Like, I get it, the dog or puppies are cute but you should still ask to pet it and parents should make sure their kids ask first as well.
The reasons being that one, it could be a service dog on duty. A lot of service animals are not allowed to be pet or played with while on duty, so they don't get distracted from their job which is to keep their human alive and safe. This doesn't mean the service dog is not well loved and cared for or lacking in affection, it just means that while in public the service dog has a job to do. Distracting it could potentially be harmful to the person.
Two, it's a simple matter of respect. You don't just go up and play with people's kids without talking to the parents first. You wouldn't touch a person's hair without talking or knowing them. And yes most of us with pets view them as family, but legally they are still considered personal property which is no different from a purse, couch, car etc. Again you wouldn't mess with another person's belongings unless you asked first or knew them very well.
Three, unless you ask you do not know the temperament of the dog. Just because a person wanted to enjoy the company of their dog at the park(I'm talking just a regular park with a walking trail not dog park) does not necessarily mean it's friendly. Some dogs are only bonded to one person. Some can be friendly with a select few. And just like humans, dogs can have personal traumas that make them have animosity towards certain kind of people.
I knew a person whose dog was the sweetest girl unless you were a man, because she had been rescued from an abusive man. My aunt and uncle have a dog that will snap at you if you move too fast, but as long as you move slowly and don't stomp around him, he's the sweetest thing. I had a dog, that recently passed away at 15, that was super friendly, and had a habit of just sitting in people's laps to cuddle with them. The dogs I have now, however, are extremely shy. They don't bite but will automatically try to hide behind me or bark if a stranger approaches them. I have to pick them up and let them smell the person, sometimes have to touch the person to let my dogs know they're okay.
Like I said, my dogs don't bite, but some do. A random stranger coming up to pet them could scare them, and depending on the personality of the dog, they will defend themselves.
Obviously you didn't provoke the dog on purpose, but if you had asked the owner if it was okay to touch the dog you would have known that it wasn't. In this scenario the dog is usually the one that gets in trouble and sometimes put down depending on how the injured person reacts.
My friends dog had food aggression and bit me and a few of our other friends multiple times just for eating near it, we loved the dog and our friend, so we let it go. Chances are a random stranger, especially if it was a kid that wasn't taught better, probably won't take a bite so lightly, or their parents won't.
Now this next situation doesn't apply to public places, but I still feel it's worth noting.
One of my friends had to have her dog put down for defending itself, because a teenager was bitten while messing with it through a fence. If I remember correctly they had signs up saying not to mess with the dog. They couldn't prove that the teen and her friends were in the wrong, and even with the one bitten trying to let it go, her mom was calling for blood. They put their dog down, I believe they paid the girls medical expenses, and the mom was still trying to sue them before the daughter finally talked her out of it, because she knew she was the one that started it.
Whether she was just trying to pet the dog through the fence, or whether she was trying to tease it is unknown, but either way, she should have left it alone.
So, please make it more common that you ask for permission before touching a person's dog.
