The Bureau of Land Management announced Thursday it has finalized a sweeping new public lands rule that places conservation and restoration of public lands on equal footing with energy development and mining.

The final rule implements a suite of conservation policy tools and initiatives BLM offices are directed to employ in an effort to protect natural spaces and restore lands in the face of a warming climate.

The rule states that urgent action is needed to preserve and restore federal rangelands against drought and increased wildfires, or the 245 million acres BLM oversees will no longer be able in the coming decades to support grazing, recreation or energy development.

“The rule does not prioritize conservation above other multiple uses. It also does not preclude other uses where conservation use is occurring,” according to the final rule. “Many uses are compatible with different types of conservation use, such as sustainable recreation, grazing, and habitat management. The rule also does not enable conservation use to occur in places where an existing, authorized, and incompatible use is occurring.”

Critics, including the National Mining Association, blasted the final rule as an effort to block energy production and mining, and a betrayal of BLM’s mandate to accommodate a range of uses beyond conservation.

But it’s a victory for conservation groups and other supporters who see it as a major and long-overdue policy shift for an agency they say has too often favored ranching, oil and gas drilling or mining over the preservation and health of federal rangelands.

The rule will formally take effect 30 days after it is published in the Federal Register, presumably in the coming days.

The final BLM rule is among a handful of major policy changes, rules and initiatives rolled out within the past week as President Joe Biden looks to bolster his appeal to conservationists and young climate activists during an election year.

Directs BLM to manage for landscape health. Successful public land management that delivers natural resources, wildlife habitat and clean water requires a thorough understanding of the health and condition of the landscape, especially as conditions shift on the ground due to climate change. To help sustain the health of our lands and waters, the rule directs the BLM to manage public land uses in accordance with the fundamentals of land health, which will help watersheds support soils, plants, and water; ecosystems provide healthy populations and communities of plants and animals; and wildlife habitats on public lands protect threatened and endangered species consistent with the multiple use and sustained yield framework.  

Provides a mechanism for restoring and protecting our public lands through restoration and mitigation leases. Restoration leases provide greater clarity for the BLM to work with appropriate partners to restore degraded lands. Mitigation leases will provide a clear and consistent mechanism for developers to offset their impacts by investing in land health elsewhere on public lands, like they currently can on state and private lands. The final rule clarifies who can obtain a restoration or mitigation lease, limiting potential lessees to qualified individuals, businesses, non-governmental organizations, Tribal governments, conservation districts, or state fish and wildlife agencies. Restoration and mitigation leases will not be issued if they would conflict with existing authorized uses. 

Clarifies the designation and management of ACECs. The final rule provides greater detail about how the BLM will continue to follow the direction in the Federal Land Policy and Management Act to prioritize the designation and protection of ACECs. Following public comments, the final rule clarifies how BLM consideration of new ACEC nominations and temporary management options does not interfere with the BLM’s discretion to continue advancing pending project applications.

I’ll start with our resident Filipino legend Acec since he’s in the same timeline as my gang. Xe’s a very OuO guy, so I think at first Ash and Kylie would be a bit put off, maybe try but struggle to hold conversations with him. They may eventually they warm up to him when they realise xe is just A Guy and not a changling of some kind. But fellow autism Madina knows there’s no need for flowing conversations when you have funny little pictures to share. They’d hit it off best with their simultaneous lack of seriousness and genuine sincerity. They snoop around team Dungeon collecting The Goss. They sit quietly and watch mcyt videos for hours on end, eyes dead and legs bouncing. Madina would pick him up and swing him around like Mario swinging Gay Bowser. Also they both like beautiful men. Maybe they can double date and re-introduce Tsubasa and Bao to each other, since they definitely do not remember each other at all. God bless amercia o7

Trucker Dave is the person who’s most likely to know Vita and the crew since he's Coach Steel’s husband. Idk if Steel’s still the main coach in the Zero Era but ain’t no way he’s out of there completely, so Dave still passes through from time to time. And if he notices a kid having a rough time, he'll try to offer a bit of Queer Trucker Wisdom. With Vita being the leader of her team and also queer, it's likely Dave could notice her going through some Stuff and give some good ol' advice, maybe let her pet his dog while she vents a bit. They both seem to have very calming and trusting presences so I think they'd get on quite well.

Now, ASHANTI. Ash would LOVE Vita. In her time, she was the only female team leader in the championships, so seeing an up-and-coming female team leader would be absolutely delightful. At that point she's also a beyblading coach, so maybe she could reach out and give some advice? Offer some training or even a mentorship if she can stand being in the US for that long? They're both sort of "older sister" figures, so she could also help Vita navigate the feelings that come with that (also them combined with Aria and Kylie?? Slay).

The Birrung girls would see Ashton Angsto and think "man aren't we glad we had no dudes on our team" or maybe "wow the kids these days have problems. we had problems once." But they don't see him as a threat to anyone as much as just a dickhead who'll hopefully learn about the magic of friendship, as all other minor dickheads in the championships tend to do. So long as he stays in his lane and doesn't join any evil corporations, they won't sick any wild hounds on him (although if Ash is also Vita's mentor... then that might change. Go full Madina mode if you know what I mean (I really don't care that you're a baby, I'll snap your neck like a twig)).

Racisme : Les 7 règles de la diffusion des idées racistes en France – par Jacques Rancière (Le Monde, 1997)

La diffusion des idées racistes en France semble être aujourd’hui une priorité nationale Les racistes s’y emploient, ce qui est la moindre des choses. Mais l’effort des propagandistes d’une idée a des limites, en un temps où l’on se méfie des idées, et il a souvent besoin pour les dépasser, du concours de ses adversaires. Là est l’aspect remarquable de la situation française : hommes politiques, journalistes et experts en tout genre ont su trouver ces dernières années des manières assez efficaces de faire servir leur antiracisme à une propagation plus intense des idées racistes. Aussi bien toutes les règles énoncées ici sont-elles déjà employées. Mais elles le sont souvent d’une manière empirique et anarchique, sans claire conscience de leur portée. Il a donc paru souhaitable, afin d’assurer leur efficacité maximale, de les présenter à leurs utilisateurs potentiels sous une forme explicite et systématique.

Règle 1. – Relevez quotidiennement les propos racistes et donnez-leur le maximum de publicité. Commentez-les abondamment, interrogez incessamment à leur propos grands de ce monde et hommes de la rue. Supposons par exemple qu’un leader raciste, s’adressant à ses troupes, laisse échapper qu’il y a chez nous beaucoup de chanteurs qui ont le teint basané et beaucoup de noms à consonance étrangère dans l’équipe de France de football. Vous pourriez considérer que cette information n’est vraiment pas un scoop et qu’il est banal, au surplus, qu’un raciste, parlant à des racistes, leur tienne des propos racistes. Cette attidude aurait une double conséquence fâcheuse : premièrement vous omettriez ainsi de manifester votre vigilance de tous les instants face à la diffusion des idées racistes ; deuxièmement, ces idées elles-mêmes se diffuseraient moins. Or l’important est qu’on en parle toujours, qu’elles fixent le cadre permanent de ce qu’on voit et de ce qu’on entend. Une idéologie, ce n’est pas d’abord des thèses, mais des évidences sensibles. Il n’est pas nécessaire que nous approuvions les idées des racistes.

Il suffit que nous voyions sans cesse ce qu’ils nous font voir, que nous parlions sans cesse de ce dont ils nous parlent, qu’en refusant leurs « idées » nous acceptions le donné qu’elles nous imposent.

Règle 2. – N’omettez jamais d’accompagner chacune de ces divulgations de votre indignation la plus vive. Cette règle est très importante à bien comprendre. Il s’agit d’assurer un triple effet : premièrement, les idées racistes doivent être banalisées par leur diffusion incessante ; deuxièmement, elles doivent être constamment dénoncées pour conserver en même temps leur pouvoir de scandale et d’attraction ; troisièmement , cette dénonciation doit elle-même apparaître comme une diabolisation, qui reproche aux racistes de dire ce qui est pourtant une banale évidence. Reprenons notre exemple : vous pourriez considérer comme anodin le besoin où est M. Le Pen de faire remarquer ce que tout le monde voit à l’oeil nu, que le gardien de l’équipe de France a la peau bien noire. Vous manqueriez ainsi l’effet essentiel : prouver qu’on fait aux racistes un crime de dire une chose que tout le monde voit à l’oeil nu.

Règle 3. – Répétez en toutes circonstances : il y a un problème des immigrés qu’il faut régler si on veut enrayer le racisme. Les racistes ne vous en demandent pas plus : reconnaître que leur problème est bien un problème et « le » problème. Des problèmes acec des gens qui ont en commun d’avoir la peau colorée et de venir des anciennes colonies françaises, il y en a en effet beaucoup. Mais tout cela ne fait pas un problème immigrés, pour la simple raison qu’ « immigré » est une notion floue qui recouvre des catégories hétérogènes, dont beaucoup de Français, nés en France de parents français. Demander qu’on règle par des mesures juridiques et politiques le « problème des immigrés » est demander une chose parfaitement impossible. Mais, en le faisant, premièrement, on donne consitance à la figure indéfinissable de l’indésirable, deuxièmement, on démontre qu’on est incapable de rien faire contre cet indésirable et que les racistes seuls proposent des solutions.

Règle 4. – Insistez bien sur l’idée que le racisme a lui-même une base objective, qu’il est l’effet de la crise et du chômage et qu’on ne peut le supprimer qu’en les supprimant. Vous lui donnez ainsi une légitimité scientifique. Et comme le chômage est maintenant une exigence structurelle de la bonne marche de nos économies, la conclusion s’en tire tout naturellement : si on ne peut supprimer la cause « profonde » du racisme, la seule chose à faire est de lui supprimer sa cause occasionnelle en renvoyant les immigrés chez eux par des lois racistes sereines et objectives. Si un esprit superficiel vous objecte que divers pays ayant des taux de chômage voisins n’ont pas de débordements racistes comme chez nous, invitez-le à chercher ce qui peut bien différencier ces pays du nôtre. La réponse va de soi : c’est qu’ils n’ont pas comme nous trop d’immigrés.

Règle 5. – Ajoutez que le racisme est le fait des couches sociales fragilisées par la modernisation économique, des attardés du progrès, des « petits Blancs », etc. Cette règle complète la précédente. Elle a l’avantage supplémentaire de montrer que les antiracistes ont, pour stigmatiser les « arriérés » du racisme, les mêmes réflexes que ceux-ci à l’égard des « races inférieures » et de conforter ainsi ces « arriérés » dans leur double mépris pour les races inférieures et pour les antiracistes des beaux quartiers qui prétendent leur faire la leçon.

Règle 6. – Appelez au consensus de tous les hommes politiques responsables contre les propos racistes. Invitez sans trêve les hommes du pouvoir à s’en démarquer absolument. Il importe en effet que ces politiciens reçoivent le brevet d’antiracisme qui leur permettra d’appliquer avec fermeté et d’améliorer, si besoin est, les lois racistes destinées, bien sûr, à enrayer le racisme. Il importe aussi que l’extrême droite raciste apparaisse comme la seule force conséquente et qui ose dire tout haut ce que les autres pensent tout bas ou proposer franchement ce qu’ils font honteusement. Il importe enfin qu’elle apparaisse être, pour cela seul, victime de la conjuration de tous les gens en place.

Règle 7. – Demandez des nouvelles lois antiracistes qui permettent de sanctionner l’intention même d’exciter au racisme, un mode de scrutin qui empêche l’extrême droite d’avoir des sièges au Parlement et toutes mesures du même ordre. D’abord, des lois répressives peuvent toujours resservir. Ensuite, vous prouverez que votre légalité républicaine se plie à toutes les commodités des circonstances. Enfin, vous consacrerez les racistes dans leur rôle de martyrs de la vérité, réprimés pour délit d’opinion par des gens qui font les lois à leur convenance.

Il s’agit, en bref, d’aider la diffusion du racisme de trois manières : en divulgant au maximum sa vision du monde, en lui donnant la palme du martyre, en montrant que seul le racisme propre peut nous préserver du racisme sale. On s’emploie déjà, avec des succès appréciables, à cette triple tâche. Mais, avec de la méthode, on peut toujours faire mieux.
