permanent and have her stay a dragon at the end, and would that have made for a more honest and poignant ending than the one we got? Some fans think that the ending we got renders her sacrifice completely meaningless and devoid of impact.
The dev team absolutely should NOT have committed to Zelda’s draconification. It would have ruined the entire story and narrative for Zelda’s character and Hyrule itself.
Some people think it made the sacrifice meaningless and devoid of impact. . . But it didn’t. Her choice was her own and it was a statement of dedication to Link and Hyrule as a whole. It was also utterly tragic that she had to do this in order to heal the Master Sword. I am still in utter distress whenever I play the game and watch the memories, despite knowing the ending. Because it’s the tragedy she endured willingly that makes the sacrifice meaningful, not the permanence of it. The sacrifice would hold no value had it been a choice Zelda made knowing she would be reverted.
She didn’t. She thought it was permanent.
And I’m honestly tired of some of these fans just not wanting a happy ending for her character. She deserves peace and a happy life. That’s what she got, which is absolutely justified. And those who think of a story so plainly and only at the big picture miss the details and narratives that point directly towards the ending we actually got.
Let’s talk about if she didn’t turn back.
Firstly, we can start with simple things that personally can be reworked in the future but would create a hurdle for the devs in the future— Zelda would never die as a dragon, she is an immortal being. The Zelda series is quite literally founded upon a reincarnation cycle between Zelda, Link, and Ganon. And only one of them is linked through blood: Zelda. That would cause a bump in the whole reincarnation foundation.
Beyond that, Zelda’s character development would suffer with this choice becoming permanent.
Any fan upset by the ending doesn’t understand the implications of Zelda being granted a second chance. She dedicated her entire life before the calamity to training and praying, only to have her magic awaken AFTER the champions, her father, and nearly Link are killed. Her efforts for the next century keep her body suspended in time and keeps Ganon at bay through her light power. When she wakes up, she is granted a ‘second chance’. In reality, it is simply the life she fought for and rightfully deserved.
So after she made Hyrule her home again, unifying the scarcely populated land and invigorating its culture, she is once again forced to sacrifice everything. This time, she does so as a leader and as one who holds such strong power. Her journey as a Queen leads her to become the very leader she WANTS to be, not the one she was constantly reprimanded to be by her father and the old kingdom. And she learns this throughout her time in the past, with Rauru as her guide.
And that leads us to this point: the belief that to rule is to give up everything.
But where others are punished for this choice (despite Zelda’s warnings, Rauru’s ignorance of Ganondorf’s power leads to Sonia and his own death), Zelda is REWARDED for her choices.
Because she did not just claim that another will defeat Ganondorf and seal him away until present day like Rauru.
Zelda did much more. She raised the sky islands, made a promise with Mineru, solidified the aid of the sages, collected the Master Sword and chose to give LINK the best chance he could have against Ganondorf. Zelda did every single thing she could to ensure Ganondorf would be defeated. She even aids in the final battle, as her will is to end that evil and grant Hyrule the peace she herself will (presumably, to her own knowledge) never experience.
So when she is rewarded for her efforts, by being bathed in sacred light and her body reversed to its previous state. . . It is entirely in line with the narrative thus far. Additionally, Rauru and Sonia present themselves as a ‘second chance parents’ for Zelda. A supportive, patient father in Rauru. A guiding teacher and mother in Sonia.
Tears of the Kingdom mirrors Breath of the Wild in terms of Zelda’s development and story. To give an ending where Zelda remains a dragon. . . It would have been tragic and dishonest to the story that we got.

The story told of a daughter, blessed to the first King and Queen of Hyrule by the Three Goddesses themselves. A princess bestowed with the gift of beauty and grace, a beacon to the budding kingdom. There were even carvings under Hyrule Castle, hidden by toppled boulders, that portrayed her image.
And he would admit. She looked like a being having been blessed by the heavens above.
The carvings had showed an ugly side to an already bitter story. How this princess, this goddess sculpted muse, was struck down by the Demon King as a means to get back at both King Rauru and Queen Sonia. The carvings from there had been too worn down to get a clear reading, but it was enough to pique his interest. Besides, what else did he have to do? Save a princess who had no issues with leaving him to die? Deal with monsters that the people of Hyrule already knew damn well how to deal with and were no longer scared of them? Traverse the depths and all the lightroots he had already found?
At least this way, he may get some new power out of it. If nothing else, at least he had a good story for Traysi.
His first area to investigate was the sky island he woke up on. He could still spot Rauru's spirit in certain areas, understanding the solemn look he seemed to wear much more than he previously did.
It was also much easier to travel around the island this time around, which was a bonus.
When prodded for answers, something complicated flashed over the spirit's face before it settled into a Grim acceptance. One Link had worn too often right after remembering the untimely demise of the Champions.
"She was gravely injured. My precious sunshine. I almost lost her that day." He had spoken in a grave echo, eyes glazed and far off, as if seeing his daughter right in front of him. "My sister, Mineru, had offered her services in an effort to preserve her soul. I am unsure if it had worked. I haven't had the heart to look. I would be such a disappointment to her fiery heart and iron strong will to shine in the brightest ways possible. She was kept in the Temple of Time if you are at all curious."
He was. He was curious. He wanted to see this being for himself. If Rauru spoke so highly of you, it had to be worth it. And it was either this or go save Zelda, and he figured she was fine doing what she currently was for a little while longer.
At least until he looked further into this.
Walking into the temple, he hummed to himself as he looked around, spotting the blue glow of Rauru near a wall closer to the exit. He nodded solemnly when Link approached. The hand that matched his own raised to the wall, pulling forth one of those green symbols that chimed at his hand. The bricks shuffled and moved while Rauru faded out, leaving an unactive construct in front of him. It rattled to life, chirping up at him before recognizing that he was friend and not foe. The Construct explained that he was designed to protect the chasm the Princess was being kept in, but since Rauru had deemed him worthy, he would escort the blond to the place. It wasn't a long journey, not at all, just down a spiraling staircase with stone walls curtained by moss.
But the moment he laid eyes on you, he understood why you were hidden.
You face was lax in such a peaceful expression as your body remained weightless, suspended in a bubble of seafoam green and ocean blue. Your hair was splaying up behind you as if you were underwater with your hands clasped around a hilt of a sword. Even the sword itself was divinity in a blade, glowing a bright white from it's place in front of you. You were clad in white robes trimmed in cold with a stone necklace laced around your delicate neck, those same white earrings hanging from your ears.
You were...ethereal. From the curve of your jawbone to the plump flesh of your cheeks, he was enthralled by your very essence. The curve of your shoulders and the toned flow of your arms, even the dip in your collarbone-- all of it had his eyes trailing every bend and curve of your body.

Whatever invisible force keeping you suspended gently laid you on your feet, which were bare, only adorned with an anklet matching your necklace. The tip of the sword in your hand clinked against the stone floor. The echo of it made your eyes, your gorgeous, gorgeous eyes, snap open. If he thought seeing you before was captivating, this was downright...enchanting. The light of your irises positively glowed as your silently gasped, hands tightening around the hilt of the weapon. He rushed to your side as he saw your balance falter, cradling you in his arms as one of your hands came to gently hold your own temple. Even just the sound of your groan made him swallow hard, fighting the blood threatening to rush to his (dick-) cheeks.

He understood, on an intimate level, what it was like to loose so much time, healing yourself, while the rest of the world carried on, carrying the loss of friends and family with it. He knew what it was like. It had to be why you two were so perfect for each other.
He held you as your cried, soothing down your hair as your tears (Which should never have been shed) soaked his shoulder. While he was never interested in defeating the Demon King for Zelda's sake, he may have just found another motive.
One much more worthy of his time and attention.
