List of the Council + very brief bios

O5- 1 "The Archivist". Manages archival duties, an obsessive coffee drinker who sometimes doesn't understand her own colleagues.

O5- 2: "The Trickster". A kitsune that was part of the same pantheon as Four. Is the embodiment of Trickery and Deception and hides great power. Frequent liar, in charge of obscuring truth to outsiders. One of Four's husbands.

O5- 3 "Avant-Garde". Son of Dr. Wondertainment and originally known as Mr. Money, he runs the finances and is a proud father to his two rescued cats, Galleon and Pyrite.

O5- 4 "Werewolf" Long-time member whose heart hardened after the death of his son. Is making progress in thawing out his heart. Can change into a 20-foot-tall werewolf. One of the "Big Three". Was revealed to be an advanced deity, the Embodiment of Nature and the creator of the first werewolf. Leads and is the object of worship by an anomalous cult

O5- 5 "The Child". One of the most unsuspecting O5s because of her appearance, but she has the age (over 500!) to back up her credibility. She has intense psychic and telekinetic abilities and has the capacity to cause serious harm. One of the "Big Three"

O5- 6 "Dragon". A Glyocklen that consumed D-Class, allowing him to speak and granting him human intelligence. Has ice breath and can switch between his dragon and human form (The former form he can change his size in as well). One of the "Big Three"

O5- 7 "Sleeper Agent" Former Insurgent who successfully betrayed the Foundation only to double-cross the Insurgency for the Foundation. Was molded into the perfect assassin. Never far from her crossbow.

O5- 8 "Quiet" A selective mute who has the power to silence anyone. They have taken on a sort of parental role among their colleagues and promotes health and recovery in any way they can. Currently dating Thirteen after they began to fall in love.

O5- 9 "Alchemist" Snarky and condescending, he is bitter about most things in life. Following the events at Dr. Wondertainment, he has learned he is an android. This has made him insecure and meek, believing his life and past was fabricated. Tends to keep his private life on lock.

O5- 10 "The Gamer" The most vocal O5. A former MTF agent, he now monitors the communication lines, and cameras, and helps handle cross-construct relationships. Was once a member of a specific hacking GOI. Soon to be husband of Four.

O5- 11: "The Godfather" One of the newer council members and former Site Director of Site 230. Benevolent and warm, his calming aura and immunity to cognitive effects have helped him establish healthy relationships and genuinely connect to anomalous people.

O5- 12 "The Swarm" A king of Berkandr Swamp, he is an insectoid who has been key in certain conflicts, and has helped Four mourn properly. A pessimist

O5- 13 "Sniper" A former soldier who has been hit hard by war. Following the death of 7160, she developed a resistance to amnestics and sought help from Eight. They are recovering but their paranoia hasn't left.

O5-13-ii "The Old AI" One of the original founders of the Foundation. Originally confined to a briefcase laptop, 13-ii is now hooked into the mainframe, allowing him a virtual body and a fast track to helping his colleagues. Still answers with the formality he had all those years ago.

O5-14 "The Fragmented Mirror" He's a former comrade to Ten and has the ability to create copies of himself. Scared of the cosmic and eldritch side of the anomalous world, and thus is exceptionally scared of Four and Two.

O5-15 "???" [It seems this potential role has yet to be unlocked]

TK-684 Council Dossier

For convenience's sake, I'm sharing a quick introduction to everyone on my council! If some things get redacted along the way, it's not my fault! ヾ(ゝω・)ノ

O5-1: Founder (He/him) Founder is a scary guy, he's super old, and we don't see him in person often. The basement is like his lair since that's where all the machines he's hooked to are kept; only Eleven is brave enough to go down there, mostly! When we hear from him, he typically uses Thirteen-ii to send messages to us. Founder is like... the head honcho? O5-2: The Gardener (she/they/it) Two is the grandma of the council! She's the head of the Anomalous Research Department. They're nice enough, but she's still pretty tough! Rai likes to help her out in the greenhouse sometimes. I've been told strange things about Two, like her connection between her predecessor - He Who Waits - and doctor [REDACTED]. Weird! =P O5-3 The Philosopher Scientist. (ze/zir) Ze founded the Ethics Committee and Psychology Department back in the day! Which explains zir... moral disposition. While Three isn't in charge of the Ethics Committee anymore, ze's still involved in it! Zir main role is now with the Amnestics Department. Ze's not around very often. O5-4: The Ambassador (he/they)

Four's our ambassador! He's often away on diplomatic trips to talk to high-profile individuals in Groups of Interest or heads of state, but they're pretty nice when they're around! Sometimes Four and Six hang out and drink alcohol. Oh, and Four can run like Sonic, which is pretty cool! Nyoom! O5-5: Blackbird (Mirror pronouns/use your own pronouns) While Four is in charge of diplomacy, Five is responsible for Department of Paranormal Organization Review, which essentially records and monitors our GOIs. He's cheerful and kind to everybody, as far as I've seen, so I'm not sure why we need someone else to be the ambassador, but yeah! He has five blackbirds, and he likes to wear stuff with bird motifs on them. O5-6: Dogwood (he/him) Six is our security and MTF guy! He reminds me of... a wild west sheriff, like in the movies! He's usually pretty laid-back, but he does have... a grumpy side. I don't talk to Six very much, but Kri gets along with him! O5-7: Teeth (she/they) Teeth!! I really like them; they're kind of weird, in a sort of creepy cryptid way, but they're cheerful and bubbly enough at the same time that it's not a bad thing! Teeth handles godly and extraplanar affairs. They're friends with Liar and The Other Overseer. O5-8: Magnolia (she/they) Magnolia's not so nice or happy, and she can be pretty harsh and to-the-point, not that she chats with us unless she really has to. They're in charge of the D-class program as well as the Foundation Department of Education. She kind of shambles around like a wraith. O5-9: Out of Place (he/they/it) I don't have that much to say about Nine; I've only seen him in person a handful of times, and I don't know much else about them besides that he moves between sites a lot, and it's the head of Research and Development. Nine almost always attends meetings virtually. O5-10: The Archivist (she/him/it/they) The Archivist is an interesting lady! She manages correcting, writing, and archiving Foundation documents, and there are some things the rest of us can't look at. It's kind of... otherworldly, sort of like Teeth, but not at all, and I don't think being a Thaumaturge has to do with it. I want to study him like a neat bug, but he wouldn't let me get very far with anything like that, haha! O5-11: Liar/The Father of Lies/[REDACTED]. (Any pronouns, favours she) The dossier is about to get stranger, now that we're at Eleven. I don't really know what she is. A shapeshifter? A reality bender? A deity? It's the head of our Disinformation Department, and her answers are hardly consistent, which she seems to be amused by. Liar has supposedly also been The Mailman, Jings, and currently still [DATA EXPUNGED]. She wears human teeth as a bracelet, which I think is creepier than anything the rest of us have! O5-12: The Accountant (he/him)

Very straightforward, Twelve is our accountant! He's a mathematics genius, and I've never met anyone that sticks to schedule quite like him! Everything is planned, even his drinking habit. Twelve has expensive tastes, and he's rather calm, but he doesn't tolerate annoyances or... disruptions very much. He's got these strange wraparound sunglasses that he always wears, even indoors, and I don't want to possibly offend him by asking why. Thirteen-ii: AI Construct (it/its)

We have two thirteens, and I'll save the other one for last! This one doesn't vote; it isn't sapient, and it's basically what Kri has described as "a souped-up Alexa." As mentioned before, Founder tends to communicate with us via Thirteen-ii, and it can be commanded to open/close doors, turn lights on/off, and things like that. Which is good! Because I forgot to mention earlier, when Founder is in a bad mood, he can slam doors or make the place really hot or cold. He's sort of... integrated with the Site? O5-13: Death/The Other Overseer (she/it/them, and infrequently him) Yep! We have Death, the Grim Reaper, whatever you'd like to call her, on our council; she's our tiebreaker! Thirteen isn't... here a lot of times? They can just disappear to some other plane of existence; I don't know. But when she's around, she hardly speaks, but she seems to be friends with Teeth and Liar! Its dresses are really pretty! O5-14: Min/The Creator (he/him) Me! My main role is anomalous welfare, though my skills in robotics and programming are sometimes implemented in security systems! My secondary role pertains to specific foreign affairs! =)

Upon being transported, the three Overseers, all of them O5-11 "The Liar", blinked and looked around. She didn't know how Seven had known the right coordinates, but based on the familiar look of the walls, she was willing to bet they got it right. Clapping, the shortest of the three, a woman with four eyes and big hair, waved at the nearest staff, "Hello~" she chirped, "I'm Liana, Nettie is next to me, and behind us is Adair! We're here for a giiiiiiiiift~?"

The small group of staff took a moment to glance at the three and each other in surprise at seeing them before one of them shook their focus back and took out a tablet while speaking.

"Gift...? The one from that one person, right? Let's see... Oh, right! Down this hallway, please," The staff member said, seeming to find the location through the tablet before beginning to guide the three towards one of the adjacent hallways. "It will be all the way down here, take a left, and the door way at the end is Bright's office where he's got it!"

The Eleven Department

It is widely believed that there are multiple people who share the title of O5-11 and that they split duties in some way. Command often refers to the person, or persons, holding this designation as the Eleven Department, lending credence to this theory. Additionally, multiple names have been used by individuals signing with this designation, however only six are consistently believed to exist. Of those, only three names have been specifically mentioned by other members of Command.

There are also theories that this designation is not held by any individual or group and simply exists as a cover for something Command feels warrants particular care not to reveal. Others still believe that communications coming from O5-11 are either some sort of AI, or from other Overseers when they wish to communicate something that they know will not be well received.

If the department does, indeed, exist as more than one person, the internal operations are poorly understood by those outside of it, and possibly those within.

Whatever the case may be, the O5-11 designation deals with obfuscation in some way.

For the purposes of this dossier, we have included speculated information about the three designees that have been mentioned by other Overseers. For simplicity’s sake, they will be written on the assumption that these individuals exist. We are choosing to only include the three most prominent. Rumors of "The Manager", "Mystefier", and "Arkivist" exist, as well.

O5-11 “The Father of Lies” or “The Liar”

Unknown descent. Unknown origin. Appearance varies widely. Always attractive in appearance. Favors being well-dressed.

She is widely believed to be a very skilled shapeshifter, taking on appearances at will, though there is debate on whether or not she has ever been human. Many statements also imply she may simply have an unknown number of individuals working under her that may also speak as her. Others believe that the truth is a combination of the two.

Sightings are difficult to confirm, but communications from individuals claiming to be her are frequent. Her role appears to be handling disinformation and possibly body doubles. There have also been statements that claim she was one of the founding members of Command, along with O5-1 and O5-5. Due to the dubious nature of these claims, they are best treated as rumors.

Her personality can vary as much as her appearance does, seemingly based on need. Whether this is one person who is simply very good at acting, or multiple people under the same name is unknown. It is believed that even other members of Command are uncertain of her true nature.

She lives up to her name, frequently telling stories of varying degrees of truth and varying degrees of believability. Sometimes, she will contradict herself within the same conversation, or offer multiple choices for what is going on, without any indication of which, if any, are true. Some get the impression that she herself may not know what the truth is, in some instances.

She, or someone claiming to be her, runs a blog at @o5oflies.

O5-11 “The Mother of Secrets” or “Secrecy”

Female. East Asian descent. Chinese origin. Apparent age varies; true age unknown. Always appears fat.

Rumors posit that she may be a shapeshifter, much as her fellow designee. Some believe that, in addition, her true form is that of a dragon. She is said to have her own team of proxies working under her, who may also handle appearances for her.

She is seen much less frequently, at least by name, than The Father of Lies. It is believed that she handles redacting information and amnestics. Available information suggests that she may also have been one of the founding members of Command.

When she does choose to communicate, it is said that she is incredibly private and withholds significant amounts of information from those she is speaking to. It has been reported that she will offer that information in exchange for a secret of the other party's. Some rumors claim that if the deal is accepted, the secret given will be forgotten by the person who gave it. If this is true, it has been said that she will not take any secret unless it has been explicitly agreed to.

There is some speculation that she may possess some ability similar to telepathy. If she does, there are either very particular restrictions or she chooses not to exercise it.

O5-11 “Void”

Non binary. Unknown descent. Unknown origin. Appearance varies. Sometimes appears in non-human forms.

There are rumors that they may be some sort of fae. Specifically, one aligned with the Seelie Court. These rumors imply that they have the ability to shapeshift. They also posit that they are somehow bound to the Council by a debt, though they appear to enjoy their position.

Their exact role is shrouded in mystery, with theories varying wildly and many conflicting reports. All that is fairly certain is that it relates in some way to obfuscation.

When they do interact, they often behave in ways intended to confuse those around them. They are also known to use oblique wording. Despite this, or perhaps to amplify the effect, they also commonly give some salient, if oblique, commentary, when they elect to communicate. Very few potential sightings have been reported, though these would be difficult to confirm.

05-11: The Truth Unfound

A/n: Pardon my mistakes, I am not a professional. This is just a self-made AU for one of the O5 Council members, O5-11 or The Liar. A glimpse into his personal life. This tale may not include much of the SCPs and might be improper for some theories about the highly secret group. But overall, it is just a little story. Grab snacks and enjoy.

A year ago on this very day, Sam and I had celebrated our love in front of a crowd full of ones who are close to us. We stood on a little stage on the shore and heard the waves of the ocean while promising each other a life devoid of loneliness. As he kissed me, everyone clapped and cheered. Since then, we had loved each other even more.

At this very moment, I was in his arms and blindfolded. I felt him stepping downstairs. There were butterflies in my stomach. Sam had already surprised me with a tour on his personal yacht. He knew I loved the waters, we both did. He stopped and gently placed me on a chair. I waited for instructions. There was a heavy sound of a door shutting close with a number of metallic clicks. I felt Sam’s hands untying the cloth on my eyes.

“Open your eyes,” said Sam. The room we were in looked similar to some sort of lab in a science fiction movie. There was nothing much but futuristic lights illuminating the spherical room. Sam sat across me. The table and our chairs were the only furniture present. Just when I was trying to understand everything around me, the table was suddenly filled with food. I wished I had not blinked. My confusion sealed my lips and I just looked at Sam for some explanations.

Sam said, “Greta, you are the love of my life. I need to share something very important to you today.” He had a serious yet calm voice. “Do not worry, this is just a safe place I needed to open up to you.” He added.

He then looked down and acted a bit nervous. I assured him that I would listen to him before concluding anything.

“Before I explain everything to you, I would like to tell you a story,” he stated. “A young boy once was going back home from his school. He kicks a pebble as he walks. Suddenly he trips and falls and scrapes his knee. When he looks back up the familiar road has changed to an open field. There are beautiful flowers growing and short grass under his shoes. The sky is now a shade of pink and orange. Slightly overwhelmed, he walks slowly towards a flower and smells it. The fragrance makes him feel like home, the home he had never visited. He finds a tall man in a cowboy attire facing him. His hat covers his eyes but there is a smirk on his face. Finding no one else in the vast field, he approaches the man. As the distance between them decreases, the boy notices how absurdly tall the man is. He is now close enough to see the eyes of the man glowing red. As soon as their eyes meet, the boy screams, unable to move and the large monstrous figure reaches an arm out to him. He closes his eyes and falls back on the soft grass. But then he wakes up on a road, still unknown. It is a moonlit night. He sees a small house off the road. Just as he sits up, he hears the sirens of a car. Then he sees the headlights of a police car with the siren blaring. The boy realizes how fast the car was running. He rolled over to his side and off the road. He sat there in hopes of the car returning but it never did. Confused, hungry and terrified, he sat down in the dirt and cried. The boy wished he had not gone to school that day; he missed his mother. He passed out from the exhaustion. The last thing he remembered seeing was a few soldiers and doctors around him.”

Sam paused and silently sliced his steak. I wondered if that food was real, but he chewed on his steak. His eyes were looking into his story. He seemed completely lost.

“So, I assume that boy was you?” I tried to speak to him so that he could be a little more present. But somehow my words never reached him.

“His family had to forget about him and he was kept away at a very protected place. His stay there was imprisonment yet was provided an ordinary lifestyle,” Sam continued speaking. “The ladies in white coats took care of him and men in stylish combat suits brought him the most luxurious foods. He could not ask for a better life. Maybe he did ask for one. That is because most of his life he could not spend in peace in that lovely room he was locked in. His body could not wander but his mind did it anyway. No matter what everyone around him did to keep him in one place, he could not. He travelled against his own will, not only to distant lands but to distinct worlds. He grew unaware of where he might be the next second. There was one, in that facility, who could help the boy. He was secretive, kind and old. The boy was trained by that old man as he knew how to control their minds. The boy slowly learned how to live in one reality for longer and how to let go of it so he could find another. The old man also taught him how to let others inside the realms he was creating unwantedly. Even though it did not help him go back to where he came from, it helped him to remain where he felt comfort. Little did he know that the help was not offered to him but he was the one to be helping. He grew up and learned about how the world is nothing as what others see. No one knew better than him that everything was real and everything was changing. He was a means of transport for the missions conducted in those sites. He never knew when he became a member of the SCP Foundation. He saw monsters, he saw wonders and he saw science which was unimaginable. He wondered if he was one of those terrifying creatures who could alter the reality. Unfortunately, he did not even know what was the reality. He had been in so many of those and even after being real they were considered fake. Soon his time came to sit amongst the people who ran the world. The old man refused to help in one life-threatening situation. The others had shot him dead before running away. He filled the empty seat of the old man and became ‘05-11’. He was one of the thirteen council members. Whenever there was a need he had to create a false realities and was bound to do so for the sake of humanity. The normalcy of the world was in stake if anyone, in that Foundation, messed up. He was one of those who had all the power to change the past, present and future. So, he did it. He created scenarios which others called illusionary. If only they could fathom the truths that he faced to find his feet back on Earthly ground.”

I may have misunderstood him when I thought it was a joke. The tears in his eyes made me realize I have never seen him cry in eight years. “Sam, if this is all true, why did you never tell me about this?” I asked him as I felt my heart clenching in my chest.

Sam looked up at me and said, “Greta, I am supposed to keep my identity a secret forever. I never wished to find anything but the very real world everyone lives in. The layers of numerous realities are like a hard cover on me. It aches me every second to keep living in confusion. I do not understand what is true and what is not. I am afraid my dreams might be the reality and the reality might be dreams. I search for the very normalcy that I feed to common humanity. I have failed to find that till date. But I have found love; I found you.”

“I- I cannot understand you. Why?” I could feel the entire room collapsing on me. But Sam stood up and came over to me. He kneeled down and held my hands.

“I know this is very hard for you. You might not understand me, believe me or may even hate me. But I am not one of you people. I wish I could be; I really wish so. Please let me tell you everything before I leave, Greta. The only sight I have adored since that day was yours. The only place I ever felt safe in was in your arms. I will love you forever, no matter how far I am. The Foundation had asked me for another favor and you will not see me once we are back on land,” Sam said all of this so clearly. There was clearly pain in his eyes and I could not ignore the love I could see shimmering in them. Something as such had never crossed my mind. Sam was very professional and private. But how could this be true? Would I lose him forever? I know whatever he says is already decided. The two days I have with him might be the last. I do not want them to end and if they do then this must also be a dream.

“I never wanted to date someone with superpowers and have a sad ending of my love story. Sam, I tell me this is not true. Promise me you will never leave me,” I cried.

Sam brushed off my tears and smiled at me, “Once I am gone, normalcy would not be the only thing I seek through the realms I hold. I will find you and meet you one day. I hope we would be alive that day and you would recognize me.”

I fell into his arms and lost half of my senses. I only said, “I love you.” Sam held me for the last few hours he was there in my life.
