salem doesn't know why ozma came back. she only knows of his task given by the god of light, that that is all ozma is there for, but at certain point it stops making sense; after the great war, there was peace, unprecedented one at that, but he did nothing with it to fulfill his "goal", all he did was ensure the safety of the relics, and then he just. . . sat on it. let the world run its course.
build your monuments to a so-called "free world", monuments salem looks forward to tearing down because to her, they stand for the return of the gods, but that is not why ozma had them built: they're beacons of hope and safe havens, keeping the world raised so that it does not face destruction, and providing shade from the unforgiving sun—from light.
at first glance, the academies are there to keep the relics far from salem's reach, but look deeper into the symbolism, and they're also clear answer from ozma to the god of light's task now that he's more informed of what achieving it actually entails:

even so, what salem considered freedom would not have been quite so for ozma; he would have continued to die and reincarnate over and over again, and every time the cost of returning to salem for their so-called freedom would have meant taking someone else's freedom away—something he didn't know would happen when he accepted the god of light's offer.
it's quite fascinating how. . . incompatible they've become, salem and ozma. salem wants a world without the gods and is willing to risk the whole world as it is now for a chance to achieve that goal. ozma cares not for the gods, whether they're on remnant or not, but he's also not willing to risk the world to be rid of his own curse that burdens him and his hosts, who have no choice in the matter. . .
why do you keep coming back?
. . .and through it all, salem still doesn't know ozma came back for her in the first place. not the gods. not the world, or the people that now inhabited it.

I feel kind of validated by the things past Ruby said because I've never been able to articulate it properly but I was never really on board with the way it feels a lot of people view Ruby's position as a leader. Like, RWBY isn't a show that has an in universe chosen one, but it often felt like people acted like Ruby was one and that's why she would always have all the right answers and she's the only one who can lead them to victory.
And I just. Always thought it would be an incredibly boring story if no one besides Ruby got to play a role in making the choices that would lead to whatever their victory is going to look like.
With the things past Ruby said and how it's framed, it feels like they just said yeah, no, that's bad actually. Ruby thinking she always needs to have the right answers for how to save the day is bad. Ruby feeling like she has to take on the burden of the entire world by herself is bad. And she's not going to be able to move forward in a way that's healthy for her until she realizes how destructive that line of thinking is.
