Housing in Quebec is becoming increasingly expensive and difficult to find. Data from the Canada Mortgage and Housing Corporation (CMHC) shows the housing crisis is worsening, both in terms of rental costs and availability.
Although the data from the federal agency is interpreted differently by landlord and tenant groups, both agree that it is no longer possible to ignore the situation or rely on the market to correct it.
According to the Association des professionnels de la construction et de l'habitation du Québec (APCHQ), the number of rental housing starts in 2023 will be 32% lower than in 2022. In 2022, the decrease from the previous year was 14%.
The APCHQ estimates a 100K-unit housing shortage in Quebec, which is supported by CMHC vacancy rates. A vacancy rate of around 3% is widely accepted as representing the balance of supply and demand.
This rate fell from 2.5 percent in Quebec in 2021 to 1.7 percent last year. It is less than 1% in several regions and even 0% in some cities, such as Gaspé and Roberval, where no housing is available.
