Goldstein and Mahmoudi point to what, on appearance, is a relatively new phenomenon: namely the use of digital technologies in contemporary forms of surveillance and policing, and the way in which they turn the body into the border. Shoshana Zuboff (2019) has famously referred to the historical moment within which the datafication of human life becomes an industry in its own right as “surveillance capitalism” -- a system based on capturing behavioral data and using it for commercial purposes. According to Zuboff, surveillance capitalism emerged in the early 2000s, with [the major company beginning with letter "G"] as the main driving force [...].
In contrast, scholarship on colonialism, slavery, and plantation capitalism enables us to understand how racial surveillance capitalism has existed since the grid cities of sixteenth-century Spanish Mexico (Mirzoeff 2020). In short, and as Simone Browne (2015, 10) has shown, “surveillance is nothing new to black folks.” [...]
[S]urveillance in the service of racial capitalism has historically aided three interconnected goals: (1) the control of movement of certain -- predominantly racialized -- bodies through means of identification; (2) the control of labor to increase productivity and output; and (3) the generation of knowledge about the colony and its native inhabitants in order to “maintain” the colonies [...].

Identification documents and practices can, like so many other surveillance technologies, be traced back to the Middle Passage [...]. [T]he movement of captives was controlled through [...] slave passes, slave patrols, and wanted posters for runaway slaves [...]. Similar strategies of using wanted posters and passes were put in place to control the movement of indentured white laborers from England and Ireland. [...]
Fingerprinting, for example, was developed in India because colonial officials could not tell people apart [...]. On the plantation itself, two forms of surveillance emerged -- both with the underlying aim of increasing productivity and output. One was in the form of daily notetaking by plantation and slave owners. [...] Second, [...] a combination of surveillance, accounting, and violence was used to make slave labor in the cotton fields more “efficient.” [...] [S]imilar logics of quotas and surveillance still reverberate in today's labor management systems. Finally, surveillance was also essential to the management of the colonies. It occurred through [...] practices like fingerprinting and the passport [...]. [P]hotographs were used after colonial rebellions, in 1857 in India and in 1865 in Jamaica, to better identify the local population and identify “racial types.” To control different Indian communities deemed criminal and vagrant, the British instituted a system of registration where members of particular tribes were not allowed to sleep away from their villages without prior permission [...].

In sum, when thinking about so-called surveillance capitalism today, it is essential to recognize that the logics that underpin these technologies are not new, but were developed and tested in the management of racialized minorities during the colonial era with a similar end goal, namely to control, order, and undermine the poor, colonized, enslaved, and indentured; to create a vulnerable and super-exploitable workforce; and to increase efficiency in production and foster accumulation. Consequently, while the (digital) technologies used for surveillance might have changed, the logics underpinning them have not.

A top American diplomat who used to be the US ambassador to Bolivia has been arrested for allegedly secretly working as a Cuban spy.
Manuel Rocha, 73, was taken into custody in Miami on Friday in what marked the culmination of a long-running FBI counterintelligence investigation, according to the Associated Press.
Two sources told the agency that Mr Rocha is accused of secretly working to promote the Cuban government’s interests.
Investigators allege that this is a violation of the Foreign Agents Registration Act – a law which requires any individual lobbying and doing the political bidding of a foreign government on US soil to register with the Justice Department.
Further details about the 73-year-old’s alleged work as a Cuban government agent are expected to be revealed on Monday when he appears in federal court.
Neither the DOJ or Mr Rocha has yet publicly commented on his arrest.
Mr Rocha’s wife Karla Wittkop Rocha refused to comment and hung up the phone when reached for comment by the AP.
The bombshell arrest comes after Mr Rocha has spent 25 years working as a top US diplomat in several Latin American countries.
His diplomatic postings included a stint at the US Interests Section in Cuba during a time when the US lacked full diplomatic relations with Fidel Castro’s communist government.
Born in Colombia, Mr Rocha was raised in a working-class home in New York City and went on to obtain a succession of liberal arts degrees from Yale, Harvard and Georgetown before joining the foreign service in 1981.
He was the top US diplomat in Argentina between 1997 and 2000 as a decade-long currency stabilisation program backed by Washington was unraveling under the weight of huge foreign debt and stagnant growth, triggering a political crisis that would see the South American country cycle through five presidents in two weeks.
At his next post as ambassador to Bolivia, he intervened directly into the 2002 presidential race, warning weeks ahead of the vote that the US would cut off assistance to the poor South American country if it were to elect former coca grower Evo Morales.
“I want to remind the Bolivian electorate that if they vote for those who want Bolivia to return to exporting cocaine, that will seriously jeopardise any future aid to Bolivia from the United States,” Mr Rocha said in a speech that was widely interpreted as a an attempt to sustain US dominance in the region.
The gambit worked but three years later Bolivians elected Morales anyway and the leftist leader would expel Rocha’s successor as chief of the diplomatic mission for inciting “civil war”.
Mr Rocha also served in Italy, Honduras, Mexico and the Dominican Republic, and worked as a Latin America expert for the National Security Council.
Following his retirement from the State Department, Mr Rocha began a second career in business, serving as the president of a gold mine in the Dominican Republic partly owned by Canada’s Barrick Gold.
More recently, he’s held senior roles at XCoal, a Pennsylvania-based coal exporter; Clover Leaf Capital, a company formed to facilitate mergers in the cannabis industry; law firm Foley & Lardner and Spanish public relations firm Llorente & Cuenca.

Americans broadly support military strikes in Mexico, Reuters/Ipsos poll finds (Reuters) About half of Americans support sending U.S. military personnel into Mexico to fight drug cartels, according to a Reuters/Ipsos opinion poll, though there is less backing for sending troops without Mexico’s approval. The findings show broad public support for calls by most major candidates in the 2024 Republican presidential nomination contest to send special forces into Mexico, the U.S.’s biggest trading partner, or conducting missile or drone strikes there. Some of the candidates have said they would be prepared to send military forces without first receiving permission from the Mexican government. With the United States experiencing a dramatic rise in overdose deaths related to the synthetic opioid fentanyl, tamping down the flow of narcotics from Mexico has become a major theme among Republicans. Almost 80,000 Americans died from opioid-related overdoses in 2022, according to the U.S. Centers for Disease Control, with fentanyl being the primary culprit.
Battle Over Electric Vehicles Is Central to Auto Strike (NYT) A battle between Detroit carmakers and the United Auto Workers union, which escalated on Friday with targeted strikes in three locations, is unfolding amid a once-in-a-century technological upheaval that poses huge risks for both the companies and the union. The strike has come as the traditional automakers invest billions to develop electric vehicles while still making most of their money from gasoline-driven cars. The negotiations will determine the balance of power between workers and management, possibly for years to come. That makes the strike as much a struggle for the industry’s future as it is about wages, benefits and working conditions. The established carmakers are trying to defend their profits and their place in the market in the face of stiff competition from Tesla and foreign automakers. Workers are trying to defend jobs as manufacturing shifts from internal combustion engines to batteries. Because they have fewer parts, electric cars can be made with fewer workers than gasoline vehicles. A favorable outcome for the U.A.W. would also give the union a strong calling card if, as some expect, it then tries to organize employees at Tesla and other nonunion carmakers like Hyundai, which is planning to manufacture electric vehicles at a massive new factory in Georgia.
Guatemala’s president-elect says he’s ready to call people onto the streets (AP) President-elect Bernardo Arévalo plans to call Guatemalans into the streets next week to protest efforts to derail his presidency before he can take office, he said Friday in an interview with The Associated Press. It would be Arévalo’s first such request since winning the election Aug. 20. Since his landslide victory, the attorney general’s office has continued pursuing multiple investigations related to the registration of Arévalo’s Seed Movement party, and alleged fraud in the election. International observers have said that is not supported by evidence. Arévalo said he has tried his own legal maneuvers to stop those who want to keep him from power, but now it’s necessary for the people to come out to the streets to support him. Arévalo, a progressive lawmaker and academic, shocked Guatemala by making it into an Aug. 20 presidential runoff in which he beat former first lady Sandra Torres by more than 20 points.
Ukraine’s Crimea attacks seen as key to counter-offensive against Russia (BBC) This week saw spectacular Ukrainian attacks on the Crimean Peninsula, hitting Russian warships and missiles. Estimates of the damage done ran into billions of pounds and raised the question: is Ukraine getting ready to retake Crimea, which Russia annexed in 2014? Crimea is a Russian fortress, so it is important not to get carried away. The Ukrainian Defense Ministry estimates that some 32,000 Russian troops were stationed in Crimea ahead of Russia’s February 2022 invasion. Russian nuclear weapons are reportedly deployed there as well. “[Ukraine’s] strategy has two main goals,” says Oleksandr Musiienko, from Kyiv’s Centre for Military and Legal Studies. “To establish dominance in the north-western Black Sea and to weaken Russian logistical opportunities for their defence lines in the south, near Tokmak and Melitopol.” In other words, operations in Crimea go hand-in-glove with Ukraine’s counter-offensive in the south.
Three Neighbors of Ukraine Ban Its Grain as E.U. Restrictions Expire (NYT) Hours after the European Union ended a temporary ban on imports of Ukrainian grain and other products to five member nations, three of them—Poland, Hungary and Slovakia—defied the bloc and said they would continue to bar Ukrainian grain from being sold within their borders. As Ukraine, one of the world’s largest grain exporters, has struggled to ship its grain because of Russia’s invasion, the European Union has opened up to tariff-free food imports from the country, a move that had the unintended consequence of undercutting prices and hurting farmers in several countries in the east of the European Union. As part of a deal meant to protect those countries, the bloc allowed some grain to transit through them, but prohibited domestic sales. Brussels’ decision to let that deal expire at midnight on Friday revived an issue that has threatened European Union unity on support for Ukraine. The Hungarian agriculture minister, Istvan Nagy, announced an extended ban that would include more products in a Facebook post early Saturday morning, saying that “we will protect the interests of the farmers.” On Friday, Poland’s president ordered that the ban be kept in place and Slovakia’s ministry of agriculture also announced a continuation of the ban, underlining that it didn’t apply to transit through the country.
Afghan Taliban Detain 18, Including American, on Charges of Preaching Christianity (VOA) Afghanistan’s Taliban have detained 18 staffers, including an American, from a nonprofit group for allegedly preaching Christianity. The Afghan-based International Assistance Mission (IAM) confirmed Friday that Taliban authorities had twice raided its office in central Ghor province this month and taken away the staff. They were taken into custody on charges of “propagating and promoting Christianity” in Afghanistan, a spokesman said. The IAM says on its website that the nonprofit group has been working in Afghanistan only to improve lives and build local health, community development and education capacity. “We are a partnership between the people of Afghanistan and international Christian volunteers, and we have been working together since 1966.”
U.S. and China Expand Global Spy Operations (NYT) As China’s spy balloon drifted across the continental United States in February, American intelligence agencies learned that President Xi Jinping of China had become enraged with senior Chinese military generals. Mr. Xi was not opposed to risky spying operations against the United States, but American intelligence agencies concluded that the People’s Liberation Army had kept Mr. Xi in the dark until the balloon was over the United States. When Mr. Xi learned of the balloon’s trajectory and realized it was derailing planned talks with Secretary of State Antony J. Blinken, he berated senior generals for failing to tell him that the balloon had gone astray, according to American officials briefed on the intelligence. The episode threw a spotlight on the expanding and highly secretive spy-versus-spy contest between the United States and China. The balloon crisis, a small part of a much larger Chinese espionage effort, reflects a brazen new aggressiveness by Beijing in gathering intelligence on the United States as well as Washington’s growing capabilities to collect its own information on China. The C.I.A. and the Pentagon’s Defense Intelligence Agency have set up new centers focused on spying on China. U.S. officials have honed their capabilities to intercept electronic communications, including using spy planes off China’s coast. The spy conflict with China is even more expansive than the one that played out between the Americans and the Soviets during the Cold War, said Christopher A. Wray, the F.B.I. director.
Villagers survived Morocco’s earthquake but lost nearly everything else (Washington Post) By all accounts, life in this village in Morocco’s Atlas Mountains was simple and good, even if it was rarely easy. Families had lived for generations in the small cluster of houses surrounded by olive and nut trees, which generated a third of the village’s income. The current crisis, mediocre producers and viewers, and prevailing bad taste are all pushing me towards the heap of run-of-the-mill film-makers. In 1988, the Internet Corporation for Assigned Names and Numbers (ICANN) assigned two-letter domains for every country. Spain was given .es, .mx for Mexico and .uk for the United Kingdom. Anguilla didn’t realize it at the time, but the little Caribbean island was fortunate to get the .ai top-level domain. Nearly four decades later, the artificial intelligence boom is bringing in much needed income to the island of Anguilla, all because of the .ai domain extension. Big and small companies want to build AI websites using Anguilla’s .ai domain, which charges for the privilege. Domain registrations and investments now make up a third of Anguilla’s revenue in this British Overseas Territory about 155 miles (250 kilometers) from Puerto Rico.
Blue seas, white sand beaches and coral reefs are the main attractions of this island, which depends largely on tourism. In 2020, the most expensive domain on the island, expert.ai, sold for €95,000 ($103,300). The real breakthrough came with the launch of ChatGPT on November 30, 2022. Within five months, .ai domain registrations soared. Sales nearly quadrupled, says Vince Cate, who manages domain registrations for the Anguillan government. “We already represent approximately a third of the government budget,” he said.
Every national government manages the rates and renewal periods of its domains, says Gonzalo de la Cruz, from Especialistas Web. In Spain, the cost of each .es domain registration ranges from €1-€10 ($1.09-$10.87) and must be renewed every year. Anguilla earned $3 million from domain registrations in January 2024 alone, but Cate estimates that the figure will double by the time they’re due for renewal. “We register domains for two years. If we maintain this rate of $3 million per month for new domains, our income will jump to $6 million per month when renewals are required in a year’s time.”
Some AI companies like stability.ai and character.ai have already claimed their domain names. Big players like Google, Meta and X (formerly Twitter) have also staked their claims in the AI domain. In 2023, over 200,000 domain names were registered. Anguilla’s revenue sources include tourism, offshore banking, and fishing, with a GDP in 2020 topping €275 million ($300 million). Despite the island’s small size and population of around 16,000, domain registration revenue is significant. Estimates indicate registrations could bring in €72 million ($78.3 million) by 2025.
Invest in .ai domains
Before the trend, and long before ChatGPT, there was a trailblazer acquiring .ai domains. Igor Gabrielan, an AI and robotics enthusiast since childhood, started buying .ai domains in 2011 when registration opened to foreigners. He now owns 750 domains for sale, but hasn’t reaped the rewards yet. “Despite the many jewels in my collection, the big companies haven’t contacted me,” said Gabrielan. His biggest sale netted him $50,000 in exchange for portal.ai.
Gabrielan only owns one Spanish-language domain name: Amigo.ai. “I haven’t heard of large domains in Spanish,” he said. The Spanish acronym for artificial intelligence is IA, and the .ia domain hasn’t been assigned to any country.
The most popular domain extensions
Anguilla is not the only one cashing in on domain names. In 1994, Chris Clark bought the pizza.com domain name for $20 and sold it in 2008 for $2.6 million. Tuvalu, a small Polynesian country in the South Pacific, earned $50 million in 2000 by selling .tv domains to television channels. An intriguing situation occurred with the .amazon domain when the eight Amazon basin countries vied for control, but ICANN granted it to Amazon, Jeff Bezos’ multinational internet sales company.
Cate compares Tuvalu’s .tv domains with Anguilla’s .ai domains, noting a key difference. Tuvalu works though business partners for .tv domain registrations, while Anguilla manages its registrations internally. “We’re doing it locally, so the government gets almost all the money.” Meanwhile, Gabrielan is confident that the artificial intelligence growth trend will continue and companies will seek him out to buy all the sought-after .ai domains he owns.
.COM Originally for private companies, the .com extension evolved in the 1990s. Now, anyone can register a .com domain without geographic restrictions.
.CN The large number of .cn domains is not surprising given the size of China, its huge population and booming economy.
.DE It stands for Deutschland and is Germany’s domain extension. It was the first country extension to surpass one million registrations.
.NET Initially intended for network technology organizations, .net is a classic extension introduced in 1985.
.UK The UK extension, launched in 1985, is now used by businesses, non-profit organizations and individuals.
.ORG Stands for organization and is a classic domain extension introduced in 1985. Initially for non-commercial organizations with international users, .org is now primarily used by nonprofits, healthcare providers and cultural foundations, among others.

TULSA, Okla., March 7, 2024 - Empire Petroleum Corporation (NYSE American: EP) ("Empire" or the "Company"), an oil and gas company with current producing assets in New Mexico, North Dakota, Montana, Texas, and Louisiana, announced today that it has commenced its previously announced subscription rights offering (“Rights Offering”) pursuant to which it intends to raise gross proceeds of up to approximately $25.0 million. The Company is distributing at no charge to holders of its common stock, par value $0.001 per share (“Common Stock”), as of the close of business on March 7, 2024 (the record date for the Rights Offering), one subscription right for each share of Common Stock held. Each subscription right entitles the holder to purchase 0.161 shares of Common Stock at a subscription price of $6.05 per share per one whole share of Common Stock. As a result, a stockholder must hold at least seven shares of Common Stock to receive subscription rights to purchase at least one share of Common Stock. The subscription rights are non-transferable, and will not be listed for trading on any stock exchange or market. In addition, holders of subscription rights who fully exercise their subscription rights are entitled to over-subscribe for additional shares of Common Stock, subject to proration.
The Rights Offering is expected to expire at 5:00 p.m., Eastern Time, on April 3, 2024 (“Expiration Date”), subject to extension or earlier termination.
Phil E. Mulacek, Chairman of the Board of Empire, and Energy Evolution Fund, Ltd., our largest shareholders, have indicated that they intend to participate in the Rights Offering and fully subscribe to the shares of Common Stock corresponding to their subscription rights. They have each also indicated that they intend to fully exercise their over-subscription rights to purchase their pro rata share of the underlying securities related to the Rights Offering that remain unsubscribed at the Expiration Date.
